제주 환경자산의 체계적 보전 및 가치 창출
제주특별자치도는 금년도에 81억원 (국비 30, 지방비 51)을 투자, 환경자산의 체계적인 관리와 생태관광 자원화, 곶자왈·오름·습지보전, 야생동물에 의한 농작물 피해보상 확대, 제주형 환경영향평가제도 운영 등 제주의 독특한 환경 자산 가치를 높여나가기로 했다고 밝혔다. 우선 환경부가 지정 육성하고 있는 생태관광지역인 선흘1리 동백동산과 하례리 마을, 생태우수마을 육성 등 참여하고 느끼는 체험 생태관광을 위하여 7개 사업에 14억원을 투자한다. 전국 최초지정 생태관광지역인 선흘1리 동백동산과 지난 해 지정된 효돈천, 하례리 마을을 연계하여 생태관광 프로그램을 개발하고, 전국 습지주간 행사, 동백동산(람사르습지) 탐방안내소를 운영하여 전국 생태 관광지로 홍보하는 한편 자연환경이 잘 보전된 18개 생태우수마을에 생태보전 및 체험시설 등을 정비하여, 지역주민의 소득증대 및 고용 창출로 지역경제 활성화를 도모할 계획이다.

지난해에 수립된 「곶자왈 보전관리를 위한 종합계획」을 토대로  곶자왈에 대한 법적지위 확보로 보전·관리 체계를 구축하고, 곶자왈에 대한 체계적인 교육과 체험활동 등을 통하여 곶자왈 보전에 대한 도민의 공감대 형성을 위하여 곶자왈 생태체험관을 운영할 계획이다. 오름 정밀조사 및 중장기 종합계획을 수립하여 오름․습지에 대한 체계적 보전방안을 마련하고, 훼손된 오름·습지에 대하여는 환경친화적 복원으로 생태가치를 최대한 높여 나갈 계획이다. 야생동물 보호 및 농작물 등 피해예방을 위하여 4개사업 31억원을 투입하고 올해 최초로 야생동물에 의한 인명피해에 대해서도 보상이 이루어 진다. 올해 1월1일부터는 야생동물에 의한 농작물·가축 피해농가에 대해서 피해보상 횟수에 제한없이 500만원에서 1,000만원으로 상향 지원되고 있으며, 인명피해 발생 시에도 지원되고 있다. 아울러 환경영향평가조례개정 등 제도개선을 통하여 엄격한 환경평가기준을 마련하고 민간중심의 환경평가사업장 사후관리 및 심의위원회 심의기능 등을 강화함으로써 개발사업으로 인한 환경피해를 최소화 하고 제주 환경자산의 가치를 더욱 높혀 나갈 수 있는 환경영향평가제도를 운영해 나갈 계획이라고 말했다.

제주경제의 새로운 성장과 경제규모 확대로 
제주특별자치도 경제산업국에서는 2015년에 제주경제의 새로운 성장과 경제규모 확대로 더 가치있는 제주를 만들기 위해 일자리 창출, 제주형 창조산업육성 등에 1,070억원을 투입하여 경제 활력 제고에 나설 계획이다. 「제주 경제의 새로운 성장을 위한 발전전략」을 수립을 위해 경제주체들로 구성된 TF팀과 제주발전연구원이 경제관련 전문가와 각 분야전문가의 의견 수렴을 거쳐, 과거 경제성장률 추세 분석 및 전망을 통해 좋은 의미의 충격을 가할 수 있는 성장 전략을 마련할 계획이다. 이와 연계하여 도민이 경제가 나아지고 살림살이가 나아졌음을 체감할 수 있는 실질적인 경제활성화 정책도 발굴하여 추진해 나갈 것이라고 전했다.

그동안 산발적 지원방식을 통합 관리 운영될 수 있도록 사회적경제 원스톱 지원체계를 마련하여 사회적경제기업이 취약계층 일자리와 지역경제 활성화에 핵심적인 역할을 할 수 있도록 기업의 자립과 경쟁력강화에 행․재정적 지원을 집중해 나갈 계획이다. 사회적경제 시범도시 조성 근간이 될 “사회적경제 종합발전계획”을 수립하고, 지속가능한 사회적경제 인프라 조성을 위해 사회적경제 지원센터도 설치해 나갈 것이라고 전했다. 정부 국정과제인 ‘고용률 70% 로드맵 달성’과 연계, 민간기업 통합공채실시, 전국최초 제주도민 일자리 인식 실태조사, 특성화고 청년드림 Job Fair개최, 도민행복 일자리 박람회 개최 등 계층별 맞춤형 일자리사업 추진을 통한 전국 최고 수준의 고용률을 유지해 나간다고 밝혔다.

Systematic preservation and creating values of Jeju environmental assets
Jeju Special Self-Governing Province decided to invest $8.1m ($3m national, $5.1m regional) in order to manage environmental assets and eco-tourism systematically in the region. The province will protect Gokjawal, Orum, and wetland, expand compensation of the loss of the agricultural products from wild animals, and run Jeju Environmental Effective Evaluation System in order to improve the region's unique environmental asset value. They will promote Seonheul-1 ri Donbaek Hill, Harye-ri village, and eco-excellent villages, which are being fostered by the Ministry of Environment. They will invest $1.4m in the 7 projects to provide eco-friendly experience tourism. They will develop eco-tourism programmes in connection with Seonheul-1 ri Donbaek Hill (the first designated eco-tourism area), Hyeodon-Chun, Harye-ri village, and run a National Wetland Week event, and Dongbaek Hill (Ramsar Wetland) to promote the areas as the national level eco-tourism attractions. They will also maintain the eco-preservation and experience facilities in the 18 eco-excellent villages to create jobs and to promote regional income. Based on the Gokjawal Preservation Project established last year, they will build preservation and management system through securing the legal status and will run the Gokjawal Eco Experience Hall through systematic education and activities in order to draw a empathy among the residents. They will build systematic preservation plan through close examination and mid & long term total measures, and restore the damaged Orum and wetlands in the eco-friendly ways. They will invest $3.1m in the 4 projects to prevent the damages to agricultural products from wilde animals and the compensation will be done for the first time for those who are damaged from the animals and the damaged household will get $10,000 (used to be $5,000). They will also improve the environment standard through the reregulation of environmental effective assessment and strengthen the private-centered deliberation function of the deliberative body. They will improve the follow-up management of the environmental assessment business in order to minimize the environmental damages and to increase the value of Jeju's environmental assets. 

Expanding Jeju's new economic scale and growth
The Economy Industry Headquarters of Jeju Special Self-Governing Province is planning to invest $107m in job creation and Jeju style creative industry in 2015 to make a more valuable Jeju through the new economic growth and the enlargement of economic scale. The province will build a growth strategy by analysing the trend in economic growth and accepting the opinions from economic and related industry specialists in order to establish 'New Strategy For Jeju's New Economic Growth'. They will also find practical economy activation policies which the residents actually feel the benefits of it. They will provide financial and administrative support to strengthen the independence and competitiveness of a company so that the social enterprise can contribute to creating jobs for vulnerable class of the society, and to activating the regional economy through social-economic one stop support system. They will build 'Social-Economic Total Development Plan' which will be a role model of a social-economic city, and they will build the related support center to create the infrastructure. In connection with the central government's 'Achieving 70% Accession Rate Policy', they will carry out various projects such as private-public integrated open recruitment, Jeju job recognition survey(first in Korea), holding special high school's dream job fair and happy work place exhibition, and customized class-based job creation so that they can create the highest level of employment in Korea.
