교회의 사회기여를 강조해 새로운 가치로 승화시키려는 목회자

각박하게 돌아가는 현대사회는 물질만능주의와 이기주의가 팽배하다. 남보다는 나를 먼저 생각하는 것을 당연하게 여기는 사회적 풍토가 깔려있기 때문이다. 이렇게 이기적인 사회의 변모 속에 내가 위치한 자리에서 지역민들은 물론 사회 곳곳에 기여와 공헌, 그리고 기부 등을 생활화하며 살아가는 봉사자들도 존재한다. 이렇듯 형식적인 겉치레가 아닌 수 십 년간의 생활 속에서 다음 세대를 개척할 학생들은 물론, 다양한 인재양성과 국내외 선교를 위해 23년 전 교회개척 당시의 약속을 지키고 있는 주인공이 있다. 그가 바로 분당중앙교회 최종천 담임목사이다. 이웃과 함께 동고동락하며 교회의 사회적 공헌과 새로운 기부문화를 통해 이 시대의 새로운 가치로 승화시키려는 분당중앙교회를 찾아가 보았다. 

분당 신도시 제1호 교회 ‘분당중앙교회’와 인류애 실천

분당중앙교회는 분당 신도시 개발이 시작되고 시범단지의 첫 입주가 시작되던 1991년 10월 최종천 목사와 전도사 1명, 그리고 집사 3명이 모여 세워진 개척교회이다. 총신대학교 기독교 교육과와 총신대 신학대학원을 졸업한 최 목사는 교회를 세우기 2년 전부터 매주 지역에 와서 기도를 드렸고 당시 하나님의 뜻을 전달받아 지역민들을 위한 복음 선포의 장을 마련했다. 작은 상가에서 시작되었지만 하나님의 도움으로 13개월 만에 예배당을 짓고 본격적인 목회활동을 시작하게 되었다. 설립 초기 교회의 비전으로 ‘역사와 사회를 의식하는 교회’, ‘인물을 키워 세상을 변화시키는 교회’, ‘성도들의 영적 건강을 책임지는 교회’를 만들 것을 약속했고, 그 약속들은 지난 20년간 꾸준히 사회에 전달되었다. 그리고 최 목사는 ‘인류애실천’이라는 목회비전아래 현실 속에서 실천하는 길이 무엇인가를 늘 고민하고, 교인들과 함께 아름다운 사역의 결실을 맺고자 한다.  “한 사람이 천명을 돕자”는 목표를 교인들에 제시하는 것도 다 인류애 실천을 단순한 구호로서가 아니라 삶속에 체화돼야함을 강조하고 있는 것이다. 사실 신도들이 늘어남에 있어 다른 교회들처럼 교회를 더욱 크게 짓는 것이 관례이지만 최종천 목사는 교회를 크게 늘리는 일보다 인물을 키워내 더 많은 이들이 사회에 기여할 수 있는 환경을 만들고 그로인해 세상을 변화시키는 것이야말로 자신들이 잘할 수 있는 일이라 생각했다. 그러므로 23년간 다른 교회건물을 건축하지 않았기에 교인 수에 비해 열악한 환경의 예배당을 사용하고 있어 현재도 1부에서 4부 예배까지 드릴 정도이다. 하지만 중요한 것은 교회의 크기가 아니라 사회에 전달할 수 있는 마음이 중요하다고 강조하는 것이 최종천 목사와 교인들의 뜻이다. 그래서 지난 23년간 교회에서 매 학기 국내는 물론 1기에서 6기까지 2년 단위로 해외 장학생을 선발하여 장학지원을 해왔으며 현재까지 장학금 지원으로 지급된 금액이 50억원을 넘어섰다. 그 결과 장학금 지원을 받아 박사학위를 받은 학생 수만 100명이 넘을 정도이다. 이들은 국내외 대학 등 주요한 곳에서 많은 활동을 하고 있고 이들로 인해 또 다른 봉사가 이뤄지고 있어 사회에 지대한 영향력을 미치고 있다. 또한 얼마 전 교회부지를 사회에 기부하며 큰 이슈를 불러 모았다. 이 기부는 교회소유의 토지 6천평(취득가액 150억원)전체를 기부한 것이고 이렇게 한 교회가 소유한 토지 전체를 사회에 기부하는 것은 한국교회 역사상 최초로 이루어진 것이다. 이는 최종천 목사의 일방적인 결정이 아닌 교회운영정관 제39조(재산관리) 3항 “교회재산은 당회의 결의로써 처분할 수 있다”는 규정에 의거해 최고의사결정기구인 당회, 제직회, 그리고 교인들의 총유(총회)인 공동의회를 차례로 열어 공동체 합의로 결정된 것이다. 

이 토지는 100년 전에 우리 민족도 도움을 받았듯이 캄보디아에 의과대학을 설립하거나, 혹 현재 상태에서 가장 절실히 필요로 하는 절대 부족의 전문의 양성을 위해 연세대 세브란스병원, 그리고 한국 내 대학에 유학 온 제3세계 유학생들을 위한 장학기금 조성으로 한동대학교와 총신대학교 이렇게 3곳에 기부하기로 결정내렸고 현재는 명료한 처리를 위해 교회내 법적 절차를 마치고 전문 로펌에 맡겨 진행 중에 있다. 이에 대해 최종천 목사는 “당회는 목적만 정할 뿐 기금 운용에는 일체 관여하지 않겠다”고 전했다. 이러한 인재양성을 위한 지속적 활동은 교회가 개척 1년여 만에 예배당을 건축하여 사용한 이후, 8년째 당시 이미 교회는 비좁은 상태였지만, 새로운 예배당을 짓는 대신 그에 소용될 당시의 예상비용 200억원을 향후 20년간 인물육성에 투자하고, 20년 후 그 결과와 결실을 비교하자는 최 목사의 제안과 이를 찬성으로 받아들인 성도들이 합심한 결과이다.  또한 개척 1년 이후부터 매년 경상예산의 2.5%씩을 점진적으로 증액하여 20년 즈음하여서는, 교회 경상예산의 50% 가까이를 장학, 구제, 국내외 선교에 사용할 수 있었다.  지금도 진행되고 있는 낙도 복음선 등대 1,2호 기증 및 지원사역과 청소년 희망찾기 프로그램 등은 다 이런 사역의 일환이다.

대한민국 교회와 교인들을 위한 활동 

최종천 목사는 지난 목회활동 기간 동안 새벽에 일어나 밤 늦은 시간까지 기도와 목회, 성경연구 선교활동 및 사회에 기여할 바를 고민해온 진정한 목회자이다. 하지만 사실 이런 신념과 기부활동 과정에서 좋은 일만 있었던 것은 아니다. 잘못된 오해로 인해 소송을 당하는 어려움도 겪었으나, 모든 내용이 완벽하게 밝혀지고 무혐의 처리를 받음으로 오히려 투명한 사역의 내용을 반증할 수 있었고, 더욱 견고히 본연의 임무를 진행할 수 있었다. 이로인해 교회는 정화되고 한편으로 강화된 것이다. 최종천 목사는 지난 해 9월 “위기의 한국교회”를 위한 대안제시 세미나를 국민일보와 기독신문 공동으로 개최하였다. 교회 갈등과 분쟁으로 인해 침체 국면으로 접어드는 한국교회를 위한 “위기관리 매뉴얼”을 제시한 것이다.  분당중앙교회의 어려움과 극복 체험을 통해 습득된 내용을 매뉴얼화 하여 제공한 것으로 시스템 구축, 법적 근거 확보, 제도적 보안, 보존자료 유지, 함께 가는 목회, 책임의 분산 등을 강조했고, 교회를 올바로 지키기 위해서는 ‘적법성, 절차의 정당성, 공지성’ 등의 3가지가 중요하다고 조언했다.  또 갈등 발생시 그 해결요소로 교회운영정관 및 재무회계 시행세칙과 각종 기준과 지침 등을 포함한 ‘교회 법규집’을 제작하여 배부했고, 차후 교회의 사회적 신뢰와 영향력이 약화되어 같은 일이 반복되지 않기 위해 <교회위기관리>라는 책자를 편찬하였다. 또한 올해 9월 30일 국민일보와 공동 주최로 ‘한국교회가 지향해야 할 새로운 가치 - 사회 기여와 공헌, 그리고 기부’를 주제로 세미나를 개최했다. 당시 세미나에서 “교회는 이제 세상을 향해 와서 함께 나누자는 초청을 넘어서서, 이제는 있는 것을 정리해서 가서 나누어주는 보다 개방적 사고로 나아가야한다”고 제안했다.  교회의 사회기여와 공헌 그리고 기부란, 복음이 가진 사랑의 실천적 영역의 필수 요소임을 제시했다.

최 목사는 “늘 강조하는 것이 ‘무엇으로 남을 것인가를 생각하자’이다. 생을 마감 했을 때 어떤 것을 사회에 남길 것인가를 생각하고, 다양한 방법의 한 예로 자신의 이름으로 단 한 명의 분량으로 라도 장학금을 후대에 남기고 갈 수 있다면 그것은 의미 있는 일이라 제안했다.  내년에는 현재까지 교회가 지급한 장학금으로 공부한 각처에 퍼져 있는 100여명의 박사학위 소지자들을 초청해 사회기여에 대한 컨퍼런스를 가질 계획”이라고 전했다. 

언제나 목회와 교회가 나아가야 할 방향에 대해 꾸준한 질문을 던져온 최종천 목사. 최 목사와 분당중앙교회가 만들어갈 새로운 교회의 문화는 대한민국의 의식을 변화하기에 충분하다는 생각에 빠져봤다.

The pioneering church in Bundang practices love for humanity

Bundang Jungang Church is a pioneering church started with the minister Choi, a preacher and three deacons in Bundang in October 1991. Choi majored in education at Chongshin University and finished its graduate school. He began visiting Bundang every week to pray for two years before building the church. The church was in a small commercial building at first but with the help of God Choi could built one in thirteen months and started to spread the words in honest. He promised to make a church that contributes for history and society, that changes the world through fostering talents, and that takes responsibility for believers' spiritual health and these promises were constantly delivered to the society for over twenty years. Under his vision "Love for Humanity" Choi has been doing his best to bear fruits from his mission. This vision was systematized for the believers to practice it in daily life with the sub slogan "One can help a thousand". Though it is normal that many ministers expand their church if the believers increase but Choi rather focused on fostering talented people so that they can contribute and change the world. As a result Choi has to divide the worship into four parts as he is still using the 23 year old small church. But Choi and the believers emphasize that an honest heart for building better society is far more important than the size of a church. They have been awarding a scholarship for both domestic and international students for 23 years and the total amount has exceeded $5m. More than 100 students received a PhD and they in return are active in various fields of social contribution. Choi also has recently donated a land(18,000 square meter worth $15m) belonged to church to society and this kind of thing has happened for the first time in the history of the Korean Christianity. It was not only Choi's decision but the whole committees and the believers.

The donation will be used for building a medical university in Cambodia, for fostering doctors at Yonsei University Hospital and for awarding a scholarship for the third world foreign students at Handong University and Chongshin University. Choi said "the church committees only decide its purpose but will not interfere in its usage." This is the result of Choi's suggestion to the committees and believers that instead of building a new church, even though the church is quite packed, the building cost($20m) can be used for fostering talented people and we can compare the result after 20 years whether our decision was right.

The church gradually increased the working budget by 2.5% after the one year of its opening and they could started to use 50% of the budget for a scholarship, salvation and evangelism after 20 years of its opening. The ongoing donation to build lighthouses in remote islands, regional missionary and Youth Hope Project are all part of this budget plan.

Activities worth for the Korean church and believers

Choi is a true minister who has been thinking hard on prayer, ministry, Bible study, missionary activities and social contribution from dawn till dusk. Despite this goodness of his personality, Choi had to go through many ordeals. He even once was accused but soon was clear and made everything transparent and this incident rather became a chance to purify and strengthen the church.

Choi held a seminar for "The Crisis of Korean Church" with Kookmin Daily and Christian Newspaper last September and suggested a crisis management manual for conflict and feud between the churches. The manual contains Choi's experience on overcoming many problems of his church and emphasizes on building a system, securing a legal foundation, archiving, cooperation and distributing responsibility. He also made and gave out a Church Regulation to tackle disputes and compiled a Book of Crisis Management for Church to prevent the repetition of the same problems.

He also held a seminar "New Value, Social Service and Contribution" with Kookmin Daily on 30 September. He said at the seminar "Korean churches must be open-minded and march forward for sharing over creating believers."

Choi also said "I always emphasize to think about 'what kind of person should I be remembered at the end'. If I helped somebody while I was alive I think my life must have been a worthwhile. Next year, I'm going to have a conference about social contribution with those 100 students who have PhD."

Choi is someone who knows how to throw good questions and suggestions. The new church culture that Choi and the believers are creating is enough to change people's mind in Korea which I might carefully hope.
