◆ 전라남도 강소기업 탐방
국내 전복 양식과 전복 대중화의 선도기업 ‘영신테크’
오영탁 대표, 장기 기증 및 인체조직 기증을 통해 진정한 삶을 보여줘
지난 30일 전남 완도군은 중소기업청에서 실시한 우수지역특구 평가에서 완도전복산업특구가 최고상인 대상을 차지했다고 밝혔다. 완도군에 따르면 지난 2009년 지정된 완도전복산업특구가 지난 2011년부터 3년 연속 우수특구로 선정된데 이어 올 해에는 대상으로 선정돼 상사업비 2억 원을 수상했다. 완도군은 전국 생산량의 81%를 차지하는 전복을 특화품목으로 활성화하기 위해 특구지정 이후 전복연구소 건립과 수산벤처대학 운영, RIS사업을 통한 기능성 전복제품 개발 등에 나선 결과 지난 해 4900억 원의 매출 실적을 올렸다고 덧붙었다. 하지만 완도 사람이라면 누구나 아는 또 다른 진실이 있다. 완도전복산업의 발전을 위해 숨은 공로자가 바로 영신테크의 오영탁 대표라는 사실을 말이다.
완도 어민들에게 절박했던 양식 전복 기자재 개발에 앞장 서
오영탁 대표가 전복 양식에 관심을 갖기 시작한 것은 1992년의 일로 완도군이 새로운 수익모델을 찾아 고민하던 시기였다. 1980년대만 하더라도 완도는 국내에서는 유일하게 김이 생산되는 곳이었다. 하지만 주민 대부분이 무분별한 김 양식에 뛰어드는 바람에 갯병이 생겨나기 시작하고, 뿌리부터 썩기 시작한 김들이 떠내려가 버리는 등 김 사업의 미래가 불투명해져 버렸다. 이후 김 양식을 하던 사람들은 완도를 떠나 인근의 해남, 진도, 고흥으로 진출하여 사업을 펼쳐나갔고, 교통조건이 좋지 않았던 완도의 김 사업은 더욱 경쟁력을 잃고 말았다. 오랜 시간 김 양식으로 생계를 이어왔던 완도는 타 지역에 비해 생선 잡이에 대한 노하우도 부족했고, 농사를 대규모로 지을 수 있는 환경도 아니어서 주민들의 근심이 날로 커져만 갔다. “김 사업을 대체해 전복 양식으로 돌파구를 마련하려는 시도가 있었는데, 문제는 전복 양식에 필요한 기자재가 없다는 것이었죠. 그래서 저희 쪽에 기자재 개발에 대한 의뢰가 들어왔는데, 어민들의 생계와 완도군의 미래를 만드는 일이라는 생각에 기꺼이 개발에 착수하게 되었습니다.”
영신테크는 원래 건축자재를 주로 개발해 왔던 업체로, 전복 양식에 대해서는 전문적인 지식을 갖고 있지 않았다. 오 대표는 발품을 팔아가며 시장 조사를 하고, 연구의 연구를 거듭하여 기자재를 하나씩 개발해 나갔다. 그렇게 완성된 혁신적인 전복양식 가두리는 전복 양식의 붐을 일으키며 오늘날 전복 대량양식의 기틀을 마련하는 단초가 되었다. 마침 수산과학기술원의 전복 종묘 개발 사업이 성공하면서 전복 양식 사업은 더 큰 날개를 달게 되었다. 영신테크가 양식 전복 기자재를 개발하기 이전에는 연간 26톤이던 전복생산량이 지난해 기준 8825톤으로 급증했고, 수출량 또한 1329톤으로 크게 늘어났다. 이는 세계 2위 수준의 전복 생산량으로 20년 만에 이룩한 눈부신 성과가 아닐 수 없다. “당시에는 전복 양식이 이렇게 규모가 커질 줄은 몰랐습니다. 그저 누군가에게 간절한 하지만 누구도 도전하지 않는 제품을 개발한다는 것 자체에 희열을 느끼고 보람을 찾았던 것 같습니다.” 영신테크는 독자적인 기술력을 인정받아 평파판과 셀타 등을 일본과 호주에 수출하는 쾌거를 거두었다.
세상에 꼭 필요한 사람이 되라는 부친의 가르침을 따르는 삶
전복 양식 사업이 눈부시게 발전했고 생계를 걱정했던 어민들도 상당한 부를 축적하게 되었지만, 더 좋은 제품을 개발하면 할수록 오 대표는 씁쓸한 마음을 감출 수가 없었다. 피나는 인고의 세월을 거쳐 자신이 완성해낸 결과물을 단순 카피하는 업체들이 생겨났기 때문이다. 수많은 특허장들도 짝퉁 제품들 앞에서는 무의미한 종잇장에 불과했다. “처음에는 법정 싸움을 하기도 했죠. 하지만 재판 과정도 고난의 연속인데다가 승소한다고 해도 보상받을 길이 없더라고요. 그저 금형이라도 회수한 걸로 만족하자 싶었는데 경쟁업체들은 똑같은 금형을 똑 만들어내 카피제품을 쏟아내기 바빴습니다. 억울하다는 생각만으로는 사는 게 사는 게 아니어서 어느 순간 그 모든 것을 끌어안고 적을 두지 않고 살기로 마음먹었죠.” 그럼에도 불구하고 그는 오늘도 어민들에게 더 편리한 제품, 전복 생산량을 더 극대화해 줄 제품을 만들기 위해 연구에 매진하고 있다. 최근에는 중국의 대규모 전복 양식장을 찾아 시장조사를 실시하기도 했다. 신제품이 나오게 된다면 현재 30여개로 추산되는 전복 양식 기자재 후발업체들은 또 카피제품을 쏟아낼 것이다. 하지만 분명한 사실은 완도를 향한 또 어민들을 향한 그의 진정성 하나만큼은 결코 모방할 수 없다는 것이다.
한편 오 대표는 16년 전부터 매달 불우어린이재단에 기부를 이어오며 나눔 활동을 펼쳐왔다. 2001년에는 이러한 공로를 인정받아 어린이돕기지원재단위원회 위원장으로부터 고문으로 위촉되기도 했다. 또한 장기 기증 및 인체조직 기증에 가입한 그는 인체조직 홍보대사를 자처하며 더 많은 사람들의 동참을 독려하고 있다. “사후에 장기기증으로 9명을 살리고, 인체조직기증으로 수백 명을 살릴 수 있다고 하니 이보다 더 의미 있는 일이 어디에 있겠습니까? 저는 앞으로도 세상에 꼭 필요한 사람이 되어야 한다던 부친의 가르침에 따라 힘든 우리 이웃들에게 따뜻한 손 내밀 수 있는 기업인으로 남고자 합니다.”
특히 오대표는 젊은이들에게 살아 있는 정신을 강조한다. 부모가 자식에게 많은 재산을 물려주기보다는 가치관과 지혜, 살아 있는 정신이 더욱 필요하다고 말했다.
20년 전 그가 전복 양식 기자재 개발에 착수하지 않았다면 혹은 수많은 시행착오 끝에 기자재 개발을 포기했더라면 지금의 완도는 어떻게 됐을 것이며 우리나라 어업의 미래는 어떠했을까? 온 국민이 몸에 좋은 전복을 사시사철 부담 없이 즐길 수 있도록 전복 대중화에 앞장 서 온 그의 외길 인생에 존경의 마음을 담아 박수를 보낸다.

of abalone and its farming in Korea.

Wando county, Jeonnam, announced on 30 last month that Wando Abalone Industry Special Zone won the first prize at the Outstanding Areas of Special Zone Assessment hosted by The Small and Medium Business Administration. According to Wando county, Wando Abalone Industry Special Zone was appointed in 2009, and chosen as an Outstanding Areas of Special Zone three times since 2011, and won the first prize this year, and received 200 million won($180,000). Wando county added that their abalone takes 81% of nation's production, and in order to make it as the specialized item, they built The Abalone Research Center, and is running The Marine Products Venture University, and developed functional abalone products, and as a result they achieved the sales of 490 billion won($460 million) last year. However, there is another truth which everybody in Wando knows. The truth is that the hidden contributor behind the development of Wando abalone industry is Youngtak Oh, the CEO of Youngshin Tech.
Led the development of abalone farming equipments for Wando people who desperately needed them.
Oh started to have an interest in abalone farming from 1992 when Wando county started looking for a new revenue model. Up to 1980, Wando was the only place in Korea where seaweed was produced. But as most residents recklessly jumped into the business, there outbroke white blight disease that rotten the roots, and as the result the future of the industry was clouded. Subsequently, people left Wando to Haenam, Jindo, and Goheung in the hope of finding a new business, and with bad traffic conditions, Wando's seaweed industry had lost its competitiveness. The residents did not have any know-how of fishing or agriculture, and they were getting worried. "There was a try for abalone farming to get through the hardship but there wasn't an equipment for it. So they asked us to make the equipments, and we thought that might decide the Wando's future, and started to make" said Oh.
Youngshin Tech originally made building materials and did not have professional knowledge about abalone farming equipments. Oh then started to research the market and developed an equipment one by one and they eventually became the foundation for massive abalone farming. Luckly, Korea Institute of Ocean Science and Technology succeeded the project of developing abalone seed and seeding in time, and it boosted the industry. The total production of abalone before Youngshin Tech developed the equipments was 26tons yearly, but was 8825tons last year, and also the export was increased to 1329tons. This figure put them in the second rank in the world's abalone production and it was a brilliant achievement after 20 years. Oh said "we didn't know the industry would grow up this much bigger. We were just excited to develop something which nobody wants to do." Youngshin Tech was recognized since then and exported Pyeongtapan and Cellta to Japan.
Following father's will to become a man the world needs.
The residents were happy due to the prospering industry but the more Oh developed a product the more Oh became bitter. Because there opened many similar companies who were copying his painstaking developments. Numerous patents were useless in front of the fake ones. "I took the case to the court at first. But the legal process was a pain in the neck and even if I won there was no way I could get compensated. I was just satisfied that I retrieved a mold at least but then the other companies were busy copying it. Then I decided not to make enemies any more as it was ruining my life" said Oh. Nevertheless, Oh is exerting his efforts to research and develop new products for the residents. Recently, he visited a massive abalone farming site in China to research the market. If Oh develops a new equipment, about 30 copying companies will copy it again. But what they cannot copy is Oh's truthful heart for caring the residents.
Meanwhile, Oh has been donating for disadvantaged children for 16 years. Oh was recognized for his good deeds and appointed as the advisor of Children Supporting Committee from the chairman of the committee in 2001. He also registered for Korean Network of Organ Sharing and is active as the honorary ambassador to encourage people's participation. Oh said "where can there be more meaningful deeds when I can save 9 people with my organs and hundreds of people with my human tissues? I want to follow my father's will to become a man the world needs." Oh emphasizes living spirit to young people. He said it is more important for the parents to transfer value, wisdom, and living spirit to their children than to give away their fortune.
What would have happened to Wando and the future of Korea's fishing industry if Oh did not develop the equipments or gave up doing it 20 years ago? Power Korea gives a warm clap and shout to Oh who has been leading the popularization of abalone so that the nation can enjoy abalone through out the year.
