경기도–KT, 부모안심. 건강한 보육환경조성 협력 
경기도와 KT가 차세대 IoT(사물인터넷 (Internet of Things)와 보육정책이 융합된 안전한 어린이집 환경구축에 협력한다. 남경필 경기도지사와 황창규 KT회장은 지난 달 16일 오전 경기도 성남시 분당구 정자동 ‘꿈나무 어린이집’에서, ‘차세대 IoT보육안전서비스’ 제공에 협력하기로 하고, 관련 서비스의 개발과 보급에 공조키로 했다. 주요 협력사항은, KT는 경기도내 어린이집에 IoT보육안전서비스를 개발, 관련 기술과 서비스를 제공하고, 경기도는 KT 보육안전서비스를 희망하는 어린이집에 행정서비스를 지원할 계획이다. ‘차세대 IoT보육안전서비스’ 는 기존의 CCTV를 통한 단순 감시/모니터링 개념에서 탈피한 신규서비스를 도내 어린이들을 대상으로 우선 공급하게 된다. KT는 GIGA인터넷을 기반으로, 영상보안, 어린이 웨어러블(Wearable), 세이프존(Safe Zone), 스마트칠판 등 IoT통합형 서비스를 제공할 수 있다. 남경필 경기도지사는 이날 “아이들이 행복한 보육환경을 만드는 것이 제일 중요하다.”면서 “첨단 기술이 완벽한 보육환경을 만들 수 있는 해답은 아니지만 교사와 부모가 신뢰를 쌓을 수 있는 과정이 될 수는 있다고 본다. 학부모와 교사들이 원한다면 경기도가 지원하게 될 것.”이라고 말했다. KT 황창규 회장은 “IoT 보육 안전서비스는 IoT기반 신규 사업의 글로벌 진출을 추구하는 KT의 성장모델이기도 하다.”며 “이번에 추진하는 사업은 KT가 사회적 가치를 창출하면서 비즈니스를 추구하는 CSV(Creating Shared Value) 관점에서 진행하는 서비스로, 국내 모범사례로서 타 지자체로 확산되는 계기가 되기를 바란다.”고 말했다. 경기도와 KT는 IoT보육 안전서비스가 구현되면, 경기도내 어린이집 아동이 더 안전하고, 부모는 더 안심하는 보육환경이 조성될 것으로 기대하고 있다. 한편, 경기도는 앞으로도 도내 어린이집에 보다 나은 보육서비스를 제공하고자 하는 기업 등에 대해 공동협력차원에서 적극 검토할 계획이다.  

경기북부 발전 위한 정책 연구 기관, 의정부에 설치 
경기북부지역 주민들의 삶의 질 향상을 위한 정책개발을 담당할 경기개발연구원 북부연구센터가 지난 달 12일 공식으로 문을 열고 활동에 들어갔다. 의정부시 경기연 북부연구센터에서 열린 현판 제막식에는 남경필 경기도지사와 임해규 경기개발연구원장, 배수문 경기도의회 기획재정위원장, 윤영창 북부도의원협의회장과 박영순 구리시장, 오세창 동두천 시장 등 북부지역 지자체장, 신한대와 경민대 등 민간대학 관계자 50여 명이 참가해 개소를 축하했다. 북부연구센터는 앞으로 ‘경기북부 10개년 발전계획’수립과 함께 경기북부의 특색을 살린 DMZ보존과 관광자원 개발, 제조, 섬유, 디자인산업과 한류월드 육성을 통한 경제활성화 정책 집중 연구 등 경기북부발전의 청사진을 마련하게 된다. 또한 통일준비를 위한 남북교류협력사업 추진전략과, 통일준비 마스터플랜수립 등 통일 미래도시를 대비한 북부지역의 씽크탱크 역할을 할 것으로 기대를 모으고 있다. 경기도 관계자는 “도는 북부발전을 위한 체계적이고 지속적인 지원 시스템 마련을 위해 지난해 경제실의 북부 이전을 완료했고, 올해 문화재단 북부사무소 설치, 한국폴리텍대학 경기북부 캠퍼스 설립 등을 추진 중에 있다.”라며 “북부연구센터 개소는 이 같은 공공.민관기관 이전의 첫 신호탄.”이라고 말했다. 

남경필 도지사는 이날 인사말을 통해 “북부연구센터가 경기도와 도의회 뿐 아니라 경기도민, 유관 연구기관 간 긴밀한 소통을 통해 경기북부가 통일 대한민국의 중심이 되도록 다양한 역할을 해주길 기대한다.”라며 “현장의 목소리를 듣고 북부지역 주민이 원하는 발전전략 개발에 노력해 주기 바란다.”라고 말했다.

The Province and KT to cooperate in creating safe and sound childcare environment
Gyeonggi Province and KT cooperates to build safe and sound childcare environment by combining them with Internet of Things. The governor Kyungpil Nam and the CEO of KT Changkyu Hwang agreed to provide 'Next Generation IoT Childcare Safety Service' on 16 last month at 'Dream Tree Nursery' in Bundang, Seongnam. They also agreed to develop related services. KT will develop and provide the services to nurseries and the province will support administration. The IoT service is a new concept program different from the existing monitoring system of CCTV. Based on GIGA Internet, KT will provide total IoT type services including Video Imaging Safety, Wearable for Children, Safe Zone and Smart Blackboard. Nam said "it's most important to create happy childcare environment. Technology is not a perfect answer to create it but can be a process of building trust. The province will be supporting for those who want the services." Hwang said "IoT Childcare Safety Service is a global growth model of KT. This project is to create a value while doing business and it's called CSV (Creating Share Value). We hope this service will be a role model and spread to local governments." They are expecting that a safer childcare environment will be created if the service is realized. Meanwhile, the province plans to actively cooperate with enterprises who want to participate in providing the service. 

The Province to open a policy research institute in Uijeongbu
The North Research Center of Gyeonggi Research Institute was opened on 12 last month. The center will develop policies to improve quality of the residents' lives in northern Gyeonggi Province. The opening ceremony was participated by 50 people including the governor, the head of Institute Haekyu Im, the head of Planning and Finance Office of Gyeonggi Council Sumoon Bae, the head of North Gyeonggi Provincial Assembly Youngchang Yoon, the Mayor of Guri Youngsoon Park, the Mayor of Dongducheon Sechang Oh, the head of local governments and university officials. The center is expected to carry out 'building 10 year development plan of North Province', 'preserving and developing tourism resource', and 'research on economic activation policy by fostering manufacturing, textiles, design and Korean World. The center will also be playing a role of think tank to carry out South and North exchange projects and to build national unification master plan. An official of the province said "we finished relocating Economy Department to the northern part of the Province last year to build development support system in the area and we are currently working on building a northern office of Culture Foundation and establishing a campus of Korea Polytechnics in the area." Nam said "I expect the center will do a significant role to be the center of Unification of North and South through close communication between the province and the related organizations. I hope the center will pay attention to what residents want and reflect it to development policy."
