생명과 재산을 지키는 자동차 시민운동의 최전선

세계적인 자동차 선진국인 미국이나 일본은 평균적으로 8년마다 신차를 교환하며, 18년을 사용해야 자동차를 폐차시킨다. 그러나 우리나라의 경우 신차 교환주기가 3.8년에 불과하며, 약 7.6년을 타고 나면 폐차되는 상황이다. 생활의 일부분이 되어버린 자동차. 이 자동차를 안전하고 편리하게 오랫동안 사용할 수 있도록 국민들에게 다양한 정보를 제공하는 한편, 건전한 자동차문화 확립과 제도개선에 앞장서고 있는 ‘자동차10년타기시민연합’의 임기상 대표를 만나봤다.

올바른 교통문화 창달에 앞장서다
최근 한 연구결과에 따르면 국내 등록된 자동차 중 10년 이상 차량 비율은 33.6%인 것으로 나타났다. 3대 중 1대가 10년 이상 운행되고 있는 것이다. 자동차10년타기시민연합의 임기상 대표는 “10여년 전에 비하면 그 비중이 10배 이상 늘었습니다. 하지만 소비자들의 실속과 환경에 미치는 영향을 고려하면 앞으로 더 늘어나야 합니다”라고 지적했다.

자동차 1천만대 시대를 맞이했던 지난 1998년. 안전운전, 경제운전과 선진 자동차문화를 정착시키기 위해 국내 최초로 발족된 자동차 전문 시민단체 ‘자동차10년타기시민운동연합(이하 연합)’은 설립 이래 ‘올바른 교통문화 창달’을 위한 다양한 노력을 펼쳐왔다. 평소 선진국의 안전한 자동차 문화에 깊은 관심과 흥미를 갖고 외국의 사례를 비교 분석해오던 임기상 대표는 뜻을 함께 해오던 자동차 업계 전문가 8인과 함께 연합을 발족시켰다. 

자동차 관련 제도 개선과 캠페인 활동 펼쳐
연합은 안전운전 및 경제운전 캠페인, 법제도 개선을 위한 운동 및 제안 등 다양한 활동을 펼쳐왔다. 지난 1999년에는 행정자치부에 ‘자동차세 차등부과 개선안’을 제출하고, 서명운동과 국토종단 등의 시민운동을 펼쳐 법안 통과를 일궈냈다.

“당시 시가가 500만원도 안 되는 소형 승용차에 부과되는 자동차세가 시가 4억원 아파트 재산세의 2배를 초과하는 상황이었습니다. 새차와 폐차 수준의 중고차가 배기량이 같다는 이유로 같은 금액의 자동차세를 납부해야 했고요. 자동차를 오래 탈 수 있는 제도적인 바탕을 마련하고, 환경 문제도 해결하기 위해선 제도 개선이 반드시 필요했습니다.”

개선된 자동차세 제도에 따라 2001년부터는 3년경과 시부터 매년 5%씩 자동차세를 감면 받을 수 있게 되었으며, 이는 자동차를 오래 타고자하는 국민의식의 확산과 중고차 시장의 활성화를 불러왔다. 연합은 이후에도 ‘국토종단 연비왕 선발대회’, ‘친환경운전왕 선발대회’ 등을 통해 에너지 절약과 온실가스 저감을 위한 친환경·경제운전 문화를 확산하고자 노력하고 있다. 

또한 불법주차 견인차 횡포, 버스 안전격벽 설치안 건의, 엉터리 운전면허 문제지 개선 건의, 불량 워셔액 고발, 정기검사시 주행거리 기록 의무화 등 건전한 사회문화 확산을 위한 옴부즈맨의 역할도 수행하고 있다.

오래 타기 위한 전제조건은 ‘안전운전’
임기상 대표는 “자동차를 오래 타기 위해선 우선 운전자들이 자동차 관리를 잘하는 것이 필요합니다. 10년 이상 사용하는 운전자들은 대체적으로 준법정신과 애차정신으로 안전운전을 실천하지만, 잦은 교체가 거듭되는 운전자의 경우 사고도 많고 생활자체도 소비 성향이 강한 편입니다”라고 설명했다. 

그는 우선 과속이나 추월 등의 잘못된 판단은 교통사고를 늘리며 차의 수명을 단축시키는 주범이라고 지적했다. 급제동이나 급출발, 끼어들기, 과속을 하지 않는 것만으로도 사고의 절반가량을 예방할 수 있다고 충고했다. 브레이크 패드나 윤활유, 안전띠 등의 소모품을 제때 교환해 주는 것도 중요하다. 타이어의 공기압을 표준으로 지키는 것 또한 안전운전과 경제운전에 도움을 준다. 

“자동차를 10년 타기 위한 전제조건은 교통사고를 방지하는 일입니다. 포니, 스텔라, 로얄 수준의 기계식 자동차가 도로를 누비던 30년 전과는 달리, 지금은 최첨단 기술의 도입으로 자동차는 비약적인 발전을 이뤘습니다. 하지만 기술과 성능 발전과는 별개로 교통사고 사망률과 자동차 문화는 아직까지도 많이 미흡합니다.”

자동차는 현대 사회에 없어서는 안 될 생활필수품이지만, 그만큼 교통사고로 인한 인명과 재산 등 사회적 손실도 커지고 있다. 교통사고 없는 안전한 운전, 소비와 오염을 줄이는 경제적·친환경적 운전문화의 확립과 함께 우리의 교통문화를 바로잡고자 노력하고 있는 이들의 행보에 응원의 박수를 보낸다,

Taking the initiative in promoting advanced driving culture
A recent report says that the more than 10 year old cars registered are 33.6%. It means that 1 out of 3 cars are aged more than 10 years. Citizen's Coalition for My Faithful Old Car President Lim, Ki-Sang says that the number has been increased by 10 times compared to 10 years ago but the figure still need to go up considering the environment and maintenance cost we have to pay. As the Korea's first vehicle-related civil group,  the coalition was established in 1998, the year the number of vehicles reached over 10 million, to promote an advanced driving culture. Lim has been analysing excellent cases of advanced countries driving culture and eventually decided to form Citizen's Coalition for My Faithful Old Car with eight other specialists in the industry. 

Campaign for automobile-related industry and regulations
Citizen's Coalition for My Faithful Old Car has been actively involved in various automobile-related campaigns. One of their achievements is that they played the crucial role to pass the law relating to 'Improvement Plan for Differential Car Tax Rates' with which they petitioned to The Ministry of Government Administration and Home Affairs in 1999. Lim says "the tax for compact cars priced below $5,000 exceeded double the amount of the property tax for a $400,000 apartment because it was calculated on the volume of car's engine displacement. Therefore, we had to improve its irrationality." The new law allows the cars used more than 3 years to get 5% discount on car tax annually and this was resulted in encouraging drivers to keep their car longer and in activating the used car market. The coalition also held 'Cross-country Fuel Efficiency Competition' and 'Eco-friendly Drivers Competition' to promote environmental awareness. The coalition is also functioning as an ombudsman pointing out various problems such as bad practice of tow trucks, bus guideline wall, incorrect driving licence paper, faulty car washing liquid and compulsory record of milage when doing a regular check up. 

Sound management and maintenance of the car
Lim says "appropriate management and maintenance of your car is a must if you want to have a long lasting relationship with the car. Most of those who have driven the same care more than 10 years are the people who love their car dearly." Lim also emphasized that speeding and overtaking are the main causes of the shorter life of a car and they also increase traffic accident. Sudden break and start also affect the performance of a car significantly. Equally important is to maintain your car soundly and to change consumables such as brake pad, lubricant and seat belts on a regular basis as well as maintaining tire pressure at its standard. Lim added "the precondition to drive the same car more than 10 years is to avoid traffic accident. Compared to 30 years ago, the cars nowadays are loaded with cutting edge technologies but traffic accident rate has not much changed." Cars are indispensable part of our lives but they can also take our lives away or damage our properties. Power Korea hopes that Citizen's Coalition for My Faithful Old Car will greatly contribute to improving our driving culture to advanced level.
