G20, "세계경제 신뢰 제고ㆍ금융위기 대응 정책공조 합의"
주요 20개국(G20) 재무장관과 중앙은행총재들은 구조개혁의 차질 없는 이행을 통한 세계경제의 신뢰(confidence) 제고가 G20의 핵심적 역할임을 확인하고, 성장제고 효과가 큰 '중점 이행평가 정책'에 대한 점검을 강화하기로 했다. 최경환 부총리 겸 기획재정부 장관을 비롯한 G20 재무장관 및 중앙은행 총재들은 지난 달 9~10일) 터키 이스탄불에서 열린 'G20 재무장관ㆍ중앙은행총재 회의'에 참석해 이러한 내용의 공동선언문을 채택했다. 

G20은 우선 구조개혁의 차질 없는 이행을 통한 세계경제의 신뢰 제고가 G20의 핵심적 역할임을 확인했다. 최 부총리는 이에 대해 "작년에 마련한 구조개혁을 차질 없이 이행해 '세계경제의 신뢰 승수(multiplier)'가 작동하도록 G20이 앞장서야 한다"고 역설했다. G20은 또한 시나리오 분석으로 세계경제의 위험요인을 선제적으로 분석해 파급효과(spillover)를 최소화하기로 했다. 최 부총리는 "시나리오 분석을 확대ㆍ발전시켜 이를 정책공조의 출발점으로 삼아야 한다"면서 "시나리오 분석을 바탕으로 실행력 있는 공조방안을 마련해야 한다"는 뜻을 밝혔다. 그는 위기 때의 공조방안으로 △G20 고위급 핫라인 개설 △G20 대(對)시장메시지 시스템 구축 △통화스와프 중재 등을 제안했다. G20은 아울러 저성장 극복을 위한 투자 확대의 중요성에 공감하면서 회원국별 '투자전략'을 마련하기로 합의했다. 이와 관련해 최 부총리는 인프라 투자 확대의 필요성을 인정하면서도 "올해 터키가 핵심 성과물로 제안한 투자전략은 'new'보다는 'better'에 초점을 맞춰야 한다"고 강조했다. 

G20은 이밖에도 지난 2010년 서울 정상회의에서 합의된 IMF 개혁안의 조속한 이행을 촉구하는 한편, 지난해 2014년 G20 정상회의의 요청으로 검토 중인 중간단계 개혁 대안이 2010년 개혁안을 대체하지 않는 잠정적 옵션임을 확인했다. 기재부는 이번 회의에 대해 "금융불안에 대비해 실행력 있는 G20 공조방안을 집중 논의함으로써 경제주체들의 신뢰를 높이려는 G20의 역할이 부각됐다"며 "특히, IMF는 유가 하락에 따른 위험요인이 기회요인이 될 수 있다는 희망적 메시지를 제시했다"고 평가했다. 

최경환 부총리, 마윈 알리바바 회장과 투자 협력방안 논의
최경환 부총리 겸 기획재정부 장관은 29일 중국 베이징에서 열리는 '한ㆍ중 경제장관회의' 참석에 앞서 항저우 알리바바 본사를 찾아 마윈(馬雲) 알리바바 회장과 면담을 갖고 이러한 내용에 합의했다. 이날 면담은 최 부총리가 지난해 8월 한국에서 마윈 회장을 만나 논의했던 협력 의제에 대한 성과를 점검하고 추가 협력방안을 논의하기 위한 자리로 마련됐다. 

이에 따라 한국무역협회와 알리바바는 연간 100여명의 한국 청년 및 중소기업 재직자를 선발해 알리바바 본사에서 중국 소비자ㆍ시장의 특성, 알리바바 닷컴ㆍ티몰ㆍ타오바오 등 알리바바 주요 쇼핑몰의 입점 절차ㆍ운용 노하우 등을 교육한다. 최 부총리와 마 회장은 향후 교육 효과를 높이고 양국 전자상거래 기업 간 네트워크를 구축하기 위해 인턴십 프로그램을 도입하는 방안도 계속 협의하기로 했다. 최 부총리는 "중국ㆍ미국ㆍEU 등 세계 3대 경제권 모두와 FTA를 체결하는 한국은 글로벌 기업의 거점 국가로 발전할 것"이라며 "한ㆍ중 FTA 타결로 양국 간 교역ㆍ투자 확대 기반이 마련된 만큼, 알리바바 측이 한국에 적극 투자해 달라"고 당부했다. 한ㆍ중 공동 문화펀드는 양국 정부가 각 400억원씩, 민간에서 1200억원 등 총 2000억원을 조성해 영화ㆍ드라마 등 양국 문화 콘텐츠 제작에 투자하기 위한 것이다.

G20, "improving confidence of world economy, policy coordination for financial crisis"
The Ministers of finance and the Heads of Central Banks of G20, including Gyeonghwan Choi, the Vice-Premier and the Minister of Strategy and Finance, adopted a joint declaration on 9th and 10th last month at G20 Meeting in Istanbul, Turkey. It contains that G20's core role is to improve confidence of world economy through structural reform, and to strengthen the inspection of 'major performance evaluation policy' which has a great growth effect. 

Choi said "it is our role to implement the structural reform which we planned last year in order to improve confidence of world economy." G20 also decided to minimize the spillover by analysing risk factor of world economy. Choi said "we have to expand and develop the analysis of scenario to take it as the starting point of policy coordination. For this, Choi suggested △building high level hotline for G20 △building market message system △currency swap arbitration. G20 sympathized the importance of investment expansion to overcome low growth and agreed to make investment strategy according to each member country. Choi said "we need investment expansion in infrastructure but the investment strategy which Turkey suggested as the core result should be focused on 'better' rather than 'new'". 

Meanwhile, G20 urged to implement IMF Reform Plan which was agreed at 2010 Seoul Summit and made sure that the middle stage reform plan of 2014 G20 Summit does not alter the 2010 Reform Plan. The Ministry of Strategy and Finance said "practical G20 cooperation measures and raising trust of economic agents were intensely discussed to tackle financial risk. IMF, especially, suggested a hopeful message that the risk factor caused by lower oil prices can turn into an opportunity factor. 

Choi, discussing investment cooperation with Ma Yun, the CEO of Alibaba
Gyeonghwan Choi, the Vice-Premier and the Minister of Strategy and Finance, visited the head office of Alibaba in Hangzhou and agreed with Ma Yun for cooperation before participating in Korea-China Economic Ministerial Meeting at Beijing on 29 last month. The meeting with Ma Yun was to check the result on cooperation agenda which was discussed in August last year in Korea and to discuss further cooperation. For this, Korea International Trade Association and Alibaba will choose 100 Korean young people and small and medium business personnel every year to have training on the characteristics of Chinese consumer and market, and the know-how and process of opening a business in major shopping malls including Alibaba, Tmall and Taobao. Choi and Yun also agreed to introduce internship programmes to build bilateral e-commerce network between the businesses and to raise the training effect. Choi said "as we are to sign FTA with China, US and EU, Korea will be developing to be a hub nation of global business. Korea-China FTA made a foundation for expanding trade and investment between the countries and I ask Alibaba to actively invest in Korea." Meanwhile, Korea-China Joint Cultural Fund will create $200m ($40 from each government, $120m from private sector) to produce bilateral films, dramas and cultural contents.
