선진 택시문화를 선도하는 ‘서울특별시택시운송사업조합’ 

만성적인 공급과잉, 운송원가 상승, 각종 규제와 단속이 문제         

서울특별시택시운송사업조합은 서울시내 택시운송사업의 공익성을 발휘하여 국가시책에 협력하고 조합원 상호간의 공동복리를 이룩하며 시민의 안전한 교통수단으로 택시여객의 원활한 운송을 위하여 설립된 단체다. 1962년 11월6일에 설립되어 초기 조합원수는 55명, 보유차량은 2,914대였다. 당시 서울의 택시는 시민의 빠른 발로서 그 역할을 충실히 다했고 시민들은 택시를 애용했다. 그로부터 50여년이 흐른 지금 조합원수는 255개 택시회사의 4만여 명의 운수종사자가 근무하고 있고 법인택시는 총 22,787대를 보유하는 조합으로 크게 성장했다. 그러나 현재 택시업계의 어려운 여건과 외부적인 여러 요인들로 인해 택시업계는 변혁의 기로에 서 있다. 택시 문화를 바로잡고 선진화를 이룩하여 택시 종사자들과 승객모두 만족하기 위해선 어떠한 것들을 해결해야 할까. 이 문제는 업계종사자들 뿐만 아니라 관련업체, 정부, 지방자치단체 등 모든 국민이 심각하게 생각해 볼 문제다. 최근 차량 공유 앱인 ‘우버’가 사회이슈화 되면서 서울시와 ‘우버’간의 마찰이 빚어지고 있다. 서울시는 ‘우버’에 대해 불법이라고 분명한 입장을 밝히며 지난 22일 올바른 운송질서 확립을 위해서 관련법 신설을 통해 우버 모바일 애플리케이션(앱) 자체를 차단하는 방안을 검토하고 있다며 강력 대응에 나섰다. 선진국을 가늠하는 중요한 잣대중 하나인 교통문화. 현재 한국의 교통문화는 심각한 기로에 서 있다. 그 중 택시문화는 업계의 '뜨거운 감자‘다. 월간 파워코리아에서는 조합원의 권익을 위해 불철주야 노력하는 서울시택시운송사업조합의 오광원 이사장을 인터뷰해서 한국의 택시문화 선진화를 이룩하기 위한 방편과 현재의 문제점에 대해서 집중 취재하였다.

만성적인 공급과잉, 운송원가 상승, 각종 규제와 단속이 문제

불합리한 규제를 폐지?완화하고 다양한 유형의 택시를 도입하는게 시급

서울택시운송사업조합의 오광원 이사장이 첫 번째로 지적한 문제는 ‘만성적인 공급과잉’ 이다. 버스와 지하철 등 대중교통 공급확대를 비롯해 자가용과 대리운전 이용의 확산, 렌터카와 콜벤 자동차 등의 불법택시영업이 기승을 부려 택시승객이 지속적으로 감소하고 있는데 비해 각 지자체 단체장의 선심성 정책으로 개인택시 면허를 지나치게 남발하여 수요와 공급간의 불일치가 발생하고 있기 때문이라고 설명했다. 50년이라는 세월이 흐르면서 LPG연료 폭등과 인건비 상승 등의 운송원가 상승은 오 이사장이 제시하는 두 번째 문제점이다. LPG연료가격을 서울지역 만으로 예를 들면 2004년에서 2013년 사이 2배 이상 폭등했다. 이처럼 원가가 대폭 상승했음에도 불구하고 요금 인가권을 가지고 있는 서울시는 원가 상승에 맞춰 택시요금에 반영하기보다 선거나 경제상황 등의 외부변수를 고려하여 결과적으로 평균 4년에 한번 요금이 조정되었다. 이처럼 물가를 반영하여 인상하지 못하게 되니 택시업계는 수입이 떨어지게 되고 곧 이용하는 승객에게 만족할만한 서비스를 제공치 못했다는 것이 오 이사장의 주장이다. 요금 인가권을 서울시에서 가지고 있는 것처럼 정부의 택시정책은 항상 규제와 단속 중심으로 흘러갔고, 경영의 자율성을 과도하게 제약해 왔다. 예를 들어 기존 여객자동차운수사업법(이하 여객법)에 비해 크게 강화된 ‘택시운송산업발전에 관한 법률’(이하 택시발전법)과 하위법령의 공포, 서울시의 사업개선명령 등이다. 위와 같은 세 가지의 문제점을 개선하고 바로잡기 위해 오 이사장은 불합리한 택시규제를 완화하고 새로운 이용수요를 창출해 내야한다고 목소리를 높였다. 그는 대표적으로 여객법에 규정됐으나 현실과 맞지 않아 정착되지 않는 ‘운송수입금 전액관리제’(운송수입금의 전액입금과 전액수납)을 비롯하여 주유비와 사고처리비와 같은 ‘운송비용 전가금지’의 위반처분 강화, 운수종사자의 위반에 대한 사업자처분 신설?강화 등을 담은 택시발전법, 12시간이내 배차와 택시외부색상 강제지정 등을 담은 서울시 사업개선명령 등을 지적했다. 오 이사장은 이러한 불합리한 규제를 폐지하거나 완화해야 한다고 주장했다. 또한 그는 택시이용 수요창출은 다양한 요금제도와 여러 유형의 택시를 도입해야 하는데 “다양한 요금제도는 선진국의 대도시와 같이 대절 및 구간요금, 탄력적인 할증과 할인제도를 도입하는 것이고 다양한 유형의 택시는 골프회원 전용택시, 호텔전용택시, 관광택시 등 수요층이 다른 고급택시, 복지택시를 도입하는 것이다.”고 말했다. 이렇게 되어야 서비스에 대한 동기유발이 이뤄져 고급택시 기능을 하는 ‘우버’ 등 불법택시 유사영업 행위에 대한 대처도 가능하다는 것이 종합적인 조합의 주장이다. 오 이사장은 특히 우버서비스는 서비스의 효용성을 떠나서 직간접적으로 위법행위를 하고 있기에 운송질서 확립을 위해서 단속이 돼야 하며, 단속과 함께 우버서비스 등 고급택시 수요를 법인택시가 흡수 할 수 있도록 택시의 요금다양화와 자율화, 여러 유형의 택시 도입이 시급하다고 재차 강조했다. 

경찰과 조합이 영상기록장치를 활용한 공익신고 활성화 협약 체결 

세월호 유가족을 위한 성금모금과 전달, 사랑의 쌀 등 공익활동에 참여해

올해초 새집행부가 출범하면서 조합은 내외적으로 어려운 경영여건이지만 택시의 사회공헌 활동을 대폭 강화했다. 대표적으로 지난 7월15일 조합과 서울지방경찰청이 손을 잡고 택시에 장착된 영상기록장치(블랙박스)등을 활용해 공익신고 활성화에 나서기로 한 부분이다. 협약식에서 오광원 이사장은 “택시가 안팎으로 어려운 여건이지만 택시의 사회적 책임을 고려해 경찰과 함께 국민의 안전을 지키기 위한 공익적 역할에도 힘쓸 것”이라고 밝혔다. 협약을 통해 교통법규 준수 활동과 교통안전교육 및 홍보활동에 대해서도 적극 동참할 예정이다. 또한 조합은 나눔활동에도 적극적으로 참여했는데 지난 7월22일에는 조합 임원진과 255개 법인택시 사업자들이 모은 세월호 유가족돕기 성금 3,000만원을 대한적십자사 서울지사를 방문해 전달했고, 취약계층을 위한 적십자 특별회비 500만원도 기탁했다. 앞으로 적십자와 서울택시가 함께하는 ‘희망풍차 나눔택시’를 통해서 매월 정기 후원을 하며 각 회사로 확산시켜 나갈 예정이다. 그 외 조합에서는 매년 초 정기총회에서 ‘사랑의 쌀’을 아동센터 및 장애인 가족에게 전달하고 있으며, 조합원인 255개 택시회사에서는 수학능력시험 기간에 수험생 들에게 택시무료탑승 지원을 전개하는 등 다양한 활동을 하고 있다. 

택시선진문화 창조, 조합이 반드시 이룰터

서울도심 택시의 가장 큰 문제점은 획일화된 요금과 일률적인 택시의 종류에서 나오고 있다. 선진국의 대도시처럼 택시회사에게 경영의 자율성을 어느 정도 부여해 목적에 맞게 여러 유형의 택시를 만들고 탄력적인 할증과 할인제도를 도입한 다양한 요금제도를 도입해야 한다. 이러한 것들이 실현돼야 택시서비스의 동기유발이 이뤄져 택시를 이용하는 시민들이 느끼는 승차거부나 총알택시, 쾌적하지 못한 내부 상태 등의 여러 단점들이 개선이 될 것이다. 택시문화의 선진화는 쉽지 않다. 하지만 관계당국의 적극적인 의지와 택시관련 업계의 노력이 있다면 불가능한 일도 아니다. 서울특별시택시운송사업조합 오광원 이사장과의 인터뷰를 통해 한국택시 선진화의 방안에 대한 해답을 들었다. 아울러 변화를 위한 노력만이 서울시민의 택시이동에 대한 안전과 편리함으로 한단계 성숙된 선진택시 문화를 이룩할 수 있을 것이다.

Seoul Taxi Association leads advanced taxi culture

Chronic oversupply, rise of transport cost and regulations are the problems

Seoul Taxi Association was founded in order to provide the taxi services of carrying passengers effectively as a means of safe transportation for the citizens. The association is public-friendly, cooperative with state policies and interested in mutual well-being. It was established on 6 November 1962 with 55 initial union members and had 2,914 taxis and they did their role in honest as the quick feet of the citizens. After about 50 years, it has become a big association which boasts about 40,000 union members from 255 taxi firms and owns 22,787 legal taxis. However, due to the current difficulties and various external factors the association is at a crossroads of a reform. What kind of things do they have to solve in order to give both themselves and their customers a satisfaction? This question is not only for taxi drivers but also for related enterprises, central and local governments and all the citizens. Recently, a car-share application 'Uber' has become an issue and there is a friction between Seoul city and Uber. Seoul city made her standpoint clearly that Uber is illegal and is considering to make a related law to ban the application. Traffic culture is one of the measuring sticks to judge a developed country, and the current traffic culture in Korea is at a crossroads. Among them, taxi culture is a hot potato in the industry. Power Korea has met the chief director of the association Kwangwon Oh, who has been trying hard night and day for the rights and interests of the union members, and heard about the current problems and alternatives. 

It is urgent to introduce various types of taxi and irrational regulations should be mitigated or abolished

The first problem Oh pointed out was chronic oversupply. Oh explained that the use of bus, subway, private car and chauffeur service are increasing as well as rented cars and illegal call vans are in full swing but taxi passengers are decreasing consistently. However, the chiefs of self governing bodies issued owner driver cab's license excessively based on their pork-barrelling policy which has been resulted in unbalance of demand and supply. The sudden rise of transport costs such as LPG and labor costs are the second problems Oh suggested. The price of LPG, for example, doubled between 2004 and 2013 in Seoul. However, even though the prime cost has risen, Seoul city who has right of approval did not reflect it in the taxi fare but considered only about economic situation and external parameter which resulted in adjusting the price every 4 years. Accordingly, the income of taxi industry fell and they could not provide satisfactory services for the passengers. In addition, the government's policies on taxi is running based on regulations and crackdown and restricted taxi firms' autonomy of management excessively through the laws such as Taxi Transport Industry Development Act which is greatly reinforced compared to Passenger Transport Service Act, and Proclamation of Low Statute and Seoul city's Business Improvement Order. Oh raised his voice that in order to improve and solve these problems we have to mitigate those irrational taxi regulations and create a new demand in the market. Oh pointed out Seoul city's Business Improvement Order as irrational regulations containing 'total management of transport revenue (total pay in & receive of profits)' which is impractical, 'ban on shifting the transport cost (strong disposition when violated)' such as fuel and accident handling cost, 'Taxi Development Act' which will establish or strengthen disposition of operator when violated by employees, 'allocation of taxi within 12 hours' and 'the mandatory color of taxis'. Oh said that these unfavorable regulations must be abolished or mitigated. "Various taxi fare system means that we introduce reserving, rates per zone and extra charge system like large cities in advanced countries, and various types of taxis mean that we introduce taxis according to their needs such as a golf club members taxi, hotel taxi, travel taxi as well as a high class taxi and welfare taxi" said Oh. It is an overall opinion of the association that if the system goes like this taxi drivers can motivate themselves to provide better service and they can cope with the near similar illegal taxi business such as Uber. Oh emphasized that Uber is doing illegal business either directly or indirectly and this should be cracked down to establish an order in the transport industry. And also liberalization of taxi fares and introducing various types of taxis are urgently needed in order for legal taxis to provide Uber like illegal services instead.

The police and the association signed an agreement for common good

The association supports the families of Sewol ferry and participates in public interest activities

The new administration of the association started to work early this year and they greatly reinforced public interest activities despite the difficulties they are facing. The association and Seoul Metropolitan Police Agency decided to activate whistle-blowers using video tape recorder (black box) on 15 July. Oh said at the agreement ceremony "although we have many problems to solve, we will do our best to keep our citizens safe." With the agreement the association will also participate in campaigns such as the observance of traffic laws, training on traffic safety. They also actively participated in charity activities such as giving 30 million won ($28,000), which was collected by the executives and taxi operators, to the families of Sewol ferry through Korea National Red Cross, and donating 5 million won ($4,800) of Red Cross special membership fee to disadvantaged class. Red Cross and the association are planning to expand these activities to each taxi firm through 'Hope Windmill Sharing Taxi' in which they will give a monthly donation. In addition, the association is sending 'The Rice of Love' to child centers and families of disabled people as well as providing free taxi services to test-takers on the day of their examination. 

Seoul Taxi Association will create advanced taxi culture

The biggest problems of taxis in downtown Seoul are standardized taxi fares and taxi types. Like advanced countries, we have to design taxis according to their needs and give a certain amount of autonomy in management. It is also necessary to introduce various taxi fares with flexible extra charge and discount systems. Through this we can improve many shortcomings such as refusal of passengers, speeding taxi and unpleasant indoor space of taxi. It is not easy to improve taxi culture. However, it is not difficult either if we have government's support and related industry's trying.

I heard from Oh the answers and alternatives for modernization of taxis in Korea. And I think that the attempts for change will make this possible.
