ÀÌ »ç¾÷Àº ¿ì¸®°ø»çÀÇ Ç³ºÎÇÑ °í±Þ Àη°ú º¸À¯ÇÏ°í ÀÖ´Â Àü¹®±â¼úÀ» ÅëÇØ ±â¼úÀû Àü¹®¼ºÀÌ ÇÊ¿äÇÑ ÁöÀÚü¿Í ±â¼úÀ» °øÀ¯ÇÔÀ¸·Î½á °Ç¼³¾ÈÀüÀ» ÁöÅ°ÀÚ´Â ÃëÁö¿¡¼­ ½ÃÀÛÇÏ¿´½À´Ï´Ù. Taking the lead in ‘preventing malpractice and shoddy construction and responsible supervision’
      
Lately, voices of considering a safe life important are getting higher, putting the motto ‘safety over efficiency’ in place. Kim Won-deok, president of Korea Construction Management Corporation (KCM), had one full year on the last 10th since he took the office emphasizing “We will take the responsibility for safety management in our construction sites.” We met president Kim Won-deok to hear the management performance and future vision from him.  

1. When was the Korea Construction Management Corporation established? 
At the beginning of the 1990’s, large disasters occurred one after another, such as the collapse of Paldang Bridge and New Haengjoo Bridge, subversion of a Busan-Gupo train, etc. With this relation, KMC was established in 1993 to eradicate construction malpractices and poor construction work by introducing the responsible supervision system.

Four supervision corporations (Road Traffic Corporation, Land and Housing Corporations and Water Resources Corporation) were integrated into the current corporation in 1999 and restarted following the government’s management innovation plan. We are trying to be born again as a sustainable public corporation practicing ethical management based on the customers’ confidence with top-class technology and the knowledge that ‘superintendence means safety.’      


2. How do you feel marking one year after inauguration? 

We are a public institution without government support for assets and a corporation carrying out construction project management (superintendence) through fair competition (PQ, SOQ, etc.) with private enterprises taking the lead in ‘preventing malpractice of construction, shoddy construction and taking responsibility for supervision.’ Overcoming the current slump of construction, fierce competition and limitations in putting public good first, we have re-knocked on the possibilities through a new attempt and challenge and made passionate efforts for a second take-off leading the van of change. 


3. What was the management performance for the past one year?  
From the very start of my inauguration, I presented three practical assignments – ‘putting increasing orders first,’ ‘innovation of the system and culture, and cooperative labor-management relations. I made efforts in making performance with the faith in ‘happiness of the staff,’ innovation and harmony between labor and management to make it the best corporation in  the nation for construction project management both qualitatively and quantitatively. 

Last year, even in the fierce and poor competitive environment for orders due to the enforcement of revised Construction Technology Promotion Act, we got orders for 39.9 billion won, 99% of our goal, in a body of the whole staff through one-to-one network for orders between the president and personnel.

Following 2013, we realized another profit-making year. Responding to the policy of normalizing public institution management pushed forward since March last year and leading by example, we completed 12 items of neglectful management (abolishment of paying added retirement money besides the compensation following the Industrial Disaster Act at the time of retirement through a wound or death while on duty, adjustment of excess support over the upper limits as the officials’ child tuition fee allowance for domestic elementary, middle and high schools, etc.)

We successfully completed the inspection of the administration, which was first since the foundation of this corporation, responding to the government policy positively as a public corporation. We converted irregular workers to regular ones in an effort to put the staff’s happiness first and endeavored to establish harmonious labor-management relations.

Especially, we developed and possessed two new technologies,  85 patents and 9 new designs for practical use, a total of 96 items of technology, publishing KCM Technology Review Casebook containing improvement at construction site, introduction of new technology, reduction of construction cost and cases of success and failure to enhance the capability for construction project management. 

4. Any projects you are putting emphasis on to enhance public interests? 
As a public corporation, we are going to install ‘Construction Safety Technological Support Center’ within the corporation in an effort for public service and support the construction sites directly supervised by local governments (small-size site) by constructing a prompt technological support system and introducing post-management system.

Accordingly, we signed MOUs with 12 local governments including Gangneung city since July 2014, and are planning to expand support further for this year. We started this project in order to have them abide by construction safety by sharing our technology with local governments in need for technological expertise through our corporation’s high-class professionals and specialized technologies we have. As a result of enforcing it for the last year, it received a very good response from them so we are going to expand it further. 


5. What is your focal assignments for the future? 
In this rapidly changing internal and external environment, we will do our level best for new orders by labor-management cooperation to contribute to efficient management, establish our status as a public institution and make a public corporation trusted and loved by customers. We will maximize the customer satisfaction with safety management at the site of construction. 

By establishing win-win labor-management relations, I will have both achieve growth and employment stability in a body to be selected by the government as an excellent corporation for labor-management culture. 

6. Will you tell me what is your new year’s resolution? 
There is a saying that ‘Lead a life with heartbeats. Only then, can you exert your best ability leading the most creative and wonderful life. Then, God will help you wholeheartedly.” We will be prepared for internal and external change of environment tightening up our belt. This year, too, we will endeavor to make the best corporation for construction project management as well as improve the staff’s welfare through harmony between labor and management and increase orders. 

President Kim Won-deok, who is from Gangneung, Gangwon-do, graduated from Joomunjin Elementary and Middle, Gangneung High, Konkuk Univ. international affairs, master’s and doctor’s course.

He successively served as Gangneung Univ. and Konkuk Univ. lecturer, specialist at the United Liberal Democrats, Assembly researcher in policy, spokesman for the Grand National Party Gangwon-do chapter, Saenuri’s central party deputy spokesman and president of Neongkul Edu Co. He is a specialist in balanced score card (BSC).
