Seoul Taxi Association leads advanced taxi culture

Chronic oversupply, rise of transport cost and regulations are the problems


Seoul Taxi Association was founded in order to provide the taxi services of carrying passengers effectively as a means of safe transportation for the citizens. The association is public-friendly, cooperative with state policies and interested in mutual well-being. It was established on 6 November 1962 with 55 initial union members and had 2,914 taxis and they did their role in honest as the quick feet of the citizens. After about 50 years, it has become a big association which boasts about 40,000 union members from 255 taxi firms and owns 22,787 legal taxis. However, due to the current difficulties and various external factors the association is at a crossroads of a reform. What kind of things do they have to solve in order to give both themselves and their customers a satisfaction? This question is not only for taxi drivers but also for related enterprises, central and local governments and all the citizens. Recently, a car-share application 'Uber' has become an issue and there is a friction between Seoul city and Uber. Seoul city made her standpoint clearly that Uber is illegal and is considering to make a related law to ban the application. Traffic culture is one of the measuring sticks to judge a developed country, and the current traffic culture in Korea is at a crossroads. Among them, taxi culture is a hot potato in the industry. Power Korea has met the chief director of the association Kwangwon Oh, who has been trying hard night and day for the rights and interests of the union members, and heard about the current problems and alternatives. 


It is urgent to introduce various types of taxi and irrational regulations should be mitigated or abolished

The first problem Oh pointed out was chronic oversupply. Oh explained that the use of bus, subway, private car and chauffeur service are increasing as well as rented cars and illegal call vans are in full swing but taxi passengers are decreasing consistently. However, the chiefs of self governing bodies issued owner driver cab's license excessively based on their pork-barrelling policy which has been resulted in unbalance of demand and supply. The sudden rise of transport costs such as LPG and labor costs are the second problems Oh suggested. The price of LPG, for example, doubled between 2004 and 2013 in Seoul. However, even though the prime cost has risen, Seoul city who has right of approval did not reflect it in the taxi fare but considered only about economic situation and external parameter which resulted in adjusting the price every 4 years. Accordingly, the income of taxi industry fell and they could not provide satisfactory services for the passengers. In addition, the government's policies on taxi is running based on regulations and crackdown and restricted taxi firms' autonomy of management excessively through the laws such as Taxi Transport Industry Development Act which is greatly reinforced compared to Passenger Transport Service Act, and Proclamation of Low Statute and Seoul city's Business Improvement Order. Oh raised his voice that in order to improve and solve these problems we have to mitigate those irrational taxi regulations and create a new demand in the market. Oh pointed out Seoul city's Business Improvement Order as irrational regulations containing 'total management of transport revenue (total pay in & receive of profits)' which is impractical, 'ban on shifting the transport cost (strong disposition when violated)' such as fuel and accident handling cost, 'Taxi Development Act' which will establish or strengthen disposition of operator when violated by employees, 'allocation of taxi within 12 hours' and 'the mandatory color of taxis'. Oh said that these unfavorable regulations must be abolished or mitigated. "Various taxi fare system means that we introduce reserving, rates per zone and extra charge system like large cities in advanced countries, and various types of taxis mean that we introduce taxis according to their needs such as a golf club members taxi, hotel taxi, travel taxi as well as a high class taxi and welfare taxi" said Oh. It is an overall opinion of the association that if the system goes like this taxi drivers can motivate themselves to provide better service and they can cope with the near similar illegal taxi business such as Uber. Oh emphasized that Uber is doing illegal business either directly or indirectly and this should be cracked down to establish an order in the transport industry. And also liberalization of taxi fares and introducing various types of taxis are urgently needed in order for legal taxis to provide Uber like illegal services instead.


The police and the association signed an agreement for common good

The association supports the families of Sewol ferry and participates in public interest activities

The new administration of the association started to work early this year and they greatly reinforced public interest activities despite the difficulties they are facing. The association and Seoul Metropolitan Police Agency decided to activate whistle-blowers using video tape recorder (black box) on 15 July. Oh said at the agreement ceremony "although we have many problems to solve, we will do our best to keep our citizens safe." With the agreement the association will also participate in campaigns such as the observance of traffic laws, training on traffic safety. They also actively participated in charity activities such as giving 30 million won ($28,000), which was collected by the executives and taxi operators, to the families of Sewol ferry through Korea National Red Cross, and donating 5 million won ($4,800) of Red Cross special membership fee to disadvantaged class. Red Cross and the association are planning to expand these activities to each taxi firm through 'Hope Windmill Sharing Taxi' in which they will give a monthly donation. In addition, the association is sending 'The Rice of Love' to child centers and families of disabled people as well as providing free taxi services to test-takers on the day of their examination. 


Seoul Taxi Association will create advanced taxi culture

The biggest problems of taxis in downtown Seoul are standardized taxi fares and taxi types. Like advanced countries, we have to design taxis according to their needs and give a certain amount of autonomy in management. It is also necessary to introduce various taxi fares with flexible extra charge and discount systems. Through this we can improve many shortcomings such as refusal of passengers, speeding taxi and unpleasant indoor space of taxi. It is not easy to improve taxi culture. However, it is not difficult either if we have government's support and related industry's trying.

I heard from Oh the answers and alternatives for modernization of taxis in Korea. And I think that the attempts for change will make this possible.
