미래창조과학부 최양희 장관 기술사업화 관련 집중 현장방문 실시

미래창조과학부 최양희 장관이 이번주 동안 기술사업화 관련 집중 현장방문을 실시, 창조경제 실현을 위한 현장 행보를 이어가고 있다. 최양희 장관은 먼저, 대통령 주재 무역투자진흥회의를 마친 직후 한양대학교 기술지주회사를 방문, 대학 기술지주회사 및 자회사 관계자들과 간담회를 가졌다. 최 장관은 이 자리에서, “오늘 무역투자진흥회의에서 논의된 내용을 현장에 전파하고 기술사업화에 대한 정부의 의지와 정책 방향을 알리고자 방문하였다”며, “앞으로 대학기술지주 및 자회사에 실질적인 도움이 될 수 있도록 관계부처와 협력하여 자회사 창업 및 상용화 연구개발(R&BD)에 대한 지원을 대폭 강화하는 등 산학연협력 재정지원사업을 개편하고, 유상증자 등으로 자회사요건을 달성하지 못할 경우 자회사 탈퇴 유예기간을 연구소기업 수준으로 완화하는 등 관련 법?제도를 개선하여 기술사업화 및 자회사 설립 지원을 확대해 나갈 것”이라고 밝혔다. 한편, 대전지역의 기술사업화 현장을 찾을 예정이다. 과기특성화대학 공동기술지주회사인 미래과학기술지주(주) 개소식을 시작으로, 연구소기업 및 한국원자력연구원 방문을 통해 기술사업화에 대한 중요성과 정부의 지원 의지를 표명할 계획이다. 최 장관은 연구소기업인 ㈜세이프텍리서치를 찾아 직원들을 격려하는 자리에서, “세이프텍리서치의 기술사업화 사례는 출연(연)의 기술이 창업으로 연결되어 성과를 내고 있는 좋은 경우”라며, “연구자 직접 창업시 발생하는 경영 노하우 부족 문제를 해결하기 위해 기업의 경영 노하우와 연구자의 기술을 결합한 조인트벤처(Joint-Venture)를 장려한 결과 연구소기업 창업이 획기적으로 증가하였으며, 앞으로도 조인트벤처(Joint-Venture) 창업 지원을 강화, 연구자들이 안심하고 기술사업화에 나설 수 있는 환경을 조성해 나가겠다”고 밝힐 예정이다. 최 장관은 앞으로도 창조경제 현장을 찾아 관계자를 격려하고, 창조경제 실현을 위해 필요한 부분에 대한 지속적인 점검을 해 나갈 계획이다.

아이들의 미래를 위한 SW교육_우리가지킨다

미래창조과학부는「초중등 SW교육 현장지원 발대식 및 제34회 한국컴퓨터교육학회 학술대회」를 개최하였다. 본 행사는 지난 8월 12일에 고려대학교 인촌기념관에서 초·중·고등학교 교원(교육전문직 포함), SW교육 전문가, 학생, 학부모 등을 포함하여 초중등 SW교육에 관심있는 모든 사람을 대상으로 열렸으며, 행사의 주제는 ‘아이들의 미래를 위한 SW교육! 우리가 지킨다’로, 초중등 SW교육의 중요성에 대한 인식 개선 및 공감대 확산, SW교육 현장 안착을 위한 지원 방안 등을 논의하였다. 본 행사에서는 영국, 일본 등 SW조기교육을 하는 국가들과 국내의 SW교육 사례를 공유하는 시간을 마련했다. 또한 미래부가 지원하는 SW교육 시범학교사업, 교원연수, 교재개발 계획 등을 소개하고, 초중등 SW교육 현장지원 서포터즈를 모집하였다.  앞으로 서포터즈는 SW교육 관련 학교 현장 모니터링 및 의견개진, 교사 연수 및 교재개발 검토, SW교육 시범학교 운영 관련 수업참관 및 컨설팅 등의 활동을 하게 된다. 미래부 윤종록 차관은, “SW 중심사회에서 국가경쟁력을 좌우하는 중요한 요소는 컴퓨팅(Computing) 역량을 갖춘 인재를 잘 길러내고, 잘 활용하는데 있다. 영국·미국·인도 등 주요국은 SW조기교육을 통한 초중등 학생의 기초역량 강화를 위해 국가적 차원에서 노력하고 있다.”고 말하면서 “SW교육 현장지원 발대식을 통해 초중등 SW 교육의 방향을 생각해 보는 계기를 만들어, 글로벌 경쟁시대에 살아갈 초중등 학생들이 SW교육을 통해 컴퓨터적 사고력을 길러 미래의 새롭고 복잡한 문제에 도전하고 해결할 수 있도록 지원해야 한다.”고 밝혔다.

Yanghee Choi, the Minister of Science, ICT and Future Planning visited technology commercialization sites as part of ongoing effort for creative economy. Choi visited Hanyang University technology holdings company and had a meeting with the company and the interested parties from affiliated companies after finishing the Trade-Investment Promotion Meeting chaired by the president Park. Choi stated that "I visited here because I'd like to let you know the government's will and the direction of policy about technology commercialization which was discussed at the Trade-Investment Promotion Meeting. We'll reorganize the Financial Support Project of Industrial-Educational Cooperation, and strengthen our support for start-up firms and commercialization R&D to help university technology holdings companies and affiliated companies. We'll also expand our support for technology commercialization and start-up companies by improving related regulations and systems so that if a company cannot meet the requirement of affiliated company due to recapitalization, we'll ease the grace period of withdrawal to the level of research institute companies." 

Choi is expected to visit the commercialization sites in Daejeon city. Starting from the opening ceremony of MIRAE HOLDINGS.ltd which is a KAIST joint technology holding company, Choi will visit research institute companies and Korean Atomic Energy Research Institute to express the government's will to support and the importance of technology commercialization. In his gesture of encouragement for the staff of SafeTechResearch, which is one of research institute companies, Choi is expected to mention that "the SafeTechResearch's technology commercialization case is a model which the appearance technology led to a start-up. Founding research institute companies has been significantly increased owing to the promotion of Joint-Venture (management know-how combined with researcher's technology) which can solve the lack of experience of management skill when a researcher starts a company. I'll strengthen our support and make the appropriate environment for researchers to join in technology commercialization safely." Choi is expected to keep continuing his visits to the creative economy sites, encouraging the staff and checking the necessary parts to improved the conditions.

We keep SW education for the future of our children.

The Ministry of Science, ICT and Future Planning held 'Starting Ceremony of Elementary & Middle School SW Education Site Support and 34th The Korean Association of Computer Education Symposium'. The event was held at Inchon Memorial Hall, Korea University and was participated by elementary and middle school teachers (including educational profession), SW education specialists, students, school parents and everybody who are interested in SW education. The subject was 'We keep SW education for the future of our children', and the importance of improving the recognition of elementary and middle school students' SW education, spreading the bond of sympathy of it, and supporting a safe arrival of SW education were discussed. In the event, people shared the cases of SW education in Korea with British and Japanese people who are doing early education of SW. Supported by the Ministry of Science, ICT and Future Planning, a SW education model school project, teacher training, and textbook development were also introduced, and elementary and middle school SW education site supporters were recruited. The supporters are expected to do various activities such as SW education related school field monitoring, offering suggestions, teacher training & textbook development review, and participation & consultation in SW education model school management related lessons. Geongrok Yoon, the vice minister of the Ministry of Science, ICT and Future Planning said "the core element of controling the national competitiveness in the SW centered society is to raise the talented people who have computing ability and to use them well. UK, US and India are trying hard at the national level to achieve foundation competence of elementary and middle school students by doing early education of SW. Through this starting ceremony, we need to give people reasons to think about the direction of elementary and middle school SW education and we have to support them to challenge and solve the complicated problems of the future by improving their way of thinking like computing as they will be living in the age of global competition."
