박근혜 대통령, 「살만」사우디 국왕과의 정상회담 개최
박근혜 대통령은 지난 3일 리야드 에르가(Erga) 궁에서「살만」(Custodian of the Two Holy Mosques King Salman bin Abduaziz Al-Saud) 국왕과 오찬에 이어 정상회담을 갖고, 양국간 전방위적·상생의 파트너십 발전을 위한 여러 방안에 대해 의견을 교환했다. 
박 대통령은 우선, 지난 1월「압둘라」국왕 서거에 대해 재차 애도의 뜻을 전달하고 동시에「살만」국왕의 즉위를 축하했다. 아울러,「살만」국왕의 영도 하에 사우디가 더욱 발전할 것이며, 중동지역 뿐 아니라 세계평화를 위해서도 크게 기여할 것으로 기대된다고 했다.

박 대통령은 우리의 제 1위 원유공급국이자, 제 1위 해외수주시장, 그리고 중동지역 최대 교역국인 사우디의 중요성을 평가하는 한편, 향후 양국 관계를 아랍어 ‘라피끄(아랍어로 동반자)’에 비유하면서, 사우디의 장기전략 2024과 우리의 경제혁신 3개년 계획간 일맥상통한다는 점을 감안, 창의와 혁신에 기반한 국가발전을 위해 상호 협력해 나가자고 했다. 이어 박 대통령은 개인 관계에서 뿐만 아니라, 국가간 관계에서도 신뢰가 중요하다는 점을 강조하고, 양국 관계가 신뢰에 기초하여 발전해 나가기를 기대하는 한편, 고위 인사 교류도 더욱 활발히 전개되기를 희망했다. 살만 국왕은 이에 대해, ‘라피끄’의 진정한 의미는 “사막에서 먼 길을 가기 전에 친구를 정하라”고 하면서, 한국과 사우디가 신뢰에 기반하여 호혜적인 이익을 향유하는 동반자가 되도록 노력해 나가자고 했다. 

박 대통령은, 이어서 양국 관계가 그동안 원유 수출입 및 건설 분야를 중심으로 발전해 왔다면 앞으로는 이에 더하여 원전, ICT, 신재생 에너지, 보건·의료, 투자, 보안산업 등 제반 분야로 협력 관계를 다양화시켜 나가야 할 것으로 본다고 하고, 금번 방문을 계기로 양국 관계가 더욱 다양화, 활성화 되어나가기를 기대한다고 했다. 살만 국왕은 양국 관계가 그 동안 원유 수출입을 바탕으로 발전되어 왔지만, 앞으로는 더욱 다양화되어 나가야 한다는 점에 대해 전적으로 공감한다고 하고, 보다 많은 분야에서 MOU가 체결되고 충실히 이행되기를 기대한다고 했다. 박 대통령은 금일 체결되는 「스마트 공동 파트너십 및 인력양성 MOU」는 매우 의미 있는 성과가 될 것이라고 하면서, 사우디가 우리의 중소형 원자로인 스마트(SMART)를 협력 대상으로 선택한 것은 기술적으로나 효용성 측면에서 “스마트한 선택”이었다고 하고, 세계 최초의 중소형 원자로의 상용화를 양국이 함께 추진하게 된 것을 평가한다고 했다. 또한, 이번 MOU에 따라 먼저 SMART를 사우디 내에 건설하고, 이후 제3국 공동진출도 추진하면, 함께 세계 시장을 개척할 수 있을 것으로 본다고 하였다. 박 대통령은 양국이 혁신 중심의 경제를 공통적으로 지향하고 있는 만큼, 양국간 경제협력의 잠재력이 매우 크다고 말하고, 그런 점에서 이번에 체결되는“창조경제 협력 MOU”역시 의미가 크다고 했다.

금번 정상 회담은 반세기(수교 1962년)를 넘은 양국 관계가 최상의 협력을 유지하고 있는 가운데, 지난 1.23. 사우디 제 7대 신임 국왕으로 즉위한 「살만」국왕과의 지속가능한 신뢰 관계에 기반한 상생의 파트너십 구축 의지를 재확인하는 중요한 계기가 된 것으로 평가된다. 양국 정상은 양국이 서로의 발전 과정에 없어서는 안 될 소중한 협력 파트너임을 재확인하였으며, 박 대통령은 “최근 한국에는 인증된 할랄식품도 많이 있으므로 편리한 시기에 살만 국왕이 방한해 줄 것”을 초청했다.

President Park Geun-Hye had a summit meeting with King Salman bin Abduaziz Al-Saud, the Custodian of the Two Holy Mosques at Erga in Riyadh, Saudi Arabia last on 3rd after a luncheon and she exchanged her opinions with the King Salman in many ways for developing a total directional win-win partnership. 

First of all, President Park conveyed her sorrow to the King for the death of King Abdullah again and at the same time, she celebrated his accession to the throne. In addition, she said that she expects that Saudi Arabia would be more developing under King Salman’s leadership and it would be contributing for the world peace not only for middle east area at huge. President Park emphasized the importance of the relationship with Saudi Arabia since they are Korea’s number on international contract country, the top country for oil supplier country and Saudi Arabia is the biggest trade country to Korea and also, she compared the relationship as ‘Lapique’ which means companion. She talked about the corporation between two countires for the growth based on creativity and innovation, considering Saudi Arabia’s long term policy 2024 and Korea’s three year economic plan have things in common. Subsequently, President Park insisted on the importance of trust between countries, not only between individuals, so she hoped to improve more communication and interaction for high ranking members as well. As for her comment, King Salman said that the true meaning of ‘Latique’ is to choose a companion before going to the desert for a long way and mentioned that two countries have to try to have a companionship to enjoy the mutual benefits based on trust between Korea and Saudi Arabia. And, President Park talked about that they would have to be more various in a relationship in terms of nuclear, ICT, new regeneration energy, medical service/medicine, investment, security industry like all the matters to an extend since they have just developed the relationship focusing on oil import/export and construction for a while in the past. So, she suggested the relationship would be extended more than before now. For this visit as an opportunity, she said that she expects the relationship would be more various and more active for the future. King Salman showed his agreement. He said that he also thinks that it has been improved things based on oil import/export, but the future should be more in variety and expects more matters would be commended loyally via MOU. 

President Park said ‘KOREA-SAUDI SMART CO-PEARTNERSHIP’ and manpower training MOU on the day would be a meaningful outcome and mentioned it was a smart choice for Saudi to pick up Korea’s SMART, which is Korea’s small and middle sized nuclear reactor as a partner since this is working greatly in technology and efficiency. She said it will be an amazing job for them to work on that for commercialization of small and middle nuclear reactor for the first time in the world. Besides, she stated it would be promising for two countries to export other countries when ready later but firstly, SMART will be established within this year in Saudi according to the MOU. President Park said the potential power of economic cooperation between two countries so, the creativity economy cooperation MOU is very important in history from that view. 

This summit meeting seems to be a crucial chance to make sure of the relationship between countries to build up a win-win partnership based on a sustainable trust with King Salman who accessed to the throne as the 7th King of Saudi on 23rd January, while they have had a good relationship for more than 50 years since 1962. Summits of both countries had no doubt they are precious partners to each other for development and they need so badly for that as well. On the other hand, President Park asked King Salman to come to Korea when he is available because Korea has lots of certificated halal foods, these days.
