바이오·기후변화 전략 보고회 및 제11차 국가과학기술자문회의 개최

박근혜 대통령 주재로「바이오·기후변화 신기술 신산업 창출전략 보고회」및「제11차 국가과학기술자문회의(이하 자문회의)」를 지난달 17일 오전 한국과학기술연구원(KIST)에서 개최했다. 이날 보고회는 자문위원과 관계부처 장관을 비롯하여 기술창업·중소· 중견·대기업 CEO, 산학연 과학기술자, 관련 협회·단체 대표, 의료계, 언론계, 국회 등 각계 인사 150여명이 참석하여, 5개 안건을 보고하고 이에 대한 현장의 목소리를 전달하는 등 생생한 토의를 진행했다. 안건으로는 ①성장과 복지를 위한 바이오 미래전략, ②바이오산업 활성화를 위한 규제개혁방안(이상 자문회의), ③기후변화 대응 핵심기술 개발전략(미래부), ④기후변화 대응 에너지 신산업 창출방안(산업부), ⑤제로에너지빌딩 조기 활성화 방안(국토부)이다.

안건발표 후 열린 토론에서는 전체 참석자들이 참여하여 다양한  의견을 나누었음. 자문위원, 학계·연구계 전문가 및 산업계 대표 등은 바이오산업 육성을 위해 기초원천연구 강화로 성공적인 사업화의 씨앗을 확충하고 사업화 열매로의 연계를 위한 중개인력 양성 및 글로벌시장 진출 통합지원체계 확충, 바이오벤처의 조기 사업화 성공에 필요한 코스닥상장조건 완화 및 각종 규제 개선 등의 의견과, 기후변화 대응 신기술ㆍ신산업 육성을 위해 신기술 발전을 가로막는 규제 개선, 전기요금 현실화, 대?중소기업 간 정부·기업간 유기적 협력체계 구축, 고성능 건축자재의 가격 인하를 위한 수요 창출 등의 필요성에 대한 의견을 제시했다. 박근혜 대통령은 온실가스 감축과 고령화 등 글로벌 이슈에 민관이 협력하여 선제적으로 대처함으로써 바이오·기후변화 신기술과 신산업, 일자리를 창출해 가는 기회로 바꾸어야 한다고 강조하고 이날 보고된 바이오·기후변화 전략을 바탕으로 관계부처와 민간이 함께 협력하여 국가의 미래성장동력을 창출하여 경제 성장을 이루고 더불어 의료·환경 등 복지서비스 산업을 확대해 가는 선순환 창조경제의 성공사례를 만들어 달라고 당부했다. 

대통령, 「전군 주요지휘관 오찬」참석

박근혜 대통령은 지난달 16일, 전군 주요 지휘관 140여 명을 청와대로 초청, 오찬을 함께하며 확고한 군사대비태세 유지에 여념이 없는 지휘관들을 격려했다. 이날 오찬에 참석한 전군 주요지휘관들은 오전에는 국방부장관 주재로 전군 주요지휘관회의를 실시하여 현 안보상황을 평가하고 향후 국방운영 중점에 대한 공감대 확산과 토의의 시간을 가졌다. 박 대통령은 장기화된 군사대비태세 유지와 북한의 도발 억제를 위해 전후방 각지에서 임무를 완수하고 있는 군의 노고를 치하하였으며, 특히, 우리 군과 긴밀한 협조 속에서 연합방위태세를 확고히 유지하고 있는 주한미군 장병들과 스캐퍼라티 연합사령관에게도 감사의 뜻을 전했다. 또한, 최근 북한이 인천 아시안게임 참가를 위한 실무회담을 하자고 하면서도 계속하여 탄도미사일과 방사포 사격을 하는 등 도발적 행태를 보이고 있음을 환기시키며, 신임 국방부장관을 중심으로 튼튼한 국방태세를 갖추어 적이 감히 넘볼 수 없도록 하고, 만약 적이 도발한다면 추호도 망설임 없이 단호하게 대처할 것을 당부했다.

아울러, 박 대통령은 최근 동부전선에서 발생한 GOP 총기사고는 다시는 있어서는 안 되며, 근본적인 대책을 마련해 줄 것을 주문했다.

Holding the Strategic Report of Bio & Climate Change and the 11^th Presidential Advisory Council for Science and Technology

President Park, Geun-Hye had a couple of occasions, which are <Creation Strategic Report of New Technology and New Industry Bio & Climate Change> and <11^th Presidential Advisory Council for Science and Technology (Advisory Council)> at KIST on 17^th of last month. On the reporting day, including advisory council and related ministers, there were big and small companies’ CEOs, scientists, related CEOs of associations and organizations, medical area, press media people and congressmen etc, about 150 people and they had an active discussion by presenting five issues and delivered the on-site voices. 

As for matters, they are ① the bio future strategy for growth and welfare ②policy of regulations for the activation of the bio industry (advisory council for now) ③ core technology development strategy toward climate change (Future Ministry) ④ creating a new industry for maneuver energy about new industry (Industry Ministry) ⑤ early activation method of zero-energy building (Land Ministry). After presentation of maneuvers, there was a discussion and all the attendants share their various opinions. Advisory committees, scholars, experts of research and representatives of industries talked about expanding the seed of successful business for nourishing the bio industry, training middle human power for the relation as a fruit of business and expanding of integrating supporting system toward the global market. Also, they suggested opinions of appeasement of KOSDAQ listing conditions to need to be successful to an early business as for bio-venture companies, promotion of regulations that inhibit development of new technology for nourishing new technique and new industry against the climate change, realization of electricity bill, building up for an organic cooperation system between big/small companies and between government and companies and opinions of being necessary to create the demand for taking down the price of high-quality of construction materials etc. President Park, Geun-Hye emphasized that all the private and public organizations have to work together toward global issues such as decreasing of greenhouse gas and being elderly to deal with them beforehand, so that they can change it to a chance to make more job opportunities. Based with strategies spoken on the day about the bio and climate change, she asked them to make a successful example of virtuous circle and creativity economy that can expand the welfare service industry other than having a great economic growth with creating a national growing energy like medicine and environment. 

President, attending <Luncheon of every major military official> 

President Park, Geun-Hye invited about 140 officials of all the military commanders to the Blue House on 16^th of last month and had luncheon with them to encourage since they are concentrating on keeping up the military preparation clearly. Major Commanders on that day had a meeting in the morning under a minister of national defense and had time to talk about future matters on them and evaluated a current security situation. President Park praised the military’s pains to defense North Korea and keep the military readiness posture against them for a long time and, especially, she showed her appreciation to a commander in chief, C. Scaporrotti and soldiers in Korea who are thoroughly trying to secure Korea having a close relation to Korean military army. 

Besides, she brought up about North Korea is showing a provocative behaviors like shooting ballistic missiles and fire gun, on the other hand, they are suggesting the working-level talks with South Korea for Incheon Asian Games, recently, so she ordered to have a concrete defense system being a center with a new minister of national defense. On the other hand, if our enemy would break out, she asked them to deal with them firmly without any hesitation. Moreover, President Park asked them to have a fundamental solution to prevent in advance like the latest GOP gunshot accident happened in east boundary will not be happened again.
