경기도 대중교통 혁신 시동… 2층버스, 굿모닝버스 도입
경기도 남경필 도지사 공약 중 하나인 굿모닝버스를 오는 4월부터 시범실시하고, 광역버스 좌석제 정착 방안으로 검토했던 2층버스는 도입을 확정했다고 지난 달 22일 밝혔다. 
남경필 경기도지사는 22일 오전 굿모닝버스와 2층버스를 주제로 열린 ‘넥스트경기 토론회’에서 “도민 기대에 부응하기 위해 2층버스 도입시기를 최대한 앞당기겠다.”며 “굿모닝버스 멀티환승터미널에는 철도를 연계하는 방안을 포함해 추진할 것.”이라고 밝혔다.

우선 지난해 12월 시범운행을 통해 도입 여부를 검토했던 2층버스는 도입을 확정했다. 도는 당초 표준모델 및 노선선정 기준 마련, 차종 선정 절차, 6개월에 달하는 차량 주문제작 기간 등을 고려할 때 이르면 오는 9월 중 도입할 수 있을 것이라고 판단했으나, 이날 토론회를 통해 광역버스 지정좌석제 정착과 도민 기대를 만족시키기 위해 조기 도입 방안을 추가로 마련키로 결정했다. 이를 위해 차량 임대 등 차량 주문제작에 걸리는 시간을 단축하는 방법을 모색하는 한편, 도입 대수를 20대 내외로 확대하기 위한 예산 마련 방안도 검토키로 했다. 도는 당초 3~4대를 우선 도입할 수 있는 13억5천만 원의 예산을 확보했었다. 차종 역시 관련 법규 개정 절차가 필요치 않은 차고 4m짜리 2층버스가 도입될 전망이다.

이와 관련 남 지사는 “2층버스에 대한 도민들의 반응이 좋고 도입을 기다리고 계시는데 6개월, 1년씩 늦어지면 정책의 추진력이 떨어진다.”며 “안전성 문제와 서비스 질, 서비스 요구에 문제가 없는 만큼 2층버스 조기 도입방안을 모색해 최대한 도입 시기를 앞당겨 달라.”고 주문했다. 

경기도는 지난해 광역버스 지정좌석제가 시행되면서 입석으로 인한 승객 안전문제 등이 논란이 되자, 이를 해결하기 위한 방안으로 2층버스 도입을 검토해왔다. 도 관계자는 “12월 8일부터 26일까지 시범 운행을 통해 수요자 조사를 실시한 결과, 승객의 89%, 운전자의 100%가 도입에 찬성했다.”며 도입 배경을 설명했다.

경기도 어린이집 CCTV 설치비 전액 지원, 2월 내 설치 추진
남경필 경기도지사는 지난달 21일 도청에서 열린 시장군수 신년인사회에서 “보육서비스의 질을 높이는 단기 대책으로 CCTV 설치를 지원할 방침.”이라며 “CCTV 설치비 전액을 시책추진보전금으로 지원하겠다.”고 약속했다. 도는 이를 위해 시책추진보전금 137억 원을 투입해 CCTV 설치를 희망하는 도내 국공립 및 민간어린이집에 CCTV 설치를 지원하기로 했다. 도에 따르면 현재 도내 어린이집은 국공립 575개소, 민간 1만2,825개소 등 모두 1만3,380개소로, 경기도는 137억 원을 투입하면 모두 1만560개소에 CCTV를 설치할 수 있을 것으로 보고 있다.

이 같은 방침에 대해 도는 최근 불거진 어린이집 폭행 사건 등으로 학부모 불안감이 높아지고 있는 가운데 CCTV 설치 의무화 등 법제화까지는 상당 기간 시간이 걸려 경기도 차원의 선도적 대책 마련이 필요하다는 판단에 따른 것이라고 설명했다. 남 지사는 “국회의원시절부터 생각한 정치 목표는 코리아 스탠더드 10개를 만들고, 이것이 글로벌 스탠더드가 되는 것.”이라며 “스탠더드를 수출하는 나라가 진짜 선진국이다. 시군이 만드는 스탠더드도 적극 수용하겠다. 경기도, 나아가 대한민국 스탠더드를 함께 만들자.”고 강조했다. 염태영 수원시장(경기도시장군수협의회장)은 “시군과 소통을 잘 해주셔서 감사하다.”며 남 지사의 소통 노력을 평가하고 “안전대동여지도 등 경기도 정책에 대한 기대가 크다. 지사가 제안한 글로벌 스탠더드를 만드는 데 힘을 합치겠다.”고 화답했다. 

Gyeonggi Province's innovation on public transport, introducing double-decker and good morning bus
One of the governor Kyungpil Nam's pledges to run the good morning bus is to be implemented as a pilot project from April this year and the province also announced on 22 last month that they decided to introduce the double-decker earlier. Nam said at the 'Discussions for Next Gyeonggi' under the topic about the good morning bus and the double-decker bus that he will introduce the double-deckers as soon as possible and the province is planning to connect the good morning buses with the trains at the multi-transfer terminals. The province originally predicted that they could be able to introduce the double-decker buses from September considering on the process of choosing bus model, the lines, and the 6 month periods of manufacturing.

But they decided to introduce the buses earlier to satisfy the expectations of the residents in the hope of settling down the reserved-seat system of the metropolitan bus. For this, they came into conclusion to reduce the period of renting or manufacturing the buses and to increase the number of buses around 20. The province originally secured the budge of $1.3m for 3 to 4 buses. The model will be a 4 meter long double-decker which does not need any legal reregulation. Nam said "because the residents' expectations of the double-decker buses were high, we could not just wait for 6 moths to 1 year as it discourages the driving force of the policy. And we have not sensed any problems on safety, quality and services of the bus, so we decided to introduce it earlier." 

The safety of the passengers was an issue when the reserved-seat system was introduced and the province has been planning to introduce the double-deckers as a solution. An official of the province said "we carried out a pilot project from 8th to 26th December and 89% passengers and 100% drivers agreed on the introduction."

The province to support 100% installation fees of CCTV in all day care centers
The governor of Gyeonggi province Kyungpil Nam promised to support 100% CCTV installation fees in order to improve the child care services on 21 last month at the New Year Greetings held in the provincial government building. The province will provide $13m for both public and private day care centers. According to the province, there are 575 public day care centers and 12,825 private ones, and they predicted that they can install CCTV in 10,560 out of 13,380 centers with the budget. The province explained that the recent child assault incident prompted us to urgently introduce a measure as the passing the prevention law will take some time to be effective.

Nam emphasized "I made a 10 Korean standard of political goals and I wanted it to be the global standard. A country which exports standard is the true advanced country. I'm also ready to accept the standards made from the citizens. Let's make the standard at the provincial or/and the national level." The mayor of Suwon city Taeyoung Yeom said "I thank the province for the communication with counties and cities. I'm very much looking forward to the province's Safety Map. I will do my best to support Nam's making of Global Standards."
