학교 밖 청소년, 전용 자유공간에서 꿈을 키우다
여성가족부 김희정 장관과 렛츠런재단은 지난달 9월 17일 15시에 인천광역시 남구 청소년상담복지지원센터에서 학교 밖 청소년 지원을 위한 업무협약(MOU)을 체결한다.
이번 협약으로 여성가족부는 인천광역시 남구를 포함한 전국 5개 지역에 학교 밖 청소년들이 자유롭게 이용할 수 있는 열린 전용공간을 마련하고, 대안적 교육을 받을 수 있도록 다양한 프로그램을 제공 수 있게 되었다. 이번 협약은 학교를 떠난 청소년들이 원하는 교육을 받거나 또래집단을 형성하기 어렵고 활동할 공간이 부족한 점을 개선하기 위해 민관협력의 일환으로 추진하게 되었으며, 새로운 지원모델을 제시했다는 점에서 큰 의미가 있다.
이와 더불어 여성가족부는 올해 5월 제정된 ?학교 밖 청소년 지원에 관한 법률?(’15.5.29. 시행)에 따라 매년 6~7만명 이상 발생하고 있는 학교 밖 청소년들이 건강한 사회구성원으로 성장할 수 있도록 종합적?체계적인 지원정책을 마련해 나갈 계획이다. 지금까지는 학교 밖 청소년들이 자신의 적성에 맞는 진로를 찾아 학업복귀(검정고시, 복교 등)나 사회진입(직업체험, 취업연계 등)을 돕는 두드림(청소년 자립)?해밀(학업 복귀) 프로그램을 전국 54개 지역에서 시행하고 있다. 보다 체계적인 지원을 위해 내년 초 여성가족부에 ‘(가칭)학교밖청소년지원과’를 설치하고, 제정법이 시행되는 5월말에는 ‘학교 밖 청소년 지원센터’를 전국에 신설하여 학교를 떠나는 청소년들이 초기부터 상담, 교육, 취업, 자립에 관한 다양한 지원을 받을 수 있는 시스템을 구축할 계획이다. 여성가족부는 불가피한 이유로 학교 안에서의 학업을 중단한 청소년들이 학교 밖에서 소외되지 않고 계속 꿈과 소질을 키워 나가며 미래 우리사회의 건강한 주역으로 성장할 수 있도록 적극 지원해 나갈 계획이다.
여성·아동 폭력 방지 공익 광고물, KT 올레 TV에서 방영한다
여성가족부 김희정 장관과 KT 황창규 회장은 지난달 9월 3일 ‘여성?아동폭력 방지 및 인권보호 문화 확산’을 위한 업무협약(MOU)을 체결하였다. 이번 협약은 가정에서 쉽게 접할 수 있는 인터넷 TV*를 통해, 여성?아동 폭력에 대한 심각성을 알리고 국민의 인식을 개선하기 위해 추진된다. 이날 협약식에는 여성가족부 권용현 차관과 KT 글로벌 & 엔터프라이즈(Global & Enterprise) 신규식 부문장 등이 참석했다. 이번 협약을 통해 여성가족부는 폭력방지 공익 광고, 홍보 영상 및 영상 공모전 선정작 등 우수 영상물을 제작하여 KT에 제공하고, KT는 여성가족부가 여성?아동 폭력에 대한 일반국민의 감수성을 높이기 위해 제작한 공익 광고를, 올레(olleh) TV의 초기화면 실행 후 또는 VOD(다시보기 등) 프로그램의 시작 전에 실시간으로 송출한다. 또한, IPTV 내 별도의 상영관을 마련하여 여성·아동 폭력 예방에 관한 각종 영상물을 홍보하기로 하였다. 신규식 KT 부문장은 “여성?아동에 대한 폭력이 개인·가정의 문제에 국한되는 것이 아니라 사회적 문제로 확산될 수 있다는 데 인식을 같이 하고, KT가 가지고 있는 기존의 시스템을 통해 여성?아동 폭력의 예방으로 건전한 사회 문화가 정착될 수 있는 인식개선 사업에 참여하게 된 것을 뜻 깊게 생각한다.”라고 하였다.
권용현 여성가족부 차관은 “수백만명의 IPTV 가입자를 보유한 KT와의 협력으로, 일반 국민이 손쉽게 가정에서 폭력 예방 및 인식개선 영상을 볼 수 있게 되었다.”며, “여성가족부는 앞으로도 여성?아동폭력 인식 개선을 위한 다양한 홍보 영상을 제작하고 국민들이 보다 쉽게 접할 수 있는 공공?민간 기관의 홍보 매체를 적극 활용하여, 국민의 감수성을 제고할 수 있는 정부정책을 전달하고, 아동?여성이 안전하고 건강한 사회가 될 수 있도록 노력하겠다.“라고 하였다.
The youths outside school raise their dreams in their exclusive free zones.
Heejeong Kim, the minister of Gender Equality and Let's Run Foundation signed a MOU on 17 last month at Namgu Youth Counselling & Welfare Center, Incheon city, to support the youths outside school. They will build 5 exclusive open spaces nationwide including Namgu, Incheon, for the youths to use the spaces freely, and they will also provide various programmes for them. The purpose of the agreement is to improve the reality that there are not many spaces for the youths to get education or to form a peer group outside school. It is meaningful that they suggested a new supporting model for the youths.
In accordance with 'the Law on Supporting the Youths Outside School' (to be enforced on 29 May 2015), the Ministry of Gender Equality is planning to introduce a total and systematic supporting policy for those 6~7 thousand youths occuring every year so that they can grow as healthy members of the society. Up to now, the ministry has been carrying out Dodolim(youth independence/founding a job) and Haemil(returning to school) programmes in 54 regions nationwide. In order to support systematically, the ministry will open 'Youths Outside School Supporting Department (provisional name)', and build 'Youths Outside School Supporting Center' by the time the law is enforced to provide counselling, education, getting a job, and being independent. The ministry will continuously support the youths who had to leave the school because of the circumstances beyond their control so that they are not alienated from the society.
Public campaign for preventing violence towards children and women is to be broadcast on KT's Olleh TV.
Heejeong Kim, the minister of Gender Equality and Changkyu Hwang, the chairman of KT signed a MOU on 3 last month for 'prevention of child abuse & violence against women and protection of human rights'. The agreement is to acknowledge the violence as a serious matter and improve public's awareness through internet TV which is easily accessible to the people at home. The agreement ceremony was participated by Yonghyun Kwon, the vice minister of Gender Equality, and Kyusik Shin, the head of KT Global & Enterprise. The ministry will produce advertisement materials including selected videos from the contest and KT will present them through Olleh TV before the programme such as VOD starts or right after the start-up screen, as well as a special channel in IPTV. Shin said "we agree that the violence is not only for personal or domestic matter but it can develop into a social problem. It is meaningful that KT is participating in the campaign." Kwon said "thanks to the cooperation with KT who has millions of IPTV subscribers, people now can easily watch the advertisement at home. The ministry will produce various publicity materials to prevent the violence and will use both public and private media to create better and healthier society."
