이낙연 전남도지사, 일본 기업과 1억 달러 투자협약

이낙연 전라남도지사가 취임 이후 첫 해외 출장지로 일본을 방문, 24일 도쿄 뉴오타니 호텔에서 스미토모세이카(주) 우에다 유스케(上田 雄介)사장과 1억 달러 규모의 투자협약을 체결했다. 스미토모세이카(주)는 일본 오사카에 본사를 두고 기능성화학품, 정밀화학품 등을 생산하는 일본 내 대표적 정밀화학업체로, 여수국가산단에 고흡수성수지 제조공장을 2015년까지 설립한다는 계획이다. 전남도와 여수시는 스미토모세이카(주)가 일본 자국내 생산만 고집할 경우 리스크 분산이 어렵다는 판단 하에 해외 공장 후보지를 검토한다는 정보를 입수했다. 이후 투자유치 타깃 기업으로 설정해 애로사항 청취, 입지 선정 협의, 인센티브 제공 등 적극적인 투자교섭을 벌인 끝에 이번 이 지사 일본 방문을 계기로 투자협약을 이끌어낸 것이다. 이 지사는 일본 최대기업으로 손꼽히는 미쓰비시상사(주) 미야우치 다카히사(宮內 孝久) 대표 취체역을 따로 만나 미쓰비시(주)가 투자해 설립한 여수산단 닛소남해아그로, 광양제철소 PMC테크 지원 방안을 논의하고 추가 투자를 제안했다. 전남도에 진출한 일본 기업은 2014년 9월 현재 미쓰비시를 비롯해 미쓰이, 닛폰소다 등 69개 업체이며, 업종별로는 화학 13개(18.8%), 선박부품 12개(17.4%), 기계장비 11개(16%), 식품 7개(10%)등이 분포해 있다. 아울러 합작투자를 검토 중인 R기업, I기업, S기업 등 3개사 대표와 회동, 연말까지 최종적인 투자교섭을 마무리짓기로 협의했다. 이낙연 지사는 “언론사 재직 시 동경 특파원을 지내고, 국회의원 시절 한일의원연맹 간사장?수석부회장을 맡은 경험이 있어 일본 기업인의 정서를 누구보다 잘 이해하고 있다”며 “‘지일파’ 도지사를 믿고 안심하고 투자해달라” 고 당부했다. 

전라남도 사회적경제기업 육성 제도적 기반 마련 

전라남도가 민선6기 역점 시책인 사회적경제기업 육성을 제도화 한 ‘전남도 사회적경제 육성 및 지원조례’가 24일 도의회를 통과해 일자리 1만 개 창출을 위한 사회적경제기업의 체계적인 육성에 탄력을 받을 전망이다. 이날 도의회를 통과한 전남도 사회적경제 육성 및 지원조례는 사회적경제 통합지원센터 설치와 중장기 계획인 사회적경제육성 5개년 계획 수립 및 사회적경제 운영위원회를 구성하고, 사회적경제 활성화를 위한 생태계 조성 및 기반 마련을 전남도의 역할(의무)로 명시했다. 또한 일반 기업에 비해 취약한 사회적경제기업 지원 근거를 마련함으로써 사회적경제 발굴 육성에 더욱 활기를 띌 전망이다. 지난달 입법예고에서는 경실련 등 기관단체로부터 다양한 의견 수렴 과정을 거쳐 이번 조례안이 통과됐다. 이번 조례엔 사회적경제기업으로 사회적기업과 마을기업, 협동조합, 자활기업 등이 포함됐다. 전남도는 사회적경제 육성조례를 기반으로 앞으로 민선6기 4년 동안 1천 개의 사회적경제 기업을 육성해 일자리 1만 개를 만들어 지역경제에 활력을 불어넣을 계획이다. 이를 위해 4대 육성전략과 16개 핵심과제를 선정해 역점적으로 추진할 계획이다. 먼저 통합센터, 육성기금 등 사회적경제 통합지원체계를 구축하고, 창업학교 등을 통한 전남형 사회적경제기업를 적극적으로 발굴해 육성하며, 공공구매 활성화 등 사회적경제 시장 확대를 통한 자립 기반을 구축할 계획이다. 또한 대기업, 공기업 등 사회공헌사업(CSR) 등 사회적경제생태계 조성으로 고용 창출 역량을 높일 방침이다. 특히 신규 발굴뿐만아니라 기존 사회적경제 기업에 대해 경영컨설팅 지원, 판로 개척 등 지속적인 사후 관리를 통해 사회적?마을기업 등이 휴?폐업하는 사례가 없이 자립하도록 지원키로 했다. 한편 전남도가 9월 현재까지 지정 육성한 사회적경제 기업은 578개(사회적기업 109?마을기업 162?협동조합 203?자활기업 104)이며, 경기도 등 7개 시도가 사회적경제 통합지원조례를 제정해 운영하고 있다.

Jeonman governor Lee Nak-yeon, visited Japan as his first foreign designation after taking office, and on 24 signed an MOU with President Ueda Yusuke of Smimotoseika Co., Ltd. to induce investment of 100 million dollars at New Otani Hotel, Tokyo. Smimotoseika, an Osaka-based precision chemical company representing Japan and producing functional and precision chemicals, is planning to establish a factory for manufacturing high-absorption resin at Yeosu National Industrial Complex by 2015. Jeonnam-do and Yeosu city had obtained information that Smimotoseika was reviewing the possible land for its overseas factory thinking it would be difficult to hedge risks in case of insisting on domestic production only. Then, by setting it a target enterprise for inducing investment, the province engaged in positive negotiation for investment including listening to their difficulties, conference on possible future locations, and presentation of incentives, Governor Lee drew the investment agreement on this opportunity of visiting Japan. Governor Lee separately met head coordinator Miyauchi Dakachi of Mitsubishi, one of the biggest enterprises in Japan, discussed plans to support Yeosu Industrial Complex Nisso Namhae Agro Co. and Gwangyang Still Mills PMC Tech established by Mitsubishi, proposing an extra investment. There are 69 companies launched in Jeonnam-do, including Mitsubishi, Mitsui, Nippon Soda, etc. as of September 2014 in distribution of 12 chemical (18.8%), 12 shipping parts (17.4%),, 11 mechanical equipment (16%), and 7 food (10%). Together with this, the governor met presidents of three companies ? R, I, S ? in review of joint venture, agreed to end the final investment negotiation by the end of this year. Governor Lee Nak-yeon asked, “While working for media I served as Tokyo correspondent, and as a lawmaker, I took on the head and executive vice president of Korea-Japan lawmaker league. Because of this, I am sure I am best aware about the sentiment of Japanese entrepreneurs. Be reassured to invest believing on the governor with a good understanding of Japan.”      

Prepares institutional basis for rearing social economy enterprises in Jeonnam-do  

‘Ordinance for rearing and support of social economy enterprises in Jeonnam,’ prepared from the province’ focal policy in the 6^th term of popular election, on 24 passed through the provincial assembly to stimulate their systematic rearing for creating 10,000 jobs. This act included installing integrated support center, setting up the five-year plan for rearing social economy as a mid-and long-term plan and steering committee, specifying the provincial role (obligation) of making ecosystem for its activity and preparing foundation. Besides, by making the basis for supporting social economy enterprises weaker than ordinary ones, this ordinance is expected to heat up excavating and rearing social economy. This bill came out from the proposed ordinance in the process of collecting diverse views from institutions and organizations, such as the Citizens Coalition for Economic Justice, last month. This time, the ordinance included social enterprise, village enterprise, cooperative, self-support enterprise, etc. as social economy enterprise. Based on the ordinance for rearing social economy, Jeonnam-do is planning to instill vitality to local economy by rearing a thousand social economy enterprises for the coming 4 years of the 6^thpopular election and creating 10,000 jobs. To that end, they will select and push for four major rearing strategies and sixteen core projects with concentration. They are going to, first, construct an integrated support system for social economy including the integration center, rearing fund, then positively excavate and rear Jeonnam-suited social economy enterprises through startup school, etc. and build the basis for self-support through expanding the market of social economy by activating public purchase, etc. They will also make the ecosystem of social economy, such as a large enterprise, public enterprise, CSR, etc., to increase the capability of creating employment. Especially, they have decided to support social and village enterprises for self-reliance without causing suspension or abolishment of business through continued post management, such as support for management consulting and advancing into the market etc., on the existing social economy enterprises, in addition to new excavation. In the meantime, there are 578 social economy enterprises (109 social enterprises, 162 village enterprises, 203 cooperatives, 104 self-support enterprises) designated and reared by Jeonnam-do up to this September, while 7 cities and provinces, including Gyeonggi-do, are operating them by enacting integrated support ordinance for social economy.
