최경환 부총리, "민자사업 제3의 방식 도입…투자 유인 제고"
최경환 부총리 겸 기획재정부 장관은 지난 달 9일 "민간투자사업의 리스크를 정부와 민간이 합리적으로 분담하는 제3의 방식을 도입해 민간의 투자 유인을 높이도록 할 계획"이라고 밝혔다. 최 부총리는 이날 서울 강남순환도시고속도로 공사현장을 방문해 "정부는 '민간투자사업하기 좋은 환경'을 만들기 위해 창의적이고 혁신적인 방안을 마련하고 있다"며 이같이 말했다. 그동안 민간투자사업은 민간이 리스크를 대부분 부담하는 수익형 민간투자사업(BTO)과, 정부가 대부분 부담하는 임대형 민간투자사업(BTL) 중 하나가 단순 적용돼 왔다.

그는 "제3의 방식이 도입되면 그동안 투자가 부족했던 정수장, 도심지역 고속도로 지하화사업 등에 대한 민간투자가 확대될 것으로 기대된다"고 말했다. 최 부총리는 또 "경쟁적 협의절차 등 페스트 트랙(Fast Track)을 도입해 민간투자 절차를 획기적으로 단축할 계획"이라며 "이러한 제도가 도입되면 민간투자 절차의 소요기간이 현재보다 1/3로 단축될 것"이라고 전했다. 이와 함께 "민간투자 대상시설을 확대하는 한편, 민간투자사업에 대한 부정적 인식을 개선하기 위해 과도한 최소운영수입보장(MRG)을 민간과 협의해 합리적으로 완화하는 방안도 마련할 계획"이라고 덧붙였다. 앞서 최 부총리는 "지난 20년간 민간투자사업은 물류비용 절감, 교통혼잡 완화 등을 통해 국가경제 발전에 기여해 왔다"면서 "다만, 최근 MRG로 인한 부정적 여론이나 수익성 악화 등으로 투자규모가 줄어들고 있는 현실이 안타깝다"고 지적했다.

그는 "민간투자사업은 부족한 재정을 보완하고 시중 여유자금을 생산적 투자로 유인할 수 있는 매력적인 사업"이라며 "경제 활성화에 기여하는 효과가 있다"고 설명했다. 특히, "최근 경제성장 둔화, 급속한 고령화 등으로 재정여력이 점점 줄어드는 상황에서 부족한 재정을 보완해 필요한 기반시설을 확대하기 위해 민간투자는 '선택'이 아니라 '필수'"라고 강조했다.

기획재정부 최경환 부총리, "'유효수요 창출'에 정책 역량 집중"
최경환 부총리 겸 기획재정부 장관은 지난 달 12일 "소비ㆍ투자 확대 등 '유효수요 창출'에 정책적 역량을 집중하겠다"고 밝혔다. 최 부총리는 이날 정부서울청사에서 주재한 경제관계장관회의에서 "가계와 기업이 자신감을 되찾지 못하면서 내수의 회복 모멘텀이 뚜렷하지 않다"면서 "대외적으로도 세계경제가 미국이라는 단일 엔진으로 버티고 있으며, 중국의 추격과 엔저 등으로 우리 기업의 수출 여건도 녹록지 않은 상황"이라며 이같이 말했다. 

그는 "국내 수요 부진을 타개하기 위해 적정 수준의 임금인상을 통한 가계소비 촉진과 민간의 여유자금을 활용한 민간투자사업 활성화를 통해 유효수요 창출에 정책적 역량을 집중해 나가겠다"고 강조했다. 특히, "민자사업과 관련해선 정부가 민간과 '이익'뿐만 아니라 '손실'도 공유하는 새로운 방식을 도입하고 대상시설을 지방상수도ㆍ노후도로 개량 등으로 확대하는 한편, 민간투자 절차를 대폭 간소화해 사회기반시설을 제 때 확충하겠다"고 설명했다.

또한 "정부는 이런 기회를 활용해 외국인투자와 해외투자 등 모든 측면에서 총체적ㆍ총력적으로 지원해 나가겠다"며 "순방 성과가 확산되도록 외국인투자 및 우리 기업들의 해외진출을 활성화하기 위한 제도적 보완 개선도 추진하겠다"고 강조했다. 이날 회의에서는 중동 순방 성과 및 확산 방안 최근 수출입 동향 및 대응 방안 제조업 혁신 3.0 실행 대책 안전산업 활성화 방안 등이 안건으로 논의됐다. 

Choi, "introducing the 3rd way private sector investment will improve incentive"
Deputy Prime Minister and Ministry of Strategy and Finance Choi, Kyung Hwan said that they plan to increase investment incentive by introducing the 3rd way private sector investment which divides the investment risk rationally between government and private. He visited Gangnam Ring Road construction site on the day and said that the government is making innovative measures to make a good environment for private investment projects. The existing system was that either the private take the most risk(BOT) or the government(BTL). Choi said "if the 3rd way is put into practice, the private investment in purification plant and underground highway project will be expanded. For this, we will introduce Fast Track system which will significantly simplify the administrative process by 1/3. We will also expand target facilities for private investment and ease the overflowing MRG(Minimum Revenue Guarantee) rationally to improve negative public recognition about private investment." Choi added "private investment projects have been contributing for the development of national economy through alleviating distribution cost and traffic jam but it is regretful that recent negative opinion about MRG is reducing investment scale." He continued "private investment projects will supplement a lack of public finance and attract surplus funds to productive businesses. It is a must in order to expand infrastructure by securing finance in this age of prolonged economic down turn and ageing society." 

Choi, "creating effective domestic demand is needed"
Deputy Prime Minister and Ministry of Strategy and Finance Choi, Kyung Hwan said on 12 last month that he will focus on creating effective demand through consumption and investment expansion. He held a meeting at Central Government Complex in Seoul and said "the recovery of domestic demand is not clear as households and enterprises are not regaining their confidence and the situation that the world economy is turning around by the US and China's increasing economic power make our business difficult." He continued "we will focus on effective domestic demand by reasonable pay rise and activating private investment projects. Especially, we will share both the risk and the profits of the investment with private, and expand the object facilities to local water supply and improvement of worn out highway, and secure infrastructure by simplifying administrative process." He added "the government will spare no effort to support foreign and overseas investments by using this opportunity and improve related systems for Korean companies to enter the global market." In the meeting, the result of the President's tour in the Middle East and its implementation plan, recent import & export trend and measures, and activation plan of industrial security regulation were discussed.
