대우조선해양 ‘클로브 FPSO’, 해양플랜트 미래를 밝히다
토탈 社 선정, ‘2013년 안전 우수 사업장’
대우조선해양 고재호 사장이 건조한 초대형 부유식 원유생산저장하역설비 (이하 FPSO)가 아프리카 앙골라 현지에서 첫 원유생산에 들어가면서, 업계에 다시 한번 ‘해양플랜트 최강자=대우조선해양’이란 명성을 입증했다. 대우조선해양은 프랑스 토탈(Total) 社에 인도한 ‘클로브 FPSO’가 앙골라 현지에서 성공적인 원유 채굴을 알리는 ‘퍼스트 오일(First Oil)’ 및 ‘퍼스트 오프로딩(First Offloading)에 성공했다고 지난달 4일 밝혔다. 이 설비는 지난해 8월 옥포 조선소를 출발하여 앙골라에서 설치 및 준비 작업을 마친 뒤, 예상보다 빠른 6월 12일(현지시간) ‘퍼스트 오일’ 작업을 완료했다. 최근 국내 조선업계가 해양 프로젝트 건조 과정에서 적지 않은 어려움을 겪고 있듯 해양플랜트 건조경험이 가장 앞선다고 평가되는 대우조선해양이 건조한‘클로브 FPSO’도 1년 전 옥포 조선소를 출발하기 전까지는 내부적으로 일정 지연 등이 우려되는 등 진통을 겪은 것 또한 사실이다. 그러나 매일 새벽 이 프로젝트에 참여하고 있는 핵심멤버들이 회의를 열며 공정을 철저히 점검했고, 프로젝트에 참여하지 않는 직원들도 번갈아 가며 공정현장에 방문해 격려를 하는 등 혼연일체의 노력을 쏟으면서 결국 약속한 출항 일정을 지켜냈다. 이 같은 결과는 회사 구성원들에게 “해양플랜트도 수많은 EPC 프로젝트 경험을 축적한 결과, 이제 상선 수준의 수행 역량을 갖추게 됐다”는 자신감을 불러일으켰다. 실제로 고재호 사장도 2012년 대표이사 취임식 날 당시 옥포 야드에서 건조 중이던 이 프로젝트에 직접 승선하는 등 각별한 관심과 정성을 쏟았다. 고사장은 특히 지난달 26일엔 예고도 없이 앙골라 현지를 방문, 마무리 작업중인 클로브 FPSO에 전격 승선하여 현지에 파견 근무중인 86명의 직원들을 직접 격려하기도 했다. 조선사 최고 경영자가 해상 공사 현장을 직접 방문하는 것은 전례가 없는 일이나, 고 사장이 영업 수주 관련 해외 출장 길에 빠듯한 일정을 조정하면서까지 격려방문 시간을 마련했을 정도로 이 프로젝트의 성공 의미는 남달랐다. ‘퍼스트 오일’ 이 설비를 안전하게 유전에 연결한 후 첫 시험생산이라면, ‘퍼스트 오프로딩’은 채취 후 FPSO에 저장해 둔 원유를 원유운반선에 최초로 옮겨 싣는 작업을 뜻한다. 특히 퍼스트 오프로딩은 실제 이익이 창출되는 시발점으로, 주문주 입장에선 원유의 상업생산 및 이익 창출이 시작됐음을 의미하는 가장 중요한 이벤트다. 대우조선해양은 이를 조기에 달성했을 뿐 아니라, 이후 본격적인 오일 생산량 측면에서도 뛰어난 결과를 보여주는 등 설비 품질의 대해서도 완벽히 입증해냈다. 현재 오일 생산량은 6월보다 세배 이상 증가해 하루 약 7만 8,000 배럴, 누계 185만 배럴 이상 오일이 생산 되고 있다. 실제로 이 같은 성과 덕분인지 토탈 社의 클로브 담당 책임 임원이 정기인사 기간이 아닌데도 최근 특진 한 것으로 알려졌다. 앙골라 현지에서 파견 근무하는 대우조선해양 주영석 부장은 “지난해 이 맘 때만 해도 솔직히 어려움이 많다 보니 내부에서도 이 프로젝트가 ‘미운 오리새끼’가 되는 것 아니냐는 일부 우려도 있었지만, 불과 1년 뒤 당당히 주문주의 목표 일정까지 앞당기는 성과를 내면서 이제는 모두들 세계 최고의 해양플랜트 기술력과 자부심을 입증해준‘백조’ 프로젝트라고 자랑한다”고 말했다. 한편 ‘클로브 FPSO’를 통해 대우조선해양은 안전 측면에서도 세계 최고 수준임을 입증했다. 건조 과정 중 실시한 뛰어난 안전 활동을 인정받아, 토탈 社가 선정하는 ‘2013년 안전 우수 사업장’에 선정된 것. 더불어 대우조선해양은 작업시간 1400만 시간 동안 무재해 기록을 달성했고, 국내 최초로 ‘작업장 내 밀폐구역 실시간 관리 프로그램’을 클로브 FPSO 건조 과정에 적용하기도 했다. 토탈 社 관계자는 “셰일가스 붐 등으로 일부에서 해양 프로젝트에 대한 우려가 제기되고 있지만, 조선사가 성공적으로 프로젝트를 수행하는 한 해양 프로젝트의 미래는 여전히 매력적이다”고 말했다.

Jaeho Go, the CEO of Daewoo Shipbuilding & Marine Engineering (DSME), proved their fame one more time that 'the strongest offshore plants equals DSME", as 'Floating Production Storage & Offloading Unit (FPSO)', the ship they built, started producing crude petroleum in Angola, Africa. DSME announced on 4 last month that the ship they transferred to the French company TOTAL succeeded 'First Oil' and 'First Offloading' in Angola. FPSO left Okpo Shipbuilding Yard, Geoje city August last year, and finished installation and preparation in Angola, and completed 'First Oil' on 12 June (local time) earlier than expected.
Recently, Korea's shipbuilding industry is having difficulty in offshore projects and it is fact that until one year ago before the ship left Okpo Shipbuilding Yard, even DSME, which is acknowledged as the most advanced company in offshore plant shipbuilding experience, was having difficulty with their CLOV FPSO as there was a concern that the schedule might be delayed. However, the key members of the project overhauled the shipbuilding process, and even the members who had nothing to do with project visited the site to give their support. These efforts aroused confidence that they have performance competency at merchant ship level as a result of accumulating numerous experience of EPC Project in offshore plants. The CEO Jaeho Go gave special attention that he embarked himself in the project ship on the day of his inauguration in 2012. Go particularly visited the site in Angola without any notice on 26 last month and embarked on CLOV FPSO and encouraged 86 dispatched workers. It is unprecedented that the CEO of the top shipbuilding company visited the site, and his visiting, despite his tight schedule, meant that this project was something special.
If 'First Oil' is pilot production by installing the facilities in the oil field, 'First Offloading' is to transfer the oil, pumped and kept in FPSO, to oil carrier initially. Especially, First Offloading is the starting point to make profits and is the most important event for the orderer of the FPSO as the oil is officially being produced and thus earnings has started. DSME over-fulfilled this and perfectly proved quality of the facilities by showing its oil output. Currently, the oil output has increased three times more than it was in last June and they are producing about 78,000 barrels with the total amount of 185,000 barrels. Actually, an officer in charge of this project in the French company TOTAL has been promoted even though it is not the period of reshuffle, thanks to DSME and the results. Youngsuk Ju, the head of DSME in Angola said "last year at this time there was a concern among the staff that the project might turn out to be ugly duckling but now we're boasting it as 'swan project' that proved the technical skills and pride of our world's number one offshore plants as we finished the task even faster than originally scheduled just a year later." Meanwhile, DSME also proved themselves through CLOV FPSO as the highest level on the safety side in the world. DSME was credited for their safety measures during the process of the shipbuilding, and TOTAL chose DSME as '2013 Excellent Safe Workplace'. DSME accomplished no recorded injuries during 14,000,000 working hours, and also applied 'Enclosed Area Real-Time Management Programme in Work Place' to the process of CLOV FPSO building for the first time in Korea. An official of TOTAL said "Although there is a concern about offshore projects because of shale gas boom, the future of offshore projects are still attractive as long as shipbuilding companies proceed the projects successfully."
