제주전통식품, 관광과 체험이 결합된 명소로 육성

제주특별자치도에 따르면 국립농산물품질관리원에서 전통식품 산업을 고부가가치 6차산업으로 육성하기 위해 추진하는 ‘전통식품 특성화 시범사업’ 대상자로 도내 “도구리영농조합법인”(대표 김은옥), “제주물마루된장학교”(대표 부정선) 2개소가 선정되어 국비 보조금 69백만원을 지원받게 되었다고 밝혔다. 이번 평가는 국립농산물품질관리원에서 각 지자체에서 추천한 20개 전통식품 품질인증 제조업체를 대상으로 서류, 현장심사 등 2단계 심사과정을 거쳐 최종 10개 업체(11개 사업)를 선정해 지원하기로 했다. 전통식품 특성화 시범사업은 전통식품 품질 인증업체를 대상으로 신규소득 창출, 6차산업화를 통한 지역경제 활성화로 전통식품 제조업 계승발전 토대를 마련하기 위하여 금년 처음으로 시행되고 있으며 선정된 전통식품 제조업체는 R&D, 브랜드 개발, 마케팅 등 업체별 맞춤형 지원을 통해 지원 효과 극대화 될 수 있도록 업체당 최고 39백만원(지원비율 : 총 사업비 90%, 자부담 10%)까지 사업비가 지원될 계획이다. 한편, 제주특별자치도에서는 제주지역 전통식품 활성화를 위하여 610백만원을 투자하여 시설 장비 현대화 지원 등 영세한 전통식품 제조업체의 생산기반을 조성해 나가고 있으며 앞으로도 전문가와 업체 등 전통식품 발전을 위한 다양한 의견을 수렴하여 제주를 대표하는 관광상품으로 육성하여 차별성 있는 체험·운영 프로그램 개발, 체험 학습장 조성, 지역의 관광코스 등과 연계하여 6차산업으로 발전시켜 나갈 계획이다.

지방세 개편에 따라 늘어나는 세수, 우선 복지예산에 투입된다.

제주특별자치도는 지난달 9월 15일자로 지방세 3법 개정안을 정부가 입법예고함에 따라 제주지역도 지방 재정 확충 효과가 최소 74억원 이상 발생할 것으로 전망하고 있으며, 늘어나는 세수는 우선 복지 재정수요에 긴급하게 투입할 계획이다. 이번 개편안은 지방자치 20년만에 처음으로 지방자단체와 지방재정 세제 관련 학회, 전문가 그룹 등의 참여하에 마련된 것이다. 이는 조세체계의 현실화와 조세형평성 확보에 중점을 둔 것으로써 이를 통해 지방 스스로 필요한 복지재원 등을 확충하는 자구 노력의 일환이 된 것으로 전망된다. 주요 개편안은 담배소비세 1,007원, 개인 세대주에게 부과되는 주민세 최소 7,000원, 자본금 100억원 이상 규모 법인에 대해 주민세 차등 부과, 영업용 자동차세는 3년간 연차적으로 인상되며, 재산세 세부담 상한제도에 대해서도 개선된다. 이번 세법개정안에 따라 내년도 제주지역 세수 증가액은 현재 추계되는 것만도 최소 74억원 이상 증가될 것으로 예상되며, 주택가격이 1억원 규모의 주택소유자이면서 세대주인 경우라면 주민세와 재산세를 합쳐 연간 3~4천원 정도 세금을 더 부담하게 된다. 이와 함께 제주특별자치도는 2008년 이후 도입된 기초연금, 양육수당, 장애인연금, 기초생활보장제도, 영유아보육료 등 다양한 복지제도로 인해 지방자치단체가 추가로 부담하는 복지비는 해마다 증가하는 반면, 주민세와 자동차세 등 상당수 지방세가 지난 10년~20년간 조정되지 않아 재정력은 점차 약화되고 있는 실정으로 더 이상 지방세 개편을 미룰 수 없으며, 이번 세제 개편으로 확보되는 재원은 취약계층 지원과 주민 안전 등 긴급한 재정수요에 최우선으로 사용될 것이다. 제주특별자치도에 따르면, 이번 세제 개편안이 그동안 기업환경의 성장 발전을 반영하여 대기업과 중소기업 등에 대한 세금이 차등화 되고, 불합리한 제도 개선 등으로 조세 형평성을 실현할 수 있을 것으로 보고 있다.

Jeju traditional food is to be tourist attraction.

Jeju Special Self-Governing Province revealed that Dogoori Farming Association(CEO Eunok Kim) and Jeju Moolmaru Deonjang School(CEO Jeongsun Bu) were chosen for Traditional Food Specializing Pilot Project, promoted by National Agricultural Products Quality Management Services. The project is to promote traditional food industry as the high value 6th industry and the chosen ones will get 69 million won($64,000) of government subsidy. National Agricultural Products Quality Management Services chose to support 10 enterprises(in 11 fields) through the second screening among 20 traditional food quality certification manufacturers recommended by local governments. The pilot project started from this year to prepare the ground for development of the traditional food manufacturing industry by creating new income and promoting the 6th industry among traditional food quality certification manufacturers. Those who were chosen will get customized supports in R&D, brand development, marketing as well as up to 39 million won($35,000) with the support ratio of 90% total business expense plus 10% self support per enterprise. Meanwhile, Jeju Special Self-Governing Province is creating production base for petty traditional food manufacturers by investing 610 million won($570,000) in modernization of facilities and they will also reflect opinions from experts and industry in order to promote it as a tour package. In addition, they will promote this into the 6th industry by developing management programmes, constructing experience centers, and linking them with regional tour courses.

Tax revenue increased by regional tax reform is to be used in welfare budget.

As the government announced revisions to 3 local tax laws on 15 last month, Jeju Special Self-Governing Province is expecting at least 74 billion won($72m) of their budget expansion and said that it will be used in welfare. The revisions were initiated by local governments, local tax societies and experts for the first time in the 20 years of local government history. The focus of the revisions is on the realization of tax system and tax equity and it will be a part of self-effort to secure local government's welfare budget. The revisions include tobacco consumption tax(1,007 won/$80cents), residence tax which is charged to private household(minimum 7,000won/$6), discriminatory imposition of residence tax to the corporations who have more than 10 billion won($9m) worth capital, gradual increase of auto tax during 3 years period, and improving tax cap on property tax. As a result, Jeju is expecting at least 74 billion won($72m) budget expansion, and those who have own a house worth 100 million won($98,000) will have to pay 3~4,000 won($3) more tax including residence and property tax. Jeju was in difficulty due to the welfare budget they had to pay for various welfare systems such as basic pension, home care allowance, the pension for the disabled, basic livelihood security system, and infant care allowance while their budget was getting weaker as the local tax such as residence tax and auto tax were not adjusted for last 10~20 years. Jeju predicted that the revisions will reflect the development of business environment so that the tax can be applied differently according to the size of a company, and it will also contribute to tax equity and improving the irrational systems.
