21세기 대한민국의 농업과 관광산업을 선도하는 남원시
민․관이 하나 되어 지역 발전을 위해 노력

‘이몽룡과 성춘향’, ‘광한루’ 그리고 ‘남원 추어탕’으로 유명한 전라북도 남원은 오래전부터 우리나라 관광산업의 중심지였다. 특히 1970년대부터 1980년대 까지 남원은 수학여행코스로 인기가 가장 높았다. 하지만 관광흐름을 놓치면서 관광산업이 침체해 있었다. 이에 7대부터 8대까지 연임에 성공한 이환주 남원시장은 새로운 관광프로그램을 개발하고 지역 특산물을 고급화 하면서 21세기 대한민국의 성장 동력을 만들며 지방자치단체의 모범적인 사례로 꼽히고 있다.

천혜의 자연 환경으로 세계 속의 품격 높은 관광남원을 만들 것
이 시장은 취임이후 중·단기 관광정책을 새로 마련했다. 단기적으로는 기존의 관광자원을 활용한 맞춤형 관광프로그램을 개발하는 한편, 장기적으로는 관광인프라를 갖추는데 힘을 기울였다. 이러한 노력 결과 2011년 3만 여명이었던 초·중·고 수행여행단이 2012년 8만2,000명, 2013년 13만 명으로 증가했다. 

또, 남원관광의 새로운 랜드마크로 기대되고 있는 남원예촌을 조성하고 있다. 남원예촌은 2015년 말 1단계로 한옥숙박동과 다목적동을 준공해 전통한옥 숙박체험의 명소로 만들고 있다. 국내 관광객 뿐 아니라 우리나라를 찾는 해외 관광객들에게 우리나라 특유의 따뜻한 정서와 한옥의 우수성을 알릴 계획이다. 기존 남원추어탕거리와 함께 함파우 유원지에는 김병종 시립 미술관, 도예촌, 소리명상관을 조성해 오감만족 체험관광지로 만들고 있다.

지리산 동부권에는 백두대간 전시관, 허브밸리 허브토피아관을 2015년과 2016년 개관을 목표로 마무리 작업을 진행하고 있다. 지리산에 한발 앞서 추진하고 있는 산악철도사업이 완성되면 명실상부한 오감만족 관광기반을 구축할 수 있을 것으로 남원시는 기대하고 있다. 

이 시장은 “남원시는 지난해 전국에서 처음으로 문화도시 조성사업 대상지로 선정돼 상설국악공연, 문화탐방버스 운영, 문화전문인력 양성, 역사문화 재조명 학술대회 등 다양한 문화인프라를 마련하고 있습니다. 이러한 사업들을 성공적으로 추진해 품격 높은 관광남원을 만들 계획입니다.”라며 우리나라 관광지의 대표 남원을 만들기 위한 계획을 설명했다.

농업경쟁력 제고와 생활복지로 지역경제 활성
잇단 FTA체결로 해외의 농축산물 수입이 증가하며 우리나라 농가들이 큰 타격을 입고 있다. 하지만 남원시는 이런 어려움 속에서도 농업경쟁력을 높였다. 시민 모두가 한마음이 되어 지혜를 모으고, 역량을 결집했기 때문이다. 또한 지리산에서 생산되는 고랭지 농산물은 맛과 품질이 우수해 소비자들의 인기를 얻고 있다. 아영 흥부골 포도, 운봉 파프리카, 수지 상추, 지리산 반달곰 사과 등 지역특화 작목을 확대해 경쟁력을 높이고 있다. 특히 남원조합공동사업법인 ‘춘향애인’ 브랜드를 육성하여 남원의 뛰어난 농산물을 알리는데 노력을 하고 있다.

남원시는 이미 노인인구가 전체인구의 23%를 차지하는 초고령사회에 접어들었다. 또한 등록 장애인이 7,000명에 이르고 있다. 도농복합도시의 특성으로 500여명에 이르는 다문화가정이 있다. 사회적 약자들의 복지가 시정의 큰 비중을 차지하고 있다. 남원시는 체계적인 복지실현을 위해 노력한 결과 지난해 여성가족부로부터 여성친화도시에 선정되었습니다. 이를 계기로 여성과 아이를 위한 수유실, 어린이 도서관, 여성과 장애인 전용 주차장을 마련하는 등 노력을 기울이고 있다. 

또, 어려운 재정여건속에서도 어르신들이 경제적 안정과 삶의 자긍심을 가질 수 있도록 지난해 26억 원을 들여 노인 일자리를 제공했다. 경로당 건강상담제와 출산가정 지원 등으로 정성이 담긴 보건의료서비스를 펼치고 있다. 또, 장애인들이 적극적으로 사회생활을 영위할 수 있도록 장애인활동지원서비스, 발달재활서비스, 장애인 일자리 마련에 힘을 기울이고 있다. 장애인들의 교통편익을 위해 운영하고 있는 장애인 콜택시를 한 대 더 추가해 3대로 늘릴 계획이다.

민․관이 하나 되어 지역 발전을 위해 노력
뛰어난 리더십을 갖춘 이 시장과 지역을 위해 발로 뛰는 공무원, 그리고 고향을 위해 아낌없이 힘을 보태는 시민들의 노력으로 남원은 전라북도 내 우수기관으로 여러 차례 선정이 되었다. 민․관이 한마음 한뜻으로 예산을 아끼고 절약한 ‘바래봉 눈꽃축제’가 예산효율화 사례발표에서 전국 1위로 대통령상을 수상하는 영예를 안았다. 

또한, 시민생활에 불편을 주는 민원을 발굴하고 개선해 도내에서 처음으로 ‘민원서비스 우수기관’에 선정되었고, 초고령사회에 맞는 복지행정을 적극 펼친 ‘찾아가는 복지간담회’가 2년 연속 우수상을 받는 등 많은 상을 받다. 이러한 성과에 대해 이 시장은 “남원발전에 내가 앞장선다는 마음으로 더 큰 가능성을 향해 도전하고 노력한 공직자와 시정에 성원을 보내주신 시민들이 있었기에 가능했다고 생각합니다. 올 해에도 전 공직자가 한마음 한뜻으로 더욱 노력해 좋은 성과를 얻을 수 있도록 하겠습니다.” 라며 “우리 남원은 지금 남원발전의 가능성을 현실로 만들어 가고 있습니다. 여기저기에서 좋은 신호도 울리고 있습니다. 기회는 왔을 때 잡아야 합니다. 

파부침선(破釜沈船)의 각오와 의지로 힘을 합쳐 올 한해가 역사에 오래 동안 기억되도록 하겠습니다. 냉철한 판단과 뜨거운 가슴으로 ‘시민의 꿈을 안고 도약과 성숙’을 위해 저를 비롯한 공직자가 앞장서 힘차게 달려 나가겠습니다. 새해에도 시민 모두가 화합하고 하나 되어 남원발전에 동참해 주실 것을 부탁드립니다.”라고 남원 시민들에게 희망찬 미래를 위한 포부를 밝혔다.

 

Namwon city leads Korea's agriculture and tourism in the 21st century

Both public and private exert their effort on regional development 

From a long time ago, Namwon city had been a center of tourism as they were famous for 'Chunhyangjeon (one of the best Korean classics)', 'Gwanghanro (pavilion)', and 'Namwon Chueotang (ground loach in hot bean paste soup). The city was also famous for student field trip from 1970s to 1980s before the tourism in the region gets stagnated. However, the mayor Hwanju Lee, who won the election twice (7th and 8th) in a row, is creating a Korea's new driving force for growth in the 21 century by introducing new tourist programmes and making luxurious regional specialties.

Creating world level Namwon with wonderful natural environment

Lee devised short & mid term tourism policies after inauguration. He developed customized tour programmes based on the existing tourist attractions in a short term, and built tourism infrastructure in a long term. As a result, 30,000 field trip students in 2011 was increase to 82,000 in 2012, and 130,000 in 2013. He is also building Namwon Yechon which is expected to be a new landmark in the region. Korean House Accommodation Area and Multi-Functional Area will be installed within Namwon Yechon by the end of 2015 to spread the excellence of Korean house to foreign visitors. Kim Byeong-Geong City Gallery, Doyechon (Pottery Village), and Sound Meditation Hall will also be built near Hampawoo Amusement Park alongside Namwon Loach Soup Street to give an ultimate experience of the region. 

Baekdudaegan (Mountain Range) Gallery and Hubtopia Hall are also being built around the eastern part of Jiri Mountain on the goal to be open in 2015 and 2016. Also, the city expects that they can attract more tourists if the Mountain Railway Project is completed. Lee said "the city was chosen for Cultural City Building Project for the first time in Korea and has been introducing various cultural infrastructures such as regular Korean classical music performance, cultural tour-bus, culture specialists and historic symposium in order to give a dignity to the city."

Activating regional economy by promoting agricultural competitiveness and welfare

Recent FTA has brought many imported goods and Korean farmers are suffering as a result. But Namwon city actually raised their agricultural competitiveness by working together with the citizens. Highland farm products such as Heungbugol grape, Unbong paprika, Suji lettuce, Jiri Mountain Asian black bear apple, in the mountain areas are popular as they have good taste and quality, and they are introducing the products by promoting their own brand 'Chunhyang Ain'. 

The city has already entered to an aging society with the elderly people taking 23% of its whole population. Also, it has 7,000 registered disabled people and there are 500 multi-cultural families. But the city has been carrying out their welfare plans systematically and was selected as a woman-friendly city from the Ministry of Gender Equality and Family last year for their facilitating breast-feeding room, children's library, parking lots for women and disabled. The city also created jobs for elderly people by investing $2.6m, and supported health consulting, families with baby, activities of disabled, rehabilitation services, and the increased number (3 more) of taxi for disabled. 

Both public and private exert their effort on regional development 

The city has been chosen as an excellent organization many times thanks to the leadership of the mayor, the hard working public servants and the devoted citizens. 'Baraebong Snow Festival was awarded President's Prize as the No.1 in Korea for their efficient use of the budget. Not only this, the city was chosen as 'excellent public service organization' and their 'outreach welfare meeting' won the runner-up prize twice in a row. Lee said "this was possible with the help and support of public servants and citizens. We will do our best this year as we always did to bear even bigger and better fruits. We are realizing the growth possibility of city. We will try to make the year 2015 to be remembered in the history. With cool-headed judgment and warm heart, I will take a great leap forward with my citizens. I ask everybody to participate in the development of the city."
