해수부, 부산 동삼동 크루즈 부두 확장에 440억 원 투자
정부의 크루즈산업 활성화가 속도를 내고 있다. 해양수산부 유기준 장관은 부산 동삼동에 위치한 국제 크루즈부두 확장 공사를 위한 설계용역을 4월 중순부터 시작할 예정이라고 밝혔다. 지난 1월 ‘경제혁신 3개년 계획’의 핵심추진 과제 중 하나인 크루즈 산업 육성을 위해 ‘크루즈산업 육성 및 지원에 관한 법률’이 통과된 바 있다. 이에 더하여 크루즈산업 활성화에 날개를 달 수 있도록 해수부가 관련 인프라 보강에 본격 나선 것이다. 부산항대교 바깥쪽에 위치한 동삼동 크루즈부두는 부두길이 360m, 수심 11.5m로 8만톤급 크루즈선이 접안 할 수 있는 우리나라의 대표적 크루즈 전용부두 중 하나다. 현재도 활발히 운영 중인 동삼동 크루즈부두는 총사업비 910억 원이 투입되어 2006년 11월에 완공되었다. 해수부는 여기에 총 440억 원을 추가 투입하여 22만톤급 초대형 크루즈선이 입항 할 수 있도록 부두길이를 확장하고 시설을 보강할 예정이다.

동삼동 크루즈부두 확장사업은 국제 크루즈선박의 입항을 활성화하고 크루즈선박의 대형화에 대비하여 2011년에 ‘제3차 전국 무역항 기본계획’에 반영된 사업이다. 지난해 국내 입항 크루즈 관광객은 105만 명, 직접 소비효과는 1조 1천억 원에 달한다. 7만톤급 레전드호의 경우 2,040명의 승객이 탑승 가능한 반면, 17만톤급의 퀀텀호는 4,180명의 승객이 탈 수 있어, 확장공사가 완료되고 대형 크루즈선이 접안하게 될 경우, 더 많은 승객의 방문이 기대되고 그에 따라 더 많은 부가가치가 창출될 것으로 예상된다. 허명규 해양수산부 항만개발과장은 “매년 우리나라를 방문하는 크루즈 관광객이 급증하고 있음에도 불구하고 국내 크루즈 전용부두가 부족했다.”라며, “이번 동삼동 크루즈부두 확장공사를 차질 없이 추진하여 미래 성장 동력이 될 크루즈산업 활성화에 기여하겠다.”라고 말했다.

해수부, 자유학기제 운영… 보트·요트 타고 '꿈·재능 찾기'
해양수산부 유기준 장관은 오는 5월부터 세종호수공원에서 해양스포츠를 배울 수 있는 자유학기제를 운영할 예정이라고 밝혔다. 자유학기제는 중학생을 대상으로 수업시간을 이용해 실습 등 학생참여형으로 교육과정을 유연하게 운영하는 제도로 2013년에 처음 도입되어 교육현장에서 큰 호응을 얻고 있다. 해수부가 올해 처음으로 운영하는 해양스포츠 자유학기제는 카약, 고무보트, 딩기요트 등 다양한 해양레저스포츠에 대한 이해도를 높이고, 이를 통해 꿈과 끼를 펼칠 수 있는 기회를 제공할 것으로 보인다. 교육과정은 5월부터 10월까지 6개월간 운영되며, 카약이나 고무보트는 4주간, 딩기요트는 10주간 교육이 진행되므로 원하는 프로그램으로 교육을 신청하면 된다.

5월부터 9월까지는 매주 수요일(1일 2회)에 수업이 있고, 10월 한 달간은 협의를 통해 원하는 시간과 날짜에 맞춰 집중 교육도 가능하다. 올해 시범적으로 운영되는 세종호수공원을 시작으로 2016년에는 전국에서 운영 중인 해양레저스포츠 체험교실과 연계하여 자유학기제가 전국적으로 운영될 수 있도록 적극 확대해 나갈 예정이다. 해양수산부 관계자는 “이번 자유학기제는 해양레저스포츠 활성화에 기여할 뿐 아니라 바다가 주는 도전과 개척정신을 통해 청소년에게 세계로 뻗어가는 진취적 기상을 심어줄 기회가 될 것”이라고 전망했다. 한편, 자유학기제와 별도로 해수부가 5월부터 9월까지 운영하고 있는 해양레저스포츠 체험교실은 누구나 참여가능하며, 카약·고무보트·딩기요트·수상자전거를 배울 수 있다. 예약은 해양레저스포츠체험교실 인터넷 홈페이지(www.oleports.or.kr)에서 가능하며 매주 목요일부터 일요일까지 진행된다.

The Ministry to invest $40M in expanding plan of cruise harbor in Busan
The government's activation of the cruise industry is accelerating. The Minster of Oceans and Fisheries Kijune Yoo announced that they will start 'design outsourcing' from the middle of April. Cruise industry is one of core tasks of '3 Year Economic Innovation Plan' and the related law on supporting and promoting the industry has been passed. Located in the outside of Busan Harbor Bridge, the cruise harbor is one of the largest cruise specialized harbors in Korea and it boasts the total length of 360 meters and 80,000 ton cruise can anchor on the 11.5 meter deep water. The harbor was completed in November 2006 with an investment worth $90 million. The Ministry will invest additional $40 million so that 22,000 ton cruise can anchor in the harbor. The project was already reflected in 'The 3rd National Trad Port Basic Plan' in preparation of inviting bigger cruise. 1.05 million tourists visited Korea by cruise last year with consumption effect of $1.1 billion. The Legend (70,000 tons) can carry up to 2,040 passengers and the Quantum (170,000 tons) up to 4,180 and when the expansion is completed more passengers will be expected to visit Korea. The Head of the Ministry's Harbor Development Department Myeongkyu Huh said "we didn't have enough harbors for cruise despite the increasing number of tourists' visits by cruise ships. Therefore, we will carry out the project according to the schedule so that we can contribute to development of the cruise industry in Korea. 

The Ministry to run free semester system
The Minster of Oceans and Fisheries Kijune Yoo announced to launch free semester system for students to learn marine sports at Sejong Lake Park from May this year. The system is for middle school students to participate in the field experience instead of in-school class which was introduced in 2013. Marine sports was introduced this year and it includes kayak, rubber boat and sailing boat in the hope of increasing the recognition of marine sports from the students. The program is run between May and October with kayak and rubber boat for 4 weeks and sailing boat for 10 weeks and students can choose a program they desire. The class is run twice a day on every Wednesday from May to September and is flexible during October. Starting at Sejong Lake Park this year, it will be spread to nationwide by 2016 in cooperation with the related organizations. An official of the Ministry said "Free semester system will contribute to activation of marine sports as well as promoting student's challenging and pioneering spirit." Meanwhile, the Ministry has been running Marine Leisure Sports Experience Class from May to September for everybody who wants to learn kayak, rubber boat, sailing boat and water bike.
