불안한 중고차 거래 남상욱 팀장을 만나면 투명해진다

중고차 시장이 눈에 띄게 성장하고 있지만 중고차에 대한 소비자들의 인식은 개선되고 있지 않다. 최근에도 하루가 멀다하고 중고차 거래에 대한 피해 사례가 보도되고 있는데, 2012년부터 2014년까지 최근 3년 동안에 접수된 피해사례만도 1,000건을 훌쩍 넘어선다. 여전히 인터넷에는 소비자들을 현혹시키는 거짓 광고가 난무하고, 허위매물, 허위고지, 가격부풀이기, 이전비 가로채기 등의 만행이 이어지고 있는데, 합리적인 가격으로 차량을 구매하고자하는 소비자들에게 그 피해가 고스란히 떠넘겨지는 것이 문제다. 그래서 최근에는 중고차를 거래하고자하는 현명한 소비자 사이에서 한 인터넷 방송이 큰 화제를 모우고 있다. 투명한 중고차 거래 시장을 선도해 나가는 남상욱 팀장을 만나봤다.  

성능점검과 동시에 진단에서 보증까지 원스톱 시스템 구축
남상욱 팀장은 원래 금융 분야에서 잔뼈가 굵은 사람으로 은행에서 대출, 대부, 여신 등을 담당해왔다. 이후 여신 분야를 특화하고자 했던 것이 그와 관련된 부동산과 자동차 분야에 대한 관심으로 이어졌고, 비교적 진입장벽이 낮은 자동차 시장에 대한 비전을 높이 사 2013년 중고차 딜러로 인생 제 2막을 열게 되었다. “자동차 업계 전문가와 대출 에이전시 모두 소비자들에게 잘못된 방식으로 대출을 설명하고 판매하는 경우가 많았죠. 심지어 금강원에서 주위를 주는 내용들까지 지켜지지 않았는데, 제가 금융권에 있었던 경험을 바탕으로 소비자들에게 도움이 될 수 있겠다고 생각했습니다.” 

현재 30여명의 딜러가 한 마음으로 질주하고 있는 SI모터스는 지난 3월만 해도 중고차 400대 이상의 거래라는 높은 실적을 올렸고, 중고차 수출도 활발히 이루어 졌다. 후발 주자이지만 단시간에 높은 매출을 올리며 시장을 장악한 것이다. 이곳은 차량의 km조작, 도난, 전손, 침수, 성능 기록부 사고 기록 조회, 원부조회 등 성능점검과 동시에 진단에서 보증까지 원스톱 시스템을 선보이며 고객과의 무한 신뢰를 쌓아 왔다. 또한 필수적으로 이전비 지급과 영수증 첨부가 이루어지고 있으며, 동부 프로미와 KB 캐피탈과 제휴하여 성능진단이 완료된 차량에 대해선 6개월 또는 1만 km를 보증하고 나섰다. “고객과 딜러 사이의 믿음이 가장 중요하다고 생각합니다. 그래서 고객들에게 중간 과정을 빠짐없이 알려드리고 있고, 직접 눈으로 모든 걸 확인시켜드립니다. 앞으로도 ‘진실과 정직을 먼저 생각하는 중고차 매매딜러가 되자’ 저희 사훈을 지켜나가며 가장 신뢰받는 딜러가 되도록 노력하겠습니다.” SI모터스에서는 침수 혹은 사고 차량을 구매하는 고객들에게 위로금 지급을 실시하고 있으며, 천만원 이상 중고차대출을 이용하는 고객들에게는 15만원 상당의 정기 쿠폰북을 발급하고 있다. 

중고차 거래의 피해 줄이고자 인터넷 방송 시작
남상욱 팀장이 중고차 판매만큼 열정을 쏟고 있는 것이 인터넷 방송이다. 중고차 거래는 합리적으로 자동차를 구입할 수 있는 좋은 시장이지만, 딜러에 대한 좋지 못한 시각과 중고 거래에 대한 불안이 좀처럼 해소되지 않아 시작한 일이었다. 특히 사람들은 뉴스에도 보도된 바 있듯이 블로거들의 글을 가장 신뢰하고 있는데, 사실 카페와 블로그에 게시된 글 상당수가 허위성 광고로 비상식적인 폭리를 취득하고 있는 것이 현실이다. “아직도 중고차 매매시 허위매물, 허위고지, 가격부풀이기, 이전비 가로채기 등으로 인한 소비자 피해가 많습니다. 그래서 방송을 통해 차량 시세를 함께 확인하고 믿을만한 업자와 합당한 가격인지에 대해 조언하고 확인하는 방법 등을 알려주며 소비자 피해를 줄여나가는데 일조하고자 합니다.” 

한편 남상욱 팀장은 중고차 거래시 계약서에 명시된 내용을 상세히 읽어볼 것을 권장한다. 또한 사고 차량 혹은 침수차량이 버젓이 단순 교환 차량으로 거래되고 있는 만큼 성능기록부를 반드시 확인하라고 조언한다. “소비자와 딜러사이, 심지어 같은 사무실에 있는 딜러와 딜러사이에도 중고차에 대해 공유를 하지 않는 것이 문제죠. 저는 앞으로 중고차 시장이 더욱 커질 것이라 내다보고 있는데, 중고차에 대한 모든 정보가 공유되는 시대를 앞당기고 싶은 마음입니다.” 남상욱 팀장은 인류기업인 도요타와 애플이 자신들의 기술을 공유하고, 문화 대통령 서태지가 자신의 음원을 모두에게 사용하도록 스템 파일을 공개한 것처럼 중고차 공유의 바람이 더 건강한 중고차 시장을 만들어 나갈 것이라 확신했다. 이를 위해 SI모터스와 남상욱 팀장은 올 상반기에 공식 홈페이지를 오픈하여 공유의 장을 마련해 나간다는 방침이다. 그동안 좋지 못했던 딜러의 대한 이미지를 쇄신시켜나가겠다는 남상욱 팀장의 각오가 건전한 중고차 시장 정착에 큰 자양분이 되어 온 만큼 더 이상의 소비자 피해 사례가 없길 기대해본다.

Though the used-care market is growing noticeably, consumers’ perception about secondhand cars is at a standstill. Even recently, cases of damage from fraudulent dealings are reported almost every day and those of filed damage for 3 years from 2012 through 2014 rise well over a thousand. False advertising that misleads consumers is still rampant on the Internet accompanied by such misconducts as false offerings and notices, prices inflated and transfer fees appropriated. Damage from these outrages is wholly turned over to consumers who want to purchase vehicle with a reasonable price. Lately, one Internet broadcast has become the topic of conversation among wise consumers who want to trade used cars. We met team leader Nam Sang-wook, who is taking the lead for a transparent used-car market.   

Built a one-stop system from performance checkup to diagnosis and guarantee 
Team leader Nam Sang-wook had worked in a financial field in charge of loan, mortgage and credit at a bank. Then his wish to specialize the area of credit turned his attention to the relevant fields of real estate and automobile. Thinking highly of the vision of an automobile market, which has a relatively low entry barrier, he started his second career as a used-car dealer in 2013. “It occurred very often that both a specialist in auto industry and a loan agency explained the loan wrongly to consumers for sale. Even contents for warning by Financial Supervisory Commission were not abided by, so I thought my career and experience in the financial industry would be of help to consumers.” 

SI Motors, composed of 30 dealers and currently on the fast road, achieved a high result of performance with over 400 units of old-car dealings for the past March alone coupled with active exports made. Though being a late comer, the company has reaped high sales in a short period and cornered the market. With manipulation of a vehicle with kilometers, theft, totaling, submersion, inquiry of accidents from performance register, reference to ledger and other performance checkup made at the same time as diagnosis and guarantee in one-stop service, the company has built up reliability with customers. Besides, the company never neglects about transfer fees with an attached receipt, and in partnership with Dongbu Promy and KB Capital, it went out to guarantee 6 months or 10,000km for vehicles finished with performance diagnosis. “What matters most is trust between customer and dealer, I think. So we inform them of every intermediate process without fail and have them check everything in person with their own eyes. Our company motto is ‘to be a used-car dealer who puts truth and honesty first.’ Keeping to it we will try our best to become the most reliable dealer.” SI Motors is paying a bonus to customers who purchase vehicle that had a submersion or accident, while issuing a regular coupon book worth 150,000 won to those using an old-car loan for over 10 million won. 

Starts webcast to reduce damage from old-car dealings 
Team leader Nam Sang-wook is directing as much energies of his toward the Internet broadcast as selling old cars. Though dealing old cars is a good market where you can buy a car at reasonable prices, he had to go about this because of the people looking askance at dealers and their constant worries about transaction of old cars. As reported in the news, people lay the biggest confidence in bloggers’ writings but, in fact, a considerable number of postings on cafes and blogs are false advertisement intended to make excessive profits. “In trading old cars, there still is so much damage to consumers from false offerings, false notices, inflated prices and transfer fees wrested. So I am checking on the prices of the vehicle market together through the broadcasting, advising them to learn the proper prices with a reliable dealer and informing them how to verify it in order to help reduce the damage to consumers.”

In the meantime, team leader Nam Sang-wook advises us to read the content specified in the contract carefully when dealing in old cars. Since vehicles in accident or submersion are traded as a simple exchange vehicle, he advises that we never fail to check on the performance register. “It is a real problem that information about a used car is not shared between customer and dealer, and even between dealer and dealer in the same office. I look out on a larger used-car market in the future so I simply want to put forward the time when all the information about used cars is shared.” He is convinced that the trend of sharing information about used cars will make the used-car market more solid just as the leading enterprises Toyota and Apple have shared their technology and the great singer Seo Tae-ji has made his stem files public so that everyone may use his sound sources. To that end, SI Motors and team leader Nam is going to open their official homepage within the former half of this year to prepare the scene for sharing. It is expected that there will be no more cases of damage suffered by customers.
