“양국 간의 벽 허물어 활발한 교류의 다리 놓을 것”
지리적 거리 넘어선 유대감 구축에 주력

벨라루스를 상징하는 색은 하얀 색이다(벨라루스어로 ‘벨라’는 하얀색을 의미). 건물 외벽을 하얀색으로 칠하는 것을 좋아하며, 전통의상도 하얀색이다. 슬라브어로 ‘벨라’는 화이트, ‘루스’는 러시아를 뜻한다. 한반도와 비슷한 면적을 지닌 벨라루스의 사람들에게 춤과 음악은 일상 그 자체다. 여러모로 우리와 비슷한 점을 가진 벨라루스와 한국의 관계는 1992년 이래 23년간 이어져오고 있다. IT와 반도체, 기초과학 등의 분야에서 협력을 펼쳐오고 있는 양국 간의 관계발전 전망을 나탈리아 질레비치 주한 벨라루스 대사를 만나 들어보았다.

협력관계 증진 위한 비자면제 협정 체결 필요
동유럽에 위치해 러시아, 폴란드 등과 국경을 맞대고 있는 내륙국인 벨라루스의 정식 명칭은 ‘벨라루스 공화국(Republic of Belarus)’이다. 역사, 정치, 경제적으로 러시아와 강력한 유대관계를 맺고 있으며, 우리나라와는 2014년 기준 약 1,900억 규모의 교역을 펼치고 있다. 1992년부터 외교부에서 근무해온 나탈리아 질레비치 대사는 유네스코 주재 벨라루스 대표부 차장과, 주 터키 벨라루스 대사를 경험한 정통 외교관이다. 지난 2011년 9월 주한 벨라루스 대사로 부임해 온 이래 그녀는 한국에 벨라루스의 문화를 알리고 협력관계를 돈독히 하기 위한 다양한 노력을 펼쳐왔다. 

질레비치 대사는 양국 간 경제협력 활성화를 위해서는 비자면제 협정 체결이 가장 우선되어야 한다고 강조했다. “경제교류의 활성화는 결국 인적 교류가 활발해지는 것에서 출발합니다. 한국과 벨라루스 간 무비자로 90일 체류가 가능한 1단계를 거쳐 2단계 전면면제의 단계에 이르도록 돕는 것이 제가 해야할 가장 큰 직무라고 생각합니다.” 그녀는 이러한 협정 체결을 통해 인적교류를 활성화해서 양국의 정치, 경제는 물론 문화 분야까지 다방면에 걸쳐 협력을 펼쳐나갈 계획이라고 밝혔다.

IT·의료·과학 분야에 걸친 활발한 교류 이어져
현재 한국과 벨라루스는 다양한 분야에서 그 협력의 폭을 넓혀가고 있다. 지난해 9월에는 ‘ICT비즈니스 포럼’을 통해 협력의 폭을 넓히고 한국 기업이 직·간접적으로 참여할 수 있는 프로젝트를 발굴하는 등 구체적인 협력전략을 추진하기로 협의했다. 현재 한국에도 반도체 기업인 ‘인테그랄(Intergral)’, SK 하이닉스 펌웨어 개발분야 지사인 ‘소프텍(Softeq)’ 등의 벨라루스 기업이 진출해 활동하고 있다.

또한 지난 4월 9일에는 벨라루스의 가즈프롬 트랜스가스社와 한국의 대전선병원이 ‘종합메디컬센터 설립·운영 컨설팅 계약’을 체결하며 의료 분야의 협력관계를 구축하게 되었다. 당시 행사에서 질레비치 대사는 “민스크시에 설립될 한국메디컬센터는 유럽의 가장 매력적인 의료시설 중 하나가 되리라 확신합니다. 이번 기회를 통해 한국과 벨라루스 간의 협력이 촉진되길 기대합니다”라고 밝혔다.

양국 간 협력관계에서 과학 분야 교류는 특히 매우 성공적인 성과를 창출하고 있다. 벨라루스의 국가과학기술위원회와 벨라루스국립기술대학교 내 한-벨라루스 과학기술센터 ‘폴리테크닉’, 국립과학아카데미와 아카데미 산하 연구소들이 한국과의 협력을 진행하고 있으며, 각종 세미나와 포럼을 개최하며 과학기술 교류와 관련 정책을 공유하고 있다. 현재 한국과 벨라루스는 소재·광학·바이오·나노기술 등 다양한 분야에 대한 공동과제 진행을 합의하고 추진하고 있다.

이해와 실질적 협력방안이 바탕이 된 관계 구축할 터
한국과 벨라루스는 2007년 11월, 정부 간 문화분야 협력에 관한 협정에 따라 양국 문화단체 간의 교류 확대와 국제문화행사 등의 정보 교류를 위해 힘쓰고 있다. 또한 박물관, 도서관 간의 교류, 문화유적 보호, 오페라, 발레, 극장 및 음악, 미술, 영화 분야에서의 협력 활성화를 목표로 다양한 사업을 추진해오고 있다. 양국 간 교류 활성화를 위한 질레비치 대사의 노력은 한국에 대한 이해와 사랑에 바탕을 두고 있다. ‘그 나라를 사랑하지 않으면 좋은 외교관이 될 수 없다’는 철학으로 그녀는 지난 2011년 부임 이래 한국의 주요도시와 각지를 여행하며 기후와 자연, 그리고 그 속에 살고 있는 다양한 사람들을 만나왔다고 한다. 특히 김치와 불고기를 아주 좋아한다고 덧붙인 그녀는 한국의 수많은 명소 가운데서도 부산의 자갈치 시장과 전주의 벚꽃길에서 매우 깊은 인상을 받았다며 소감을 전했다.

질레비치 대사는 매년 열리는 ‘Hi Seoul 페스티벌’에 벨라루스 예술가들이 대거 참여, 음악, 미술, 음식 등 벨라루스의 문화 전반을 알리기 위한 프로모션을 펼치고 있다고 전했다. 그녀는 “벨라루스는 많은 건축물들이 유네스코 문화유산에 등재되어 있고, 역사 깊은 성과 궁전들이 있습니다. 하얀 자작나무와 50미터 이상 자라는 소나무가 가득찬 숲이 전 국토의 40%를 차지하고 있으며, 많은 호수와 강이 흐르는 아름다운 나라입니다. 보다 많은 한국인들이 벨라루스에 관심을 가지고 방문했으면 하는 바람입니다”라고 밝혔다. 그녀는 마지막으로 “한국과 벨라루스 간의 관계가 발전적으로 나아가기 위해서는 비자문제 해결이 선행되어야 합니다. 모쪼록 상호이해와 실질적 협력방안을 바탕으로 호혜적 관계가 확립되길 바랍니다”라고 덧붙였다. 그녀의 노력이 한국과 벨라루스 간의 거리를 좁히고, 다양한 분야에서의 협력을 촉진시킬 촉매로 작용하게 되기를 기대한다.

Promoting active exchange between Belarus and South Korea
Building strong bond over geographic distance 

White (in Belarusian - ‘Bela’) is the symbolic color of Belarus. This can be proved by noticing the fact that the walls of many buildings in Belarus are painted in white not to mention the color of their traditional costumes. The word ‘Bela’ in Slavic language means white and ‘rus’ Russia. White Russia, alternatively known as White Rus or White Ruthenia, is an archaism for the eastern part of present-day Belarus. With its similar surface area to the Korean Peninsula, the color white and music and dance for the Belarusians are the names to live up to like they are for the Koreans. This implies that the two countries have many things in common. Since the establishment of diplomatic relations in 1992, Belarus and South Korea have been cooperating in IT, semi-conductor and basic science. Korea’s top bilingual magazine Power Korea has met H.E.Mrs. Natallia Zhylevich, Ambassador of Belarus, at the Belarusian Embassy in Jung-gu, Seoul and heard about the future development prospects between the two countries. 

Coming to an agreement on visa waivers is a must for active exchanges 
The Republic of Belarus is a land-locked country located in Eastern Europe bordered by Poland to the west and Russia to the northeast. It has had strong ties to Russia in history, politics and economy but the trade volume with South Korea, which reached US$ 186 mln. by 2014, shows their effort to widen the cooperation with other countries. Ambassador Zhylevich has had a distinguished career as a diplomat by working in the Ministry of Foreign Affairs for many years since 1992 and serving as Deputy Head of the Belarusian Mission to UNESCO and as the Ambassador of Belarus to Turkey before she took her office in Seoul in September 2011. Ambassador Zhylevich has been actively carrying out various activities to strengthen the relationship between Belarus and South Korea. She said “the activation of economic cooperation starts from personal exchange. Therefore, I am currently focusing on visa waiver between Belarus and Korea for 90 days as the first stage with which I eventually lead it to full scale visa waiver program. I think that it is my biggest goal to achieve during my service in Seoul.” In addition to this goal, Ambassador Zhylevich said that she will make ways for cooperation in various fields from politics and economy to culture.

Active exchanges in IT, medicine and science
Belarus and ROK currently are expanding cooperation to various fields. The ‘ICT Business Forum’, held in September last year, states that both countries carry out strategic and practical cooperation to widen its areas and to promote Korean companies to directly or indirectly participate in the related cooperation projects. Belarusian companies, in response, such as ‘Intergral’ in semi-conductor sector and ‘Softeq’, which is an affiliated enterprise of SK Hynix in the firmware development sector, are actively operating in Korea. The cooperation between the two countries is further enhanced by Gazprom Trans Gas and Daejeon Sun Hospital signing an agreement of building and managing a total medical center in Minsk, the capital city of Belarus. H.E. Mrs. Natallia Zhylevich said in her congratulatory speech “I am confident to say that the medical center in Minsk will be one of the most advanced and attractive medical facilities in Europe. I sincerely hope that this joint venture will be a momentum to accelerate exchanges between the two countries.” 
Meanwhile, cooperation in the field of science is creating successful outcomes. Science & Technology Committee, the National Science Academy and its research institutes, and Belarus - Korea Scientific and Technological Center "Polytechnic" at the Belarus National Technological University are working together with Korean organizations through various seminars and forums to share the information and policies. Also, Belarus and South Korea are implementing joint task agreed in various sectors including materials, optic science, bio technology and nano technology.
Building close relationship based on mutual understanding and practical cooperation plan
Belarus and ROK signed an agreement of cultural cooperation in November 2007 and have been carrying out various cultural exchanges covering from museums, libraries, cultural assets to opera, ballet, theater, music, art and films. The ardent efforts of Ambassador Zhylevich to promote these exchanges actually come from her understanding and love of Korean culture. With her philosophy “If you don’t love the country, you cannot be a good diplomat”, Ambassador Zhylevich has been traveling around many corners of Korea since she took the office in Seoul in 2011 and has met and experienced a wide variety of people, culture and the nature. She particularly likes Kimchi (fermented spicy cabbage) and Bulgogi (grilled beef) very much and was impressed by Jagalchi Market in Busan and Cherry Blossom Road in Jeonju. In the effort of promoting Belarusian culture in Korea, Ambassador Zhylevich has been calling Belarusian artists to take part in Hi Seoul Festival every year. She says “several castles and palaces in Belarus are inscribed on the UNESCO World Heritage List. 40% of the Belarusian land are forests with silver birches and 50 meter high pine trees and numerous lakes and rivers are beautifully placed and running through the land. I hope more Koreans will visit Belarus to experience something new and different.” Meanwhile, Ambassador Zhylevich emphasized that “visa waiver program is prerequisite to build close relationship between South Korea and Belarus and this can be achieved based on mutual understanding and practical cooperation plan.” Power Korea hopes that Ambassador Zhylevich’s unsparing effort will play the catalyst for drawing active cooperation in various fields between Belarus and South Korea.
