Lee Nak-yeon, Jeonnam governor, signs an agreement with a Japanese enterprise to induce investment of $100 million. 


Jeonman governor Lee Nak-yeon, visited Japan as his first foreign designation after taking office, and on 24 signed an MOU with President Ueda Yusuke of Smimotoseika Co., Ltd. to induce investment of 100 million dollars at New Otani Hotel, Tokyo. Smimotoseika, an Osaka-based precision chemical company representing Japan and producing functional and precision chemicals, is planning to establish a factory for manufacturing high-absorption resin at Yeosu National Industrial Complex by 2015. Jeonnam-do and Yeosu city had obtained information that Smimotoseika was reviewing the possible land for its overseas factory thinking it would be difficult to hedge risks in case of insisting on domestic production only. Then, by setting it a target enterprise for inducing investment, the province engaged in positive negotiation for investment including listening to their difficulties, conference on possible future locations, and presentation of incentives, Governor Lee drew the investment agreement on this opportunity of visiting Japan. Governor Lee separately met head coordinator Miyauchi Dakachi of Mitsubishi, one of the biggest enterprises in Japan, discussed plans to support Yeosu Industrial Complex Nisso Namhae Agro Co. and Gwangyang Still Mills PMC Tech established by Mitsubishi, proposing an extra investment. There are 69 companies launched in Jeonnam-do, including Mitsubishi, Mitsui, Nippon Soda, etc. as of September 2014 in distribution of 12 chemical (18.8%), 12 shipping parts (17.4%),, 11 mechanical equipment (16%), and 7 food (10%). Together with this, the governor met presidents of three companies ? R, I, S ? in review of joint venture, agreed to end the final investment negotiation by the end of this year. Governor Lee Nak-yeon asked, ¡°While working for media I served as Tokyo correspondent, and as a lawmaker, I took on the head and executive vice president of Korea-Japan lawmaker league. Because of this, I am sure I am best aware about the sentiment of Japanese entrepreneurs. Be reassured to invest believing on the governor with a good understanding of Japan.¡±      


Prepares institutional basis for rearing social economy enterprises in Jeonnam-do  


¡®Ordinance for rearing and support of social economy enterprises in Jeonnam,¡¯ prepared from the province¡¯ focal policy in the 6th term of popular election, on 24 passed through the provincial assembly to stimulate their systematic rearing for creating 10,000 jobs. This act included installing integrated support center, setting up the five-year plan for rearing social economy as a mid-and long-term plan and steering committee, specifying the provincial role (obligation) of making ecosystem for its activity and preparing foundation. Besides, by making the basis for supporting social economy enterprises weaker than ordinary ones, this ordinance is expected to heat up excavating and rearing social economy. This bill came out from the proposed ordinance in the process of collecting diverse views from institutions and organizations, such as the Citizens Coalition for Economic Justice, last month. This time, the ordinance included social enterprise, village enterprise, cooperative, self-support enterprise, etc. as social economy enterprise. Based on the ordinance for rearing social economy, Jeonnam-do is planning to instill vitality to local economy by rearing a thousand social economy enterprises for the coming 4 years of the 6thpopular election and creating 10,000 jobs. To that end, they will select and push for four major rearing strategies and sixteen core projects with concentration. They are going to, first, construct an integrated support system for social economy including the integration center, rearing fund, then positively excavate and rear Jeonnam-suited social economy enterprises through startup school, etc. and build the basis for self-support through expanding the market of social economy by activating public purchase, etc. They will also make the ecosystem of social economy, such as a large enterprise, public enterprise, CSR, etc., to increase the capability of creating employment. Especially, they have decided to support social and village enterprises for self-reliance without causing suspension or abolishment of business through continued post management, such as support for management consulting and advancing into the market etc., on the existing social economy enterprises, in addition to new excavation. In the meantime, there are 578 social economy enterprises (109 social enterprises, 162 village enterprises, 203 cooperatives, 104 self-support enterprises) designated and reared by Jeonnam-do up to this September, while 7 cities and provinces, including Gyeonggi-do, are operating them by enacting integrated support ordinance for social economy.
