시민과 소통하며 과감한 혁신 통해 국가경제발전 견인해
일자리 창출, 문화도시 매력 극대화 비전 제시

시민과의 소통 통해 '시민생활불편 행정제도개선' 대통령상 수상
올해는 실질적인 민선6기의 출범 첫 해다. 부산광역시 서병수 시장은 일자리, 도시안전, 도시재생을 3대 핵심정책으로 정하고 시민 삶의 질 향상에 총력을 기울이고 있으며 서부산권 개발, 올림픽․등록엑스포 유치 등 부산발전을 앞당길 비전사업도 착실히 준비해 국가경제 발전을 견인해 나갈 예정이다. 부산시는 ‘모든 시정의 중심은 시민이다’라는 슬로건 아래 시민초청 토크콘서트 ‘매일 그대와’, ‘소통 3.0 day’ 등을 통해 시민의 목소리에 귀 기울인 결과, 지난해 12월 전국 302개 기관을 대상으로 한 평가에서 ‘시민생활불편 행정제도개선’ 전국1위로 대통령상을 수상했다.

부산시는 서 시장이 당선된 지난 7월 이후 시 본청에 대한 시정경영진단을 마무리하여 시정의 DNA를 소통과 혁신으로 과감히 바꾸고 시정의 모든 역량을 시민행복을 위해 결집시켜 나갈 준비를 마쳤다. 민원인이 여러 부서를 직접 방문해야 했던 불편을 줄이고 민원업무를 민원실에서 일괄 처리할 수 있도록 창구를 일원화 해 시민들에게 빠르고 편리한 서비스를 제공하는 ‘원스톱 종합민원 서비스’를 1월부터 60개 민원사무 대상으로 시행해 뜨거운 호응을 얻었고, 당초 7월 확대 계획을 앞당겨 2월부터 100개 사무로 확대 운영하고 있다.

일자리 창출, 도시안전, 도시재생 최우선 과제로
부산시는 현재 민선6기 최우선 과제인 일자리 창출을 위해 인재육성과 기술혁신을 위한 TNT2030 계획을 본격 추진, 국내외 대기업 유치, 부산과학기술기획평가원 설립 등을 통해  인재와 기업이 몰려드는 도시 부산을 만들어가고 있다. 민선6기 새로운 일자리 전략인「산업단지 고용대상별 Total Job Matching 프로젝트」가 2014년 전국 일자리경진대회 대상(대통령상)을 수상하였으며, 지역산업진흥계획 평가에서는 2년 연속 최우수등급(S)에 선정되어 국비 282억 원을 확보하는 등 기업지원서비스 사업 확대를 위한 발판을 마련하였다.

부산시는 그 밖에도 도시안전을 위해 재난조직 일원화, 선진국 수준의 재난관리체계 구축(스마트 빅보드) 등 시민이 안심하고 생활할 수 있는 안전도시 부산을 만들어 나가고, 고리 1호기 폐로 및 원자력해체기술종합연구센터 유치에 힘쓰는 한편, 도시재생을 위해 60만 단독주택지 생활서비스 업그레이드 사업(마을관리사무소) 등 주민 주도의 창조적 도시재생을 본격 추진하여 도심의 활력을 회복하고, 시민에게 희망을 주는 따뜻한 복지를 실현해 나갈 예정이다.

미국의 브로드웨이(뮤지컬), 파리의 몽마르트(미술) 등 축적된 문화적 저력으로 매력을 인정받는 여타 도시들처럼 부산시도 삼포지향의 자연 환경적 강점과 다양한 인적·물적, 유·무형의 문화적 자원을 보유해 문화도시로서의 매력을 선보이고 있다. 최근에는 감천문화마을, 산복도로 르네상스, 부평동 야시장 등이 부산만의 독특한 문화자원에 도시재생과 지역 커뮤니티를 결합한 성공적 사례로 손꼽히고 있다. 또한, 부산의 7개 해상교량과 항구 등 천혜의 환경을 활용한 해양관광과 부산의 화려한 야경과 함께하는 다양한 테마여행과 부산국제영화제, 자갈치축제 등 문화관광축제 등이 부산의 대표적 매력요소로 자리 잡았다. 부산시는 앞으로 시의 정체성을 보존 전승하여 부산의 매력을 보여주고, 동부산관광단지 등 인프라 조성으로 부산을 사계절 체류형 관광도시로 탈바꿈시켜 나갈 예정이다.

Winning the presidential prize of 'Inconvenient Civil Administration System Improvement' through communication with the citizens
It is the first year of the city's new administration. The Mayor of Busan Metropolitan City Suh Byung-soo introduced job creation, safety and urban restoration as the three core policies and is preparing vision projects such as Western Busan Development and inviting Olympics & registered exhibitions to lead over all development of national economy. Under the slogan of 'The center of administration is the citizens', they paid attention to the opinions of the citizens through 'inviting talk concerts' such as 'With You Everyday' and 'Communication 3.0 Day'. As a result, they won the presidential prize of 'Inconvenient Civil Administration System Improvement' by beating 302 organizations in last December. The city finished analysis of the city's administration management and the mayor Suh changed the administrative DNA into communication and innovation to provide quality life for the citizens. He significantly reduced the inconvenience of the residents visiting every departments by introducing 'One-stop Total Civil Service' that covered 60 kinds of separate office works from last January and it has been covering 100 office works from February. 

Job creation, city safety and urban restoration as the top agendas
For this, the city launched TNT2030 Project, inviting major companies home and abroad, and establishing Busan Institute of Science & Technology Evaluation and Planning to foster talented people and to innovate technology. As a result, Total Job Matching Project, which is the city's job creation strategy, won the presidential prize at 2014 National Vocation Competition, and also ranked as the First Grade at Regional Industry Promotion Plan Audit second time in a row and secured $28m national budget for their Business Support Service Project. The city is also planning to unify the disaster response organizations, build advanced country level disaster management system, demolish Kori Nuclear Power Plant Unit 1, invite Nuclear Energy Demolition Technique Total Research Institute, and upgrade urban detached housing service for 60,000 households. Like Broadway (musical) in New York and Montmartre (art) in Paris, Busan is also trying to make its appearance as charming with their excellent natural environment, human resource, and tangible & intangible cultural assets. Gamcheon Culture Village, Hillside Road(Sanbokdoro) Renaissance projects, and Bupyeong-dong Night Market are the successful examples for urban restoration and cultural asset being combined with local communities. And 7 offshore bridges, themed tours in fantastic night views, Busan International Film Festival and Jagalchi Festival are well established attractions in the city. Busan is planning to preserve and deliver their identity to show its cham and to turn the city into all season tourist city by building infrastructure such as Eastern Busan Tourist Complex.
