박근혜 대통령, 안영학 회장 등 한국청년회의소 대표단과의 대화
“희망의 새시대를 여는 청년리더의 다짐”이라는 주제로 행사마련
대한민국 청년운동의 중심에서 국가와 지역사회 발전에 헌신 다짐 선언

박근혜 대통령은 지난달 20일, 지역사회에서 봉사 활동을 펼치고 있는 한국청년회의소 대표단(대표, 안영학 중앙회장) 489명을 청와대(연무관)로 초청하여 격려하고 소통하는 “한국청년회의소 대표단과의 대화”시간을 가졌다. “희망의 새시대를 여는 청년리더의 다짐”이라는 주제로 마련된 이번 행사는 지역사회 개발과 봉사에 헌신하는 청년리더들의 노고를 치하하고, 새로운 도전과 변화의 시대를 맞이하여 청년의 패기와 열정으로 우리 앞에 놓인 위기를 돌파하고, “희망의 새시대”를 함께 열어가자는 결의를 다지는 취지로 마련되었다.

‘경제 활성화를 위한 청년의 다짐’ 우리 경제를 살리기 위해 신바람을 일으키겠습니다.
먼저 안영학 한국청년회의소 중앙회장은 인사말을 통해 박 대통령에게 오늘 초청에 대한 감사의 뜻을 표하며, 대한민국 발전에 함께 발맞추어 걸어온 만큼 한국청년회의소가 앞으로도 박 대통령과 함께 국정철학과 정책실현을 위해 이바지하겠다는 포부를 밝혔다. 
안 회장의 인사말이 끝나자, 한국청년회의소 대표단이 ‘경제를 살리기 위해 신바람을 일으키겠다’는 의지를 담은 ‘경제 활성화를 위한 청년의 다짐’을 낭독하는 시간을 가졌다. 전문의 내용은 다음과 같다.

<경제활성화를 위한 청년의 다짐>
사단법인 한국청년회의소 4만여 회원은 ‘인류에의 봉사가 인생의 가장 아름다운 사업임을 우리는 믿는다’는 JC의 신조처럼 희망을 꿈꾸는 청년정신을 바탕으로 참여와 협력의 한 마음을 담아 대한민국 청년운동의 중심에서 국가와 지역사회 발전에 헌신하기 위하여 다음과 같이 다짐합니다. 

하나. 지혜와 역량을 모아 하나의 큰마음으로 단결하여 영광된 조국을 건설하는 개혁의 구심체가 되겠습니다. 

하나. 국가와 민족의 장래를 걱정하는 마음으로 경제활성화를 위해 모든 회원들이 한마음으로 지역사회 곳곳에서 신바람을 일으키겠습니다.

하나. 새로운 도전과 변화의 시대를 맞이하여 청년의 패기와 열정으로 위기를 돌파하고, “희망의 새시대”를 함께 열어가겠습니다.

‘청년들이 우리의 희망’ “새 시대를 여는 길에 함께 나서주셔서 정의롭고 깨끗한 나라를 만드는 데 앞장서 주실 것을 부탁드립니다.”

발표문을 모두 들은 박 대통령은 청년들의 발표문을 전달받고 인사를 나눈 후 연단에 올라 모두말씀을 시작했다. 박 대통령은 “열정과 책임감으로 지역사회 발전과 봉사에 헌신하고 있는 청년리더 여러분들을 만나니까 우리나라의 희망의 미래를 보는 거 같아서 더 반가운 마음입니다.”라며 환영인사를 건넸다. 이어 한국 청년회의소가 한강의 기적을 일으키는 데에 큰 역할을 해주었듯이, 오늘 모인 청년들도 선배들의 뜻과 애국심을 이어받아 지역 곳곳에서 봉사를 하면서 우리 사회에 활력을 불어넣는 역할을 하고 있다고 언급했다. 덧붙여 박 대통령은 “여러분이 보여주신 헌신과 노력이 대한민국에 희망이 있다는 것을 보여주고 있다고 생각을 합니다.”라며, 앞으로 희망의 새 시대를 여는 길에 함께 나서 정의롭고 깨끗한 나라를 만드는 데에 앞장서 주실 것을 당부했다.

‘경제혁신에 대한 각오’ 
“개혁이 혁명보다 어렵다는 말도 있는 것처럼 무엇보다 쉬운 것이 없는 어려운 과제이지만 지금하지 않으면 미래가 없다하는 각오로 최선을 다하고 있습니다.”
지금 우리는 중대한 변화의 시기에 서 있고, 그렇기 때문에 우리 세대에게 주어진 역사적 책무가 실로 막중하다며, 박 대통령은 성장이냐, 침체냐 하는 기로에 서 있는 우리 경제를 다시 한 번 도약의 길로 이끄는 것이 무엇보다 시급하다고 밝혔다. 이어, 정부에서 이러한 막중한 과제를 실천하기 위해 작년부터 ‘경제혁신 3개년 계획’을 적극적으로 추진하고 있음을 알렸다. 박 대통령은 ‘경제혁신 3개년 계획’의 핵심인 ‘창조경제’가 창의성과 도전정신으로 무장한 청년들이 주인공이 되어서 역량을 펼칠 때 성공할 수 있는 만큼 청년리더들의 역할이 매우 중요하다고 강조했다.

박 대통령은 현재 전국 일곱 군데에서 출범한 창조경제혁신센터에 대한 설명도 덧붙였다.  대기업과 지역의 중소·중견기업, 벤처기업들이 창조경제의 새로운 생태계를 구축하고 지역특성에 맞는 산업을 발전시키는 ‘창조경제혁신센터’에 우리 청년들이 적극적으로 참여해 꿈도 이루고, 경제에 힘을 실어달라고 당부했다. 박 대통령은 우리 사회를 혁신해서 안전하고 깨끗한 새로운 대한민국으로 거듭나게 하는 것도 매우 중요한 과제라고 강조했다. 

현재 정부에서 공공·노동·금융·교육 4대 구조개혁을 필두로 우리 사회 전반에 걸친 개혁을 위해 역량을 쏟고 있다며, 매우 어려운 과제이지만 지금하지 않으면 미래가 없다는 각오로 최선을 다하고 있다고 밝혔다. 이어 박 대통령은 “국가발전을 가로막는 낡은 제도와 관행을 혁파하고, 부패척결 등 사회 곳곳에 누적되어 있는 비정상을 정상화시키는 과정에서 청년지도자 여러분의 협력이 필요합니다.” 라며 오늘 행사에 참석한 청년들이 새로운 시대를 열어가는 길에 앞장서 달라고 요청했다.

‘청년들의 염원과 열정이 통일의 초석’
청년들이 통일의식을 높여가고 있는 것 … 의미 있는 일!
박 대통령은 올해 분단 70주년을 맞이해, 한반도 통일시대를 열어가는 것도 더 이상 미룰 수 없는 역사적 과제임을 밝혔다. 더불어, 올해 한국청년회의소가 통일문제에 관심을 기울이면서 청년들의 통일 의식을 높여가고 있는 것이 매우 의미 있는 일이라며 청년들이 나서 통일을 연구하고 남북 간의 벽을 허물 수 있는 길을 찾는데 동참해 달라고 밝혔다. 더불어 청년들의 통일에 대한 염원과 열정이 통일의 초석이 될 수 있도록, 열정을 가지고 적극적으로 통일 사업을 펼쳐줄 것을 당부했다. 박 대통령은 “청년 지도자 여러분, 우리가 시대의 거센 파고를 넘어 미래로 전진하기 위해선 청년 세대의 열정과 에너지가 모아져야 가능한 일입니다.”라며 앞으로 뜨거운 열정과 나라사랑의 마음으로 대한민국의 새 시대를 여는 견인차가 되어주실 것을 다시 한 번 부탁드린다는 말로 말씀을 마쳤다. 이 행사는 새로운 도전과 변화의 시대를 맞이하여, 청년의 패기와 열정으로 우리 앞에 놓인 위기를 돌파하고 ‘희망의 새시대’를 함께 열어가자는 결의를 다지는 계기가 되었다.

박근혜 대통령, 카타르 타밈 국왕과 정상회담
양국간 에너지·건설 등 전통적 분야에서의 협력을 공고히 하는 한편, 
정무·외교 분야에서 서로의 협력 범위를 넓혀 나가자는데 의견 교환해
박근혜 대통령은 지난달 8일 「타밈」(H.H. Sheikh Tamim bin Hamad Al Thani) 카타르 국왕과 정상회담을 갖고, 양국간 에너지·건설 등 전통적 분야에서의 협력을 공고히 하는 한편, 투자 확대 및 원자력, 방산, 보건·의료 등 새로운 신성장동력 분야 협력을 더욱 발전시켜 나가기로 했다. 나아가 중동과 동아시아의 평화와 안정을 위해 정무·외교 분야에서 서로의 협력 범위를 넓혀 나가자는 데에도 의견을 같이 했다.

박 대통령은 카타르는 에너지와 건설 등 전통적 분야에서 한국의 긴밀한 협력 파트너이자, 신성장 동력 분야의 핵심 동반자임을 강조하는 한편, 한국의 ‘창조경제’와 카타르의 ‘국가비전 2030’은 상호 협력할 여지가 많으므로, 신기술, 혁신, 보건·의료, ICT 등 고부가 가치 분야에서 전방위적으로 협력이 확대되기를 희망했다. 타밈 국왕은 카타르는 산업다변화를 적극 노력중이며, 한국은 카타르의 경제성장 모델이자 아시아 국가들 중 긴밀한 협력을 유지하고 있는 국가이므로, 한국과 전방위적 협력관계를 더욱 발전시켜 나갈 준비가 되어있다고 했다. 이어, 타밈 국왕은 작년 방한 직후 즉시 한국인에 대한 무비자 입국 조치를 시행하였으며, 금년 1월 한국 측에서 제안한 48개 유망 투자 프로젝트를 심도 있게 검토할 것을 관계부처에 지시하는 등 작년 정상회담 합의 사항을 성실히 이행해 나가고 있으며, 이를 통해 우리나라와의 실질적 협력이 심화되고 확대되기를 기대한다고 했다.

박 대통령은 작년 타밈 국왕의 방한 직후, 우리 국민들의 카타르 입국시 30일간 무사증 입국을 허용하는 조치가 바로 이루어져 양국간 인적 교류에 크게 기여하고 있다고 하면서, 실제로 우리 기업인들로부터 동 조치 관련 감사의 뜻을 많이 전해 받았다고 했다.
박 대통령은 교역·투자, 에너지, 건설·플랜트, 보건의료, 원자력, ICT, 치안·방산, 교육, 문화 등 양측간 주요 협력 사안에 대해,「타밈」국왕과 건설적인 의견 교환을 가졌다.

한편, 타밈 국왕은 물 문제의 중요성을 감안, 4월 우리나라에서 개최되는「세계물포럼」에 카타르 환경부 장관이 참석토록 결정하였다고 하였으며, 이에 대해 박 대통령은 카타르 측의 참석 결정을 환영하고, 국제적인 차원에서 물 문제 해결을 위한 방안이 도출될 수 있도록 양국이 함께 노력해 나가자고 했다. 박 대통령은 이어 한-카타르 양국이 주요 국제문제 해결을 위해 유엔 등 국제무대뿐 아니라 지역기구를 통해서도 협력을 강화해나가기를 희망한다고 하면서 특히, 카타르가 금년도 걸프협력이사회(GCC : Gulf Cooperation Council) 의장국인 만큼, 한-GCC간 우호관계 심화를 위해서도 노력해 달라고 했다.

한반도 문제 관련, 타밈 국왕은 한국 정부의 모든 노력을 적극 지지하며, 카타르로서는 북핵 관련 유엔의 대북제재 찬성 및 성실한 이행을 위해서도 적극 노력하고 있다고 한데 대해, 박 대통령은 작년 정상회담시 북핵, 통일 등 한반도 문제 관련 많은 이야기를 나눈바 있음을 상기하면서, 우리의 대북정책에 대한 카타르 측의 적극적 지지에 사의를 표했다.

박 대통령은 금번 중동순방 마지막 방문국인 카타르와의 정상회담을 통해 다양한 실질협력 분야에서의 심도있는 협의를 가졌으며, 이는 2022 카타르 월드컵 특수 등 제2의 중동 붐을 우리의 신성장 동력으로 활용하는 계기가 될 것으로 평가된다. 아울러, 금번 회담은 북핵문제 해결, 평화통일 관련 우리입장 지지 재확인 및 국제무대 협력 강화에도 기여해 나갈 것으로 기대된다.

Declaring their devotion to developments of the country and community
President Park invited 489 representatives of Korea Junior Chamber (chairman Younghak An), who have been serving local communities for many years, to the Blue House on 20 last month and heard their opinions and encouraged them. The event was held under the title 'Young Leaders' Resolution That Opens A Hopeful New Era' in order to show her gratitude to those who work hard for local communities and to encourage them to lead a hopeful new era with their passion and spirit in this time of new challenge and change. 

"We will create a sensation to boost up our economy with our firm resolution." An said in his speech and thanked Park for inviting them to the Blue House and emphasized that they will devote to governmental management philosophy and the implementation of the policies. 

After the speech, the Chamber had a time to declare 'Young Leaders' Resolution for Economic Stimulation' which says as follows:

Like JC's creed that 'We believe that love for humanity is the most beautiful business in the world', we, 40,000 members of Korea Junior Chamber, with our one spirit and mind for cooperation and participation, promise as follows in order to devote ourselves to the developments of the country and communities;
One. We will work as one mind by gathering our wisdom and capacity to be the centripetal body of reformation to build an honorable country.
One. With one mind for the future of our people and the country, we will create a sensation in every corner of our society to activate our economy.
One. In this age of new challenge and change, we will overcome the crisis with our passion and spirit and open a hopeful new era.
"Young people are our hope. I ask you to take the initiative in making a clean and righteous country."

After hearing the declaration, Park stepped on the platform and said "I feel really grateful as I can see our hopeful future today by meeting you who are devoted to the developments of the country and communities." Park added that like the seniors of the Chamber playing a significant role to make the 'Miracle on the Han River', the juniors today are also playing a great role to revive national and regional economy. Park asked them to take the initiative in making a clean and righteous country and said that their devotion and hard work proved there is a hope for us.

'The firm resolution for economic innovation'
"There's saying that revolution is easier than reformation but we will do our best to do it because it is now or never."
Park said that we are at an important time of transformation whether we will go through or perish and therefore the task given to us is grave and significant. She added that this is the reason that the government built and is implementing '3 Year Economic Innovation Plan' with Creative Economy as the core part and this can only be achieved by young leaders who are equipped with creativity and challenging spirit. 'Creative Economy Innovation Centers', for example, are where major, local SMEs and venture enterprises work together and young people's participation is much needed now than ever to boost up national economy. Park emphasized that it is an important task to innovate our society to create a clean and safe country and the government is particularly working on innovating public, labor, finance and education sectors alongside overall social innovation with the firm resolution to do it now. Park continued "we need young leaders to remove old system, bad custom and corruption in our society and I ask you to take the initiative in doing it."

Young people's passion and wish are the cornerstone of unification
Raising youth's awareness of unification is meaningful
On the occasion of the 70th anniversary of the country's division this year, Park said that to open a unified era is our task. Park added that young people's raising their awareness of unification is really meaningful and asked the Chamber to participate in studying on unification and finding a way to do it through various related projects and events. Park said "Young leaders! It is only possible for us to cross the tough wave because we have your passion and energy and I ask you to lead our new era with warm heart to love your country." The event became a momentum to promote mutual resolution for opening a 'hopeful new era' based on young people's passion and spirit in this tims of new challenge and change. 

Park holds a summit talk with Tamim, the Emir of the State of Qatar
Strengthening cooperation in energy and construction and expanding it to state affairs and diplomacy
President Park held a summit talk with Tamin (H.H. Sheikh Tamim bin Hamad Al Thani), the Emir of the State of Qatar on 8 last month to strengthen cooperation in energy and construction, and to build new cooperation in investment, nuclear energy, defence industry, health and medicine. They also agreed to cooperate in state affairs and diplomacy for the peace and stability in the Middle East and Korean Peninsular. 

Park emphasized that Qatar is a closer cooperation partner in the traditional sectors such as energy and construction, and a core partner in the new growth engine field, and Korea's Creative Economy and Qatar's National Vision 2030 have many things in common, and she hoped that the cooperation will be expanded to highly value added industries such as new technology, health & medicine and ICT. Tamim said that Qatar is trying hard to diversify national industries, and Korea is their role model for economic development and it has a closer relationship with them, and therefore, they are ready to actively cooperation in every possible fields. After the official visit to Korea last year, Tamim granted a privilege for Korean people to enter Qatar without a visa, and asked the related departments to actively consider 48 promising investment projects which Korean government suggested in January, and he hopes that the practical cooperation between the countries will be expanded through its implementation. Park share the same opinion with Tamim in trade & investment, energy, construction & plant, health & medicine, nuclear energy, ICT, security & defence, education and culture. Taking the importance of global water shortage, Tamim decided to send their Minster of Environment to The 7th World Water Forum in Daegu in April 2015, and Park welcomed his decision, and suggested to work together to solve the problem of global water shortages. Park also showed her will to cooperate with Qatar through various regional and international organizations to solve global issues and asked Qatar, which is the holding country of GCC (Gulf Cooperation Council) this year, to support to raise friendly partnership between Korea and GCC. Regarding the problems in Korean peninsular, Tamim said that he ardently supports S. Korea, and will cooperate for UN's sanctions on North Korea's nuclear test. Park in response said that they already discussed about the matter last year when Tamim visited Korea, and she is thankful for Tamim's support. With Qatar as the last stop among the Middle East countries, Park had in-depth discussions on practical cooperation through the summit talk with Tamim and she hopes to use this opportunity for Korea's new growth engine on the occasion of 2022 Qatar World Cup. Park showed our will of peaceful unification and to solve North Korea's nuclear test clearly during the summit talk and it is expected to contribute to strengthening cooperation between the two countries at an international level.
