기획재정부 최경환 부총리, 경제회복 조짐, 투자ㆍ소비로 이어져야
최경환 부총리 겸 기획재정부 장관은 "최근 경제상황의 유리한 변화가 자신감과 결합돼 경제주체들의 적극적인 투자와 소비로 이어지기를 기대한다"고 말했다. 최 부총리는 이날 서울 은행회관에서 주재한 중장기전략위원회 제2차 회의에서 "확장적 거시경제 정책과 신(新) 3저 효과 등으로 자산시장의 거래가 활발해지고 주요 지표가 반등하는 등 미약하나마 회복 조짐이 감지되고 있는 상황"이라며 이같이 밝혔다. 그는 "지금까지 우리는 당면한 위기를 슬기롭게 극복했고 위기를 통해 더 튼튼한 경제로 거듭났다"며 "지금 우리에게 필요한 것은 조심스럽지만 낙관적인 균형 있는 자세"라고 강조했다. 그러면서 "해현경장(解弦更張)의 자세로 심기일전해 '경기활성화'와 '구조개혁'이라는 큰 방향으로 국민의 힘을 모아야 한다"고 당부했다. 해현경장은 '거문고의 낡은 줄을 걷어내고 새 줄을 멘다'는 뜻으로, 느슨해진 것을 긴장되도록 다시 고치거나 사회ㆍ경제 제도를 개혁하는 것을 말한다. 특히, "선진국 초입에 들어선 지금 상황에선 핵심 분야 구조개혁 시장 중심의 유연한 경제체제 구축 지속가능한 복지ㆍ재정체계 확립 등 보다 시스템적으로 우리 경제의 경쟁력을 강화하는 것이 중요하다"고 덧붙였다. 다만, "거시적ㆍ장기적 안목에서 위험에 대비하며 기회를 잘 살려나가려는 노력도 할 필요가 있다"며 "저출산과 중국경제 리스크 등 대내외 위험에 대해선 기존의 틀을 벗어난 새로운 발상으로 창의적이고 효과적인 정책 대안을 마련해야 한다"고 지적했다.

최 부총리는 "중장기전략위원회의 역할은 우리 사회가 나아가야 할 방향을 적극 제시하는 나침반과 같다"며 "복지, 노동, 교육, 인구 등 주요 이슈에 대해서는 세미나와 공청회 등으로 사회적 공론화를 선도하는 데 앞장서 달라"고 부탁했다. 김인호 민간위원장은 "현재의 발전 추세가 이어지거나 현재의 경제운용 방식이 유지된다면 우리 경제의 중장기 발전 비전 달성은 불가능하다"며 "'경쟁력을 보장하는 경제시스템의 구축과 운용'을 중장기 전략의 핵심 내용으로 삼아야 한다"고 말했다.

기획재정부 최경환 부총리, "개도국 발전 위해 UN과 적극 협력"
최경환 부총리 겸 기획재정부 장관은 지난 달 13일 '제7차 세계물포럼' 개막식 행사 참석 차 한국을 방문한 얀 엘리아슨 UN 사무부총장과 면담을 갖고 국제사회 주요 현안에 대해 의견을 교환했다. 최 부총리는 이 자리에서 UN을 중심으로 논의되고 있는 'Post 2015' 개발 논의가 경제성장과 일자리 창출을 통한 근본적인 빈곤문제 해결 및 포용적이고 지속가능한 성장의 중요성을 강조하는 것에 공감을 표했다. 그러면서 "이를 위해서는 공적개발원조(ODA)뿐만 아니라 민간재원 등 다양한 재원을 활용할 필요도 있다"고 전했다.

Post-2015는 UN의 새천년개발목표(MDGs)를 승계하는 차세대 글로벌 개발목표다. 올해 9월 열리는 UN 정상회의에서 채택될 예정이다. 최 부총리는 "한국 정부는 개발도상국의 지속가능한 성장을 위해 ODA 규모를 계속 확대하는 한편, 경제발전 경험을 공유하기 위한 경제발전경험 공유사업(KSP) 등을 추진하고 있다"면서 "앞으로도 UN과 적극 협력하겠다"고 밝혔다. 이어 "선진국과 개도국이 모두 참여하는 신 기후체제에 대한 논의에 따른 기후재원이 중요하다"며 "녹색기후기금(GCF)이 신 기후체제 기후재원 구조의 주축으로 기능할 필요가 있다"고 강조했다. 이에 엘리아슨 사무부총장은 "한국의 국제사회에 대한 기여 노력에 감사한다"며 "앞으로도 한국과 UN이 서로 협력해 당면한 이슈를 슬기롭게 해결해나갈 수 있기를 기대한다"고 답했다.

Choi, turning signs of economic recovery to investment and consumption
Deputy Prime Minister and Minister of Strategy and Finance Kyeonghwan Choi held the second meeting of Mid & Long Term Strategy Committee at the Bank Hall, Seoul and said "I expect that the current signs of economic recovery will lead to investment and consumption. Expandable macroeconomics policy, activation of property market and rebounding of key indicators are really good signs." He continued "we have overcome many difficulties and achieved economic miracles. What we need now is a careful yet positive and balanced stance and work together with the whole people for market recovery and structural reform." He added "it is important for us to build sustainable welfare and budget systems to strength our competitiveness. We have to take our opportunity from a long-term perspective and prepare creative measures for low birth rate and China economic risk. The role of committee is to suggest directions of our society and I ask you to do your best to take the initiative in solving the issues of welfare, labor, education and population." The Civil Head Inho Kim said "it is impossible to have mid and long term development vision if we keep the current economic management system. We need competitive and innovative systems."
Choi, keeping active cooperation with UN for developing countries
Deputy Prime Minister and Minister of Strategy and Finance Kyeonghwan Choi attended the opening ceremony of The 7th World Water Forum Daegu on 13 last month and had a meeting with Jan Eliasson, Deputy Secretary General of the UN and exchanged opinions on current global issues. Choi agreed that UN's 'Post 2015' development discussion is strengthening the importance of inclusive and sustainable growth in the developing countries and of solving poverty through economic development and job creation. For this, he added, UN needs to use ODA and other various financial resources including private investment. Post-2015 is UN's next generation development goal that succeeds MDGs and it is expected to be adopted at the UN Summit in September this year. Choi said "Korean government is currently carrying out KSP and will keep expanding the scale of ODA for developing countries' sustainable growth and we will actively cooperate with the UN. It is important to secure climate resources by both advanced and developing countries and GCF needs to function as the axis of building climate resources." Eliasson in response said "we appreciate Korea's effort for the contribution to international society and if we keep working together we will surely solve current problems we are facing."
