시민이 행복한 도시, 대한민국 복지 1번지 구미! 
남유진 구미시장은󰡐더 큰 복지, 명품 복지 구미를 완성하기 위하여 다양한 복지 시책 개발과 복지 인프라 확충에 전력투구 하고 있다. 지난 5년간 구미시 복지예산은 1,464억원에서 2,570억원으로 76% 증액 편성하여 서민생활 안정에 집중하였고, 지역특성을 살린 맞춤형 돌봄사업 등 수요자 중심의 취약계층을 특별관리하고 건실한 사회안전망 구축과 양질의 서비스 품질을 확보하였으며, 특히, 희망학습관과 오아시스, 지역사회와 함께 하는 행복프로그램 운영 등 지역특화된 민관협력사업으로 다양한 민관협력체계와의 유기적인 역할 분담과 능동적인 시민들의 참여를 성공적으로 이끌어 내었다.

그 결과 지난해 보건복지부에서 시행하는 2014 전국 지자체 복지행정 평가에서 우수기관으로 선정되었으며, 민관협력 분야, 의료급여 사례관리 분야, 사랑의열매 나눔 유공평가 등 3개 분야에서 최우수, 우수 기관상을 휩쓸어 명실공히 복지 1번지로 대내외에 인정받고 있다. 2015년도 역점추진 사업으로 마을별 통합사례관리 마을보듬이를 운영하여 행정 주도형 복지에서 시민주도형 밀착 복지공동체로 기능을 강화하여 지역사회의 관심을 제고하고, 우울증 예방을 위한 “감성엽서” 보내기 및 기존 가족 감성 프로그램 확대 운영 등으로 관심과 소통으로 가족의 기능을 회복하고 건강한 지역사회를 만들어 나갈 것이다.

그리고 근로능력 있는 저소득계층의 자활 자립 및 탈수급 촉진을 위해 희망키움통장사업을 적극 추진하고 의료급여 대상자들의 무분별한 약물과다 복용 및 중복투약 발생으로 건강악화와 의료비 부담이 가중되고 있어 약사 등의 재능기부를 통한 의료쇼핑 및 약물과다 복용을 사전예방하여 저소득층의 건강증진 및 의료급여 재정절감 도모하고자󰡐생생 건강상담실󰡑운영한다. 또한 2015년 7월부터는 기존 통합급여체계를 급여 종류별로 선정기준과 급여수준을 달리하는 맞춤형 급여체계 전환에 대비하여 복지 현장성을 강화하고 행정의 효율성을 기하여 시민들의 소통구조를 개선해 복지 체감도를 높여갈 계획이라고 전했다. 

경상북도 구미시, 중소기업 지원시책 추진으로 강한 경제 구현!
구미시 남유진 시장은 2015년 지역경제 활성화를 위해 중소기업 자금지원, 마케팅지원, 교육․기술지원 등 중소기업에 실질적인 도움을 줄 수 있는 다양한 지원시책 사업을 힘차게 추진한다. 구미시는 매년 중소기업 설 운전자금 지원과 더불어 구미시 중소기업시책 설명회󰡑를 개최하여 기업지원 정보를 제공하고 있다. 설명회에는 중소기업지원시책 가이드󰡑책자 1,500부와 중소기업지원제도 가이드맵󰡑을 제작해 중소기업에 배부하고, 구미시중소기업사이버지원센터(http://yes.gumi.go.kr)에 시책가이드를 게시하는 등 기업지원시책 홍보에 적극 나서고 있다. 특히 중소기업지원제도 가이드맵은 2014년부터 경상북도, 대구경북지방중소기업청, 한국산업단지공단, 중소기업진흥공단 등 구미공단 기업과 관련된 기관의 기업지원 사항에 대하여 한눈에 알아 볼 수 있도록 작성하여 기업인들에게 큰 호응을 얻고 있다. 구미시는 2015년도 중소기업 육성자금으로 1,200억원 융자추천 규모로 하여 50억원의 이자차액을 지원한다. 한편 올해 설맞이 운전자금은 1월 26일부터 30일까지 시자금은 중소기업협의회에서, 도자금은 구미시 기업사랑본부에서 접수 받는다. 구미시는 중소기업자금지원, 해외 마케팅사업, 국내마케팅사업, 교육사업 등 다양한 기업지원시책을 추진하고 있지만 기업이 몰라서 지원을 받지 못하는 사례가 없도록 홍보를 강화하여 각각의 기업에 맞는 맞춤형 기업지원으로「강한 경제, 더 큰 구미」건설 실현에 앞장서고자 한다.

Gumi city, the Korea's No.1 welfare city where people are happy
Yoojin Nam, the mayor of Gumi city is doing his best to expand welfare infrastructure in order to complete the goal of 'Bigger Welfare, Luxury City'. The budget of the city increased to $257m (76%) from $146m in the period of last 5 years. The city focused on stability of the citizens, provided special care for vulnerable class, built social security, and carried out quality services. They ran Hopeful Study Center and Oasis, and Happy Programmes with the communities, and successfully drew organic role sharing and participation of the citizens. As a result, the city was chosen as outstanding institutions from 2014 Korea Local Government Welfare Management Assessment hosted by the Ministry of Health & Welfare, and received the top prizes in three sectors including medical care assistant and loving fruit merit appraisal.

It means that the city is recognized as No.1 welfare city in Korea. The city's main projects in 2015 include running 'Total Village Care' to strengthen the function of citizen-led welfare communities, and 'Sensibility Postcard' for people to send them to other people to boost up interest and communication between the family members and the citizens. The city is pushing forward 'Hope Raising Bank Account Project' to promote the self-support of the low-income class. They are also planning to run 'Ssang Ssang Health Consulting Center' to prevent drug overdose and to reduce the cost of Medical Care Assistance while promoting the health of low-income class. In the preparation of 'Customized Payment' from July 2015 which will adjust the selection criteria and pay level of the existing total payment system, the city will strengthen the practicality of welfare and the administrative efficiency for the citizens. 

Gumi city realizes strong economy by pushing forward small and medium business support policy
Yoojin Nam, the mayor of Gumi city launches various support projects to activate regional economy through the support in fund, marketing, training and technology for small and medium business. The city has been supporting small and medium business national holiday fund and providing the information about the support by holding 'The Briefing Session of Gumi City's Policy for Small and Medium Business Support'. The city published and distributed 1,500 'Guide Book for Small and Medium Business Support', and 'Small and Medium Business Guide Map', and also up-loaded the guide on their Cyber Support Web Site http://yes.gumi.go.kr

Especially, the guide map provides all the relevant information of North Gyeongsang Province, of the Small and Medium Business Administration in Daegu and the province, and of the Small and Medium Business Cooperation. The city supports $5m interest on balance for the loan of $120m small and medium business support fund in 2015. The submission for the Korean New Year holiday operation fund was accepted from 26 to 30 January, submission for the city fund was accepted at Gumi Small & Medium Business Conference, and submission for the provincial fund was accepted at Gumi Enterprise Support Center. The city is carrying our various supports for small and medium business, foreign marketing, domestic marketing, and education but many companies do not know about this. Therefore, the city is working hard to spread the relevant information by providing customized support for the enterprises so that they will not miss the support.
