의료기기 강국 대한민국, 꿈을 현실로 만들다
아이디어의 제품화 돕는 Total Service 지원체제

연세대학교 원주캠퍼스는 1995년 3월 의공학연구소 설립 이래 지난 20여 년간 원주시의 의료기기 산업 발전에 혁혁한 역할을 해왔다. 불모지였던 원주지역에 국내 최고의 의료기기 산업 인프라를 구축한 연세대 원주캠퍼스는 지난 2010년에는 보건복지부 지정 의료기기개발촉진센터를 유치하며 강원도와 원주시, 나아가 대한민국 의료기기 산업 발전의 중추적인 역할을 수행하고 있다. 

체계적인 의료기기 시제품 개발 지원
전문 리서치 기관인 글로벌 데이터(Global Data)에 따르면 2014년 세계 의료기기 시장 규모는 약 400조 원, 2018년에는 520조 원으로 확대가 예상되는 고부가가치 유망산업이다. 특히 국내 의료기기 산업은 현재 5조 원이며, 그 중 3조 원 규모가 수출되고 있어 미래 먹거리 산업으로 주목받고 있다. 이에 따라 보건복지부에서는 세계 7대 의료기기 강국 진입을 목표로 경쟁력 강화 방안을 마련하고 지원에 총력을 기울이고 있다. 

연세대학교 의료기기개발촉진센터는 보건복지부의 지원으로 보건의료신기술을 실용화하기 위한 아이디어를 수집하고 의료기기 시제품 개발 및 상품화를 무상으로 실현하기 위한 사업(2010.05~2015.03, 사업비 105억 원)을 수행해 왔다. 김영호 센터장은 “센터에서는 창의적인 아이디어를 발굴하여 신속하고 효율적으로 실현화 하는 시스템을 구축하는 데에 주력해왔습니다”라고 밝혔다. 이에 따라 센터에서는 아이디어 실현을 위한 Total Service 지원체제를 수립하는 한편 아이디어를 효율적으로 유입하고 검증하기 위한 시스템과 표준화된 시제품 제작 프로세스를 확립해왔다. 또한 대학, 전문의료기관, 관련업체, 연구소 등과의 긴밀한 산학연 협력관계를 지속해왔다. 

국제인증 획득 위한 Total 시스템 구축
의료기기개발촉진센터는 차별화를 위해 시제품 설계 단계부터 적용할 수 있는 국제인증 관련 시스템을 구축 및 활용하고 있다. 의료기기 설계에는 LabVIEW(NI) 시스템을 적용했으며, Freescale 의료기기 개발 시스템과 LDRA Software Validation 시스템을 도입했다. 그밖에도 강화된 CE/FDA 인증을 위한 국내외 인증전문기관과 공동 연구 및 기술개발, 의료기기 시제품 개발 시 컨설팅 지원, 기술세미나 개최 및 참여 등의 활동을 통해 통합적인 검증 시스템을 운영하고 있다. 센터는 국제인증 관련 전문 인력 양성을 위한 노력도 펼치고 있다. 김 센터장은 “최근 유럽의 통합규격인증(CE) 및 미국의 식품의약국(FDA) 인증이 한층 강화되면서 수출을 목표로 하는 한국 의료기기 산업은 큰 위기에 직면해있습니다. 저희는 기본의 소극적 지원에서 벗어나 국제인증을 위한 전문 인력을 양성하고, 기업이 인증 절차에 필요한 모든 역량을 확보할 수 있도록 적극적인 지원 활동을 펼치고 있습니다”라고 밝혔다. 

미래 한국의 원동력, 의료기기에서 찾다
의료기기 산업 발전과 관련 기술 개발을 위해 지난 5년간 노력해온 의료기기개발촉진센터의 성과는 132건의 지적재산권 출원, 59건의 지적재산권 등록과 117건의 시제품 개발, 30건의 국내 기술이전 등으로 증명된다. 의료기기 산업 발전과 관련 기술 개발을 위해 지난 5년간 노력해온 의료기기개발촉진센터는 118건의 시제품 개발과 132건의 지적재산권 출원 및 59건의 지적재산권 등록이라는 성과를 이루어냈다. 특히 지난 5차년도에만 ‘결핵치료효과 신속판정 목적의 분자진단 키트’, ‘솔밸브를 이용한 자동유량증가 간헐분사식 포터블 네블라이저’, ‘호흡 측정 장치 및 그를 이용한 호흡 측정 방법’ 등 9건의 기술이전으로 약 8천 5백만 원 상당의 기술이전료 수익을 달성했으며, 값으로 매길 수 없는 그 이상의 부가가치를 창출했다. 또한 개발된 시제품 중 30건을 기업으로 기술이전을 진행함으로써 3억 9천 7백만원의 기술이전료 수익을 달성했으며, 값으로 매길 수 없는 그 이상의 부가가치를 창출했다. 지난 2011년 개발된 ‘내시경 보조 기도삽관 후두경’은 기존 기도관 삽입용 후두경이 가진 단점을 보완한 제품이다. 응급용 후두경은 응급환자 또는 수술실 마취 등을 위한 필수 의료장비로 사용돼 왔으나, 삽입의 어려움으로 특별히 훈련된 인원만 사용이 가능한 문제가 있었다. 연세대 원주의과대학 응급의학실 교수진의 아이디어 제안에서 출발한 이 제품은 기존의 후두경에 탈부착이 가능한 초소형 카메라와 LCD 모니터를 설치함으로써 응급구조상황에서의 기도관 삽입술을 용이하게 하고, 향후 전자내시경 기술의 확대 가능성도 높였다. 센터의 기술지도와 내시경 전문제조 업체 ㈜케어텍과의 협력으로 개발된 이 제품은 2012년 3월에는 CE 인증을 획득하며 해외 수출에의 문도 활짝 열었다. 센터는 그밖에도 ‘치과용 핸드피스 음압발생 방지 시스템 및 시험장치’, ‘In-Out 일체형 마이크로 필터 니들’, ‘다기능 식도 프로브’ 등의 의료기기 개발을 지원하며 국내 의료기기 산업의 새 지평을 열고 있다. 

김영호 센터장은 우리나라 의료기기 산업의 발전을 위해서는 하이테크 기반 기술과 원천기술의 확보가 무엇보다도 중요하다고 강조했다. 그는 “의료기기는 지식집약형 산업으로서 다양한 기술을 확보하고 있는 한국이 매우 유리한 분야입니다. 특히 IT, BT, NT 등 각 분야가 상호 융합되는 형태로 발전하고 있는 미래 의료기기 산업에서 우리나라가 가진 잠재력은 매우 뛰어납니다”라고 설명했다. 정부의 지속적인 연구개발 투자와 지원 시스템의 구축이 국내 의료기기를 세계 정상으로 올려놓을 수 있다는 것이다. Supporting the development of systematic medical device
According to the professional research institute, Global Data, the world medical device industry market is approximately $400 billion and is expected to be $520 billion by 2018. Meanwhile, the domestic market is only $5 billion, with $3 billion being exported to overseas. The Ministry of Health and Welfare is sparing no effort to strengthen the competitiveness of the industry in the hope of promoting it to be one of the seven medical device powerhouses in the world. With the $10M funding from the Ministry of Health and Welfare, Yonsei Medical Device Development & Promotion Center has been collecting new innovative ideas regarding medical devices and their prototype developments since May 2010. Professor Kim says "we have been focusing on building a system to find creative ideas and to develop them effectively." As a result, the center established a total support system to develop functional protypes from many innovative ideas and a standardized process of design control and making prototypes. In addition, the center also has been closely working with universities, medical institutions, research institutes, manufactures and other related organizations. 

Obtaining international certification
Yonsei Medical Device Development & Promotion Center built a support system for international licensing which can be applied to the early design stage of medical devices. They applied LabVIEW(NI) to design control and introduced another system with Freescale microchips and a LDRA software validation system. They are also running various systems in cooperation with licensing institutions home and abroad based on joint R&Ds, consultation support and holding medical technology seminars. Professor Kim says "Recently, EU's CE and the US' FDA introduced tougher mandatory standard of licensing which will greatly affect the export-oriented medical device companies in Korea. For this, we are providing unsparing and professional support for them to pass the international regulatory procedure without much difficulty."

Introducing cutting edge medical device
For the last 5 years, the center applied 132 intellectual property rights, obtained 59 patents, and developed 118 medical devices, Especially, they achieved a profit of $350,000 on sales of 30 technology transfers to medical device companies and created a significant added value. The center also developed 'endoscope-assisted intubating laryngoscope' which  compensates the defect of the existing laryngoscope in 2011. Laryngoscope is an essential medical equipment but it has been used only by specialists due to the difficulties of inserting the device into the body. The newly developed laryngoscope is loaded with detachable micro camera and LCD monitor to make an easier insertion and it actually increased the possibility of auto-endoscope technology. The laryngoscope was developed in cooperation with Caretek (endoscope-specialized company) and they could export the product by obtaining CE Mark in March 2012. Other products to be supported by the center include 'acoustic pressure occurrence prevention system & test device for dental hand piece', 'in-out integral micro filter needle' and 'multi-functional esophagus probe'. Professor Kim says "Medical device industry is knowledge-intensive and can be a highly lucrative field for the domestic companies as they possess various technologies. Especially, the growth potential of the Korean medical device companies is huge considering the fact that the future medical device industry is expanding towards the convergence in which various fields such as IT, BT and NT are fused." It means that the government's unsparing support in medical device R&D alongside the center's passion and professionalism, can place the country at the top of the industry in the world.
