여성가족부, 거점형 센터 개소로 의료?임상 분야 피해자 지원 역량 강화

여성가족부 김희정 장관은 경기도와 함께 성폭력 피해자 등에 대한 심층적 치료와 지원 기능 강화를 위해 아주대학교 병원이 운영하는 해바라기여성?아동센터를 거점형 해바라기센터로 전환하여 시범 운영한다. 이번에 처음 운영하는 거점형 해바라기센터는 피해자 지원의 종합적 기능을 수행하는 표준 모델로서, 성폭력 피해자 지원 관련 의료·임상 분야 프로그램 개발뿐만 아니라 지역센터 종사자 전문 역량강화 교육 지원, 중대한 피해 사례에 대한 종합지원 등을 수행하게 된다. 경기도와 아주대학교 병원은 지난 5월 여성가족부에서 전국 해바라기센터를 대상으로 공모한 시범 운영 기관 사업자로 최종 선정되었다. 거점형 센터는 의사가 비상근으로 근무하는 다른 해바라기센터와는 달리 아주대학교 의과대학 정신건강의학과 장형윤 연구교수(소아청소년전신건강의학과 전문의)와 의과대학 신경민 임상심리전문가(심리학 박사) 등 전문인력이 상근으로 근무하게 된다. 김희정 여성가족부 장관은 “올해는 1994년 성폭력 특별법이 제정되어 피해자 보호의 첫 걸음을 내딛은 지 20년째 되는 해로서, 그간 진술녹화제 도입, 해바라기센터 설치, 친고죄 폐지 및 피해자 국선변호사 제도 도입 등 많은 성과가 있었으며, 피해자의 치유를 돕고 2차 피해를 방지하는 일은 앞으로 우리가 더욱 노력해야 할 과제”라고 밝혔다.

여성가족부 김희정 장관은 성폭력·가정폭력 근절을 위해 지난 달 11월을『여성폭력 추방의 달』로 정하고 여성폭력 추방을 위한 시민참여형 민관합동 릴레이 캠페인을 전개한다고 밝혔다. 이를 위해 광역지자체 등과 4개 지역 합동 캠페인을 실시하고, 전국성폭력상담소 등 민간단체와 함께 4회에 걸친 심포지엄을 개최한다. 올해 성폭력 추방 주간의 슬로건은 “성폭력 없는 세상, 내 일이면 내일이 안전합니다.”로 성폭력 없는 안전한 사회를 위해 국민 모두가 ‘여성폭력을 남의 일이 아닌 내 일(my work)처럼 생각하고, 적극적 관심과 동참을 통해 안전한 내일(tomorrow)을 열어가자’는 의미를 담고 있다. 여성가족부는『성폭력 추방 주간』인 지난달 11월 25일부터 집중적으로「성폭력에 대한 편견 해소」,「성폭력관련법 제정 20주년 성과」,「성폭력 피해자 지원 과제」,「성폭력 사건 판례 분석」등을 주제로 민간 단체와 공동으로 4회에 걸친 심포지엄을 개최하여 다양한 현장 의견을 수렴하고, 정책에 반영할 계획이다. 이와 함께, 여성폭력 근절과 피해자에 대한 인식 개선을 위한 영상메시지와 홍보물 등을 각 부처 등 공공기관, 민관 협력 매체 등을 통해 적극 홍보하는 한편, △성매매 집결지 폐쇄 △가정폭력 예방을 위한 보라데이 캠페인에 자치단체의 적극적인 참여를 독려할 계획이다. 김희정 여성가족부장관은 “여성·아동을 대상으로 한 폭력예방을 위해 가해자 처벌, 피해자 지원 정책 강화와 더불어 가장 중요한 것이 ‘국민들의 폭력에 대한 감수성을 높이는 것’이다.”며 “여성가족부는 성폭력 추방 주간뿐만 아니라 1년 365일 폭력 감수성을 높이기 위한 교육과 캠페인을 지속적으로 추진해 나갈 계획으로 많은 국민들의 적극적인 관심과 참여가 중요하다.”라고 밝혔다.

Reinforcing capability for rehabilitation service through a clinic center

Minister of Gender Equality and Family Heejung Kim runs Sunflower Center(currently run by Ajou University Hospital) as a test operation with Gyeonggi Province to reinforce the treatment for victims of sexual violence. The center is a role model which develops medicines and clinic programmes and supports for education and total services. The province and the university were chosen as the test operator by the ministry last May. This center will always have full-time specialists (a professor of mental health clinic at the university Hyungyoon Jang, and a clinical psychology doctor of the medical school Kyungmin Shin) unlike other centers which have only par-timers. The minster said "it's been 20 years since the legislation of Special Act on Sexual Violence in 1994 and we have achieved many things like recording statements, running Sunflower Centers, demolishing an offense subject to complaint, and introducing a public defender. It is our task to help cure the victims and prevent further offence."

Society without violence

Minister of Gender Equality and Family Heejung Kim decided November as the month for 'No Violence for Women' and said that a citizen-participated relay campaign will take place. For this Kim will carry out a joint campaign with four municipal governments and hold symposium for four times with National Sexual Violence Prevention. The slogan for this campaign is "Society without sexual violence, If it's my business tomorrow will be safe" which gives a message that people need to take the matter as it is their matter but not others. The ministry held symposiums with private organizations from 25 November including 'Resolving prejudice on sexual violence', 'The fruits of Special Act on Sexual Violence in 20 years time', 'Tasks for supporting victims of sexual violence', and 'Case analysis on sexual violence' and gathered various opinions which will be reflected to the policy. The ministry also made advertisement materials to improve people's awareness and distributed through public and private organizations and media and will encourage local governments to actively participate in demolishing red districts and Lookagain Campaign. Kim said "it's important to prevent any types of violence but more so is to make people take the matter seriously. The campaign should not be a short term activity but a year long movement and for that I need supports from all walks of life."
