박근혜 대통령의 카자흐스탄 공화국 국빈 방문 계기
대한민국과 카자흐스탄 공화국간의 공동성명 채택
박근혜 대한민국 대통령은 누르술탄 나자르바예프 카자흐스탄 공화국 대통령의 초청으로 2014년 지난달 18일부터 20일까지 카자흐스탄 공화국을 국빈 방문하였다. 양국 정상은 2014년 6월 19일 아스타나에서 따뜻하고 우호적인 분위기 속에서 개최된 정상회담을 통해 상호 관심 있는 광범위한 문제들을 협의하고, 양국간 실질적인 협력 확대 방안에 대한 의견을 교환하였다. 박근혜 대통령은 대한민국 정부가 유라시아 협력 강화 정책을 추진함에 있어 카자흐스탄과의 협력을 중시하고 있음을 표명하였다.
누르술탄 나자르바예프 대통령은 카자흐스탄 2050전략과 2015-2019 산업혁신발전 국가 프로그램을 실현하는 과정에서 한국과의 협력을 중시하고 있음을 강조하였다. 양국 정상은 양국간 전략적 동반자 관계를 호혜적으로 발전시켜 나가기로 합의하였다. 양측은 정상간의 정례 회동과 더불어 정부, 의회, 공공 및 민간 기관간의 교류와 협력을 강화해 나가기로 합의하였다. 양측은 양국 정부간 무역 ? 경제 과학 ? 기술 공동위원회 및 한-카자흐 자원 협력위원회 등을 비롯한 기존의 각급 협의채널을 활성화하기로 하였다.
대통령, 카자흐스탄 동포 만찬간담회 개최
박근혜 대통령은 지난달 18일 카자흐스탄 국빈방문 계기에 아스타나에서 고려인 및 재외 동포 약 60명을 초청하여 만찬 간담회를 개최하고, 77년전 강제이주로 오신 분들과 양국 수교이후 새로운 삶을 개척하신 한인 동포들이 어려움을 이겨내고, 카자흐스탄 정부와 국민들이 인정하는 모범적인 동포사회로 자리 잡고 있는데 치하하고 격려했다. 아울러, 고려인 동포들이 카자흐스탄 정·재계와 문화체육계에서 두각을 드러내며 활약하고 있음을 높이 평가하면서, 카자흐스탄 동포들의 활약 덕분에 한·카자흐 양국관계가 짧은 수교 기간에도 불구하고 ‘전략적 동반자 관계’로 발전해올 수 있었다고 하고, 앞으로도 든든한 버팀목이 되어줄 것을 당부했다. 박 대통령은 북한의 도발과 위협에는 단호하게 대처하면서도 대화의 문을 열어두고 남북간 작은 신뢰부터 쌓아나가는 ‘한반도 신뢰프로세스’를 추진해나가고 있다고 하고, 지난 3월 드레스덴에서 밝힌 3대 실천구상의 구현을 위해, 인내심을 갖고 북한이 진정한 변화의 길로 나올 수 있도록 꾸준하게 노력해 나갈 것이라고 했다. 아울러, 한반도의 평화 정착과 통일 시대를 열어가기 위해서는 국제사회의 협력이 중요하다고 하고, 우리의 통일 정책을 널리 알리도록 정부의 노력에 동포들의 아낌없는 성원을 기대했다.
박 대통령은 카자흐스탄과는 현재 약 100억 달러 규모의 대규모 경협 프로젝트 추진을 포함한 보다 큰 협력의 잠재력을 갖고 있다고 하고, 이번 순방을 통해 ‘전략적 동반자 관계’를 한층 강화하여 양국이 동반성장해 나가는 상생의 협력 기반을 다져나갈 것이라고 했다. 아울러, ‘산업다변화 정책’ 및 ‘국가발전 2050’을 추진하고 있는 카자흐스탄은 우리의 창조경제와도 일맥상통하는 부분이 많아 미래를 함께 개척할 수 있는 중요한 파트너라고 하고, 우리의 성장 경험과 노하우를 적극 공유하면서 경제협력 관계를 발전시켜나간다면 일자리 창출과 경제발전에서 양국이 윈-윈하는 좋은 결실을 맺을 것으로 기대한다고 했다.
한편, 박 대통령은 한국의 자랑이며 소중한 자산인 700만 재외동포들이 각지의 실정과 특성에 맞게 ‘맞춤형 동포지원 정책’을 추진하고 있으며, 특히 카자흐스탄에서는 2010년부터 알마티 우쉬토베 지역에서 영농센터를 건립하여 동포들의 영농활동을 지원하고 있다고 하고, 동포들의 보다 쉬운 모국 왕래의 기회 제공, 안정적 체류 및 고용기회 제공 등 지원을 위해 지속적인 노력을 하고 있다고 했다. 아울러, 90년 역사의 고려일보, 우리말로 공연하는 고려극장, 한민족의 정체성과 모국의 정서를 지키고 있는 고려인 동포를 언급하면서, 카자흐스탄내 한류확산과 한국어·한국학 수요 증가에는 카자흐스탄 동포들의 노력이 소중한 토대가 되고 있다고 했다.
간담회에 참석한 동포들은 카자흐스탄에서 추진 중인 대형 프로젝트에 우리기업들이 성공적으로 진출할 수 있도록 정부의 지속적인 관심과 지원을 요청하는 한편, 동포사회에서 추진중인 한국학교 건립 사업에 대한 정부 차원의 지원을 건의하는 등 대통령과 대화의 시간을 가졌다. 또한, 최 블라디슬라브 고려인 중소기업연합회 회장은 알마티에 한-카자흐스탄 중소기업협력센터를 설립한 바, 한국의 중견전문가 파견 지도를 건의하기도 했다.
박 대통령은 한ㆍ카자흐 일반여권 사증면제 협정 체결 등 기업인들의 활동상 편익 증진을 위해 노력하고 있음과, 한민족 정체성 형성에 있어 체계적인 한국어와 역사 교육의 중요성을 고려하여 차세대 동포에 대한 교육 지원강화를 중점 추진하고 있음을 설명하고, 제반 건의 사항에 대한 성의 있는 후속검토를 약속했다.
