현 부총리, "환경산업, 새로운 수출산업으로 육성"
현오석 부총리 겸 기획재정부 장관은 지난달 13일 "환경 관련 기술과 산업을 새로운 수출산업으로 육성하겠다"는 뜻을 밝혔다. 현 부총리는 이날 정부서울청사에서 주재한 대외경제장관회의에서 "글로벌 환경시장이 신흥국을 중심으로 빠르게 성장하고 있지만 국내 환경산업의 수출은 '초기단계'일 뿐 아니라 대부분의 환경기업이 영세한 중소기업"이라며 이같이 말했다. 현 부총리는 "국내 환경기업의 해외진출을 확대하고자 사업 발주부터 계약 성사까지 전 과정을 지원하고 인센티브를 제공해 대ㆍ중소기업의 동반진출을 유도하겠다"며 "해외 환경 프로젝트에 보증을 지원하고 대외경제협력기금(EDCF)과 다자개발은행(MDB) 등 민간 투자자금 등을 활용해 환경기업들을 자금여력을 보완하겠다"고 강조했다.
또한 "해외 현지 협의체를 구성해 환경시설 개선사업에 국내 기업의 참여를 늘리는 한편, 환경 연구개발(R&D) 사업 중 환경소재ㆍ장치개발 분야 연구를 강화하고 환경 기자재 해외벤더 등록을 지원해 장비산업 수출도 활성화하겠다"고 덧붙였다.
오는 9월 평창에서 열리는 생물다양성협약 당사국총회와 관련해선 "생물다양성협약은 생물자원의 해외 의존도가 높은 우리 유관 산업의 경쟁력에도 큰 영향을 미치는 사항"이라며 "이번 총회는 GCF 유치 이후 우리나라의 높아진 국격을 재확인할 수 있는 좋은 기회가 될 것"으로 기대했다. 그는 "당사국총회의 결과물로 평창 로드맵을 마련하는 동시에, 총회를 계기로 개도국ㆍ선진국, 국제전문기관 간 과학기술의 공유를 촉진하고 우리나라의 국토녹화 성공 경험을 개도국에 전수하는 모멘텀을 마련하겠다"고 전했다. 생물다양성협약은 기후변화협약과 함께 양대 유엔 환경협약으로 불린다. 올해 당사국총회에는 전 세계 194개국 대표 2만여 명이 참석할 예정이다. 정부는 지난해 10월 준비기획단을 발족한 후 관계부처 간 협업을 통해 총회를 준비하고 있다.
현 부총리, "투자ㆍ고용 등 정상적인 기업활동에 매진해 달라"
현오석 부총리 겸 기획재정부 장관은 지난달 13일 경제계에 "투자ㆍ고용 등 정상적인 기업활동에 다시 한 번 매진해 달라"고 당부했다.
현 부총리는 이날 서울 플라자호텔에서 주재한 경제5단체장과의 조찬간담회에서 "소비심리 위축이 내수 전반을 위축시키는 악순환의 고리를 끊기 위해서는 정부의 노력만으로는 한계가 있다"며 이같이 말했다. 그는 "작년 한 해 기업들의 영업이익이 개선됐고 대기업과 서비스업을 중심으로 투자여력도 나아지는 모습을 보였지만, 기업들의 설비투자는 대기업과 중소기업 모두 감소하는 등 전반적으로 부진했다"고 지적했다.
그러면서 "투자 부진은 경기를 어렵게 할 뿐만 아니라 성장잠재력을 확충하는 데에도 걸림돌이 될 것"이라며 "지금이야말로 우리 기업들이 한국경제에 대한 믿음과 자신감을 갖고 기업 본연의 도전정신을 발휘할 때"라고 강조했다. 그는 "정부도 기업투자가 활발히 이뤄질 수 있도록 규제개혁을 통해 여건조성에 최선을 다하겠다"면서 "경제5단체장님들께서도 기업들이 투자를 확대하고 필요한 인력을 신속히 채용할 수 있도록 적극적으로 독려해 달라"고 주문했다. 특히, "기업들도 소비진작에 적극적으로 동참해야 한다"며 "그동안 국민적 애도 분위기 속에 미뤄왔던 워크숍과 체육행사 등을 개최하는 등 기업들의 정상적인 활동 하나하나가 소비심리를 회복하는 마중물이 될 것"이라고 덧붙였다. 앞서 현 부총리는 우리 경제가 '움츠러든 심리의 터널', 힘겨운 민생의 터널', '불확실한 대외여건의 터널'이란 '세 가지 터널'에 직면해 있다고 진단했다.
Deputy prime minister nurtures environmental industry as a new export industry
The deputy prime minister and the minister of Strategy and Finance Hyun Ohseok said on 13th last month that "environment-related technology and businesses will be our new export industry." Hyun said, at a meeting of external economic ministers in the Central Government Complex in Seoul, that "the global market for environmental industry is rapidly growing among emerging countries but our export industry is not only in its early stages but also most firms in this area are small and medium companies." He emphasized that "it is necessary that both major cooperations and small & medium companies advance together into this industry and we will support and offer incentives from launching to accomplishment in order for them to find a market abroad. We will vouch for overseas environmental projects and provide funds from EDCF (Economic Development Cooperation Fund) and MDB (Multilateral Development Bank)."
He also said that "we will make a local consultative group overseas to encourage domestic companies to participate in improving environmental facilities, and reinforce the environmental R&D particularly on materials and equipments, and help them to export the equipment industry to foreign countries by registering the vendors overseas."
Regarding the conference of the parties of the Convention on Biological Diversity which will be held on September in Pyeongchang "this agreement affects hugely the competitiveness of the Korean bio-related industries which heavily depend on foreign resources. This conference will be a good opportunity for us to reconfirm our nation's elevated international stature since the hosting of GCF," expects Huyn. He said that "as a result of the conference we will make Pyeongchang road map, and accelerate the co-ownership of technology between developing countries and advanced countries as well as international agencies, and gain momentum that will initiate developing countries into our experience in afforestation." Alongside the Climatic Change Convention, the Convention on Biological Diversity is called UN Environmental Agreement. 20,000 representatives of 194 countries from all over the world are expected to participate in this year's conference. The Korean government started to run a planning group in October last year and is now preparing the conference with other related ministries.
Hyun urges normal business activities on investment and employment
The deputy prime minister and the minister of Strategy and Finance Hyun Ohseok said "please, strive for normal business activities on investment and employment."
He said on the same day at a breakfast meeting with five economic organizations in Seoul Plaza Hotel that "there is a certain limit for government to break out of a vicious circle of a weak domestic market alone which caused by negative consumer sentiments." He pointed out that "the operating profit has improved and the investment powers among major cooperations and service sector has got better, but the investment in equipment has over all been reduced. He emphasized that "weak investment is an obstacle to expand the potential of growth and it also makes business difficult. Therefore, now is the time for the enterprises to exert their utmost efforts with faith and confidence in the Korean economy." He said that "we will do our best to create an environment where corporate investment can be done actively and I ask five economic organizations to encourage companies to increase their investment and to hire the manpower required as soon as possible." He added that "companies should actively participate in boosting the consumption in a way such as holding a workshop or an athletic meeting which have been postponed due to the ferry Sewol disaster, and also their normal business activities will contribute to recovering the consumer sentiment." Prior to this, Hyun said that the Korean economy is facing the three tunnels: 'the tunnel of shrunken mental state', 'the tunnel of harsh livelihoods,' and 'the tunnel of uncertain foreign condition.'
