박근혜대통령, 제10차 밀라노 ASEM 정상회의 참석
박근혜 대통령은 지난달 16일부터 이틀간 밀라노에서 열리는 제10차 ASEM(아시아-유럽 정상회의) 정상회의에 참석했다. ASEM은 1996년에 창설되어 격년으로 개최되고 있으며 지역 간 협의체 중 최대 다수인 51개국 정상과 EU 및 ASEAN이 참여하는 정상회의다.
ASEM은 정치, 경제, 사회?문화 등 3대 영역에서의 균형적 협력을 추구하는 지역간 협의체로 2000년 제3차 ASEM 정상회의가 서울에서 개최된 바 있다. 박근혜 대통령께서는 이번이 취임 후 처음으로 참석하는 ASEM 정상회의다. 금번 정상회의 주요 참석자로서는 메르켈 독일 총리, 푸틴 러시아 대통령, 아베 일본 총리, 리커창 중국 총리, 올랑드 프랑스 대통령 등이 참석했다. 금번 제10차 ASEM 정상회의의 주제는 ‘지속가능한 성장과 안보를 위한 책임 있는 협력’이다. 특히 금년에는 아시아와 유럽 간의 실질적이고 호혜적인 협력 강화를 위해 ‘아시아와 유럽간 연계(connectivity) 강화’에 대해 집중적인 논의가 있을 것으로 예상된다. ASEM 회의는 1박2일의 일정으로 개최되었으며, 2차례의 전체회의와 Retreat로 구성되었다. 첫날인 16일(목)에는 개회식에 이어 2차례의 전체회의가 개최되었다. 1세션의 주제는 ‘아시아와 유럽간 연계를 통한 경제?금융 협력 증진’이며, 2세션은 ‘상호연계된 세계에서 글로벌 이슈 해결을 위한 아시아와 유럽간 협력’이라는 주제로 개최되었다. 51개국 및 2개 지역협의체가 참석하는 대규모 회의인 관계로 전체회의에서는 참석 정상들이 사전에 신청하여 발언한다.
둘째 날인 17일(금) 오전에는 Retreat 세션이 개최되었다. 이번 Retreat는 ‘유럽과 아시아간 대화?협력 증진 및 ASEM의 미래’라는 주제로 개최되었다. Retreat 세션에서는 참석국 정상들이 회의 주제를 참고하여 원하는 이슈에 대해 자유롭게 발언하게 된다. 이번 ASEM 회의는 박 대통령 취임 후 첫 번째 참석으로 작년도 APEC, EAS에 이어 주요 지역간 협력 정상회의 참석을 사실상 완결한 것으로 평가된다. 금번 ASEM 참석 계기 대통령께서는 전체회의 발언을 통해 ‘유라시아 이니셔티브’를 유럽과 아시아 정상들에게 소개함으로써 이에 대한 이해를 제고하고 정상차원의 지지를 확대하였다. 또한 2016년 20주년을 맞는 ASEM의 재활성화에도 기여할 것으로 기대하고 있다. 우리는 ASEM 창설 회원국으로서 2000년 정상회의 개최 등 ASEM의 발전을 위해 적극 참여해 오고 있다. 그간 ASEM은 회원국 확대 및 다양한 국제이슈 논의 과정에서 설립당시의 목표였던 정치, 경제, 사회?문화라는 3가지 분야에서의 균형적 발전이라는 측면이 다소 희석된 측면이 없지 않다. 창설 20주년을 맞이하는 ASEM의 재탄생(rebirth), 그리고 재활성화(revitalization)를 위해 기여하는 계기가 될 것이다. 이를 위해 우리 정부는 ASEM차원에서 우리 주도로 이루어지고 있는 기존 사업들은 연장하여 보다 효율적으로 실시하고, 동시에 ASEM 활성화를 위한 신규 사업도 금년 정상회의 계기에 제시할 계획이다.

박근혜대통령, 교황 예방 및 이탈리아 공식방문
박근혜 대통령은 지난달 17일 오후 로마에 도착, 프란치스코 교황을 예방하고, 이어 나폴리타노 대통령과의 회담 및 렌치 총리와 만찬 정상회담 개최 등 이탈리아 공식방문 일정을 가졌다. 먼저, 박근혜 대통령은 지난 8월 교황 방한에 대한 답례로 교황청을 방문, 교황의 일반 알현장소인 바오로 6세 홀에서 프란치스코 교황을 예방하고, 단독 면담을 가졌다. 바오로 6세 홀은 영국 엘리자베스 2세 여왕과 페레스 이스라엘 대통령이 교황과 면담한 장소다.
이번 단독 면담에서 박 대통령은 지난 8월 프란치스코 교황의 성공적인 방한과 2개월만의 재회에 대한 소회를 나누고, 에볼라, 빈곤 등 국제문제, ‘가정의 중요성’을 주제로 바티칸에서 열리고 있는 세계주교회의 등에 대해 고견을 구하는 한편, 국제평화와 화해를 위한 교황의 헌신적인 노력에 사의를 표하고, 인류 공동체의 행복증진을 위한 협력방안에 대해 논의 및 한반도의 평화와 통일에 대한 교황의 관심과 기도를 다시 한 번 부탁했다.
프란치스코 교황 방한 후 두 달 만에 박 대통령이 세계 가톨릭교도의 본산인 교황청을 직접 방문하여, 세계적 종교 지도자인 교황을 다시 만나게 된 것은 이례적이며, 교황의 한반도와 한국 국민에 대한 각별한 관심을 재확인하는 계기가 될 것이다.
이어 박근혜 대통령은 이탈리아 공식 방문 일정에 나섰다. 한?이탈리아 간 1884년 수호통상조약을 서명한 이래 금년이 수교 130주년으로 양국은 지난 6월 밀라노에서 창조경제 비즈니스 포럼을 개최하는 등 정무?경제?문화 등 여러 분야에서 다양한 수교기념 행사를 개최해 오고 있다. 박 대통령은 먼저, 나폴리타노 대통령과 회담을 통해 이탈리아 측의 공식 방문 초청에 사의를 표하고, 이탈리아에서 금번 개최된 제10차 ASEM 정상회의의 성공적인 개최를 평가하는 한편, 양국 관계, 한?EU 관계, 한반도 및 지역 정세 및 국제협력 방안 등에 대해 협의했다. 나폴리타노 대통령은 지난 2009년 한?이탈리아 수교 125주년을 기념하여 이탈리아 대통령으로는 최초로 국빈 방한, 이명박 전 대통령과의 정상회담을 통해 당시 북핵문제 해결 지원과 양국에서 개최되는 여수 및 밀라노 엑스포에서의 협력 등에 합의한 바 있다. 이번 ASEM 정상회의에 참석한 유럽과 아시아 51개 회원국 중 주최국인 이탈리아를 공식 방문한 나라는 우리와 중국 2개국이다. 이탈리아는 오래 전부터 나폴리타노 대통령 명의로 우리 정상의 공식 방문을 요청하였다. 박근혜 대통령은 나폴리타노 대통령과의 회담에 이어 렌치 총리의 전용 영빈관인 Villa Doria Pamphili에서 만찬 정상회담을 가졌다.

President Park participated in The 10th Milano ASEM Summit Conference for two days from 16 last month. ASEM was established in 1996 and has been held every other year, and is the biggest regional association participated by top officials from 51 countries as well as EU and ASEAN. It pursues a balanced cooperation in politics, economy, and society & culture, and the 3rd Summit was held in 2000 in Seoul. For Park, it was the first ASEM to participate after her inauguration. The main participants of this year's ASEM include the Chancellor of Germany Angela Merkel, the Russian president Vladimir Putin, the prime minister of Japan Shinz? Abe, the premier of China Li Keqiang, and the French president Fran?ois Hollande.
The main subject this year was 'Responsible Cooperation for Sustainable Growth and Security'. 'The Connectivity Between Asia and Europe' was also expected to be focused on to strengthen the practical and friendly cooperations between Asia and Europe. The conference lasted for 2 days and had two plenary sessions and a retreat session. The subject of the first session was 'Promotion of Economic & Financial Cooperation by Connecting Asia with Europe', and the second session 'Cooperation Between Asia and Europe for Global Issues'. As it was a big summit conference with 51 countries and 2 regional associations' participation, each summit was required to book in advance to speak.
The subject of the retreat session was 'Promotion of Dialogue & Cooperation and Future of ASEM'. The summits were free to speak within the subject boundary. Park has completed her participation in the regional summit conferences of the year including APEC and ESA with ASEM as the last. In her speech, Park introduced 'Eurasia Initiative' to the summits and heightened its points, and expanded summit-level supports. Her points are expected to contribute to the revitalization of ASEM in 2016, the 20th anniversary. Korea is a founding member of ASEM and has been actively participating for the development of ASEM ever since. It is true that the ASEM's initial goal 'the balanced development in politics, economy, and society & culture' has become rather diluted. However, 2016 will be the year for the 'rebirth' and 'revitalization' of ASEM. For this, the Korean government is planning to carry out the projects at the ASEM level and to suggest new projects for ASEM's revitalization.

President Park visited Pope and Italy.
President Park arrived in Rome on 17 last month and started her official schedule by visiting the Pope, having a summit meeting with the Italian president Giorgio Napolitano, and holding a formal working dinner with Matteo Renzi. Park visited the Pope in return for his visiting Korea last August. She met Pope at Paul VI Hall in the Vatican and had a exclusive meeting. Paul VI Hall is the same place where Queen Elizabeth II and the former president of Israel Shimon Peres met with the Pope.
Park showed her gratitude for his visiting Korea and they discussed on Ebola, poverty and international issues. Park asked Pope's valuable opinions on The World Bishops Conference being held in the Vatican under the subject of 'The Importance of Family'. Park expressed her respect for Pope's devotion to world peace and reconciliation, and asked to pray for peace in the Korean peninsular and for peaceful unification.
It is unusual for a president to visit the Vatican within two months after the Pope's visiting the country. Therefore, this meeting was an occasion to reaffirm the Pope's special interest in the Korean people and the peninsular.
In succession, Park visited Italy. Korea and Italy tied diplomatic relations in 1884 and both countries have held various events in last June in Milano including Creative Business Forum to celebrate the 130th anniversary of diplomatic ties. Park thanked for Italy's invitation, and praised for successfully holding The 10 ASEM Summit Conference in Italy, and discussed on bilateral relationship, Korea-EU relationship, Korean peninsular & regional situations, and international Cooperations. The Italian president Giorgio Napolitano was the first Italian president to visit Korea in 2009 in commemoration of the 125th anniversary of diplomatic ties between the two countries and discussed with the former president Myungpark Lee on North Korea's nuclear issues and cooperation plan for Yeosu and Milano Expos. The ASEM Summit Conference was participated by 51 member countries from Europe and Asia, and only Korea and China had official meetings with Italy, the host country this year. Followed by the summit meeting with Giorgio Napolitano, Park held a formal working dinner with Matteo Renzi at Villa Doria Pamphili.
