기재부, "성장동력 확충을 위한 조세체계 구축"

기획재정부는 지난달 18일 "기업경쟁력을 높이기 위한 기업규모별ㆍ생애주기별 맞춤형 세제지원 체계를 마련하겠다"고 밝혔다. 기재부는 이날 내놓은 '중장기 조세정책운용계획'에서 "기업의 성장과 함께 기업의 이익이 가계로 흘러들어가 가계소득과 소비를 활성화시키는 선순환 구조를 구축하겠다"며 이같이 강조했다. 앞서 기재부는 올해 초 국세기본법 개정에 따라 이번에 처음으로 5개년도 이상의 기간에 대한 중장기 조세정책운용계획을 수립했다.

중장기 조세정책운용계획은 △성장동력 확충을 위한 조세체계 구축 △과세형평성 제고 △안정적 세입기반 확보를 기본방향으로 삼고 있다. 우선, 기업경쟁력 제고를 위해 시장친화적 조세체계를 구축하고 기업규모별ㆍ생애주기별 맞춤형 세제지원 체계를 마련하기로 했다.  

기업의 소득이 개인의 소득으로 이어지고, 다시 소비를 통해 기업의 투자와 소득이 증가하는 선순환 구조를 유도한다는 방침이다. 미래 성장동력을 창출하고자 벤처기업 창업, 유망 서비스업 육성, M&A 활성화도 적극 지원한다. 기재부는 또한 과세형평성을 높이기 위해 과세 사각지대를 해소하고 자본이득에 대한 과세범위를 확대해 '소득수준에 따른 적정 세부담' 구조로 전환하기로 했다. 불법ㆍ편법적인 소득탈루가 발생하지 않도록 세원의 투명성을 높이고, 해외거래를 악용한 역외탈세에 대해서도 적극 대응할 계획이다. '부동산 거래세 보유세의 적정화'를 추진하는 한편, 부의 불균형을 시정하고 경제효율을 높이고자 상속증여세 제도도 합리화하기로 했다. 기재부는 이와 함께 비과세ㆍ감면의 경우 성과평가 등을 통해 정책목적을 달성했거나 정책효과가 미미한 제도를 우선적으로 정비하기로 했다. 다만, 중소기업이나 서민ㆍ중산층을 지원하는 제도는 유지하거나 점진적으로 정비할 계획이다. 

최 부총리, "실효성 있는 금연대책으로 흡연율 낮아져야"

최경환 부총리 겸 기획재정부 장관은 지난달 11일 "실효성 있는 금연대책으로 흡연율이 낮아져 국민건강이 증진될 수 있기를 기대한다"고 밝혔다. 최 부총리는 이날 정부서울청사에서 주재한 경제관계장관회의에서 "가격정책과 비가격정책을 모두 망라해 그동안 보건복지부를 중심으로 마련해온 '금연종합대책'에 대해 논의하고자 한다"며 이같이 말했다. 

그는 "흡연은 건강의 최대의 적이지만 우리나라 성인 남성의 흡연율은 44%에 육박해 경제협력개발기구(OECD) 국가 중 최고 수준이며 청소년 흡연율도 20%를 넘어가고 있는 실정"이라고 설명했다. 반면, "담뱃값은 지난 2004년 500원 오른 이후 10년 동안 동결돼 OECD 34개국 중 가장 낮고, 금연을 위한 상담ㆍ치료 등 사회ㆍ제도적 시스템도 매우 미흡하다"고 지적했다. 앞서 최 부총리는 최근 경제상황을 언급하며 "지난주 발표된 2분기 성장률이 전기대비 0.5%에 그쳐 7분기만에 최저치를 기록하는 등 경기회복세가 매우 미약한 상황"이라면서 "올해도 4개월도 채 남지 않은 만큼, 속도감 있게 정책을 실행하는데 온 힘을 다해야 한다"고 당부했다. 이어 "시행령과 시행규칙 등 정부 내 조치만으로 시행 가능한 사안은 물론이고, 국회에서의 입법 조치가 필요한 사항에 대해서도 제 때 처리될 수 있도록 비상한 노력을 다해야 한다"고 덧붙였다. 그는 "정치권에도 국회에서 잠자고 있는 민생법안이 조속히 처리될 수 있도록 간곡히 요청 드린다"며 "민생안정과 경제 살리기에는 내편ㆍ네편이나 여야가 따로 있을 수 없고, 시간이 우리를 기다려주지 않는다는 사실을 명심해야 한다"고 강조했다. 

Ministry of Strategy and Finance is to build tax system for expansion of growth engine

The Ministry of Strategy and Finance said on 18 last month that they will build a customized tax system for improving corporate competitiveness according to their size and life cycle. They introduced 'medium and long term tax policy plan' on the day and emphasized that they will build a good cycling system which can promote household income and consumption by making the profits of enterprises flow into households. In accordance with the revision of national tax system, they introduced the medium and long term tax policy plan for the period of more than 5 years. The basic direction of the plan is to build tax system for expansion of growth engine, to improve taxation equity, and to secure safe tax basis. To enhance corporate competitiveness, they decided to build market-friendly tax system and customized taxation support according to a company's size and life cycle. They will also support venture enterprises, promising service industry, and M&A in order to create future growth engine. In addition, they will solve taxation blind area to improve taxation equity, and turn the existing system into 'taxation according to income level' by expanding the scope of tax assessment on capital gains. They will counteract tax evasion and offshore tax evasion by improving transparency on source of tax revenue. They will push forward 'estate transaction tax and real estate holding tax', and rationalize inheritance and gift tax system to improve economic efficiency, and to rectify uneven distribution of wealth. They will preferentially modify systems which achieved policy objectives or have mere policy effect through result evaluation in the case of tax-free and exemption. However, the systems for small & medium companies and middle & working classes will be maintained or gradually modified.

Choi emphasized on reducing smoking rate by introducing practical measures

Kyungwhan Choi, the deputy prime minister and the minister of Strategy and Finance said on 11 last month that "we are expecting to improve national health by introducing practical measures for reducing smoking rate." In the economic ministerial meeting held at Central Government Complex in Jongno, Seoul, Choi said "we will discuss on comprehensive countermeasures against smoking which have been prepared by the Ministry of Health." 

Choi explained "smoking is the archenemy of health but the smoking rate of Korean adult male has reached 44% which is the highest among OECD countries, and the smoking rate of Korean youths also has reached over 20%. In contrast, tobacco prices stays the same since 2004 which was the year the price raised 500 won(45 cents) and it is the lowest among 34 OECD countries. We also have weak counseling and treatment systems for the smokers." 

Choi requested "the rate of economic growth in the second quarter stayed at 0.5% compared to last year which means it is the lowest in 7 quarters. We have to give our utmost efforts to implement the policy speedily as this year has only 4 months left." Choi added "we have to do our best for the necessary cases which need legislative action, as well as the cases of government's enforcement ordinance and regulations, to be processed on time." Choi emphasized "politicians should proceed public welfare bills as soon as possible and there is no my side or your side on revitalizing economy and public safety. We have to bare in mind that time will not wait for us."
