쌀과 도자기의 고장, 경제도시로의 도약 노린다

경기도 동남부에 위치한 이천시는 남북의 중부고속도로, 동서의 영동고속도로가 교차하고, 서울에서 충주를 잇는 국도 제3호선과 수원에서 여주를 잇는 국도 제42호선이 교차하는 사통팔달의 교통요충지이다. 토질이 비옥하고 수리시설이 잘되어 있어 예로부터 임금께 진상하는 ‘진상미’로 유명하다. 또한 25년 동안 이어진 이천도자기축제는 이미 국내를 넘어 세계적으로 인정받는 페스티벌로 자리 잡았다. 2015년 봄을 맞아 새로운 도약을 준비하고 있는 이천시를 찾아가 보았다. 

민간 복지와 기업 복지에 집중할 터
“올 한해 ‘없이 사는 시민’, ‘돈 없어 병원 못가는 시민’ 등 주변의 어려운 이웃과 시민을 한명이라도 더 도울 수 있는 인정 넘치는 시정에 주력하겠다.” 조병돈 이천시장은 올 한해 시정 방향으로 ‘어려운 시민들을 위한 봉사와 섬김’을 강조했다. 조 시장이 이끌 올 한해 이천시정의 방향타가 어려운 이웃의 적극 발굴과 지원이란 ‘복지’에 맞춰져 있음을 가늠케 하는 대목이다. 조 시장은 “민선 6기의 공약사항인 민원봉사를 통해 어려운 이웃과 우리 시민들의 눈물겨운 사연을 많이 접했다”며 “올해는 이 같은 복지 사각지대에 놓인 소외된 우리 이웃을 적극 발굴해 사회적 보호가 가능하도록 시정을 집중해 나갈 것”이라고 설명했다.

조 시장은 이어 올 한해 이천시 등 일부 수도권지역에만 불리하게 적용된 중앙정부의 규제정책에 변화가 있을 것으로 기대하고 이에 따른 최선의 노력도 약속했다. “최근 10년간 규제로 인해 이천지역을 떠난 주요 기업이 7개, 이에 따른 유출 근로자만 5천여 명이다. 인구 20만의 지역경제 규모를 고려할 때 정말 심각한 고민이 아닐 수 없다”라며 지역 업체의 유출을 지적한 조 시장은 “일자리 창출과 투자를 가로막는 불량규제 해결을 위해서는 이에 대한 권한을 가진 중앙정부의 의지와 노력이 중요하다”고 밝혔다. 또 “대학 하나 설 수 없는 이천시를 포함, 경기 동북부 5개 시·군의 암담한 현실이 규제개혁을 통해 바뀌길 진정 기대한다”고 말했다. 그리고 성남~여주 복선전철사업과 성남~이천간 자동차 전용도로, SK하이닉스의 공장증설 완공, 중리 및 마장택지개발지구 개발 등을 올 한해 지역경제 발전을 견인할 희망적 요소로 손꼽았다. 조 시장은 “2016년 개통 예정인 복선전철사업과 자동차전용도로, SK하이닉스 공장증설 사업 등 굵직한 지역 현안사업이 순조롭게 진행 중”이라며 “이 모든 것이 올해 들어 지역경제 활성화와 일자리 창출 등 지역경제 발전을 견인할 매우 중요한 기회로 제공될 것”이라고 강조했다. 

2015년은 이천시 도약의 출발점이 될 것
조 시장의 이 같은 자신감은 앞서 언급한 대형사업 이외에 대형 패션물류단지(80만㎡)의 완공과 증포3·4지구, 안흥동 주거단지 개발 등 도시성장을 가능케 하는 호재들 때문이다. 올 시정목표인 ‘지속성장과 재도약 기반 조성’, ‘서민생활 안정’ 등 도시성장 기반 확충에 따른 지속성장이 가능할 것이란 지역적 특수성이 뒷받침됐다.

조 시장은 “올 한해 일자리가 늘고, 활력이 넘치는 경제도시 구축으로 시민들이 원하는 행복도시를 만드는데 최선을 다할 것”이라며 “시는 안전도시 구현, 시민 중심의 행정서비스 강화에 전 행정력을 집중하는 등 ‘행복한 이천시’를 만들기 위한 모든 역량을 결집시켜 나갈 것”이라고 밝혔다. 조 시장은 이어 “생활민원을 보다 신속하게 처리하고 시민과의 적극적인 소통에 나서 소외받는 시민이 없는 균형적 행정에도 힘쓸 것”이라며 “이를 위해 고충민원을 능동적으로 해결함과 동시에 인허가 관련 행정시스템을 보다 고도화하는 방법으로 시민생활의 불편을 줄여 나가겠다”고 말했다.

Focusing on public and corporation welfare 
The Mayor Joh's administrative policy this year is to serve underprivileged citizens. Joh said "I have learned the distressing stories of our underprivileged citizens through civil complaint service. This year, I will find them and provide them necessary measures so that they can be protected by community care." Joh promised to do his best for this as he expected that the unfair government regulation applied to part of the capital areas including Icheon is to be improved. Joh continued "because of the unfair regulation, 7 companies left the city with 5,000 labor force for the last 10 years. It is a really serious problem considering the fact that the scale of economically active population is only 200,000 in Incheon. The regulation actually is preventing job creation and investment in the region, and the central government's will and effort in order to improve the situation therefore is vital. Also, there is not a university in the city and the gloomy reality of 5 cities and counties in Northwest Gyeonggi must be improved by deregulation." Joh pointed out Seongnam-Yeoju Double Railway Project, Seongnam-Icheon Motorway, Completion of SK Hynix's Extended Factory, and Jungri and Majang Housing Site Development Complex, as hopeful projects to boost up economy in the city and the surrounding area. Joh said "the Double Railway Project and Motorway which are expected to be open by 2016, and pending businesses in the region including Completion of SK Hynix's Extended Factory are well on the way at the moment. These projects will provide a very important opportunity for us to activate regional economy and to create jobs."

2015 as the year of a new leap forward
This confidence of Joh comes from projects such as building large Fashion Distribution Complex (80,000㎡) and development of Zeungpo 3 and 4 Zones and Anheung-dong Housing Complex, alongside aforementioned large scale development projects. And this is being supported by city's administrative goals: 'Sustainable Growth and Building a Foundation for a New Leap Forward' and 'Stability of Ordinary People's Living'. Joh said "this year, we will do out best to make a better city with increased number of jobs and economic vitality. We will focus on citizen's safety and strengthen citizen-centered administrative service in order to make happy Icheon." Joh continued "we will rapidly process civil complaints and administration and actively communicate with citizens so that there is not a single citizen to be socially ignored. For this, we will improve licensing-related administration system to reduce inconvenience of the citizens."
