최 부총리, "경제활성화 법안 국회에서 발목…조속히 처리돼야"

최경환 부총리 겸 기획재정부 장관은 지난달 8일 "경제활성화를 위한 법안들이 국회에서 처리되지 못해 정부가 추진하는 일들이 발목이 잡혀있는 상황"이라며 "조속히 처리돼야 하는 법안이 최소 30여건으로 파악되고 있다"고 말했다. 최 부총리는 이날 정부서울청사에서 주재한 긴급 경제관계장관회의에서 "우리 경제가 활력을 되찾고 새로운 도약을 이뤄내려면 국회의 입법적 뒷받침이 있어야만 가능하다"면서 이같이 밝혔다. 그는 "어렵게 조성된 경제활성화의 모멘텀을 살려 나가려면 골든타임을 놓치지 않도록 법안 통과에 모든 노력을 기울여야 한다"며 "장관님들께서는 아랫사람들에게 맡기지 마시고 절박한 심정과 비상한 각오를 가지고 직접 발로 뛰어 달라"고 주문했다. 특히 "오늘부터 바로 계획을 세워 국회와 국민, 언론 등을 직접 만나 이해와 협조를 구해야 한다"며 "구체적인 사례를 들어 적극적으로 설명하고 필요하면 여야가 합의할 수 있는 창의적인 대안도 함께 개발해야 한다"고 강조했다. 

그는 "정부 합동 차관급 태스크포스(TF)를 구성해 실시간으로 법안 진행상황을 점검하겠다"며 "앞으로 경제관계장관회의에서 그간의 성과를 보고ㆍ점검하고 중요한 법안은 범부처 합동으로 대응하는 방안도 찾겠다"고 덧붙였다. 최 부총리는 "법안 통과 여부를 시장에서 예의주시하고 있다는 사실을 간과해서는 안 될 것"이라며 "때마침 여야 원내대표들께서 경제활성화와 민생안정을 위한 법안의 우선적인 처리에 대해 합의한 만큼, 조속히 법안을 처리해 달라"고 호소했다. 이어 "더 이상 기다리거나 지체할 수 없다는 점에서 시간은 이제 우리 편이 아니다"면서 "지금이 '마지막 기회'라는 각오로 가계소득을 늘리고 확실한 내수활성화 효과가 나타나도록 모든 정책적 역량을 집중해야 할 때"라고 거듭 강조했다.

서비스산업 육성해 15조원 투자효과ㆍ18만명 고용창출 기대

정부가 한류 확산과 관광 인프라 확충을 위해 영종도와 제주도에 추진 중인 4개 복합리조트 설립을 적극 지원하기로 했다. 정부는 12일 청와대에서 박근혜 대통령 주재로 제6차 무역투자진흥회의를 열어 '경제혁신 3개년 계획'의 핵심과제인 '유망 서비스산업 육성 중심의 투자활성화 대책'을 확정해 발표했다. 우선 '관광' 분야에서 인프라 확충을 위해 영종도의 LOCZㆍ파라다이스ㆍ드림아일랜드와 제주도의 신화역사공원 등 현재 추진 중인 4개 복합리조트 사업의 프로젝트별 애로사항을 원스톱으로 해결하기로 했다. '보건ㆍ의료' 분야에선 경제자유구역과 제주도에 투자개방형 외국병원 설립을 지원하기로 하고 제주도에 투자개방형 외국병원 설립을 신청한 중국 ㈜CSC에 대한 승인 여부를 9월까지 확정하기로 했다.

'교육' 분야에서는 패션, 호텔경영, 음악 등 분야별로 세계적인 수준의 외국 교육기관을 유치하기로 했다. 아울러 국내에 외국 교육기관 설립이 쉬워지도록 외국대학이 국내 자법인 또는 합작법인 등 다양한 형태로 진출할 수 있도록 허용하기로 했다. 외국 유학생 유치를 늘리고자 어학, 요리, 한류 댄스 등의 분야에서 유학생 관리 능력을 갖춘 학원 등 우수한 민간 교육ㆍ훈련기관이 해외유학생용 사증을 발급할 수 있도록 허용하기로 했다.

정부는 대책의 체감도를 높이고자 후속조치의 세부 추진계획을 조속히 수립하는 한편, 분야별 정책설명회와 현장방문 및 관련 업계 간담회 등을 추진할 계획이다. 

또한 경제관계장관회의를 통해 추진성과를 월별로 점검해 부족한 부분은 보완해 나갈 방침이다. 최 부총리는 "우리 경제가 제조업과 수출 의존형에서 벗어나 서비스업과 내수가 함께 성장을 이끄는 '쌍발 엔진형'으로 탈바꿈하는 계기를 만들겠다"며 "이번 대책을 통해 어려움에 처한 내수와 민생경제를 활성화하고 일자리가 생겨나는 성과를 체감할 수 있도록 할 것"이라고 말했다.

Choi "Economic Revitalization Legislation should be done as soon as possible"

Gyeongwhan Choi, the deputy prime minister and the Minister of Strategy and Finance said on 8 last month "Economic Revitalization Legislations are being delayed at the National Assembly and the government's plans are caught up as a result. I assume that there are at least 30 legislations which should be done as soon as possible." Choi chaired the Emergency Economic Relations Ministers Council at the Central Government Complex in Jongno, Seoul and said "if our economy wants to revitalize and spring up, the National Assembly's legislative back up is a must." He ordered ministers that it is important to keep the hard earned momentum of our revitalized economy and the ministers are advised not to leave it to their juniors but to try their best to make the legislations to be passed. Choi emphasized that we have to make a plan right now and ask cooperations and understanding from the National Assembly, the public and the press by meeting them face to face to actively explain to them, with specific examples, and if necessary, we have to devise creative alternatives for the Government party and the Opposition party to compromise. Choi added that "I'll check the process in real time by forming a vice-minister level governmental task force. I'll also report and check the outcomes at the Economic Relations Ministers Council and we'll find ways to deal with important legislations." He appealed to the lawmakers that they should not overlook the fact that the markets are observing their move as the representatives of the parties agreed to pass Economic Revitalization Legislations and Public Welfare Stability Legislations first and therefore they should proceed as soon as possible. Choi stressed that "we can no longer wait as the time is not our side. They have to focus all their strength on increasing household income and domestic market activation, regarding this is the last chance to do it."

15 trillion won ($14 billion) investment effect & 18,000 job creation by promoting service industry

The government decided to support the construction of 4 resort complexes on both Jeju and Younggeong Island in order to expand the tourism infrastructure and to spread the Korean Wave. The government held 6th Trade-Investment Promotion Meeting chaired by president Park and announced 'Promising Service Industry Promotion centered Investment Activation Measures' which is the core task of '3 Year Plan of Economic Innovation'. To expand the tourism infrastructure, they decided to solve the difficulty of the projects at one-stop which include LOCZ, Paradise, and Dream Island on Younggeon Island, and Shinwha History Park on Jeju Island. Regarding the health & medicine field they decided to support the construction of economic free zones and For-profit foreign hospital on Jeju Island. Whether they approve SCS, the chinese company who applied for a For-profit foreign hospital on Jeju Island, will be decided until September. In the education field, they decided to invite world level foreign educational institutes in fashion, hotel management and music sectors. In order for them to establish easily in Korea, they decided to allow foreign universities to enter the market in various forms such as private incorporated bodies or as joint ventures. In addition, they decided that the excellent Korean private educational and vocational institutes can provide visas designed for foreign students in order to increase the number of foreign students to study in language, cooking and the Korean Wave dance. Also, the government is building up the follow-up measures to improve the practicality of the plan. Policy briefing sessions, field visit and related industry's discussions are to be implemented. The government will check the progress results monthly through Economic Relations Ministers Council, and amend the weak points. Choi said "our economy used to be centered on manufacture and export but I'll make a foothold for our economy as to be 'bilateral engine type' by bringing up the service industry and domestic consumption. Through these measures, we'll make people see the fruits of the revitalized domestic consumption and public economy as well as job creation."
