안전한 대한민국을 만드는 ‘엔지니어계의 CSI’
재해·재난으로부터 국민안전을 지키다

경주 리조트사고와 세월호 사고, 고양 버스터미널과 장성 요양병원 화재사고, 판교 환풍구 사고까지 수많은 사람들의 생명을 앗아간 대형사고가 끊이질 않고 있다. 귀중한 인명과 재화를 위협하는 이러한 안전사고는 사회의 건강한 발전과 행복추구를 장애하는 요소로 작용한다.  이러한 시기에 국내 최초 민간 종합안전연구소의 활동은 더욱 반가운 일이 아닐 수 없다. 지난 2013년 발족한 이래 안전사고를 예방할 선제적 관리 시스템을 구축하고, 법공학을 기반으로한 원인해석과 예방을 위한 컨설팅 제공에 앞장서고 있는 사단법인 법안전융합연구소의 권동일 소장을 만나봤다. 

안전사고 진단과 예방을 위한 노력
다양한 사람들이 서로 인적·물적 교류를 나누고, 저마다의 생산 활동을 펼치며 살아가는 사회. 그 범위가 끊임없이 확장되고, 교류·생산의 양도 증대됨에 따라 안전사고는 끊임없이 발생하며 우리를 괴롭히고 있다. 사회의 행복을 추구하기 위해서는 ‘안전성’이 기본이 되어야 한다는 점은 누구나 알고 있지만, 그 문제를 해결하기란 쉽지 않은 것 또한 사실이다.

(사)법안전융합연구소는 안전사회 구축을 위해 법학·공학·사회학에 걸친 다제학적 융합연구를 수행하고, 각종 재난 및 안전사고에 대해 공학적, 기술적으로 원인을 규명하고 문제를 해결하기 위해 노력하고 있다. 권동일 소장은 “최근 대규모 사고나 지능적 범죄가 증가하며 법공학 전문가의 필요성이 커지고 있습니다. 저희 연구소는 국내 과학수사에 공학적 조사기법을 적용해 정확한 원인과 책임소재를 판단하고 예방기술을 제시하기 위해 최선을 다하고 있습니다”라고 말했다. 연구소는 14개의 분과 총 76명의 연구위원을 보유하고 있다. 하나의 재난안전사고에 대하여 각계각층의 전문가 집단이 사건사고를 분석하는 것이 법안전융합연구소의 최대 강점이다. 14개의 분과는 법, 정책, 세무/감사, 소재, 기계, 건설, 가스, 전기/전자, 화재, 화공, 환경/에너지, 항공, 교통, 정보통신으로 구성되어 있다. 

안전한 사회 구축 위한 분야별 세부전략  
법안전융합연구소는 정책연구부, 진단감정부, 교육지원부를 바탕으로 법·정책적 분야, 기술공학적 분야, 교육문화적 분야에서 상호 영역별 교류와 협업을 수행하는 통합형 종합안전시스템을 구축하고 있다. 정책연구부에서는 선제적 국가안전관리 정책연구개발을 목표로 사고예방을 위한 제도개선과 안전관련 학술연구를 하고 있다. ‘안전사고 원인해석 및 예방을 위한 법공학 연구기반 구축’, ‘유비쿼터스형 국민 중심 안전망 구축’, ‘재난안전 R&D 활성화 및 총괄조정 강화방안’ 등의 연구보고서를 발간하며 정책 개발에 공헌해왔다. 진단감정부에서는 감정 유형별 전문가연계시스템을 구축하고 사고해석 기술컨설팅을 위한 기반을 다지고 있다. 안전사고 진단을 위한 최적화된 전문 인력을 구성 및 지원하고, 맞춤형 사고예방 컨설팅을 수행함으로써 신뢰성 있는 법원감정 분석체계를 제공하는 것이 목표이다. 교육지원부는 인력양성과 법공학 소양 증진을 위한 활동을 펼치고 있다. 특히 ‘특화된 민간기업 안전교육지원’을 목표로 안전관리 인력양성을 위한 가이드라인을 제공하며, 대상별 특화교육을 통해 법안전공학교육프로그램을 지원하고 있다. 연구소는 그밖에도 한국법공학연구회를 자문기관으로 두고 있다. 연구회에서는 법공학적인 기반을 통해 사고의 사후대응 및 사전예방을 위한 유기적인 시스템을 구축하고, 사고원인 규명기술개발, 안전 관련 정책 제·개정 및 법적 서비스를 제공하고 있다. 

사고와 범죄 예방으로 사회적 비용 최소화
권동일 소장은 최근 경찰청에서 주관하는 ‘치안과학기술연구개발사업’의 사업단장에 선임되며 갈수록 지능화되는 범죄에 대응하고, 복잡화되는 사회 질서를 유지하는 데에 한층 더 공헌할 수 있게 되었다. 향후 5년간 예산 22억 원이 투자되는 치안과학기술연구개발사업은 육안으로 확인하기 어려운 지문·발자국을 발견하고 채취할 수 있는 감식장비, CCTV 녹화영상에서 보행패턴 등을 분석해 용의자를 특정할 수 있는 분석기법 등을 연구개발하기 위한 사업이다. 권 소장은 “이번 사업을 통해 경찰의 범죄수사·예방 및 질서유지 역량을 개선하고 범죄와 무질서로 인한 사회적 비용을 최소화할 수 있으리라 예상됩니다. 통신 신호 제어시스템 분야, 나노재료 분야, 분석 분야의 전문가 인력을 확보하고, 무조건적인 결과보다는 연구 과정을 중시하며 범죄 수사에 있어서 방향성 있는 성과를 도출하도록 하겠습니다.”라고 밝혔다.

사회가 고도로 발달할수록 대규모 사고나 범죄가 늘면서 선진국을 중심으로 ‘법공학 전문가’의 필요성은 날로 증대되고 있다. 법공학은 사건사고 후 조사를 통해 원인에 대한 판단과 증언을 할 수 있도록 하며, 사고 전 예방활동과 관련제도 및 규정을 개선하는 데 큰 역할을 한다. 권동일 소장은 “우리나라의 경우 법공학 분야에 대한 연구는 아직까지 미비한 상황입니다. 앞으로 신뢰성 있는 기술을 바탕으로 공공의 안전을 지키기 위한 연구 활동에 더욱 매진하겠습니다.”라고 밝혔다. 우리 사회를 더욱 안전하게 만들기 위해 노력하는 사람들. 그들의 든든한 어깨에 ‘행복한 내일’이라는 희망을 걸어본다.

Diagnosis and prevention of safety accident
The exchange of human and material resources is increasing in our society and so is increasing safety accident. Everybody knows the word 'Safety First' but accidents keep happening and it is not an easy task to develop effective measures. But Convergence Research Institute for Forensic Safety[CRIFS] is exerting their effort to build a safe Korea through forensic and scientific methods. The Head of CRIFS, Kwon says "the need of forensic engineering and its specialists is ever increasing nowadays due to the high volume of large scale disasters and intelligent crime. Our institute is trying hard to prevent them through scientific analysis and measures." The institute has 76 research specialists in 14 departments. Each department takes its own analysis relating to their field in cooperation with professional groups from all walks of lives. The 14 departments include law, policy, accounting/auditing, materials, machinery, construction, gas, electricity/electronics, fire, chemical engineering, environment/energy, aviation, transport and information communication. 

Introducing detailed strategies to build a safe society
CRIFS is running Total Safety System which conducts exchanges and cooperations with related organizations in various fields such as Policy Research, Technical Diagnosis, Education Support. 
The Policy Research department researches on accident prevention and improvement of related systems and they published academic papers on 'Building Forensic Research Foundation for Accident Analysis and Prevention', 'Setting Up Ubiquitous Safety Network' and 'Activation of Disaster and Safety R&D and Strengthening Measures for Total Adjustment'. 

The Technical Diagnosis Department, on the other hand, is running Specialists Networking System to provide technical consulting on accidents. Its goal is to form and support specialists to analyse accidents and to provide customized accident prevention consulting through forensic analysis system. 
In addition, The Education Support Department fosters forensic specialists. With their goal 'Specialized Safety Training Support for Private Enterprises', they introduce guidelines to foster forensic specialists and provide support for Forensic Safety Engineering Training Programme. 

Meanwhile, the institute is working alongside “Forensic Engineering Research Institute” as their advisory organ. The role of the society is to build organic systems for preventing and managing accidents and to develop investigational technology as well as providing safety related legal services. 

Minimizing social costs through prevention of accidents and crimes
Kwon recently has been appointed as the Leader of 'Public Safety R&D Project' managed by the National Police Agency. His role is to find effective prevention methods for intelligent crimes. The budget of the project will be supported by the government for the next 5 years with $2M this year only. Kwon and the team will carry out the development of scanning equipments and of analysis technique such as walk patterns of criminals on CCTV. Kwon says "we will significantly reduce social costs used in maintaining law and order by improving crime investigation and prevention capabilities of the government. For this, we will secure specialists in the communication signal control system, nano-material and analysis fields. Also, we will give more focus on our R&D process rather than unprofessional results." Forensic engineering plays a significant role to analyse the cause and prevention of accidents and crimes and contributes to improving irrational regulations and bad practices. Kwon added "forensic science in Korea, in fact, is still in stage of the development. But we are determined to raise our status in the field as a global level based on our technology and professionalism."
