푸드트럭 합법화에 발맞춰 소자본 창업의 길을 열다

정부는 지난 9월 홍윤식 국무1차장 주재로 정부세종청사에서 관계부처 실장회의를 열고 4개 지역의 푸드트럭 허용을 추가로 결정했다. 푸드트럭 허용지역이 기존 유원지로 제한되었던 것이 도시공원, 체육시설(종합경기장·조정장 등), 관광(단)지(휴양소·해수욕장 등), 하천부지(하천둔치 조성 공원 등) 등 4개 지역으로 확대됐다. 정부는 앞으로도 식품위생법 시행규칙 등 푸드트럭 도입에 걸림돌이 되는 규정을 조속히 개정하여 푸드트럭 활성화 방안을 모색할 방침이다. 이에 파워코리아에서는 국내 최초의 푸드 트레일러 전문 업체 네오오토의 김종범 대표를 만나 소자본 창업기회 확대, 일자리 창출, 이용자 편의 증진, 안전한 먹거리 문화 조성 등 푸드트럭 합법화가 가져올 긍정적 변화들에 대해 짚어본다. 

국내 최초로 도로교통안전공단 기술검토와 안전검사 통과

국내 최초의 푸드 트레일러 전문 기업 ‘네오오토’는 기존 자동차와 카오디오 등 관련 업종의 전문가와 실제 노점 및 푸드트럭 개조와 창업 경험이 있는 기계 전문가가 합심하여 2014년 3월 규제개혁과 푸드트럭 관련 합법화를 이끌며 푸드트럭의 새로운 시장을 개척해 왔다. 2014년 6월에는 자동차에 견인 고리를 탈?부착하여 이동이 가능한 푸드 트레일러를 개발하였으며, 국내 최초로 도로교통안전공단의 기술검토와 안전검사를 거쳐 ‘특수 이동식 판매 트레일러’로 인증 받았다. “기존의 포장마차용 노점이나 판매 부스 등은 이동이 불가한 단점이 있었고, 푸드트럭은 좁은 실내와 높은 고정비용, 메뉴 변경의 어려움 등의 한계가 있었습니다. 하지만 저희 푸드 트레일러는 이동식으로 높은 기동성을 자랑하며 보다 넓은 실내, 장기 고정영업, 쉬운 메뉴 변경 등의 장점을 갖추고 있습니다.” 

일반 푸드트럭의 경우 가스통과 발전기를 실내에 수납하거나 사용할 때만 밖에 내려놓고 사용하는 방식으로, 그만큼 내부 활용공간이 좁아지게 되고 소음과 매연 등의 문제가 심각했으며 상당한 무게의 발전기를 매번 올리고 내리는 불편도 따랐다. 포장마차 역시 외부에 발전기를 놓고 영업을 하게 되어 주변 지역에 소음공해를 입히는 사례도 빈번했다. 이에 네오오토는 여름에도 닫은 상태로 이용할 수 있도록 강제 환기팬이 장착된 전용 발전기함을 제작하여 외부에 장착할 수 있도록 했고, 연료를 주입하거나 시동을 걸 때 편리하도록 슬라이딩 형식을 채택했다. 가스함 역시 이동형 LPG 사용시설에 관련된 특례기준에 맞춰 외부 장착이 가능한 형태로 제작되었으며 자체적으로 제작한 발전기함 및 가스함은 모두 실용신안 등록을 마친 상태다. 또한 비가 잦은 한국의 자연기후를 고려하여 매대가 열려있어도 빗물이 안으로 흘러들어오지 않도록 설계된 상단의 빗물받이 장치도 실용신안이 등록되어 있다. “네오오토 트레일러는 굉장히 독특한 디자인을 자랑하고 있는데, 세부적인 항목들까지도 모두 특허청에 디자인 등록이 신청된 상태입니다. 저희는 차량 외부 익스테리어는 식당으로 치면 간판이나 내부 인테리어에 해당되는 부분이기 때문에 주목받을 수 있는 혁신적인 디자인을 완성해 내는데 주력해 왔습니다.”

성공적인 소자본 창업의 희망을 만들어 갈 것

외식 프랜차이즈는 창업을 꿈꾸는 사람들이 가장 쉽게 도전하는 분야지만 높은 창업비용의 부담과 3년 내 폐업률 50%라는 큰 리스크를 감당해야만 한다. 또한 더 많은 손님들의 입맛을 충족시키기 위해 메뉴 개발을 하기보다는 안정적으로 천편일률적인 메뉴들을 내놓을 수밖에 없는 한계도 있다. “푸드 트레일러는 차량을 소유하고 있다면 천만 원 이하로 창업이 가능합니다. 또한 장소, 상권, 시간, 소비층에 국한되지 않아 나만의 메뉴개발을 시도하기에도 좋고, 계절별로 메뉴를 변경하기에도 용이합니다.” 

물론 트레일러를 견인하는 자동차가 있어야 하는 단점이 있지만 1가구 1차량 시대를 감안한다면 특히 경차로도 충분히 운영이 가능하다는 점을 고려한다면, 푸드트럭 전체를 구매하는 것보다 더욱 저렴하게 창업의 기회를 노려볼 수도 있다.  

이미 해외에서는 푸드트럭이 창의적인 아이디어만 있으면 적은 자본으로 고소득을 올릴 수 있는 인기 만점의 창업 아이템으로 각광받고 있지만 실상 우리의 현실은 녹록치 않다. 아직까지는 실외에서 영업하는 것이 특별한 기술도, 자본도 없는 빈곤층의 업종이라는 편견이 있고, 길거리 음식은 모두 비위생적일 것이라는 인식이 지배적이기 때문이다. 하지만 전 세계적인 추세가 그러한 것처럼 푸드트럭의 합법화로 이제는 누구나 톡톡 튀는 아이디어만 있으면 창업에 성공할 수 있는 시대가 활짝 열렸다. 무엇보다 새롭게 선정된 4군데 지역은 현재 식당이 진입하기 어려운 장소로 푸드 트레일러가 이용자의 편의 증진에도 크게 기여할 것으로 기대된다. “향후 지자체와 연계하여 전국의 기차역, 지하철역, 광장 등에 자리 잡고 있는 노점의 교체작업 및 환경 개선을 위해 함께 노력해 나갈 계획입니다. 또한 끊임없는 연구개발로 세계 최고의 제품만을 선보일 것을 약속드리며 창업의 어려움을 겪고 있는 소시민들을 위한 프랜차이즈 형태의 창업을 지원할 방침입니다.” 

네오오토는 현재 라운드 모델 외에도 공간 활용도가 높은 스퀘어 모델의 출시를 준비하고 있으며, 점주의 용도에 최적화된 다양한 크기의 제품군을 개발 중에 있다. 네오오토의 이러한 노력 위에 푸드트럭 창업시장의 밝은 앞날을 기대해 본다. 

Paving the way for small business start-up in line with legalization of food truck.

The government decided to legalize food truck in 4 more regions in the head of department meeting last month at the Central Government Complex, Seoul, hosted by 1st deputy director Yoonsik Hong. The designated area of food truck was confined to amusement park only, but it is now extended to city parks(stadiums, boat race course), tourist attractions(resorts, beaches), and riverbeds. The government will keep planning to improve the related regulations in order to promote the food truck industry. On this occasion, Power Korea has met Jongbum Kim, the CEO of NEO AUTO, the first food trailer company in Korea, and heard about the positive changes, which the legalization of food truck will bring, such as small business start-up opportunity, creating jobs, improving the convenience, and safe food culture.

Passed the Land Transport Safety Authority's technical review and safety inspection for the first time in Korea.

NEO AUTO has been leading the regulatory reform with the car, car audio, & machine specialists and the people who have had experience on street stalls, food truck remodeling and business, and finally achieved the legalization of food truck in March 2014. They developed a food trailer, which enables the pintle to stick on & off the vehicle, in June 2014, and it was approved as 'the special portable sales trailer' by the Land Transport Safety Authority. Kim said "the existing street stalls and sales booths are not movable and the food truck had a packed space with high fixed costs and difficulty of changing menus. But our food trailer is portable with bigger space which can provide long term business and an easy change of menus." The existing food truck had the gas tank and generator in indoor or it can be put outside when necessary which caused a lot of inconvenience as well as noise and sooty smoke. And the same applies to the covered wagons on the street. To improve these conditions, NEO AUTO developed a specialized generator box, loaded with forced ventilation fans, to be installed outside and adopted sliding type doors for the convenience of injecting fuels or switching on the ignition. And the same applies to the gas box and the both boxes completed a registration of utility model. Considering the frequent rains in Korea, they designed a special gutter so that the rainwater does not come inside and it also completed a registration of utility model. Kim said "NEO AUTO trailer boasts its unique design and even the designs of detailed items have done the application for registration. We have been focusing on attractive and innovative designs for signboard as it is an important part of interior and exterior."

Making hopes for successful small business start-up.

Many people easily jump into food franchise but they have to risk 50% of closing down rate within 3 years not to mention its high start-up costs. In addition, they are tend to stick to the same old menus rather than developing new menus. Kim said "food trailer can enable you to start a business if you have only 10 million won($9,000). Also, it is not confined to one place, commercial areas, time, and major consumers. They can develop their own menus or change it whenever they need to."

Although the trailer needs to be towed at the end of business but it can be done with even a small car and it is cheaper than buying the whole food truck itself. Food truck is already very popular overseas as a start-up item but we have a long way to go. There is a prejudice against food truck that it is poor people's job, who do not have any techniques or capital, and it is unhygienic. Nevertheless, everybody can start a food truck business if they have their own unique ideas as the business is legalized already. Especially, the legalized 4 regions can be the perfect places to start and the business will even contribute to the convenience of people to move around. Kim said "we are planning to improve the environment around the train stations, subway stations, and squares for the street vendors in cooperation with local governments. We promise to introduce the world level products through continuous R&D and will support franchise style start-up for those who have difficulty to start their business."

NEO AUTO currently is preparing to release the square model, which makes better use of a space, and is developing optimized models in various sizes to meet the owners' demands. Power Korea looks forward to a bright future for the food truck start-ups.
