A Wellbeing devotee to Dongdaemun/Seoul citizens 

- Jang Heung-sun, Seoul city councilor 

Councilor Jang Heung-sun is well-known in Dongdaemun-gu as a sponsor for the blind and promoter of community sports. When he ran for city councilor he had piled up for a dozen years of community service and data collected positively to make policies for improving Seoulites¡¯ quality of life and move improvements positively. His councilor badge worn on his chest is a worthy gift from residents who has recognized the sincerity of Councilor Jang because he was always on the go for his community mission. 

 

Challenged the political circles to practice more love of the community    

 When elected to the local council in 2014, Councilor Jang Heung-sun recalled his first opportunity for his dream about the city council. ¡°One day in May 2002, I dropped in a nearby restaurant serving a popular morning soup in Dapsipri-dong. Then, a daughter looking only the first grader of elementary school came in with her mother who was blind. The child who ordered the morning soup told the position of side dishes aloud holding her mother¡¯s hand. It was a shocking sight. I was worried about ¡®Who should help the child with homework assignment?¡¯ That day I had a bad night worrying about the mother and child, and several days later I visited the restaurant again, learned where they lived and headed for their house. As expected, when I met the parents they reproached themselves saying they did nothing as parents in their poor residential environment but hoping for their daughter¡¯s safe return from school. While trying to fix the broken boiler for them I made a mess, so I got information from the construction company president, joined the Boiler Facility Association and finally obtained the certificate of qualifications. I also participated in the study meeting to cut off city gas bills for the handicapped and the lower-income class. Then, to relieve the blind parents, I joined voluntary crime prevention of Seoul Riot Police, starting my community service of patrolling the neighborhood after work wearing the uniform and a club.¡± On this opportunity Councilor Jang, who had a wife and twin daughters as an ordinary office worker, awakened to a new aspect of the world. ¡°At that time I failed to realize it as another part of politics to help the needy, so I first joined the Lions Club Hail, an international volunteer service organization. I served as its manager and senior vice president and took on post of president in 2010. So far, I have regularly sent articles in need for needy neighbors and supported for white cane, cataract and artificial eye operation, etc. on the level of the club acting in the committee for multicultural families and the blind.¡± Then councilor Jang joined the Democratic Party in 2008 to conduct projects for his constituents and participated in diverse projects for the blind together with Seoul Handicapped Union. Currently, councilor Jang is making efforts to increase the support from Seoul city in relation to the city-supported on-going projects, such as the support for blind¡¯s family children with learning including homework assignment, improvement on the blind¡¯s residential environment, massage on the elderly at an old people¡¯s place, and health keeper project for the blind aimed toward stable employment. He is collecting data for improving the system to enlarge the project area and stable employment through enacting and revising the regulations.    

 

Aims to improve living environment and realize sports welfare policies in his term 

 ¡°I came to challenge on Seoul city council for a larger scope of welfare. I have grown up with local residents so will find improvements by getting information from everyday life,¡± Councilor Jang, who did many activities in the community sports meeting of Dongdaemun-gu, is quite interested in the community welfare of this ward, too. ¡°As a result of survey, Dongdaemun-gu placed fourth in Seoul for child obesity. Lack of exercise brings on the vicious cycle of diseases and rise of healthcare costs, which matter I will improve by increasing community sports. Like our neighboring Gu¡¯s, I would like to support children of Dongdaemun-gu with half of sports-hagwon costs so that they may attend gymnasiums for boxing, hapkido, etc., benefiting housewives and the elderly as well. I visit the silver club of Jeongok gym every week and find those who do badminton regularly keeping fit even in their 70¡¯s and over. From now on, I will work on the support of silver club and its activity plan on the basis of Seoul city¡± Dongdaemon-gu supports activity of community sports for 24 events including swimming, soccer, basketball, badminton, aerobics, etc., and since last year has operated Saturday sports program for teaching sports by visiting schools affiliated with weekend community sports program. However, councilor Jang thinks of further improvement. After retiring from office last autumn, he has been touring welfare and sports facilities more positively to check on their pros and cons. ¡°Last year, an outdoor swimming pool opened near Dongdaemun Sports Center of Dongdaemun-gu. It was opened by receiving support from the Seoul city. The swimming pool is winning an explosive response from the residents. At a gate ball ground even without a tent, the elderly members are enjoying the sport in the winter sweeping the snow away in person. I will improve inconveniences felt by the residents by renovating the facility.¡±

Councilor Jang is also showing enthusiasm in the field of real life, such as mending residential environment and improvement of water quality. As a Seoul city councilor belonging to environment and water resource committee, he has the biggest aim this year at ¡°tape water (Arisu) drinking campaign,¡± which is also councilor Jang¡¯s line. Considering that cost of water purification and gas lays a burden on household economy, he is planning to carry out a promotion to set up many drinking foundations for its larger consumption so that people may drink Arisu reliably. Besides, to settle citizen¡¯s inconveniences related to the cost of connecting city gas in their moving in and out, he is collecting data thinking that this matter could be addressed by mutual cooperation of Seoul city and gas companies. The city gas is a private enterprise with the public comprising five companies in case of Seoul. When moving, they charge different costs for connecting the gas range with different parts from company to company. Since these days, there are many families in monthly rent or the lease on a deposit basis as well as frequent removals, this is a necessary policy for families without built-in facilities. In order to move such policies as many as possible in his term, Councilor Jang is absorbed in his duty except 4 hours of sleep a day studying hard for policies. Starting with community service out of small sincerity toward neighbors, councilor Jang will make a more positive contribution to a bright and healthy society of ours with his ceaseless enthusiasm.
