“남북 경제 협력 모델의 새로운 패러다임을 제시할 터”

남북이 분단된 지도 반세기가 훌쩍 지나 벌써 70년이 되었다. 그간 남북관계는 외줄을 위태위태한 긴장관계를 유지해왔다. 경제 발전과 한 단계 도약을 위한 ‘통일’의 필요성이 제기되고 있지만, 악화와 완화를 반복하는 남북관계의 끝은 보이질 않는다. 한라대학교는 이러한 남북관계를 분석하고 경제 정책적 대안과 경제 모델 제시, 합리적 방안 모색을 위해 동북아경제연구원을 설립하고 연구에 주력하고 있다.

남북관계 개선과 정책결정을 위한 선행연구
동북아 관계에 있어서 북한의 존재는 매우 특수하다. 남북관계와 북중관계, 북러관계가 어떠하냐에 따라 경제와 사회, 산업이 큰 영향을 받기 때문이다. ‘인류애’의 교육이념을 바탕으로 창조적 인재양성에 힘쓰고 있는 한라대학교는 북한의 경제·정치·사회에 대한 연구와 앞으로를 대비한 역량 축적을 위해 동북아경제연구원을 설립했다.

동북아경제연구원(NERI:Northeast Asis Economic Research Institute, 이하 연구원)은 북한 및 동북아 경제에 관한 기본 자료를 수집하고, 실제적 조사를 위한 현지답사를 수행하는 한편, 관련 조사연구서와 간행물을 발간하며 정보의 공유와 교류에 힘쓰고 있다. 또한 북한/동북아 경제의 실제적 분석과 남북경제협력의 고차원적 발전을 위한 포럼 및 학술회의를 개최하고 투자 자문, 연구프로젝트 수행 등의 사업을 진행하고 있다.

연구원을 이끌고 있는 최동규 원장은 “정책결정을 위해서는 북한의 경제이론과 정책방향, 경제 강국 개발 프로그램 등에 대한 총체적인 이해가 선행되어야 합니다. 남과 북이 대결과 우위의 관점에서 벗어나 균형과 공동번영을 이루기 위해서도 북한 경제의 현실에 대한 정확한 이해와 진단, 그리고 북한의 정책방향에 대한 분석이 필요합니다”라고 설명했다.

주요 9대 연구과제
연구원은 북한의 경제발전과 남북 경제협력에 초점을 맞추고 연구를 진행하고 있다. 그 중 주요한 사항은 ‘북한의 수용가능성’, ‘한국경제와의 연계발전 가능성 및 시너지 효과’, ‘북한 체제의 변화’, ‘남북경제의 공동체 형성과 통일 기반조성’이라고 할 수 있다. 연구원은 이에 따라 9대 주요 연구 과제를 선정하고 단계적인 추진을 계획하고 있다.

가장 먼저 산업 인프라 개발을 위한 북한의 산업구조와 특성, 경제개혁과 개방정책에 대한 연구를 수행한다. 인프라는 경제성장의 중요 기반이며 그 중 거점항·무역항 현대화 사업과 철도 및 도로 현대화 사업, 유무선 통신망사업 등 북한지역 경제발전에 직접적인 영향을 줄 수 있는 분야를 중점적으로 연구하고 있다. 두 번째는 개성공단과 같이 남한기업이 공동으로 입주하는 공단형태의 산업단지 조성에 대한 연구이다. 현재 위기에 빠져있는 개성공단의 현황 및 한계를 평가하고 효율적인 추진 방향과 전망을 설정하는 분야다. 그밖에도 연구원은 인력개발, 스포츠 문화교류, 에너지 협력, 자원공동개발, 경제협력, 농업개발, 수출산업 활성화 등의 연구주제를 단계적·순차적으로 수행할 계획이며, 이에 따라 모기업인 한라그룹의 대응인력을 선정할 계획이다.

남북 비즈니스 관계 구축을 위한 노력
연구원에서는 연구 활성화를 위한 다양한 방안을 추진하고 있다. 먼저 ‘한라그룹-동북아경제연구원-관련유관기관’과의 네트워크를 구성해 연구 효율을 높일 계획이다. 또한 연구원의 발전 단계를 도입기, 성장기, 정착기, 성과 창출기로 설정하고 올해에는 인적·물리적 인프라 구축과 북한관련 국내외 연구자료 DB화에 힘쓸 예정이다. 최동규 원장은 “올해는 북한과의 경제협력 가능성을 전망하고 비즈니스 로드맵을 개발해 기회를 창출하는 도전의 해로 목표를 잡았습니다. 이를 위해 북한 경제와 비즈니스 전략에 대한 연구를 지속하고, 통일부 프로젝트 수주, 통일경영관련 연구성과 창출에도 매진할 계획입니다”라고 밝혔다. 또한 연구원은 북한경제 콜로키움(Colloquium)을 격월로 개최하고, 연 8회~12회 NERI Focus Newsletter을 발행할 예정이다. 
남북 관계의 개선은 그저 앉아있기만 한다고 찾아오는 것이 아니다. 서로를 이해하고 협력하기 위한 끊임없는 노력과 연구가 쌓이고 쌓여야만, 그 안에서 화해와 평화의 싹이 움틀 것이다. 가까이는 남북경제협력과 멀리는 남북통일을 위한 연구에 매진하고 있는 동북아경제연구원의 노력에 응원의 박수를 보낸다.

Advanced research for improvement of inter-Korea relations and policies
The presence of North Korea in relation with Northeast Asia is very special as the economies and societies in the region are greatly influenced by interrelations between North and South Korea, China and Russia. In the hope of building research capabilities relating to North Korea, Halla University established Northeast Asia Economic Research Institute. Their job is to collect economic information on North Korea and Northeast Asia, carry out field trips, publish papers and share the knowledge. They will also hold related academic meetings and forums on a regular basis and conduct investment advice and research projects. Choi says "it is a prerequisite to policy decision that we need a thorough understanding about North Korea's economic philosophy, direction of policy and their development programmes. This is important for balanced co-prosperity between the two countries." 

9 Core Research Projects
The focus of the institute is on the economic development of North Korea as well as economic cooperation with South Korea which include 'North Korea's acceptability', 'possibility of cooperative development and its synergy effect', 'systematic changes of North Korea' and 'building a foundation for unification'. For this, the institute introduced 9 Core Research Projects to implement the projects stage by stage. As the first stage, they will research on the North's industrial structure and characteristics, economic reform and open-door policy. This involves sub-researches that can directly influence the project such as modernization of harbors, railways and highways and wire & wireless communications network. The second stage is a research on building industrial complex with Gaeseong Industrial Complex as a case study. They will analyse the pros and cons of the complex to introduce new directions and vision. On top of these, the institute is planning to carry out various projects in fostering specialists, cultural exchange, energy cooperation, co-development of resources, agriculture and export industry and for this they will use manpower of Halla Group which is the parent company of the university and the institute. 

Designing an economic road map 
To increase efficiency in research, the institute plans to build a network with Halla Group and the related organizations. Also, the institute introduced four phases of research; introduction, growth, settlement and cultivation with this year focusing on building human resources and infrastructure and developing DB based on North Korea-related research materials. Choi says "our plan this year is to design an economic road map to create development opportunities. For this, we will work with the Ministry of Unification in relation with unification management." The institute is also planning to hold North Korea Economic Colloquium once every two years and publish NERI Focus Newsletter 8 to 12 times a year. Power Korea is looking forward to a great achievement of Choi and the team.
