미래를 열고 세계로 가는 ‘Global Standard’
환경산업 기반 구축과 기술개발 이끌 창의 인재의 요람

사회가 빠르게 변화하고 산업이 팽창할수록 파괴되는 환경이 발생시키는 문제는 점점 증가해왔다. 세계 각국은 산업발전의 초점을 ‘환경’에 맞추고 환경기술 연구와 개발에 힘써 왔다. 지속가능한 발전과 자원순환형 사회 구현을 선도해 나갈 창의인재 양성에 힘쓰고 있는 연세대학교 원주캠퍼스 BK21플러스 유해환경관리 및 자원순환 기술사업단의 서용칠 단장을 만나봤다.

지역기반-글로벌 수준의 인재 양성
연세대학교 환경공학과 대학원은 환경 친화적 미래도시 구현과 기술 개발을 위한 다양한 사업을 수행하고 있다. 먼저 원주 지역 산·학·관 공동연구의 중추적 역할을 수행하기 위해 1,000평 규모의 원주환경친화기술센터(WEETEC)를 원주시 지원으로 2007년 준공했으며, 녹색산업 신성장동력 확충과 환경산업기술 발전을 위한 ‘폐자원 및 바이오매스 에너지화 특성화 대학원’, 에코스마트 상수도시스템 개발사업단, 라돈환경보건센터 등을 운영하고 있다.

그 가운데 BK21플러스 ‘유해환경관리 및 자원순환 기술사업단(이하 사업단)’은 Global Standard에 부합하는 미래기반의 교육·연구·산학 특성화 대학원 프로그램을 개발 및 정착시켜 국제적으로 경쟁력 있고, 창조경제 실현을 주도해 나갈 ‘석·박사급 창의인재’를 양성, 보급하기 위해 힘쓰고 있다. 사업단을 이끌고 있는 서용칠 단장은 “사업단에서는 ‘지역기반’, ‘글로벌 수준’의 창의인재 양성을 위해 노력하고 있습니다. 지역의 관련 산업과의 연계를 통해 지역화에 앞장서고, 세계 우수 연구기관과의 협력을 통해 국제수준의 기술개발과 인력양성에 주력하고 있습니다.” 라고 밝혔다. 이미 두 차례의 BK21 사업 참여의 경험을 가지고 있는 환경공학과 대학원에서는 이번 BK21플러스 사업에 환경공학부 교수 16명과 석/박사과정 대학원생 70명을 참여시키며 그동안 축적해온 노하우와 역량을 집중하고 있다.

환경·에너지·자원 분야 최고의 대학원을 꿈꾸며
사업단은 교육역량 강화와 함께 인적·내적 역량 향상을 위한 다양한 노력을 경주해 왔다. 교육기반 내실화를 위해 기 수행된 교육프로그램과 연계, 소속 학부내 관련 사업단/센터 활용, 체계적 학사관리제도 마련에 힘써왔으며, 우수대학원생을 안정적으로 확보하고, 맞춤형 경력 개발 및 졸업생 취업지도에도 노력을 게을리 하지 않았다. 대학원생들의 경우 다양한 연구사업과 특화분야 지원사업 등의 재원으로 전원 장학생으로 선발, 등록금전액 및 생활비 지원(박사과정 60만 원 이상, 석사과정 30만 원 이상)을 통해 연구 수월성을 확보하기도 했다.

사업단의 이 같은 노력은 지난 1년간의 성과로 증명된다. 참여대학원생들의 SCI논문 IF 107% 달성, 학회발표건수 198% 증가를 달성했으며, 참여교수는 SCI논문 125%, 연구비 수주 101%, 기술이전비 680% 증가를 달성했다. 산학연계 프로그램도 활발해서 산학연계 세미나 19회, 현장실습 7회, 인턴십 프로그램 4회를 수행했다. 또한 지난 2014 IUVA에서 권민환 박사생이 ‘Best Student Paper Award 1st place’를 수상했으며, 정유미 박사생은 대한환경공학회로부터 ‘WISET-KSEE 젊은 여성연구자상’, 홍은경 석사생과 한원비 석사생은 각각 대한환경공학회와 ‘제3회 아시아태평양재생에너지포럼’에서 우수 논문상을 수상 받았다.

서용칠 단장은 “지난 졸업생들의 경우 다양한 국가 연구소 및 대기업 환경에너지 분야에 취업하며 환경공학 분야 전문가의 길을 걷고 있습니다. 앞으로 연구 성과와 취업은 더욱 향상될 것으로 기대됩니다”라며 자부심을 드러냈다. 
환경공학 분야는 창조경제의 조기실현을 달성하기 위한 핵심 기술 중 하나로 주목받고 있다. 미래 국가산업발전의 동력이 될 창의인재를 양성하고, 지역산업과의 연계를 통해 지역발전에도 기여하고자 하는 사업단의 노력이 그 남다른 열정으로 ‘세계를 선도하는 미래 대한민국’의 올바른 길잡이가 되어주기를 기대한다.

Breeding up the talented in a global level and with local base
The department of environmental engineering in graduate school at Yonsei University is implementing various projects for realization of the eco-environmental future city and developing some technology. First of all, to complete the major job of joint study with industry/school/government in Wonju district, Wonju Eco Environmental Technology Center (WEETEC) that is scaled about 3,300 m2 was built up in 2007 supported by Wonju city and the department has been running a Specialized Graduated Program of Waste Resource & Biomass, Center for Eco-smart Waterworks System and Radon Environmental Health Center etc for developing environmental industrial technology and expanding green industrial new growth driving energy. 

Among them, BK21 Plus, 'the R&D Center of Hazardous Environment Management & Resource Circulation Technology’ (for now, center) is striving to train and supply creative talented manpower with master/doctorial degree who will lead the realization of creativity economy and are competitive internationally by developing and settling down some programs suit for Global Standard. A head director Seo Yong-Chil said, “The center is trying to train global level of creative talented students with a local base. Out of the connection with local relative industries, we are leading the localization and concentrating on international quality of technology R&D and breeding up the human resource via global famous R&D institutes in the world.” 

The department of environmental engineering in graduate school, which has experienced twice about BK21 projects already is putting their accumulated know-how and capability for the time being by letting 16 professors and 70 students with master/doctorial degree join this BK21 Plus project. 
 
Dreaming of the best graduated school in environment/energy/resource areas 
The center has been working on the improvement of personal, internal ability with tightening the ability of education. They have been working on putting associated the centers and projects in the campus, using the center and systematic students management regulation within the college department and didn't stop working on customized career development and job instruction for graduate students as well. For graduate students, all students have been granted as scholarship students by funding from various research projects and government supporting projects in fields of environment/energy/resource recycling, and have also been supported all tuition fee and living expense (doctoral student is over 600 Korean thousand won and master student is over Korean 300 thousand won) to be able to maximize their research abilities.

Such efforts of the center have been proven lots of amazing results over last year. Graduate students who joined the project reached IF 107% of SCI papers, 198% increase of the number of announcement at the academy and participant professors met 125%, of SCI papers, making contacts 101% and the fee to transfer technology 680%. Programs associated between school and industries were also hot so the number of seminar between them was 19 times and field test was 7 times and internship program was 4 times. Also, at IUVA last year 2014, student Kwon Min-Hwan who is taking the doctor degree gained ‘Best Student Paper Award 1st place’ and Jung Yu-Mi student for doctor degree received ‘WISET-KSEE Young Female researcher award’ from Korean Environmental Engineering Association. Hong Eun-Gyeong and Han Won-Bi who are taking the master course gained the excellent papers awards from Korean Environmental Engineering Association and the 3rd Asia Pacific Recycling Energy Forum, respectively.”

A head director Seo Yong-Chil showed his pride, “Latest graduates who had master and doctor degree got job positions in various national R&D institutes and in the field of energy & environment in big companies as experts of the field of environmental engineering. Afterwards, the results of R&D and getting a job will be expected as it will be more improved.”

Environmental engineering department is getting attention as one of core technologies to meet the goal of making the creativity economy earlier as possible. We just hope that the center’s great effort that training many creative talented manpower who will be a driving force of development for the future national industry and contribute for the local improvement as well throughout the local industry connection would be a righteous guardian of 'Future Korea leading the World'.
