‘안전이 최우선’ 민선6기의 비전제시하다

종로구는 조선시대 이래 행정·상업·문호의 중심지인 동시에 전통과 현대가 공존하는 곳이며 대한민국을 대표하는 지역이다. 앞으로 한국이 미래로 나아가려면 전통과 현대의 적절한 조화가 필요하다. 이는 건축, 도시 주거환경, 문화재 보존, 자연환경 등 전 분야에 해당되며 김영종 종로구청장이 민선6기동안 고민해야 할 화두이자 과제다. 김영종 종로구청장은 재선 소감에 대해 “먼저, 지난 선거에 저에게 많은 성원을 해주신 종로구민 여러분께 깊은 감사의 말을 드립니다. 종로구민의 선택으로 민선6기를 열게 되었지만 구민의 기대에 어떻게 부응해야 할지 마음이 한편으로는 무거움을 느낍니다”며 “그동안 안전한 종로를 만들기 위해 “작은 것부터 천천히, 그러나 제대로”라는 다짐으로 꼼꼼히 챙겨왔던 저에게 종로를 잘 챙겨달라는 부탁으로 알고 구민의 뜻을 소홀히 하는 일이 없도록 할 것입니다“고 말했다. 또한 김 구청장은 주민과 지역을 돌아다니면서 만났던 구민들의 여러 의견들, 제게 격려와 칭찬을 주신 말씀은 물론, 따끔한 비판과 섭섭해 하셨던 모든 의견 또한 잘 간직하고 민선 6기의 정책을 펼치는데 귀중한 거름으로 삼겠다고 거듭 강조했다. 월간 파워코리아는 김영종 구청장을 만나, 그가 내놓은 해답을 들어봤다.

1. 먼저 6.4 지방선거에서 다시 한번 더 구민들의 신뢰를 확인 한 점을 축하드립니다 선거기간동안 기억에 남는 일은 ?

  이 시대의 목민관은 지역에 살고 있는 주민들이 살기 좋은 지역을  만들어 나갈 때, 뒤에서 옆에서 성심을 다해 돕는 조력자가 되어야 한다고 생각합니다. 조력자 역할을 충실히 하기 위한 전제조건은 ‘소통’입니다. 행정이 추구해 나가야할 방향은 주민과의 적극적인 소통 그리고 주민과 함께 하고자 하는 열린 마음입니다. 이번 선거에 저에게 가장 필요했던 것은 주민을 만나는 것이었으며, 주민과 함께했던 시간이 가장 즐겁고 소중한 시간이었습니다. 주민과 지역을 돌아다니면서 만났던 구민들의 여러 의견들, 제게 격려와 칭찬을 주신 말씀은 물론, 따끔한 비판과 섭섭해 하셨던 모든 의견 또한 잘 간직하고 민선 6기 종로구의 정책을 펼치는데 귀중한 거름으로 삼겠습니다.

 

2. 민선 6기 정책방향을 소개하자면 ?  

  주민이‘안전’하면서도 지역의 가치를 높이는‘도시재생’부터 쾌적하고 살기 좋은‘건강도시’를 만들고, 종로의 문화관광 자산으로 ‘일자리 창출’부터 ‘복지종로’를 만들어 사람을 위한 행정을 계속 펼쳐 나가겠습니다.

먼저, 안전을 최우선으로, 확고한 안전종로를 구현하겠습니다.

  명품도시는 안전에서 시작됩니다. 구민들의 안전을 위해 지난 4년간 안전을 최우선 정책으로 챙겨왔습니다. 2011년에 전국 지방자치단체 최초로 한국산업안전보건공단으로부터 안전보건경영시스템(KOSHA 18001) 인증을 받았으며, 지난해에는 각종 재난·재해·사건·사고 발생시 신속하게 대처하여 구민의 안전을 책임질 ‘종로 CCTV통합안전센터’를 구축한 것에 이어, 금년 봄에는 안전자문관’을 채용하여 전문적으로 안전문제를 챙길 수 있도록 하였습니다. 앞으로 종로의 자연, 공간적 특성을 고려한 맞춤형 재난예방 시스템을 구축하고, 지속적으로 빗물 순환체계 개선을 통해 수해로부터 안전한 도시를 만들겠습니다. 이외에도 재난방지 5계명을 실천하는 등 도시계획 단계부터 안전대책을 계획에 반영하여 구민의 안전을 최우선으로 할 것입니다.

두번째로 지역 맞춤형 개발과 도시재생으로 지역가치를 높이겠습니다.

  창신·숭인동 지역을 모범적인 도시재생사업으로 지역가치를 높이겠습니다. 이 지역은 작년11월에 뉴타운이 해제되고, 그 이후 이 지역을 어떻게 할 것인가에 대한 해답을 ‘도시재생’에서 찾고자 노력한 결과, 국토교통부에서 시행한 ‘도시재생 선도지역 공모’사업에 서울시에서 유일하게 선정되어 200억 원의 예산을 확보하였습니다. 앞으로 4년간 도시를 재생하기 위하여 사람중심 마을 만들기로 지역역량을 강화하고, 지역자산을 활용한 역사문화 재생과 더불어 창조경제로 일자리를 창출하는 경제재생은 물론 쾌적하고 안전한 지역 순응형 주거재생을 목표로 도로정비, 계단정비, 하수시설 개선, 주차장 건설, 봉제산업 육성, 육성, 꽃밭조성 등 주민들이 원하는 사업부터 전문가의 자문을 받아 차근차근 추진해 나갈 것입니다. 

또한,‘부암·평창·구기’지역을 세계적인 아트밸리(Art Valley)로 조성하겠습니다. 이 마을은 북한산이 감싸 안은 천혜의 자연환경을 가지고 있으며, 많은 예술가들이 살고 있는 문화마을입니다.

자연환경과 지역 인프라를 활용하여 지역주민들과 함께 세계적인 예술마을을 만들어 가겠습니다.

세 번째로 쾌적하고 살기좋은 건강도시 종로를 만들겠습니다.

  건강도시란 구민 개개인이 건강과 삶의 질을 향상시키기 위해 지속적으로 노력해 나가는 도시입니다. 종로구는 건강도시를 만들기 위해 미세먼지 줄이기 위한 도로 물청소, 실내공기질 개선, 도시의 불필요한 시설물을 정리 정돈하는‘도시시설물 비우기’, 도시농업 활성화를 위한 도시텃밭 조성 등 다양한 건강 관련 사업을 지속적으로 추진해 왔습니다. 오는 9월이면 종로에서 제8회 대한민국 건강도시 협의회 정기총회가 개최됩니다. 67개 건강도시 협의회 지방자치단체가 참여하여 보건의료 분야의 건강증진 뿐 만 아니라, 

친환경 보도블록, 실내 공기질 개선, 도시텃밭 등 주민 건강과 관련된 모든 사항에 대하여 기관 간 협력을 통해 지속발전 가능한 건강도시를 모색하게 될 것입니다. 앞으로도 모든 행정에 건강개념을 도입하여 ‘주민건강포럼’운영, ‘웰리스센터’를 건립하는 등 우리 구민이 건강하고 살기좋은 도시를 만들어 가겠습니다.

3. ‘품격있는 문화예술 도시’를 어떻게 만들어 갈것인가 ?

  우리 종로는 620년 전통이 함께하는 역사?문화 도시입니다. 문화의 힘을 통해 삶의 질을 높이는 문화예술 도시를 만들겠습니다. 문화는 종로구의 생산성을 증대하고, 일자리도 만들 수 있을 것입니다. 종로구민 한분 한분이 문화를 누릴 수 있는 문화예술 도시를 만들기 위해 작고 사소한 것도 이야깃거리, 즐길 거리로 만들어 풍요로운 문화 환경을 만들어 갈 것입니다. 특히, 북촌한옥마을, 세종마을, 이화마을 등 방문객이 많은 곳은 지역적 특성을 보존하면서 사시는 분들이 평안한 생활을 할 수 있도록 정주권 보호에도 소홀함이 없도록 하겠습니다. 인사동은 대한민국을 말하고 있습니다. 지나친 상업주의가 전통을 밀어내고 있습니다. 인사동의 시간이 아름다운 전통을 찾을 수 있도록 엄격한 기준을 갖고 지속적으로 우리 문화와 전통을 지켜가도록 하겠습니다.

4. 서울은 인구가 밀집되어 있고 고층건물이 많아 안전사고에 유의해야 한다. ‘안전한 종로’를 구축하기 위한 방법은? 

 ‘명품도시’는 안전에서 시작한다고 말할 수 있습니다. 우리 구는 오래 전부터 안전의 중요성을 인식하고 주민의 안전과 재산을 보호하기 위해 많은 노력을 해왔습니다. 서울 도심에 위치한 종로구는 자연경관이 수려한 곳이지만, 인왕산, 북악산 그리고 북한산으로 인한 산사태 위험이 있고, 인사동이나 종로 도심지에는 오래되고 낡은 주택들이 많아 화재 발생 우려 등 안전에 취약한 점도 있습니다. 이러한 문제를 해결하기 위해 지방자치단체로는 최초로 지난 2011년 11월, 한국산업안전보건 공단으로부터 안전보건경영시스템 (KOSHA 18001) 인증을 받았으며,지난해 12월에는 관내 곳곳에 설치되어 있는 CCTV 815대를 한 곳에서 모니터 할 수 있는 CCTV통합안전센터를 설치하여 24시간 범죄예방에 힘쓰고 있습니다.

5. 주도적 주민자치에 대한 요구가 나날이 높아지고 있다. 민선6기 주민참여 방안은 ?  

  우리 구의 민선6기는 민선5기가 ‘사람중심 명품도시’의 첫발을 내딛는 시기였다면, 이를 보존하고, 관리하며, 보완 발전시켜 나가는‘명품도시’의 기틀속에 안전하고 건강한 도시를 만들어 가겠습니다. 저는 건축가이면서 도시행정 전문가입니다. ‘명품도시’를 만드는 것은 단기간에 그리고 큰 것만으로 이루어지는 것이 아니고, 큰 그림에서부터 세밀하고 섬세한 부분까지 장인정신으로 200년을 내다보는 안목으로 설계함으로서, 지속성장 가능한 도시를 만드는 것이라 생각합니다. 우리 종로구의 민선 6기 행정의 가장 중요한 기조는 ‘참여행정, 현장행정, 책임행정’입니다. 의사결정 과정 등 모든 행정절차에 반드시 구민들을 참여시키고, 지역의 시?구 의원님들과도 협력을 강화하여 주민을 위한, 주민의 의한 행정을 펼쳐 지방자치를 열어 가도록 하겠습니다. 종로의 실질적인 주인은 바로 주민입니다. 앞으로도 종로구는 주민들이 구정에 직·간접적으로 적극 참여하여 잘 사는 동네를 만드는데 함께하실 수 있도록 많은 기회를 마련할 것이며, 작지만 주민들에게 꼭 필요하고, 주민들이 진정으로 원하는 일이 하나 하나 실현되도록 최선의 노력을 다할 것입니다.

Jongno district is the representative area of Korea and has been the centre of administration, commerce and culture where tradition and contemporary are co-existing. It is necessary for Koreans to be in harmony with the tradition and the present in order to progress. And this harmony embraces architecture, residential environment, natural environment and preserving cultural assets and it is a task for Kim to fulfill. He said in his inaugural speech that "I would like to thank you for your support in the last elections. Though I'm a little bit nervous to be reelected, with my slogan 'start with small things but with detail', I will do my best to make safer and better Jongno." He emphasized that the encouragements, compliments, advice and feedback that the people gave to him would be the foundation for his term of office. The nation's leading bilingual magazine PorwerKorea has met Kim and listened to him.

Q&A

1. First of all, congratulations for your reelection. What was the most memorable things during the June 4th local elections?

I think a governor in this day and age should be someone who could be able to assist local residents when they are trying to make their area a better place. And 'communication' is the key element for an assistant to have. It is the open mindedness to work alongside residents that the administration has to pursue. The essential thing for me during the elections was to meet local residents and it was the most precious time to be with them. They gave me a lot of their opinions, advice, encouragements and compliments as well as criticisms and they became my inspiration. 

2. How would you describe your policy direction?

 

afety, urban restoration and healthy city are the three main things I am focusing on in order to make a better city. And I also would like to create more jobs and introduce better welfare systems to Jongno by using cultural assets in the region.

Firstly, safety is my top priority.

A prestige city starts from safety. I have already been implementing safety policy for the last 4 years. We were certified for Korea Occupational Safety Health Agency (KOSHA 18001) for the first time among provincial governments in 2011, and built the Jongno CCTV integrated safety center last year to cope with disasters, incidents and accidents, and also hired safety consultants to professionally control the safety problems. I'm going to establish a disaster-prevention system tailored to the region, and also improve rainwater cycle systems to prevent flood damages. And we will also follow the 5 Commandments of Disaster Prevention.

Secondly, I will increase the value of Jongno by made-to-order development and urban restoration. Changsin and Sungin will be the particular areas for this. We've been trying to find how to develop these areas since the new town plan was lifted last November and we made them to be selected as pioneering areas of urban restoration by the Ministry of Land, Infrastructure and Transport. We also secured a budget of 20 billion won ($19m). We are aiming to reinforce community competence, regional culture, economic and housing revitalization through road and stairs maintenance, drainage improvement, building more parking spaces, nurturing sewing industry and creating flower gardens based on experts' consultation. In addition, I will make Buam, Pyeongchang and Gu-gi as Art Valleys. These villages are surrounded by Bukhan mountain and has a wonderful natural environment. As there are many artists living there, I will make these areas as Art Villages.

Thirdly, I will make Jongno as a healthy city.

Healthy city means that the residents give continuos efforts to make it a better city. Jongno district has been doing health-related activities such as washing down the streets, purifying the air of a room, clearing away the unnecessary urban facilities and creating vegetable gardens. The 8th annual meeting of Korea Healthy Cities Partnership will be held in Jongno in September this year. 67 self-governing bodies will be participating to discuss and improve about national health, eco-friendly pavement slabs, clean air and urban vegetable gardens. We will also operate 'Residents Health Forum' and build 'Wellness Centre' in the area.

3. How will you make Jongno as a city of culture and art?

  Jongno has been a historic and cultural city with its 620 years of tradition. I will make Jongno as a cultural and artistic city through the abundant cultural resources we already have in the region. Culture will increase productivity and create new jobs. Even if they are tiny and unimportant I will make them into stories and a form of entertainment for the residents to share and enjoy. Especially, I will protect the rights of residents who live around Bukchon Hanok Village, Sejong Village and Ihwa Village where many tourists are visiting. I will also preserve Insa-dong from being commercialized indiscreetly by applying a tougher regulation.

4. Seoul is densely populated and has a lot of high buildings and people are concerning about safety. How will you take safety measures?

  A good city starts with safety. We are well aware of the importance of safety and we've been trying hard to protect our residents' security and property. As Jongno is located in the centre of Seoul and surrounded by mountains such as Inwang mountain, Pukak mountain and Bukan mountain, there might be a chance of landslide. Also, Jongno has many old buildings that are prone to catching fire. In order to tackle these problems, we were certified for Korea Occupational Safety Health Agency (KOSHA 18001) for the first time among provincial governments in November 2011, and built the Jongno CCTV integrated safety center last December to cope with disasters, incidents and accidents, and also hired safety consultants to professionally control the safety problems for 24/7.

5. Demanding for residence autonomy is increasing. What are your plans for community participation?

  If last term was the beginning of 'people-centered prestige city', this term is to preserve, manage and develop it. I myself am an architect and municipal administration specialist. Making a 'prestige city' cannot be accomplished in a short period of time with a large scale plan alone, but in a long period of time with attention to detail plans. The three keynotes of this term are participation administration, field administration and responsible administration. I will involve residents in decision making in order for administration to be done by the people and for the people. I will also cooperate with lawmakers. Residents are the owners of Jongno. I will provide many opportunities for the residents to participate and listen to their needs and wants.
