박근혜대통령, 2015년「신년인사회」참석

박근혜 대통령은 2015년 새해를 맞이하여 지난 2일 오후 청와대 영빈관에서 입법·사법·행정부 주요 공직자와 여ㆍ야 대표 등 2백여명이 참석한 가운데 「신년인사회」를 가졌다.

이날 신년인사회에는 박 대통령을 비롯하여 정의화 국회의장, 양승태 대법원장, 박한철 헌법재판소장, 정홍원 국무총리, 이인복 중앙선거관리위원장 등 5부요인과 김무성 새누리당 대표최고위원, 문희상 새정치민주연합 비상대책위원장 등 주요 정당 대표와 당직자, 경제 5단체장 등이 참석한 가운데 대통령과의 인사교환, 건배 제의, 신년 덕담, 다과 및 환담, 신년 다짐 순으로 진행됐다.

한편, 이날 행사의 무대 배경막은 전각예술가 정고암(66)씨가 디자인을 맡았는데, 정 작가는 양띠 해를 맞아 ‘세계 속으로 대도약하는 대한민국의 드높은 기상과 희망을 꿈꾼다’는 의미를 표현했으며 ‘양의 모습을 통해 역경을 이겨내고 험준한 바위산 정상에 우뚝 서는 지도자의 역할을 상징적으로 표현했다’고 기획 의도를 밝혔다.

대통령, 새해 첫 일정으로 국립현충원 참배

박근혜 대통령은 광복 70주년을 맞는 2015년 을미년 새해 첫 일정을 국립현충원 참배로 시작했다.

박 대통령은 이날 아침 정홍원 국무총리를 비롯한 각 부처 장·차관, 한광옥 국민대통합위원회 위원장 등 대통령 소속위원회(문화융성위, 청년위, 지역발전위, 지방자치발전위) 위원장, 그리고 대통령비서실장 등 청와대 비서진과 함께 서울 동작구의 국립서울현충원을 찾아 현충탑에 헌화하고 순국선열 및 호국영령의 넋을 기렸다.

박 대통령은 현충원 참배를 마친 후 청와대에서 현충원 참배 참석자들과 떡국으로 조찬을 함께 했다.

대통령, 반기문 유엔 사무총장과 신년인사 전화통화

박근혜 대통령은 지난 2일 오전 반기문 유엔 사무총장의 새해 인사 전화를 받고 한국-유엔간 협력 및 상호관심사에 대해 의견을 교환했다.

반기문 사무총장은 을미년 새해에 박 대통령의 건강과 박 대통령의 리더십 하에서 대한민국이 더욱 발전하기를 기원한다고 했다.

또한, 작년 유엔 총회에 참석하고 기후변화 정상회의 재정회의의 의장으로 사회를 맡아주신 것과 G20, 동아시아정상회의 등 다자무대에서의 리더십 발휘를 감명 깊게 생각하며 감사하다고 말했다.

특히 녹색기후기금(GCF)에 최대 1억불 까지의 기여금 약속으로 여타국의 지원이 이어져 100억불 이상의 재원 확보를 달성한 것에 대해 감사를 표명했다.

박 대통령은 반 총장이 신년사에서 발표한 금년중 기후변화협약 체결, 새천년 개발목표 설정 등 유엔의 역점 사업에 있어 목표한 성과를 이루기를 기대하며, 우리 정부도 필요한 지원을 해나가겠다고 했다.

반 총장은 금년은 유엔 창설 70주년, 한국 광복 70주년이 되는 중요한 해로서 유엔으로서는 기후변화 협약체결과 지속개발 성장 목표 설정이라는 큰 과제를 갖고 있다면서, 9월 말 개최되는 Post-2015 개발목표 설정 관련 특별정상회의와 제70차 유엔 총회에 박 대통령께서 참석하여 선도적인 외교 역할을 하여주시기를 희망한다고 했다.

박 대통령은 유엔 기후정상회의 성과를 토대로 금년 파리 기후변화협약 당사국 총회에서 신기후체제가 출범되기를 기대하며, 한국은 녹색기후기금(GCF) 및 글로벌녹색성장연구소(GGGI) 유치국으로서 GCF 재원 조성 및 개도국에 대한 신개발 모델 제시 등 적극 협력할 예정이라고 했다.

박 대통령은 우리나라의 안보리 이사국 임기가 작년말로 종료되었으나, 앞으로도 국제 평화와 안보 증진을 위한 유엔의 노력에 적극 참여할 예정이라면서 최근 남수단 및 레바논 파견 우리 부대의 파견연장 국회동의 절차가 마무리되었으며, 한국은 유엔의 빈곤퇴치, 지속가능개발, 교육개발 등 사업을 더욱 적극적으로 지지하고 있다고 하면서, 유엔 특별총회 참석 초청에 감사하고, 이를 검토하겠다고 말했다.

박 대통령은 또한 에볼라 위기가 사무총장의 리더십과 국제사회의 단합된 공조하에 조금씩 안정되고 있는 것은 다행이며, 반 총장이 시에라리온에 파견된 우리 긴급구호대를 격려해준데 대해 사의를 표하고, 긴급구호대 의료진 1진은 이미 의료활동을 개시하였고, 이와 교체할 2, 3진 파견도 준비중이라고 말했다.

반 사무총장은 한국의 성공적인 안보리 이사국 수임 완료, 경제사회이사회 의장국 수임 개시, 그리고 에볼라 퇴치에의 적극적 기여 등 유엔 활동에의 좋은 기여를 높이 평가한다고 했다.

반 총장은 박 대통령께서 통일준비위원회를 통해 남북 회담을 제의한데 대해 사무총장으로서 곧바로 지지 성명을 발표한 바 있다면서, 한반도 상황의 개선에 도움이 될 수 있도록 사무총장으로서 필요한 지원 제공 등 최선 노력하겠다고 했다.

박대통령은 반 총장이 지지성명을 발표해준데 사의를 표명하고 남북대화 재개와 앞으로 북핵문제 해결을 통한 남북관계의 근본적 개선, 인권 문제, 북한 주민의 삶을 위한 지원 확대를 유엔과 함께 다루어나갈 수 있도록 반 총장의 지원을 기대한다고 말했다.

2015년 을미년 희망찬 새해가 밝았습니다.

국민 여러분 모두, 꿈과 희망이 결실을 맺는 한 해가 되기를 기원합니다.

올해는 우리나라가 광복 70주년과 분단 70년을 동시에 맞는 역사적인 해입니다.

지난 70년을 돌아보면, 국민 모두가 불굴의 의지로 합심하여 한강의 기적을 이루어냈고,

자유민주주의를 지키고 발전시켜 왔습니다. 그리고 이제, 우리는 새로운 대한민국의 70년을 시작하는 출발점에 서 있습니다.

우리의 선배 세대들이 그러했듯이 후손들에게 당당하고 자랑스러운 대한민국을 물려줄 역사적 책무가 우리에게 주어져 있다고 생각합니다.

이를 위해서는 우선 경제의 활력을 회복하는 일이 시급한 과제라고 생각합니다.

지난 해 국민 여러분과 함께 어렵게 살려낸 경제회복의 불꽃을 크게 살려내고, 창의와 혁신에 기반을 둔 경제로 체질을 바꿔가면서 국민소득 4만 불 시대를 여는 기반을 다져가겠습니다.

깨끗하고 안전하고 신뢰할 수 있는 사회로 나아가기 위해 오랫동안 쌓여온 적폐를 해소하는 일도 흔들림 없이 추진할 것입니다.

튼튼한 안보를 바탕으로, 단절과 갈등의 분단 70년을 마감하고 신뢰와 변화로 북한을 이끌어내서 실질적이고 구체적인 통일기반을 구축하고 통일의 길을 열어갈 것입니다.

그 길을 가는데 있어 무엇보다 중요한 것이 국민 여러분의 하나 된 마음이라고 생각합니다.

‘산을 만나면 길을 내고, 물을 만나면 다리를 놓는다’는 옛말처럼 우리가 혁신과 전진을 향한 의지와 역량을 한데 모은다면, 저는 어떤 어려움도 이겨낼 수 있다고 믿습니다.

Park holds 2015 New Year Greeting

President Park held 2015 New Year Greeting on 2 January at the Blue House participated by 200 government officials, representatives of the political parties & five economic organizations including the Chairman of the National Assembly Uihwa Jung, the Chief Justice of the Supreme Court Seungtae Yang, the head of the Constitutional Court Hanchul Park, the Prime Minister Hongwon Jung, the head of the Central Election Management Committee Inbok Lee, the representative of Saenuri Party Musung Kim, and the head of New Politics Alliance for Democracy's Emergency Planning Committee Heesang Lee. The backdrop of the stage in the greeting event was designed by engraving artist Goam Jung (66). As this year is the Year of the Sheep, the artist expressed Korea's high spirit and hope which leap into the world, and the symbol that the leaders, who overcame the ordeals, standing at the rocky peak in the appearance of sheep.

Park visits Seoul National Cemetery

President Park starts her first schedule of 2015 by visiting Seoul National Cemetery as this year is the 70th anniversary of independence. The visit was participated by the Prime Minister Hongwon Jung, the ministers and vice ministers, the head of Presidential Committee for National Cohesion Gwangok Han, the heads of Presidential Committees (Culture Committee, Youth Committee, Regional Development Committee, Local Government Development Committee), and the head and staff of the Presidential Secretariat. They laid flowers on the memorial monument and paid respects to patriotic martyrs. Park then had a breakfast meeting at the Blue House with the participants after the visit.

Park talks with the Secretary-General of the United Nations Ban Ki-moon on the phone to exchange New Year's greetings

President Park received a new year's greeting call from Ban on 2 January and exchanged opinions about Korea-UN cooperation and mutual concern. Ban wished Park a good health and hoped Korea's further development under the leadership of Park. He thanked Park for participating in the UN General Assembly as the chairman of UN Climate Talks and UN Finance Talks last year, and for her leadership quality in G20 and East Asia Summit. He especially thanked Park for promising to donate $100m to Green Climate Fund which attracted other countries' participation and resulted in securing $10b. Park, in response, hoped Ban will achieve his goals of making contract at the Climatic Change Convention, and setting a new millennium plans in 2015, and added that the Korean government will spare no effort to support it. Ban said that this year is the 70th anniversary of UN and also Korea's independence, and he hoped Park will participate in UN's Special Summit Meeting relating to Post-2015 Development Plan, and The 70th UN General Assembly to take a leading diplomatic role.

Park hoped that a new climate system will be launched at Paris Convention on Climate Change Conference, and as a hosting country of Green Climate Fund (GCF) and Global Green Growth Institute (GGGI), Korea will actively create GCF fund and suggest a new development model for developing countries. Park said that although Korea's term as a permanent member of the UN Security Council was finished last year, Korea will keep doing the effort for world peace and security by sending Korean army to Sudan and Lebanon this year, and also Korea is supporting UN's poverty reduction program, sustainable development, and education development. Park thanked for Ban's invitation to The 70th UN General Assembly. Park said that Ebola crisis is settling down thanks to Ban's leadership and the international societies' cooperation, and she thanked Ban for encouraging the Korean Emergency Rescue Crew in Sierra Leone, and said that the team's second and third squads will be dispatched soon. Ban praised Korea's successful term as a permanent member of the UN Security Council, accepting the chairman country of the Economic and Social Council, and contributing to eradicating Ebola. Ban said that he supports Park's suggestion of South-North Dialogue and he will do his best to improve the situation in the Korean peninsular. Park thanked Ban for making a statement in support of Park, and she expects UN and Ban's consistent support for resuming South-North Dialogue, and for solving nuclear problems and human rights in the North. 

2015 New Year's Address

My fellow citizens, the hopeful new year of sheep has dawned.

I wish you a prosperous new year and all your hope and dream will be fulfilled. This year is a historic year as it is the 70th anniversary of both independence and the division of our country.

Looking back on the last 70 years, we achieved Miracle on the Han River by our indomitable willpower, and we have kept and developed liberal democracy. And now we are standing at the starting point of Korea's new 70 years. Like our ancestors did, we have our duty to pass down a dignified and proud Korea to our descendants. For this, recovering economic vitality will be our most urgent task. We will revive the spark of economic recovery that was achieved last year with you, change it to a creative and innovative economy, and make a foundation to open the age of $40,000 per capita national income. We will, without fail, clean up deep-rooted evils in order to step forward to a more safe, more reliable and cleaner society. We will end the 70 years of severance and conflict between North and South based on watertight security, lead North Korea through trust and change, and build a substantial and systematic unification basis. The most important thing in the way to be one nation is your unified mind. There is a saying "make a way when you face a mountain, build a bridge when you face a river". Likewise, if we gather our willpower and capability for innovation and advance, I strongly believe that we will overcome any difficulties. And we will stand together all hardships in the new year.
