광주시-광주상의, 청년일자리 창출 머리 맞댄다
광주광역시와 광주상공회의소가 ‘청년일자리 창출을 위한 업무협약’을 체결하고 ‘청년일자리 창출 토론회’를 개최하는 등 지역 청년들의 취업 촉진 및 구인기업의 인력난 해소에 적극 나섰다. 광주광역시와 광주상공회의소는 지난 달 17일 ‘청년일자리 창출을 위한 상호 업무협약서’를 체결했다. 시와 상의는 협약서에서 지역기업 신규사원 채용시 지역 청년구직자 우선 고용에 상호 협력하고 청년들의 안정적인 취업을 위해 맞춤형 일자리사업을 발굴키로 했다. 또한 구직자와 구인기업의 고용촉진을 위한 취업정보 공유, 청년 구직환경 개선 및 강소기업 발굴을 위한 공동 노력도 기울이기로 했다.

시와 상의는 더불어 사는 넉넉한 광주공동체를 건설할 수 있도록 인적자원 구축, 소통, 공동참여 등의 방법으로 협력하며 세부적인 시행방법은 상호 협의해서 진행키로 했다. 이어 열린 청년일자리 창출 토론회에서는 각계 전문가들이 다양한 의견을 제시하며 열띤 토론을 벌였다. 한국노동연구원 이규용 실장은 ‘청년층의 고용문제와 일자리정책’이란 기조발제를 통해 현행 청년층 일자리의 문제점으로 공급자 중심의 인력양성정책, 양질의 일자리 기반 미흡, 일자리 상향이동성 제약, 중소기업의 근로조건 열악 등을 꼽았다. 그는 이를 해소할 대책으로 노동시장 이행단계별 맞춤형 일자리 지원체계 구축, 청년층들의 중소기업 유인을 위한 취업촉진 방안 검토, 대학 미진학자나 청년층 취약계층에 대한 정책 강화, 지역고용전략과 청년층 일자리 대책 등을 제시했다. 

광주발전연구원 임형섭 박사는 ‘양질의 일자리 창출을 통한 청년고용 활성화’란 주제발표에서 “광주지역 2013년 취업가능 일자리 수 대비 취업건수 비율은 0.56으로 전국 평균보다 낮으며, 특히 7대 특·광역시 평균(0.69)과도 큰 격차를 보인다”면서 “광주지역의 일자리 미스매치 현상은 점차 개선되는 추세를 보이고 있으나 여전히 심하다”고 지적했다. 그는 대책으로 지역기업 육성을 통한 청년층 괜찮은 일자리 공급 확대, 지역 유망산업, 성장산업 육성을 통한 청년층 일자리 창출, 빛가람혁신도시내 청년층 취업 확대, 기존 고용의 질 제고를 통한 일자리 확대 등을 제시했다. 

광주 외국인투자기업 증설투자 지역경제 활력 기대
지역 출신 미국 기업인들이 광주에 상업용 냉동‧냉장기기 제조 공장 증설 투자와 다이아몬드 커팅 공구 제조를 위한 신규 투자를 추진한다. 광주광역시는 미국 상업용 냉장고 시장 점유율 2위 기업인 터보에어, ‘다이아몬드 커팅 공구’ 제조업체인 ㈜비에스티코리아와 350억원 규모의 투자협약을 지난 달 17일 시청 비즈니스룸에서 체결했다고 밝혔다. 이번 협약에 따라 ‘터보에어(turbo air inc., 회장 브라이언 김)’는 평동산단에 소재한 ㈜프리미어(대표 박창훈)와 ㈜지코코리아(대표 나윤초)에 증설 투자한다. ㈜프리미어는 2009년 터보에어사가 설립한 기업으로, 업소용 냉장고를 생산해 70% 이상 해외로 수출하고 있으며, 고용 인원도 160명이 넘는다. 기존 공장 옆에 증설 공장 부지를 확보하고 생산량 증대를 위해 100억원을 추가 투자할 계획이다. 터보에어의 또 다른 투자기업인 ㈜지코코리아는 2012년 평동에 1공장을 설립, 상업용 냉장‧냉동 쇼케이스를 생산하고 있다. 증가하는 주문 물량을 생산하기 위해 월전동에 2공장 설립 부지를 확보하고, 50억원의 추가 투자를 통해 올해 상반기 내 2공장을 설립할 예정이다. 윤장현 시장은 “광주 출신 기업인들이 고향에 투자해 지역 인재 채용에 큰 역할을 해주신데 대해 깊은 감사드린다.”라며 “기업 경영에 어려움이 없도록 ‘기업지원 원스톱 서비스 체제’를 잘 갖추는 등 적극적인 기업 지원 정책을 펼쳐 나가겠다.”라고 말했다.

Gwangju city cooperates with Gwangju Chamber of Commerce and Industry to create jobs for younger people  
 
Gwangju metropolitan city on the 17th last month signed an “MOU for creating youth’s jobs” with Gwangju Chamber of Commerce and Industry and positively went out to facilitate employment of youths in the community and relieve manpower shortage of enterprises by holding ‘a symposium for creating jobs for younger people.’ In the written agreement, both parties agreed to cooperate to employ the community’s young job seekers when recruiting new personnel in community enterprises and excavate customized employment projects for their stable working. They also agreed to share job information for job seekers and enterprises and make joint efforts in improving the youths’ job-finding environment and finding small but strong enterprises. To build a decent Gwangju community living together, both parties will cooperate in building human resources, communication and joint participation with detailed enforcements to go on by mutual consultation. In the following symposium, specialists from every field of life presented various opinions and entered into a heated discussion. Lee Gyoo-yong, section chief for Korea Labor Institute, indicated that supplier-oriented human resources polices, poor basis for good-quality jobs, limited upward mobility in jobs and poor working conditions of smaller enterprises as problems of younger people’s jobs, through his introduction titled “Youth’s employment problems and job policy.”To relieve this, he presented building customized job support system by transition of labor market, invitation of younger people to smaller enterprises, enhanced policy for no college education or the socially weak of youths, community employment strategy, and measures for younger people’s employment. Dr. Im Hyung-seop, Gwangju Development Institute, in his thematic presentation of ‘activity for younger people’s employment through creating quality jobs,’ indicated that “for 2013, the ratio of employment to lobs stands at 0.56, lower than the whole nation average, and shows big difference compared to the 7 special and metropolitan cities’ average (0.69).” He added, “Though in Gwangju region, job mismatch is gradually showing improvement, it is still serious.” For possible measures, he presented expansion of good jobs for younger people through fostering local enterprises, job creation for youth through fostering promising, growth enterprise in the community, expansion of youth employment in Bitgaram innovative city, and expansion of jobs through enhancing the quality of the existing employment.   
 
Enlarged investment of Gwangju foreign investment enterprise to boost local economy 
 
American entrepreneurs from the community is going to invest more in commercial refrigeration equipment plant and make a new investment for manufacturing diamond cutting tools. Gwangju metropolitan city declared that the city signed an investment agreement with Turbo Air, 2nd-place player in the US fridge market share, and with BST Korea, a company for manufacturing ‘diamond cutting tools’ for 35 billion won at city hall business room on 17th last month. Following this agreement, ‘Turbo Air (president Brian Kim} will invest in Premier (Park Chang-hwoon) and Ziko Korea  (Na Yoon-cho) located at Pyeongdong industrial complex for larger facilities. Premier was established by Turbo Air in 2009, producing fridges for stores and exporting over 70% overseas with over 160 workers employed. By securing extra site at the side of the existing factory, it will invest `10 billion won for increasing outputs. Ziko Korea, another investment employment of Turbo Air, established its first factory at Pyeongdong in 2012 producing commercial refrigeration showcase. To produce increased quantity of orders, it secured a plant site at Woljeon-dong and will establish the 2nd factory through additional investment of 5 billion won in the former half of this year. Mayor Yoon Jang-hyun said, “I appreciate entrepreneurs from Gwanju invested money in their native town playing a big role in employing the local able persons, We will make positive policies with one-stop service system for company support so that there may be no difficulty in business administration.”
