Building the city where the residents are happy

Raising the quality of life in Gangdong by creating eco-friendly industrial city

Haesik Lee, the Chief of Gangdong District

Gangdong District is located in the southeast part of Seoul. It is bordered by Guri city towards North, and by Cheonho Bridge towards West along the Han River. The area originally used for farm and rice paddy a long time ago and the district is now using 40% of the area as green belt to make a harmony in the city. The ward chief Haesik Lee established a local food system called 'Gangsan Gangso' under the goal of Korean New Year 'Gangdong Where People Are Beautiful', and carried out the project 'Beautiful Forest Gangdong' by planting 131,955 trees. Also, under the slogan of 'Making Self-energy Sufficient City', Lee built 'Sipjasung Village in Cheonho-dong which boasts 38% self-energy sufficient rate which is much higher than the 4.2% average rate in Seoul. Korea's top bilingual magazine Power Korea has met Lee and heard about the current issues. 

1. What is your achievement last year?

The top priority of the district is sustainability and we exerted our effort to build people-centered happy city. As a result, we achieved excellent performance in 11 fields of Seoul city's 15 Incentive Projects and placed ourselves as the No.1 district among 25 districts. We also achieved the No.1 local government title in the integrity assessment from Anti-Corruption & Civil Rights Commission. 

Also, we won the grand prize at Seoul City's 'Removing A Nuclear Facility Assessment' for 3 years in a row by reducing green house gases, and we are carrying out 'City Revival Project' to make a good village customized for its history and character alongside the rebuilding and reorganization projects. The Amsa-dong area, which was a prehistoric dwelling site, and which was chosen for Seoul City Revival Project last December, will be invested $10m for 4 years to create a role model of the project. 

We also exerted our efforts to make a happy welfare community. We ran 'Village Welfare Network' to provide a customized welfare service, and built 'Welfare Network' last December in cooperation with Koone Energy Service to remove welfare dead zones. We opened '100 Year Health Consulting Center' to tackle our resident's chronic diseases and tried to activate the traditional markets by introducing a new market and a tourism market. 

We were awarded various prizes for our contribution including 'Korea Eco-friendly Awards' (4 years in a row), The Minister of Land, Infrastructure and Transport's Awards in the Green Safety City sector, WHO Health City Awards from The 6th AFHC Conference', Porter Prize for Excellence in CSV Awards, and 2014 Haas & Wilkerson Pinnacle Awards. 

 

2. What are your main projects in 2015? 

We have invited Godeok Commercial Business Complex, which is the largest development project in the district, and Engineering Complex, which is a national project of the Ministry of Trade, Industry and Energy. This means that the district will turn into a cutting edge industrial city. The business complex will sign a winwin partnership agreement with a global company Ikea in the early 2015 to actualize the development plan in the region.

We will also keep the district as an energy self-supporting city. We will make everybody to participate in energy efficiency and conservation by 'Energy Prosuming Project' based on our vision of 'One Household for One Power Plant'. We will also expand the participation of residents in Solar Power Association and Eco-milage to raise our pride as an eco-friendly city. 

3. What are the results of City Agriculture (main project of the district) and the next plan? 

We made 'The Ordinance of Activation and Support of Eco-friendly City Agriculture in Gangdong District Seoul' for the first time in Korea in 2010. We have been doing our best to revive local communities by securing the largest vegetable gardens (121,279§³) among autonomous districts in Seoul, establishing Vegetable Garden Council, running local food direct outlet called 'SingSing Dream', running City Apiculture School and Leaf Disposal Plant, providing safe food, and creating jobs.

As a result, we received Eco-friendly Awards in the City Agriculture sector for 4 years in a row from 2011. We will further develop the city agriculture by creating the 10,000 city vegetable garden bank accounts by 2020, launching the branches of eco-friendly direct outlet, and providing eco-friendly agricultural food to local children centers, day care centers, and kindergartens. We will also spread the resident-centered city agriculture governance. 

4. It has been 20 years since the local self-governing system was introduced. As a ward chief, how do you feel about the system?

I personally experienced the system when I started my career as a ward member since municipal & local council elections in 1991 but, the system actually has been pulled back. The control over local deficit is getting weaker and it is the most serious problem. Available source of revenue is almost zero and the concern about 'welfare default' has become a daily issue. More than half of 227 local governments nationwide cannot even afford labor costs with their own revenue. To solve this, the ratio between national tax and local tax has to be 6:4 or 7:3 at the least and the local tax system, which has licence registration tax and property tax,  also need to be improved. We will have to do our best to practically settle down the decentralization of power and local government. 

5. What would you like to say to the district residents?

They always support and encourage me and I'd like to show my gratitude for them first of all. I will do my best to communicate with them in 2015 as I always did. I kindly ask the residents to actively give feedback through SNS including our official web site. I will make every endeavor to create 'sustainable happy city' in Gangdong. I wish everybody a happy and prosperous 2015.
