21세기 전 세계는 육지와 천해지역의 자원이 점차 고갈됨에 따라 극지나 심해지역에서 천연가스 같은 자원을 채취하는 해양플랜트 산업의 붐이 일고 있다. 관련업계에 따르면 현재 우리나라는 현대중공업, 삼성중공업, 대우조선해양 등 세계적인 해양플랜트 건조사 주도로 전 세계 신규 공모 건조물량의 80% 이상을 수주하고 있으나, FPSO(부유식 생산저장 해양설비), 드릴쉽, Semi-Rig(반잠수식 시추선), LNG-FPSO(액화천연가스 부수유식 생산저장 해양설비)등의 해양플랜트 기자재의 경우 국산화율이 25%에 불가해, 주요 핵심기자재의 경우 북유럽이나 미국 등 기술 선진국의 수입에 의존하고 있는 실정이다. 이러한 실정에서 (주)오션엔지니어링의 김대현 대표는 고부가가치 해양플랜트 기자재산업의 국산화를 이루어내고 있는 장본인으로서, (주)오션엔지니어링은 해양조선 엔지니어링 부문 ISO 9001인증을 획득하여 드릴쉽 개조공사, FPSO 개조공사 관련 설계, 시운전 기술지원 등을 해외로부터 요청받는 세계적인 기술력을 확보한 강소기업으로 국내 해양산업의 발전을 선도하고 있다.

오션엔지니어링의 김대현 대표는 삼성에서 17년 근무했으며, 포스코에서 2년, 현대에서 3년 등의 국내 최고의 대기업을 모두 거친 엘리트다. 김 대표는 전자산업을 전공하였는데, 당시는 조선업에 비해 해양산업은 열악했다. 그러나 그는 해양산업이 미래핵심 산업으로 곧 다가올 것임을 예측해 해양산업에 뛰어들게 됐다. 해양산업의 설계를 하면서 Operation(감독)등을 겸해서 여러 분야를 두루 섭렵한 장점을 가지게 되었고, 그후 오션엔지니어링을 설립하기에 이른다. 2002년 설립 후 2009년에 법인으로 전환하면서 회사의 성장도 탄력을 받게 된다. 회사의 주요거래처로는 삼성중공업, 현대중공업, 대우조선해양 등이며, 세계적인 엔지니어링 업체인 테크닙(Technip)사에 등록된 국내 대기업 이외의 유일한 회사이다. 현재는 영국(BP QUAD204 FPSO Clair Ridgeplatform),노르웨이(STATOILCAT.J Jackup Rig), 말레이시아(PETRONAS/TECHNIP F-LNG), 브라질(ODEBRETCH PSLV) 등에서 발주해 현대중공업, 삼성중공업, 대우조선해양에서 건조중인 해양공사 관련 제품과 엔지니어링 서비스를 발주처에 직거래로 제공하며, 기술력과 품질을 인정받으며 기업의 가치를 높이고 있다. 또한 매년 미국 텍사스주 휴스턴에서는 OTC(Offshore Technology conference)라 불리는 세계 최대 규모의 해양플랜트 산업박람회가 열리는데, 전 세계 50여 개국, 2500개의 업체가 참가하는 해양 기술 콘퍼런스인 OTC에 오션엔지니어링도 참가하여 글로벌 고객사와의 소통의 채널로 다양하게 활용하고 있다.
해양 설계, 해양 플랜트 공사, 시운전, 물류 등 혁신형 기업

오션엔지니어링은 해양 설계 및 시운전 전문 업체로 해양 플랜트 공사 관련 설계부터 구매 제작, 시운전 물류 까지 자체 기술로 수행하고 있는 혁신형 기업이다. 오션엔지니어링의 시장경쟁력은 통합솔루션에 있다. 일단 자체 기술력을 가지고 있고 타 회사처럼 인적자원의 소개와 활용만을 하지 않는다. 조직은 크게 일반사업부와 지원사업부의 관리자로 분류되며 일반사업부에는 4종류의 인적자원들로 분류하고 있는데, 공학기술, 인력공급, 물류, 시운전 등으로 분류된다. 지원사업부에는 마케팅사업부와 금융사업부가 마련되어 있다. 오션엔지니어링에서는 이처럼 다양한 인적자원들을 바탕으로 해양모듈산업의 기계, 배관, 전기, 장비, 냉난방시스템, 건축미장 등을 통합적으로 수행하고 있다. 또한 이러한 분야를 수행하기 위해 필요한 전체적인 Local service를 회사에서는 전부 다 지원하고 있다. 애로점이 무엇이냐는 질문에 김 대표는 “가장 힘든점은 인력 네트워크 이다. 사람이다 보니 일을 하면서 트러블이 생길 수도 있고 여러 가지 상황이 발생할 수 있는데, 이런 상황이 발생하면 매끄럽게 처리하기가 쉽지 않다.”고 고층을 토로하며 기본적으로 실력과 인성이 두루 갖춰진 인력이여야 하고, 언어문제가 없는 사람이 제격이며, 영어가 능통하지 않아도 커뮤니케이션에서 문제가 없다면 추천해서 융통성 있게 수행할 수 있다고 주장했다. 이러한 여러 가지 조건을 만족시켜 최종적으로 선주가 원하는 인력을 지원하는 것이 오션엔지니어링의 최우선 역할이라고 강조했다.
100년을 예측하는 안전을 최우선적으로 설계하는 DP시스템
친환경 그린에너지 분야인 해상풍력 산업분야에서도 기술 확보
최근 세월호 사고와 관련하여 한국 사회는 그동안의 안전 불감증을 타파하기 위한 여러 노력을 하고 있다. 이와 관련하여 해양 플랫폼의 안전에 대해서 김 대표는 “해양 플랫폼 설계는 제작시에 다이나믹 포지션(Dinamic Position)이라고 하는 시스템이 있어, 태풍이 오거나 강풍이 불때, 또한 파도가 쳐도 움직이지 않고 플랫폼을 고정시켜주게 하는데, 일종의 최첨단 위험방지시스템이라고 할 수 있다. DP는 최근 100년간의 바다의 자료를 바탕으로 만들어져 위험에 최대한 노출되지 않는다”고 설명했다. 또한 김 대표는 “풍력과 해양설치 관련하여 영국의 Enermech사, 덴마크의 풍력 엔지니어링 SVENDBORG BRAKES사 및 LIFTRA사, 싱가폴의 HRQUEST등과 독점으로 풍력관련 기술지원및 제품 개발관련 협력 MOU 체결하였고, 해상풍력 설치 대형업체인 유럽의 DEME 그룹인 벨기에의 Dredging international사와 전략적인 MOU체결을 하여 친환경 에너지 분야에서도 세계적인 기업과 경쟁할 수 있는 기술을 확보하고 있다”고 덧붙였다.
김 대표는 회사의 단기적인 계획으로 신규 제조업을 같이 병행할 계획을 가지고 있다고 밝혔다. 신기술을 가지고 진행예정인 제조업은 방수, 방폭이 되는 조명장비로 가장먼저 헬기착륙장에 설치 될 예정이다. 이 제품은 올해부터 헬기착륙장의 착륙지점 H마크에 불이 들어와야 하는 시스템으로 바뀌게 되는데 제품은 전력소모도 적고 불이 켜지는 방수, 방폭이 되는 조명장비다. 김 대표는 기술을 가지고 있는 스웨덴의 회사와 MOU를 체결해 올해부터 국내에서 특허권을 내고 론칭 할 예정이라고 밝혔다. 앞으로 이 제품이 국내에 상용화 되면 해양뿐만 아니고 가로등, 극장, 소방서, 등 다양한 분야에서 활용될 수 있다. 김 대표는 최근 세월호사고 당시 이 제품이 배에 설치가 되어 있었다면, 많은 인명을 구해냈을 거라고 주장했다.
예로부터 우리 조상들은 배를 잘 만드는 조선기술을 발달시켰다. 이러한 조선기술은 한국이 20세기 비약적인 발전을 이룩해내는데 큰 역할을 했다. 이제 전세계는 한정된 자원을 쟁탈하기 위해 해양산업으로 눈을 돌려 집중하고 있다. 세계 해양산업의 중심에 한국이 있고 한국의 중심엔 김대현 대표가 있다. 그는 해양플랜트 기자재를 수입해 사용하는 시기에 핵심 기자재를 국산화시켜 한국을 '조선업의 강자'에서 '해양플랜트 산업의 강자' 로 만들고 있다. 21세기 한국의 미래는 바다에 있다. 한국의 미래를 밝게 비추기 위한 김 대표의 앞날에 귀추가 주목된다.

The world in 21st century is booming with offshore plants industry, which collects resources such as natural gas in the polar region or deep sea, as the resources of land and shallow sea areas are running out. According to the related sources, Hyundai Heavy Industries, Samsung Heavy Industries, and Daewoo Shipbuilding & Marine Engineering are taking more than 80% of new orders in offshore plants industry from the world. However, regarding the equipment of offshore plants such as FPSO(Floating production storage and offloading), Semi-Rig, and LNG-FPSO, the localization rate is only 25%, and they are importing core materials from the technology developed countries in North Europe or from USA. Kim is an elite who has worked for 17 years for Samsung, 2 years for Posco, and 3 years for Hyundai. Kim majored in electronics industry, but ocean industry was poor compared to shipbuilding at that time. But he foresaw that the ocean industry would become the core industry of the future and started his career in the field. He learned various skills while he was working as a designer and operator in the ocean industry and eventually established Ocean Engineering in 2002 and converted it to a cooperation in 2009. His major customers were Hyundai Heavy Industries, Samsung Heavy Industries, and Daewoo Shipbuilding & Marine Engineering. Ocean Engineering is the sole company, except conglomerates in Korea, who is registered to the global engineering company 'Technip'. Currently, Ocean Engineering is taking orders from BP QUAD204 FPSO Clair Ridgeplatform(UK), STATOILCAT.J Jackup Rig(Norway), PETRONAS/TECHNIP F-LNG(Mayasia), and ODEBRETCH PSLV(Brazil), and is directly providing for their overseas clients the ocean construction related products, which are produced by Hyundai Heavy Industries, Samsung Heavy Industries, and Daewoo Shipbuilding & Marine Engineering, alongside their engineering services. Also, OTC(Offshore Technology conference), which is the biggest offshore design industry expo in the world, is held at Houston, Texas, USA every year, and Ocean Engineering has been participating, alongside 2,500 companies from 50 countries in the world, to use the expo as a communication channel with overseas clients.

Ocean Engineering is an ocean design & test drive specialized enterprise which deals with offshore plants related designs, purchasing, manufacturing and test drive with their own technology. Their market competitiveness is in the total solution. They have their own technology and they do not just provide or use human resources like many other enterprises. Ocean Engineering is, in broad terms, consisted of 'general operation division', 'supporting operation division' and 'managers'. The general operation division is categorized by four kinds of human resources which are 'engineering technology', 'supply of manpower', 'distribution', and 'test drive'. There are marketing division and finance division in the supporting operation division. Ocean Engineering is carrying out machinery, piping, electricity, equipment, air-conditioning system and plastering in the ocean module industry based on these human resources. The company also provides total Local Service in order to implement this. When asked about the difficulty, Kim said "the most difficult thing is human resource network. Because we are human and make mistakes and troubles while we are working but it is not easy to solve the problems smoothly." Kim said that the right person basically has to have an ability and humility without language problems, and even if his/her English is not fluent but can communicate anyway, I can recommend the person to carry out the tasks. It is the Ocean Engineering's main role to support the manpower for their clients by satisfying these conditions.
DP System that considers safety first and foresees the next 100 years.
Obtaining technology in offshore wind power industry of eco-friendly green energy field.
In relation to Sewol ferry disaster, the Korean society is working hard to break down safety frigidity. Regarding to the safety of ocean platform, Kim said "ocean platform design has a system called 'Dinamic Position', which holds the platform when storm comes or strong wind blows or the waves hit, and it is a kind of topnotch risk prevention system. DP was made with 100 years of research materials about the ocean and it is safe." Kim added that "in regard to wind power and ocean construction, we exclusively signed MOUs with Enermeh(UK), SVENDBORG BRAKES(Denmark), LIFTRA(Denmark), and HRQUEST(Singapore) to support and develop wind power related technology. We also signed a MOU with an ocean wind power installation company 'Dredging International' which belongs to DEME Group in Europe in order to compete with global companies in eco-friendly energy field."
Kim revealed that he is planning to run a new manufacturing business as a company's short term plan. The business is to be implemented with new technology, and they will introduce a lighting equipment which is water proof and explosion proof. It is expected to be installed in helicopter landing sites for the start. From this year, the system will be changed that the 'H' mark in helicopter landing sites must light up and this lighting equipment uses less electricity and is water proof and explosion proof. Kim said that he will sign a MOU with a Swedish company who has the relevant technology and will obtain a patent and launch the business this year in Korea. If this lighting equipment becomes reality in Korea, it can be used not only in the ocean industry but also in the street lamps, cinemas and fire stations. Kim asserted that if this equipment was installed in Sewol ferry, it must have prevented a lot of people from losing their lives. From old times, our ancestors developed shipbuilding technology and this greatly contributed to Korea's rapid economic growth in 20th century. The world is now turing their eyes to the ocean industry to secure those limited resources. In the center of the world ocean industry, there is Korea, and in the center of Korea, there is Daehyun Kim. When other related industries in Korea were importing offshore plants equipments, Kim localized the core equipments. He is now turning Korea into 'the strong in offshore plants industry' from 'the strong in shipbuilding industry'. Korea's future in 21st century is in the sea. And Kim's efforts to light up the future of Korea will be watched with keen interest.
