2014 국민행복 IT경진대회 개최

미래창조과학부 최문기 장관과 한국정보화진흥원은 ‘제27회 정보문화의 달’을 맞아 지난달 6월 17일 양재 aT센터에서 장애인·고령자·결혼이민자 등 1천여명이 참여한 가운데「2014 국민행복 IT경진대회」를 개최했다. 이번 행사는 ‘IT로 함께하는 창조경제’라는 주제로, 재능과 아이디어가 있어도 신체적?사회적 제약으로 뜻을 펴기가 어려웠던 정보소외계층에게 새로운 활력과 희망을 심어주고, 국민 누구나 정보화의 열매를 함께 누리는 행복의 대한민국을 만들어 가자는 취지에서, IT를 기반으로 상상력과 창의력이 경쟁력이 되는 창조경제의 시대에 모두가 함께할 수 있는 행사로 구성되었다. 이번 대회 참가자 중 최연소자는 15세(’99년생, 신은경, 장애인부문, 서울), 최고령자는 82세(’32년생, 김기선, 고령자부문, 인천)이며, 결혼이민자 부문에는 러시아·몽골·베트남·캄보디아 등 총 9개국 출신이 참가하였다. 

또한, 다양한 전시·상담부스(정보통신보조기기, 창조경제, 어르신 IT봉사단)와 체험·휴게공간(치매예방 게임존, 테블릿PC로 그리는 캐리커처, 시각장애인 안마 체험 등)이 마련되어 행사에 참가한 사람 모두가 소통하고 공감할 수 있도록 부대행사가 진행되었다.

윤종록 미래창조과학부 차관은 “창조경제 시대에 국민 누구나 자유롭게 스마트 문명의 편익을 누리는 함께하는 따뜻한 스마트 세상을 만드는데 역점을 두고 있다”며 “재능과 아이디어가 있다면 신체적?사회적 제약없이 그 꿈을 활짝 펼칠 수 있는 기회가 마련될 수 있도록 노력할 것”이라고 말했다.

창조비타민 프로젝트, 카자흐스탄과 협력 추진

미래창조과학부는 창조경제의 핵심사업 중 하나로 추진중인 ‘창조비타민 프로젝트(사회 각 분야에 과학?정보통신기술(이하 ICT) 접목 프로젝트)’의 글로벌 확산을 위해 중앙아시아의 핵심국가인 카자흐스탄(이하 카자흐)과 협력하기로 했다고 밝혔다. 

이를 위해 한국 대표단은 지난달 19일 아스카르 쥬말갈리예프(Askar Zhumagaliyev) 카자흐 정보통신부 장관을 만나 국내의 창조비타민 프로젝트의 개요와 성과 등을 설명하였고, 양국의 ICT 전문기관인 한국정보화진흥원(NIA)과 ZERDE*(카자흐 ICT 전문기관) 간에 ‘ICT 개발협력센터 설립’에 원칙적으로 합의하는 내용의 MOU를 체결하였다. 

특히 아스카르 장관은 “향후 설립하게 될 한-카자흐 ICT 개발협력센터를 중심으로 양국간 창조비타민 같은 과학?ICT 융복합 공동사업이 활발히 추진되기를 희망한다”고 밝혔다. 

또한 양국 실무진은 MOU 체결에 이어 20(금) 10시(현지시간) ZERDE에서 한-카자흐 ICT 협력세미나를 갖고 향후 협력방안을 구체적으로 협의하였다.

우선 ICT 개발협력센터는 ’15년에 ZERDE 소속 국제정보통신대학 내에 설립하기로 하고, 기술인력과 정보 교류를 강화하는 한편 양국 산?관?학?연 콘퍼런스 등을 통해 공동사업 분야를 함께 발굴해 나가기로 하였다. 특히 주요 산유국인 카자흐는 에너지?환경 분야에 과학?ICT를 접목하는 사업에 큰 관심을 보였다. 미래부 강성주 정보화전략국장은 “이번 카자흐와의 협력은 우리가 창조비타민 프로젝트를 통해 종래의 인프라 강국에서 과학?ICT 활용 강국으로 나아가는 과정에서 우수한 성공사례가 해외에도 확산되고 시너지를 거둘 수 있는 토대가 될 것으로 본다”고 밝히며 이러한 양자간 협력 등을 바탕으로 향후 OECD 등 국제기구에서도 창조경제 및 창조비타민 프로젝트에 대한 소개 및 경험 전파?공유를 활발히 해 나갈 계획이라고 언급했다.

Held the ‘2014 Public Happiness’ IT Competitive exhibition 

Minister Choi, Moon-Gi of Future, Creativity and Science Ministry and National Information Society Agency held the ‘2014 Public Happiness’ IT Competitive exhibition to celebrate for the 27^th month of Information and Culture at Yangjae aT Center on June 17 with about 1,000 people who are the disabled, the aged and the marriage-based immigrants. With the title, ‘A creative economy with IT’, it was set up as an event that can be with everyone together in the creativity economy along the aim of making up happy Korea and giving a new vitality and a hope for the neglected out of any information due to some physical and social problems, even though they have got talents and ideas in this creativity economy era. The youngest one in the competitive exhibition was 15 (born in 1999, Shin, Eun-Gyeong, Seoul), the oldest one was 82 (born in 1932, Kim, Gi-Sun, Incheon) and in the marriage immigrant department, nine countries such as Russia, Mongol, Vietnam and Cambodia etc. 

Also, there were various shows, consulting booths (Information/Communication equipment, creativity economy, IT volunteering by the eldest) and some experience/common room (Dementia prevention game zone, caricature by tablet PC and massage experience by the blind and so on) at the event and all the people who were attending there could communicate and have a sympathy with those unit events. Vice-minister Yoon, Jong-Nok of Future, Creativity and Science Ministry said, “We focus on making a hearty and smart world that anyone in this creativity economy era can enjoy the convenience of the smart civilization altogether. If someone has idea and talent, we will do the best to enable the person show somebody’s dream widely without any physical and social restriction.” 

Creative vitamin project, promoting cooperation with Kazakhstan 

Ministry of Future, Creativity and Science announced that ‘Creative vitamin project (Science/Information and Communication Technology (ICT) convergence project in each social part)’ that is one of creativity economy‘s core projects would work with Kazakhstan, which is a core country in the Middle Asia for the globalization. For that, Korean delegation met Askar Zhumagaliyev who is a minister of Kazak Information & Communication Ministry on 19 last month and explained Korean creative vitamin project’s summary and results to him and had the MOU of agreeing of ICT Development Cooperation Center between NIA (Korean ICT center) and ZERD (Kazak ICT Professional center), which would be a co-institution for both countries. Especially, Minister Askar Zhumagaliyev spoke, “I hope this science/ICT convergence joint cooperation business centering Korea-Kazakhstan ICT development cooperation center that will be established in the future would be promoted actively.” 

The hands-on workers of both countries agreed the future cooperation plans for the future more specifically with having Korea-Kazakhstan ICT joint seminar at ZERDE at 10am (in the local time) on 20^th, Friday after the MOU agreement. 

First of all, the ICT Development Cooperation Center planned to build up inside International Information & Communication University which is affiliated with ZERDE in 2015 and decide to strengthen the technical personnel and information exchange and also, they will discover their joint business via their industry, academy, administration and society conferences. In particular, the major oil country, Kazakhstan, showed a big interest in the business integrated by mixing with energy and environment parts. Director of Information Strategy sector Gang, Sung-Joo, Ministry of Future, Creativity and Science said, “This cooperation with Kazakhstan will be the foundation to get more synergy and some excellent success cases would be introduced in the overseas on the process of going forward being from an infrastructure strong nation to a strong nation in the science and ICT industry as well throughout this creative vitamin project.” And he also mentioned that introduction of creativity economy and creative vitamin project in OECD afterwards will be planned more actively and shared the experiences.
