Park attends the 22nd APEC Economic Leader's Meeting


Building Asia-Pacific partnership

The 22nd APEC Economic Leader's Meeting was held in Beijing on 10 last month with the topic of 'Shaping the Future through Asia-Pacific Partnership'. The meeting was participated by 21 member countries and the participants held substantial discussions on the priorities of advancing regional economic integration, strengthening comprehensive connectivity and infrastructure development, and common prosperity of the Asia-Pacific. Talks with APEC's ABAC was also held. The summits agreed on Leader's Declaration which contains 68 items, 4 annexes and APEC 25th Anniversary Summit Declaration. The declaration is consisted of preface, three sections by agenda and future plans, and has a subtitle of 'Beijing Agenda for Integrated, Innovative and Interconnected Asia-Pacific'. Four annexes are: ¨ç Beijing Roadmap for Realization of the FTAAP ¨èGlobal Value Chain Strategic Blueprint ¨éAgreement for Innovative Development, Economic Reforms & Growth ¨êAPEC Interconnected Blueprint. The APEC 25th Anniversary Summit Declaration suggested the fruits of APEC, its new opportunities & challenges and the visions for future. The hosting country China presented much more proposals than any other years and drew the practical results through the annexes. Regarding the regional economic integration 19 member countries including US actively supported the FTAAP Roadmap. Regarding the Park's leading speech Xi praised that S. Korea is the pioneer and the champion for reducing the gaps of negotiation capacity between the member countries and asked Korea to contribute for APEC's various projects. Park mentioned about the need for implementing Bali Package and emphasized on strengthening the role of APEC and this was supported by many representatives including Obama. In the second session Park introduced Korea's 3 Year Economic Innovation Plan including regulatory reform and creative economy and several summits were empathized with Park. Xi said that S. Korea is a role model for innovative development and added that China also is working hard for the Korean style regulatory reform and innovation. The summits praised S. Korea, as a founding member, for laying the foundation of cooperation between the APEC member countries. 


Suggesting a direction and taking the bridging role

President Park suggested to integrate regional economy into sophisticated and comprehensive FTAAP(Free Trade Area of the Asia-Pacific) based the regional FTA like TPP and RCEP and supported Beijing Roadmap for implementation of FTAAP. Park also suggested to carry out the second stage Regional Economy Integration Project from 2015 to ease the gaps of negotiation capacity between countries in the regional FTA which is an obstacle for implementing FTAAP. S. Korea is expected to take the bridging role between the developed and the developing countries through the project. Park suggested GVC Research Project for small & medium companies to create the environments for the regional enterprises to participate. 


Park leads liberalization of trade

Regarding the stalled DDA Negotiations Park asked APEC summits to deliver a strong message for the implementation of Trade Facilitation Agreement which was agreed last December at WTO Cabinet Meeting. Park contributed to securing the export markets for the Korean IT industry by demanding Expanded ITA Negotiation, Service Negotiation and Environmental Product Negotiation. Park also supported to extend the standstill of Trade Protection Measures until 2018 so that the difficulties Korean companies will be facing due to the non-tariff barrier and protective trade can be eased.  


Suggesting cooperation plan for Asia-Pacific region

Park emphasized in a business luncheon on improving connectivity to promote regional cooperation in Asia-Pacific region and actively supported for APEC Interconnection Blueprint. Park suggested to introduce APEC Transport Pass and to expand the conclusion of AEO MRA. If the transport pass is actualized in the region it will contribute to creating the foundation for the Korean companies to enter the foreign markets and to promoting personal interchange between the countries. S. Korea is the one who signed AEO MRA the most and if MRA is expanded the customs formalities and cost will be significantly reduced.


Park's sales diplomacy 

Park attended the talks with APEC's ABAC and made a great appeal by introducing Korea's small & medium business supporting policy, productivity improvement through integration between agriculture and IT in the energy field, promoting new energy industry, adopting the crowd funding for small & medium companies. Park said that small businesses are the center of economy and the growth force and Korea is building a virtuous circulation venture ecology, checking on regulatory reform and supporting small & medium companies to enter the foreign markets.


Evaluation and implications

First of all, Park strengthened diplomatic cooperation and built an intimate cooperation network with 21 member countries. Especially, Park enhanced practical cooperation relationship with US, China and Australia in various fields.

Secondly, Park contributed for the progress of liberalization of trade and economic integration. While TPP and RCEP are progressed regionally, the APEC summits adopted Beijing Roadmap for implementation of FTAAP and agreed on its specific plans. The summits created the same voice for recovery of WTO's Bali Package and reopening of DDA Negotiation, and supporting for WTO. It is expected that the gravity on the roles of APEC member countries and their right to speak in FTA and investment stimulation will be bigger. They emphasized on economic reforms and innovation and are contributing themselves for economic growth and expanding trade investment and this can prove APEC's usability in aiming for free trade and investment. Park contributed for the declaration by supporting FTAAP Roadmap and was recognized for taking the bridging role by suggesting the second stage Regional Economy Integration Project to ease the gaps of negotiation capacity between countries in the regional FTA which is an obstacle for implementing FTAAP. The summits agreed on the goal to strengthen the physical, systematic and manpower connectivity until 2025 for the region's comprehensive integration and adopted the annexes which materialized the details. Park showed her will to contribute for the regional growth by sharing our experience of 3 Year Economic Innovation Plan and this experience is expected to be a role model for the member countries.
