최 부총리, "기업가 정신 필요 스스로 생존능력 확보해야"
최경환 부총리 겸 기획재정부 장관은 지난 달 21일 기업인들을 만나 "남과 차별화된 아이디어를 가지고 나만의 특별한 상품ㆍ서비스를 제공하려는 '기업가 정신(Entrepreneurship)'이 성공의 열쇠"라고 말했다. 최 부총리는 이날 서울 명동 은행회관에서 열린 '핫라인 참여 기업인과의 간담회'에서 "우리나라에서는 중소ㆍ벤처기업이 중견기업을 거쳐 대기업으로 성장해나가는 사례가 많지 않다"며 이같이 밝혔다.

그는 "정부도 많은 노력을 기울이겠지만, 기업도 정부 지원에만 의지하지 않고 스스로 구조개혁ㆍ융합ㆍ협업 등을 통해 생존능력을 확보할 필요가 있다"고 강조했다. 이어 "올 한 해는 우리 경제가 재도약하기 위한 정말로 중요한 시기"라면서 "우리 앞에 놓인 상황이 쉽지 않지만 이럴 때일수록 '긍정의 에너지'를 발산해 달라"고 당부했다. 이날 간담회에 참석한 윤동한 한국콜마(주) 회장은 "한ㆍ중 자유무역협정(FTA) 체결과 창조경제 활성화는 위기를 기회로 만들 수 있는 중요한 계기"라면서 "민ㆍ관이 협력해 새로운 시장과 성장동력을 발굴하는 것이 중요하다"고 말했다. 조시영 대창(주) 회장은 "정부와 기업인이 적극적으로 소통해 어려운 경제상황을 이겨나가야 한다"고 말했다. 앞서 기재부는 정부와 경제계 간 소통을 강화하기 위해 지난해 9월 대기업과 중견ㆍ중소기업의 기업인 80명을 대상으로 '핫라인'을 개설했다. 기재부는 전화와 이메일 등 기존 방식 외에 온라인 대화방을 통해 쌍방향 토론을 갖는 등 다양한 수단을 활용해 기업인과의 적극적인 소통에 나설 방침이다. 

최 부총리, "FTA 활용 강화…메가 FTA 논의에 대비"
최경환 부총리 겸 기획재정부 장관은 지난 20일 "한ㆍ중 자유무역협정(FTA) 등 이미 타결된 FTA의 활용도를 높이는 한편, 우리의 이익이 축소되지 않도록 환태평양동반자협정(TPP) 등 메가 FTA 논의 가속화에 대비하겠다"고 밝혔다. 최 부총리는 이날 정부서울청사에서 주재한 올해 첫 대외경제장관회의에서 "대외부문의 하방 리스크가 한동안 계속될 것으로 보이지만 경제에서는 심리가 중요한 만큼 긍정적인 자세를 가지고 앞일을 준비하는 것이 중요하다"며 이같이 말했다.

그는 "한ㆍ중, 한ㆍ베트남, 한ㆍ뉴질랜드 등 최근 타결한 FTA의 국내 절차를 조속히 추진하겠다"면서 "특히, 한ㆍ중 FTA 체결 효과가 빠르게 나타날 수 있도록 종합대책을 수립해 지원하겠다"고 강조했다. 또한 "중남미ㆍ중동ㆍ중앙아시아 국가들과 새로 FTA를 체결해 경제영토를 넓히고, TPP 등 지역경제 통합 논의에도 적극적으로 참여해 FTA를 확대해 나가겠다"고 덧붙였다. 최 부총리는 이어 "다음달 '신흥국 경제협력 로드맵'을 수립해 유라시아 지역을 중심으로 우리 기업의 신흥시장 진출을 다변화하겠다"며 "'경제협력 연계형 공적개발원조(ODA) 추진전략'도 마련해 개발도상국과 상생의 개발협력을 강화하고 기후변화 등 국제사회 이슈에도 차질 없이 대응하겠다"고 밝혔다. 이와 함께 "리스크 관리 체계를 보다 강화해 대외 충격에 강한 경제체질을 구축하겠다"면서 "강도 높은 모니터링 체계를 지속하고 거시건전성 제도를 개편해 자본유출 가능성에 대해서도 선제적으로 대비하겠다"고 강조했다.

앞서 최 부총리는 "올해 세계경제는 미국을 중심으로 완만한 회복세를 이어갈 것"이라며 "특히, 최근 국제유가 하락은 실질 소득을 늘리고 교역을 확대시키는 등 우리 경제에 호재가 될 것"으로 전망했다. 다만, "미국을 제외한 주요 선진국과 신흥국의 성장 둔화 등 대외부문의 하방 위험은 계속 될 것"으로 내다봤다.

Choi, "entrepreneurship spirit is needed to secure surviving capabilities"
The Deputy Prime Minister and the Minister of Strategy and Finance Choi held a meeting with the entrepreneurs on 21 last month and said that the spirit of entrepreneurship to provide unique products and services through differentiated ideas is the key to success. Choi, at the 'Hotline Participation Entrepreneurs Meeting at Bank Hall in Myeong-dong, said that there are not many cases of venture or small & medium businesses to grow into major companies in Korea. He added that the government will do its best but the companies need to innovate, integrate and cooperate themselves to secure the surviving capabilities.

Choi also said "this year is an important year for the national economy to leap forward. We are in a difficult situation but we need a positive energy in the times like this." The participated chairman of Korea Kolmar Donghan Yoo said "China-Korea FTA and the activation of creative economy are the key to turn the crisis into a chance. It's important to cooperate and to find new markets and growth engines." The CEO of Daechang Siyoung Cho said "we have to overcome the situation by communication between the government and the business." The Ministry of Strategy and Finance opened the hotline for 80 major and small & medium businesses last September in order to strengthen the communication between the government and the industry. The Ministry will introduce online chatting rooms alongside email and phone.

Choi, "preparing for FTA discussion and application"
The Deputy Prime Minister and the Minister of Strategy and Finance Choi said on 20 last month that he will increase the application of China-Korea FTA and prepare for TPP and FTA so that our interest will not be reduced. Choi, at the Foreign Economic Ministers Meeting at Seoul Government Building, said that the most down risk in foreign sectors would keep lasting longer but we need to have positive attitude as the psychology is an important fact in economy. He said that he will propel the procedure of signed China-Korea FTA, Korea-Vietnam FTA, Korea-New Zealand FTA and especially support for China-Korea FTA so that we can benefit from it quickly.

He added that he will enlarge the economic boundaries by signing FTA with countries in Central and South America, Middle East and Central Asia, and expand FTA by participating in the regional integrated economy such as TPP. Choi said "we will build 'Developing Country's Economic Cooperation Road Map' for the Korean companies to diversify the ways to enter the new markets. We will also build 'ODA (Official Development Assistance) Promotion Strategy' to strengthen the co-development between the developing and advanced countries, and to counteract on the issues of climate change and international society. We will strengthen the risk management system to create strong economy system. We will maintain the strong monitoring system and improve macro-prudential system to prepare for the possibility on capital leak."

Choi predicted that "the world economy this year would improve through the US and the recent drop in international oil prices will increase the actual income and expand exchange which are good for our economy. But the risk of the advanced (except US) and developing countries' slow growth will last longer."
