박근혜대통령, 기후정상회의 재정세션 공동의장 활동

유엔 기후정상회의에 참석중인 박근혜 대통령은 지난달 23일 오후 멕시코 니에또 대통령과 공동의장 자격으로 “기후재정(Finance) 세션”을 주재했다. 기후재정 세션은 노르웨이, EU집행위원장등 정상과 유엔 사무총장, 세계은행총재 등 국제기구 대표, BOA(미), Credit Agricole(프), BNDES(브) 등 각계 최고 지도자급 인사들이 참석, 기후변화 문제 해결을 위한 재원조성의 중요성 및 공공ㆍ민간 재원의 협력 방향을 모색하기 위해 개최되었다.

박근혜 대통령은 모두 연설을 통해 우선 기술과 시장이 중심이 되는 기후변화 대응이 중요하며, 경제시스템이 저탄소 기후탄력적으로 변화하기 위해서는 민간 자본을 통해 저탄소 인프라에 대한 투자를 확대하고, 관련 기술을 발전시켜 나가야 한다는 방향 등을 제시했다. 다만, 이러한 과정에서 정부가 기후변화에 대한 민간부분의 투자를 이끌어내기 위해 선도적 역할을 수행할 필요성이 있으며, 특히 민간부문이 새로운 녹색투자에 따르는 위험과 불확실성으로 인해 투자를 망설일 때 정부가 시장에 일관되고 분명한 메시지를 통해 투자여건을 조성할 필요성을 강조하였고, 특히, 다양한 인센티브와 정책 등을 통해 정부와 민간이 공동의 노력을 기울일 때 기후변화라는 지구적 규모의 도전이 새로운 가치와 시장, 일자리 창출의 기회로 바뀔 수 있다는 점을 강조했다. 박 대통령의 기후재정 세션 주재는 금번 기후정상회의의 가장 주목받는 분야인 기후재원 분야에서 선ㆍ개도국간의 가교로서 리더쉽을 발휘하고, 인천 송도에 GCF를 유치한 당사국으로서 GCF의 조기 재원 조성과 운영기반 마련을 촉진하는 의의가 큰 것으로 평가된다. 박 대통령은 금번 기후재정세션의 폐회사를 통해 이번 회의를 계기로 통해 민간부분 공공분야를 통틀어 약 200억불 수준의 재원이 공약되었음을 발표하였고 보다 많은 국가 및 민간의 참여를 초청했다. 이와 관련하여 우리정부는 GCF 유치국으로서 오전에 있었던 박 대통령의 기후정상회의 기조연설을 통해 총 1억불의 기여 계획을 발표한 바 있다.

박근혜대통령, 유엔 총회 계기 한-우간다 정상회담 개최

제69차 유엔총회 참석차 뉴욕을 방문 중인 박근혜 대통령은 지난달 23일 유엔 본부에서「요웨리 무세베니(Yoweri K. Museveni)」우간다 대통령과 정상회담을 갖고, 양국간 상생 우호협력 증진방안 및 국제무대에서의 협력방안 등에 관하여 협의했다. 박 대통령은 우간다가 유엔 총회 의장국을 맡게 된 것을 축하하고, 앞으로 국제평화와 ‘2015년 이후 개발목표’ 등 국제사회의 당면 과제를 해결하는데 중요한 역할을 수행하기를 기대한다고 했다. 양 정상은 작년 무세베니 대통령의 방한을 계기로 양국 관계가 다양한 분야에서 한층 강화되었다는 데 인식을 같이하고, 앞으로도 상호 파트너십을 더욱 발전 시켜나가기로 했다. 박 대통령은 최근 우간다의 제품이 한국에 많이 수입되면서 한국이 우간다의 주요 교역국으로 부상하고 있다고 하고, 우간다의 인프라 현대화 및 국책사업 분야에 한국 기업의 참여를 확대하여, 경제협력 강화를 확대해갈 것을 요청했다. 이와 관련, 박 대통령은 지난 1월 무세베니 대통령이 한국 기업이 수주한 교량건설 착공식에 직접 참석하여, 양국간 경제협력에 각별한 관심을 보여주었다고 하면서, 한국 기업이 인프라 건설 경험이 풍부하고, 세계적으로 실력을 인정받은 만큼, 우간다 국책 사업에 한국이 좋은 파트너가 될 것이라고 했다. 무세베니 대통령은 한국 기업이 나일강 교량 건설사업을 수주한 것을 기쁘게 생각한다고 하면서 한국의 경쟁력 있는 기업이 정유사업 입찰에도 참여하고 있는데 여타국 기업의 경쟁이 있기는 하지만, 한국 기업의 입지가 매우 강한 것으로 알고 있다고 말했다. 아울러, 박 대통령은 새마을 운동이 우간다 상황에 적용되어, 우간다 농업 잠재력을 극대화하도록 ODA 사업 등을 우간다 맞춤형으로 추진함으로써, 우간다 발전에 기여할 것이라 언급했다.

President Park participated in the UN Climate Summit and hosted 'Finance Session' with Pe?a Nieto, the president of Mexico, as a co-chairwoman. The session was held in order to find ways of securing finances for the climate change, and to find the direction for cooperations of public and private funding. It was participated by top officials including UN Secretary General Ban Ki-moon, the World Bank Chief, BOA(US), Agricole(France), and BNDES(Brazil). 

Park suggested in her opening speech that 'technology and market-centered climate change countermeasure' is important, and we have to expand the investment in low-carbon infrastructure so that the current economic system can adapt to that environment, and we also have to develop related technology.

Park emphasized that the governments need to take the leading role to attract private sector investments, and to provide consistent and clear investment environment in case the private sector hesitates to invest due to the danger and uncertainty in the green field. She also said that the challenge against climate change can only be turned into an opportunity of creating new jobs and value and the market when the governments and private sector work together based on a variety of incentives and policies. Park's hosting the session is of great significance in establishing the fund and foundation for its business management, and South Korea, as the country which invited GCF to Songdo, Incheon city, taking the bridge role between the developing and advanced countries. Park said in her closing speech that we were promised of $20 billion in both public and private sector as the result of the session, and asked more country and private sector's participation. In relation to this, the Korean government has announced their contribution of $100m through Park's keynote address before.

President Park held a Korea-Uganda summit meeting.

President Park held a summit meeting with Yoweri K. Museveni, the president of Uganda, on 23 last month at the UN Headquarters to promote the friendship and cooperation between the two countries while she was visiting New York to participate 69th UN General Assembly. Park congratulated Uganda for being the chaircountry of UN General Assembly, and expected that Uganda takes an important role to contribute to solving the current issues such as world peace and 'Development Goals After 2015'. Both presidents agreed that the bilateral relationship between the countries has been reinforced in various fields after Museveni's visit in Korea last year, and they strengthened the partnership. Park said that Uganda is rising as one of Korea's main trading countries as many products of Uganda have been imported to Korea recently, and asked Museveni to expand the Korean companies' participation in the Uganda's national projects. She added that Museveni participated in the ground-breaking ceremony of a bridge construction carried out by a Korean company last January, and Korea will be a good partner for Uganda's national projects as they have abundant experience in the infrastructure construction and have proved their capability. Museveni said that he is glad that the Korean company is carrying out the Nile River bridge construction and the company is also participating in the bidding for oil projects and he thinks that the Korean company has a strong point though there are other competitors. Park mentioned that the Korea's New Community Movement and the customized ODA(Official development assistance) projects will contribute to the development of Uganda.
