Diagnosis and prevention of safety accident
The exchange of human and material resources is increasing in our society and so is increasing safety accident. Everybody knows the word 'Safety First' but accidents keep happening and it is not an easy task to develop effective measures. But Convergence Research Institute for Forensic Safety[CRIFS] is exerting their effort to build a safe Korea through forensic and scientific methods. The Head of CRIFS, Kwon says "the need of forensic engineering and its specialists is ever increasing nowadays due to the high volume of large scale disasters and intelligent crime. Our institute is trying hard to prevent them through scientific analysis and measures." The institute has 76 research specialists in 14 departments. Each department takes its own analysis relating to their field in cooperation with professional groups from all walks of lives. The 14 departments include law, policy, accounting/auditing, materials, machinery, construction, gas, electricity/electronics, fire, chemical engineering, environment/energy, aviation, transport and information communication.
Introducing detailed strategies to build a safe society
CRIFS is running Total Safety System which conducts exchanges and cooperations with related organizations in various fields such as Policy Research, Technical Diagnosis, Education Support.
The Policy Research department researches on accident prevention and improvement of related systems and they published academic papers on 'Building Forensic Research Foundation for Accident Analysis and Prevention', 'Setting Up Ubiquitous Safety Network' and 'Activation of Disaster and Safety R&D and Strengthening Measures for Total Adjustment'.
The Technical Diagnosis Department, on the other hand, is running Specialists Networking System to provide technical consulting on accidents. Its goal is to form and support specialists to analyse accidents and to provide customized accident prevention consulting through forensic analysis system.
In addition, The Education Support Department fosters forensic specialists. With their goal 'Specialized Safety Training Support for Private Enterprises', they introduce guidelines to foster forensic specialists and provide support for Forensic Safety Engineering Training Programme.
Meanwhile, the institute is working alongside “Forensic Engineering Research Institute” as their advisory organ. The role of the society is to build organic systems for preventing and managing accidents and to develop investigational technology as well as providing safety related legal services.
Minimizing social costs through prevention of accidents and crimes
Kwon recently has been appointed as the Leader of 'Public Safety R&D Project' managed by the National Police Agency. His role is to find effective prevention methods for intelligent crimes. The budget of the project will be supported by the government for the next 5 years with $2M this year only. Kwon and the team will carry out the development of scanning equipments and of analysis technique such as walk patterns of criminals on CCTV. Kwon says "we will significantly reduce social costs used in maintaining law and order by improving crime investigation and prevention capabilities of the government. For this, we will secure specialists in the communication signal control system, nano-material and analysis fields. Also, we will give more focus on our R&D process rather than unprofessional results." Forensic engineering plays a significant role to analyse the cause and prevention of accidents and crimes and contributes to improving irrational regulations and bad practices. Kwon added "forensic science in Korea, in fact, is still in stage of the development. But we are determined to raise our status in the field as a global level based on our technology and professionalism."
