미래부 최양희 장관 클라우드 기업 현장방문 및 간담회 개최

미래창조과학부 최양희 장관은 지난 달 10일) 클라우드 기업인 영림원소프트랩을 현장 방문하여 클라우드 산업계의 노력을 격려하고 간담회를 가졌다. 이번 간담회는 지난 달 3일 국회 본회의를 통과한 클라우드 발전법 제정을 계기로 경제혁신 3개년 계획(역동적인 혁신경제 과제) 세부 핵심과제인 클라우드 컴퓨팅 산업을 정보통신기술(ICT) 산업의 신성장 동력으로 육성하기 위한 정책방안을 강구하기 위하여 마련되었다. 특히, 공공부문에 클라우드 도입을 활성화하고 민간은 클라우드 서비스를 선제적으로 이용하는 구체적인 정책이 필요하며, 클라우드 전문기업이 지속적으로 나와서 글로벌 기업으로 성장할 수 있도록 정부의 체계적인 지원을 요청하였다. 미래부는 클라우드 컴퓨팅은 정보통신기술(ICT) 활용방식을 획기적으로 바꾸어 산업 및 국가 경쟁력 향상에 중요한 역할을 할 것이므로, 관계 부처와 협력하여 범 국가 차원의 클라우드 육성정책을 추진 할 것이라고 하였다. 공공 및 민간에서 클라우드 도입이 활성화 될 수 있도록 시범사업 등을 지속 확대하고 클라우드 이용에 대한 보안우려를 해소하는정책을 본격화해서 국내 클라우드 이용율을 선진국 수준으로 향상시키는 한편, 클라우드 활성화 정책이 국내 클라우드 산업 발전과 연계가 될 수 있도록 연구개발(R&D), 인력양성 등을 통한 기술전문기업 육성, 글로벌 기업과 국내 기업간 상생 협업 활성화 등을 적극 추진할 것이라고 밝혔다. 미래부 최양희 장관은 “지난 1여 년간 클라우드 발전법 제정을 위해 국내 클라우드 산업계의 노력이 매우 컸다”며 그간 산업계의 노고를 치하하고, “국내 클라우드 산업이 활성화되고 국내 기업이 성장할 수 있는 골든타임을 놓치지 않도록 정책을 추진 할 것” 이라고 밝히며, 산업계의 적극적인 협력을 요청하였다.

미래창조과학부 세계과학정상회의 준비위원회의 개최
미래창조과학부는 2015년 세계과학정상포럼․경제협력개발기구 과학기술장관회의(이하 ‘세계과학정상회의’)의 성공적 개최를 위한 “세계과학정상회의 준비위원회” 제1차 회의를 지난 달 9일 개최하여 준비위원을 위촉하고 ‘2015 세계과학정상회의 기본계획을 논의 했다. 
이는 지난 2월 제정된 「2015년 세계과학정상포럼․경제협력개발기구 과학기술 장관회의 준비위원회 및 준비기획단 규정」(대통령훈령)에서 준비와 개최에 관한 계획 등을 심의하는 범국가적 준비 기구인 준비위원회를 구성․운영토록 함에 따른 것이다. 준비위원회는 미래부 이석준 1차관을 위원장으로 하고 교육부, 외교부, 법무부, 산업부, 복지부 등 관계부처의 실장급 및 경찰청 차장, 대전광역시 부시장과 한국과학기술단체 총연합회(KOFST), 과학기술정책연구원(STEPI), 국가과학기술연구회(NST) 등 과학기술계 전문기관의 기관장으로 구성하였다. 앞으로 국제행사, 홍보 등 다양한 분야의 전문가를 민간자문단으로 위촉 했다. 이석준 준비위원장은 “과학기술혁신은 창조경제의 핵심일 뿐 아니라 의료 및 환경 등 글로벌 도전과제를 대응하고 다함께 발전하는 미래를 창조하는 열쇠이다”며, “이번 행사를 통해 한국이 창조경제를 국제사회와 공유하고, 국제과학기술혁신정책의 방향 수립에서 주도적 역할을 수행함으로써 ‘과학강국으로서의 한국’을 국제사회에 알리는 계기가 될 것이다.”고 강조하였다. 이를 위하여 관계 정부기관 뿐만 아니라 산․학․연 그리고 국민들의 적극적인 참여와 협조를 요청했다.  

Choi visits a cloud enterprise and holds a meeting
The Minister of Science, ICT and Future Planning Choi, Yang Hee visited a cloud enterprise Younglimwon Soft Lab and held a meeting on 10 last month to encourage the business. The meeting was held on the occasion of introducing Cloud Development Regulation in order to make policy plan to promote the cloud computing industry, which is the core task of 3 Year Economic Innovation Plan, as the new growth engine of ICT. He mentioned about the need of introducing cloud in public sector, and the policy for private to use cloud services, and asked government's systematic support for cloud enterprises to grow into a global company. He said that cloud computing will change the way of using ICT innovatively and play a significant role to improve national industry and its competitiveness and he will launch its promotion policy on the national level in cooperation with related departments. He also said that they will expand pilot projects to introduce cloud services to both public and private sectors, and increase its utilization rate to advanced countries' level through its safety policy, and carry out promotion of technology specialized enterprises, and activate cooperation between global and domestic companies through R&D and fostering talented people. He added "the domestic cloud industry largely contributed to legislating Cloud Development Regulation. We will actively implement related policies to promote the industry and its growth in Korea."

The Ministry holds preparatory committee's meeting for World Science Summit
The Minister of Science, ICT and Future Planning held the first preparatory committee's meeting for a successful 2015 World Science Summit Meeting on 9 last month and discussed about its basic plan. This is because the preparatory committee is supposed to be formed based on the 'Regulation on Science Technology Ministers' Meeting Preparatory Committee & Preparation Bureau of 2015 World Science Summit Forum & OECD (presidential directive)'. The chairman of the Committee is the first Vice Minister Sukjun Lee and other members include the department head of Ministry of Education, Ministry of Foreign Affairs, Ministry of Justice, Ministry of Commerce & Industry and Ministry of Health and Welfare, the Vice Chief of National Police Agency, the Deputy Mayor of Daejeon, and the head of  KOFST, STEPI and NST. The Committee appointed specialists from various fields as private advisory group. Lee said "science technology innovation is the core element of Creative Economy and is the key of creating a co-developing future. Through this event, Korea will share Creative Economy with international society and take the leading role to establish directions of international science technology innovation policies so that it can be used as a momentum to promote 'Korea as IT superpower' to the world." For this, he asked national level participation and cooperation.
