박근혜대통령, 한.베트남 공동성명  

양국의 지속가능한 발전을 지원하기 위해 한-베트남 FTA 협상 연내 타결

   응웬 푸 쫑 베트남 공산당 서기장은 박근혜 대한민국 대통령의 초청으로 2014.10.1-4간 한국을 방문하였다. 방한기간중 쫑 당서기장은 10월 2일 박근혜 대통령과 정상회담을 가졌으며, 박 대통령 주최 공식 만찬에 참석하였다. 박 대통령과 쫑 당서기장은 1992년 수교 이래 양국 관계가 비약적으로 발전해 온 것을 높이 평가하고, 2009년 수립된 전략적 협력 동반자 관계를 포괄적으로 발전시키고 더 심화시킬 필요성을 강조하였다. 이를 위해 정치?안보, 국방, 경제통상, 사회문화, 지역 및 국제문제 등 다양한 분야에서 협력을 증진해 나가고자 하는 의지를 표명하였다. 이런 취지에서 양측은 새로운 시대에 양국 협력을 한 단계 높이기 위해 현재의 정부간 위원회를 활성화시킬 수 있는 방안을 모색해 나가기로 합의하였다. 양측은 정치?안보 분야의 협력 및 신뢰 강화를 위해 정부, 국회, 정당 등의 고위급 교류와 기존 협의 채널을 활성화하기로 하였다. 양측은 양국의 경제를 효율적으로 연결함으로써 양국의 지속가능한 발전을 지원하기 위해 한-베트남 FTA 협상 연내 타결 등을 통한 교역 및 투자 확대, 대형 인프라 건설, 노동, 산업, 농업, 금융 및 개발협력 등 양국간 진행중인 실질협력 사업의 원활한 이행과 확대발전에 합의하였다. 또한 양측은 상호 민간투자 촉진을 위한 투자환경 개선의 중요성에 공감하였다. 이와 관련, 베트남측은 한국 기업의 대 베트남 투자가 베트남 경제발전에 기여하고 있음을 평가하고, 베트남에서 한국 기업투자가 확대되도록 우호적인 여건을 조성하려는 베트남 정부의 의지를 표명하였다. 

양측은 양국 국민간 교류가 양국관계 발전의 견고한 기초라는데 인식을 같이하고, 교육, 과학, 문화, 스포츠와 관광 등 다양한 분야에서 교류를 증진시키기로 합의하였다. 아울러, 양측은 자국에 거주하는 상대 국민의 안전과 복지 증진을 위한 노력을 배가하기로 합의하였다. 특히 양측은 다문화가정이 양 국민간 가교로서 중요하다는 점에 주목하면서, 다문화 가정의 미래세대가 양국 청소년 교류에서 보다 적극적인 역할을 할 수 있도록 장려하기 위한 공동의 노력을 경주하기로 하였다. 한국측은 북한의 핵실험 위협 및 최근 탄도미사일 발사에 대해 심각한 우려를 표명하고, 북한의 핵 보유를 절대 용인할 수 없다는 점을 분명히 하면서, 북한이 핵 프로그램을 포기하여 평화와 번영의 길로 나올 것을 강력히 촉구하였다. 이와 관련, 양측은 2013년 한-베트남 공동성명을 재확인하면서, 북한이 유엔 안보리 관련 결의 및 6자회담 9.19 공동성명상의 약속을 완전히 이행할 것을 촉구하였다. 베트남측은 한반도 평화통일을 위해 대화를 촉진하고, 긴장을 완화하며, 지속가능한 평화를 구축하면서 동북아의 평화와 협력을 증진하려는 한국측 제반 구상에 대한 지지를 재확인하였다. 

양측은 평화와 안정을 유지하고 해양 안보?안전 및 항행의 자유를 보장할 중요성을 강조하고, 관련 당사국들이 이슈들을 국제법에 따라 평화적으로 해결하고, 2002년 Declaration on the Conduct(DOC)를 이행하며, Code of Conduct(COC)의 조속 타결을 위해 노력할 필요성이 있다는데 공감하였다. 양측은 한-ASEAN 대화관계 수립 25주년을 기념하여 12.11-12간 부산에서 개최되는 한-ASEAN 특별정상회의가 「한-ASEAN 전략적 동반자 관계」를 더욱 내실 있게 발전시키는 중요한 이정표가 될 것이라는데 인식을 같이 하였다. 베트남측은 응웬 떤 중 총리의 한-ASEAN 특별정상회의 참석 계획을 밝히고, 동 회의의 성공적 개최를 위한 협조를 약속하였으며, 한국측은 이에 사의를 표명하였다. 쫑 당서기장은 박 대통령과 대한민국 국민의 정중하고, 우호적이며, 세심한 환대에 사의를 표하였으며, 박대통령이 편리한 시기에 베트남을 다시 방문해 주기를 희망하였다. 박 대통령은 방문초청에 감사를 표하고 기쁘게 수락하였다. 

대통령, 와타라 코트디부아르 대통령과 정상회담 개최

박근혜 대통령은 코트디부아르 정상으로서는 최초로 공식 방한한 「알라산 드라만 와타라(Alassane Dramane Ouattara)」대통령과 7일 정상회담을 갖고, 경제, 개발협력, 교육 등 제반 분야에서의 양국간 우호협력 증진, 경제 분야 실질 협력 확대 방안 및 한반도 정세 등에 대해 의견을 교환했다. 이번 정상회담 개최는 박근혜 정부가 작년 우간다 및 모잠비크 대통령 등 아프리카 정상을 첫 번째 외빈으로 접수하고, 금년 9.23(화) 제69차 유엔총회 계기 개최된 한-우간다 정상회담에 이은 것으로, 우리 정부가 적극 추진하고 있는 ‘상생협력을 위한 새로운 아프리카 외교’ 노력의 일환이다. 코트디부아르는 아프리카 국가들 중 우리의 첫 수교국으로서 지난 1961년 수교 이래 우호 협력 관계를 유지해 오고 있으며, 특히 최근 들어 코트디부아르 고위급 인사의 방한이 활발해 지고 있다. 와타라 대통령은 IMF 부총재 재직시절과 자신의 대통령 당선 과정에서 가졌던 한국 및 한국인에 대해 좋은 인연을 가지고 있으며, 평소 단기간에 고도의 경제성장과 사회발전을 이룩한 모범국가인 한국과의 관계심화에 깊은 관심과 기대를 표명한 바 있다. 양국 정상은 양국간 통상?투자 등 경제 분야 협력 방안, 교육 문화 영사 협력 및 국제무대에서의 협력에 대해 논의했다. 

아울러, 박 대통령은 최근 한반도 정세를 설명하고 아프리카 정세 등에 대해서도 의견을 교환했다.

Korea-Vietnam FTA to be settled within the year for sustainable bilateral development.

The General Secretary of the Vietnamese Communist Party, Nguy?n Ph? Tr?ng visited Korea from 1 October 2014 to 4 October 2014. Trong had a summit meeting with Park and participated in the official dinner. Park and Trong highly praised that the relationship between the two countries has been growing by leaps and bounds since the ties in 1992, and emphasized on strengthening the strategic cooperation partnership established in 2009 between the two countries. For this, they expressed their will to promote cooperation in various fields such as politics, security, national defence, commerce, social culture, and regional & international issues. They also agreed to find ways for activating committees between the two governments. They agreed to activate an existing cooperation channel and high-level exchanges between the governments, national assemblies and political parties in order to strengthen the politics and security fields. They agreed to carry out and develop practical cooperation projects such as expanding trade and investment, constructing large scale infrastructure, labour, industry, agriculture, and finance through Korea-Vietnam FTA in order to support a sustainable development. They also agreed on the importance of improving the environment for private investments. Trong praised that the Korean companies' investments in Vietnam are contributing to the development of Vietnamese economy and the Vietnamese government will do their best to make friendly conditions for Korean corporate investments.

They agreed to promote exchanges in various fields such as education, science, culture, sports and tourism based on the fact that cultural exchanges are the basis of developing the relationship between the two countries. They also agreed to double the effort to improve the safety and welfare of the expatriates in both countries. They agreed to promote multi-cultural families as they will play an important role for youths exchanges in the future. Park expressed concern about North Korea's nuclear testing and ballistic missiles, and North Korea's obtain of nuclear weapons are not acceptable, and emphasized that they must give up the nuclear programmes for peace and prosperity. For this, both countries reconfirmed 2013 Korea-Vietnam Joint Statement, and called on North Korea to carry out their promise agreed on six-party talks at UN mandate and 19 September Joint Statement. Trong reconfirmed the Vietnam's support for South Korea's plans to promote communication, ease the tension and build a sustainable peace with North Korea for peaceful unification.

Park and Trong emphasized on maintaining peace and stability, and the importance of ocean security and freedom of voyage, and agreed that the related countries have to solve the issues according to the international laws, and to carry out 2002 Declaration on the Conduct(DOC), and to do their best to settle down Code of Conduct(COC) as soon as possible. By commemorating 25th anniversary of the Korea-ASEAN Dialogue Partnership, they shared the same thoughts that the Korea-ASEAN Special Summit from 11 December to 12 December in Busan will be a milestone for Korea-ASEAN Strategic Partnership. Trong promised to support and participate in the summit and Park showed her gratitude. Trong, in response, showed his gratitude to Korea's courteous, friendly and attentive hospitality and hoped that Park will visit Vietnam again on her convenience. Park thanked Trong and accepted his invitation.

President Park held a summit meeting with the president of C?te d'Ivoire, Alassane Dramane Ouattara.

President Park held a summit meeting on 7 October with Ouattara, who is the first president of the country to visit South Korea, and exchanged opinions on economic and educational development and cooperation between the two countries, and discussed about the situation on the Korean peninsular. The summit is part of her efforts for South Korea's African diplomatic relations followed by the Korea-Uganda summit meeting at the 69th UN General Assembly as well as inviting the president of Mozambique. C?te d'Ivoire is the first African country who tied a diplomatic relation with South Korea in 1961, and recently their high officials visits to Korea have been very active. Ouattara has been maintaining good relations with Korea since he worked as a vice-president of IMF and his country's presidential campaign, and revealed his interest and expectations about South Korea's rapid development. Both countries discussed about economic cooperations such as trade & investment, educational & cultural & consular cooperation, and international cooperation. In addition, Park explained about the situation on the Korean peninsular and exchanged the situation in Africa.
