Jongno district is the representative area of Korea and has been the centre of administration, commerce and culture where tradition and contemporary are co-existing. It is necessary for Koreans to be in harmony with the tradition and the present in order to progress. And this harmony embraces architecture, residential environment, natural environment and preserving cultural assets and it is a task for Kim to fulfill. He said in his inaugural speech that "I would like to thank you for your support in the last elections. Though I'm a little bit nervous to be reelected, with my slogan 'start with small things but with detail', I will do my best to make safer and better Jongno." He emphasized that the encouragements, compliments, advice and feedback that the people gave to him would be the foundation for his term of office. The nation's leading bilingual magazine PorwerKorea has met Kim and listened to him.


Q&A


1. First of all, congratulations for your reelection. What was the most memorable things during the June 4th local elections?


I think a governor in this day and age should be someone who could be able to assist local residents when they are trying to make their area a better place. And 'communication' is the key element for an assistant to have. It is the open mindedness to work alongside residents that the administration has to pursue. The essential thing for me during the elections was to meet local residents and it was the most precious time to be with them. They gave me a lot of their opinions, advice, encouragements and compliments as well as criticisms and they became my inspiration. 


2. How would you describe your policy direction?

 

afety, urban restoration and healthy city are the three main things I am focusing on in order to make a better city. And I also would like to create more jobs and introduce better welfare systems to Jongno by using cultural assets in the region.


Firstly, safety is my top priority.

A prestige city starts from safety. I have already been implementing safety policy for the last 4 years. We were certified for Korea Occupational Safety Health Agency (KOSHA 18001) for the first time among provincial governments in 2011, and built the Jongno CCTV integrated safety center last year to cope with disasters, incidents and accidents, and also hired safety consultants to professionally control the safety problems. I'm going to establish a disaster-prevention system tailored to the region, and also improve rainwater cycle systems to prevent flood damages. And we will also follow the 5 Commandments of Disaster Prevention.


Secondly, I will increase the value of Jongno by made-to-order development and urban restoration. Changsin and Sungin will be the particular areas for this. We've been trying to find how to develop these areas since the new town plan was lifted last November and we made them to be selected as pioneering areas of urban restoration by the Ministry of Land, Infrastructure and Transport. We also secured a budget of 20 billion won ($19m). We are aiming to reinforce community competence, regional culture, economic and housing revitalization through road and stairs maintenance, drainage improvement, building more parking spaces, nurturing sewing industry and creating flower gardens based on experts' consultation. In addition, I will make Buam, Pyeongchang and Gu-gi as Art Valleys. These villages are surrounded by Bukhan mountain and has a wonderful natural environment. As there are many artists living there, I will make these areas as Art Villages.


Thirdly, I will make Jongno as a healthy city.

Healthy city means that the residents give continuos efforts to make it a better city. Jongno district has been doing health-related activities such as washing down the streets, purifying the air of a room, clearing away the unnecessary urban facilities and creating vegetable gardens. The 8th annual meeting of Korea Healthy Cities Partnership will be held in Jongno in September this year. 67 self-governing bodies will be participating to discuss and improve about national health, eco-friendly pavement slabs, clean air and urban vegetable gardens. We will also operate 'Residents Health Forum' and build 'Wellness Centre' in the area.


3. How will you make Jongno as a city of culture and art?

  Jongno has been a historic and cultural city with its 620 years of tradition. I will make Jongno as a cultural and artistic city through the abundant cultural resources we already have in the region. Culture will increase productivity and create new jobs. Even if they are tiny and unimportant I will make them into stories and a form of entertainment for the residents to share and enjoy. Especially, I will protect the rights of residents who live around Bukchon Hanok Village, Sejong Village and Ihwa Village where many tourists are visiting. I will also preserve Insa-dong from being commercialized indiscreetly by applying a tougher regulation.


4. Seoul is densely populated and has a lot of high buildings and people are concerning about safety. How will you take safety measures?

  A good city starts with safety. We are well aware of the importance of safety and we've been trying hard to protect our residents' security and property. As Jongno is located in the centre of Seoul and surrounded by mountains such as Inwang mountain, Pukak mountain and Bukan mountain, there might be a chance of landslide. Also, Jongno has many old buildings that are prone to catching fire. In order to tackle these problems, we were certified for Korea Occupational Safety Health Agency (KOSHA 18001) for the first time among provincial governments in November 2011, and built the Jongno CCTV integrated safety center last December to cope with disasters, incidents and accidents, and also hired safety consultants to professionally control the safety problems for 24/7.


5. Demanding for residence autonomy is increasing. What are your plans for community participation?

  If last term was the beginning of 'people-centered prestige city', this term is to preserve, manage and develop it. I myself am an architect and municipal administration specialist. Making a 'prestige city' cannot be accomplished in a short period of time with a large scale plan alone, but in a long period of time with attention to detail plans. The three keynotes of this term are participation administration, field administration and responsible administration. I will involve residents in decision making in order for administration to be done by the people and for the people. I will also cooperate with lawmakers. Residents are the owners of Jongno. I will provide many opportunities for the residents to participate and listen to their needs and wants.
