Kim Myung-whan, the 29th chairman of Korean Postal Workers¡¯ Union


There is s saying that ¡®Many a little makes a mickle.¡¯ This must mean you should learn to embrace every bit of things however trivial it may look. Kim Myung-hwan, the newly elected 29th chairman of Korean Postal Workers¡¯ Union (KPWU), is the one who has put this truth into practice and encompassed the hearts of thirty thousand copartners. 


The first step moved for the copartners¡¯ safety and happiness 


On last May 8, there was an election for the 29th chairperson of KPWU. As ex-chairperson Lee Hang-gu resigned his post, there was a special election held to remove the blank of the Union¡¯s duties and candidate Kim Myung-whan was elected for chairperson with a vote of 50.14% at a temporary meeting of the national board of representatives. There were ups and downs as all other elections, but candidate Kim Myung-hwan became the final winner who proved his reliability and capability to speak for the 30,000 copartners. 

He composed the new executives pledging to fulfill the public promise of focusing on ¡°copartners, site and policies¡± while these people all promised to endeavor for the copartners¡¯ safety and happiness. The new chairperson Kim Myung-hwan, a longtime member of the KPWU, has so far exercised his love of copartners, young passion and drive, policy expertise and leadership. Now the members are going to open a new age of the KPWU earnestly under his steering. Forgetting the past when sacrifice and obedience was imposed on the members, Chairperson Kim Myung-hwan must laugh and cry with thirty thousand copartners and representatives who selected him as the only alternative to lead the Union to change and reform exercising his strategic mindset with a warm heart and cool head. We met Chairperson Kim Myung-hwan to hear about the future of the KPWU in danger from exacerbated business performance and multiple unions. 


¡®KPWU¡¯ to stand at the center of change 


Chairperson is the one who must carry out the most things of all copartners. He must speak for the rights and interests of the KPWU, the largest one, and make policy and strategy for these members. In critical moment he must exercise leadership to seek counsel of so many copartners and at times shelter each person from pain. For these duties, ¡®Chairperson Kim Myung-hwan¡¯ was selected. By entrusting the future of the KPWU confronted with crisis with him who has a longtime proven experience of the Union, the members have become able to be devoted only to their duties feeling more reassured. Chairperson Kim emphasized, ¡°It is said that when African people cross a turbulent stream, they walk across it carrying a large stone with them, because their weight alone cannot equal the situation. The borne extra weight acts as a life saver. In any case, to be the Union leader is a thorny way. I must be faced up and fight with it for copartners. While breaking through with head on like this, I may be swept away by the strong current of the river. However, I will go over the river bearing the copartners¡¯ support and expectation like a stone. Gathering the power of thirty thousand copartners, I will not be swept away but stand at the center of change.¡± The ¡®KPWU¡¯ has such power but obsolete administration and unchanged complacency of the executives worsen the copartners¡¯ fatigue holding their sacrifice hostage. This is what chairperson Kim Myung-hwan is about to change and he is at the starting line. 


To abolish Saturday collection and delivery with less than two hours for overtime work 


At last, ¡®the age of copartners¡¯ sovereignty¡¯ has opened.  

Chairperson Kim is planning everything to be public through communication with copartners taking down all his authority and lead and protect copartners on the forefront himself to draw the optimum result. Using the experience and knowhow so far, it is going to be the control tower for transforming into the KPWU thoroughly focusing on copartners, site and policy. During the period of election, Chairperson Kim proposed the ¡®Ten major pending problems to fight for.¡¯ They were epochal change of the KPWU and drive for reform, winning job stability and improvement of working conditions, reorganization into site-focused specified policy, abolishment of differentiation between regular posts, allowance of postal professional position, securing more upper ranks for promotion, making officials of irregular workers and better treatment, introduction of full-charge director system for the postal concentration office and special post office, construction of Postal Hospital and Postal General Welfare Center, and composition of special committee for revision of the rules into direct election system and raising the branch subsidy for stronger activity of the site organization. 

Besides, the most preferential task he is faced with is the item related to Saturday collection and delivery. Chairperson Kim emphasized, ¡°The most heartrending is the death at the post of copartners, which occurred last year and the year before the last successively. Consequently, I have come to stand on the forefront to prevent the sacrifice of our copartners. All these are the evil caused by poor working conditions, heavy work and long working hours. To eradicate this, we have decided to improve the working environment by abolishing Saturday collection and delivery, but the Korean Post Office has a negative opinion even talking of a deficit of 1.8 trillion won. However, to achieve an employment rate of 70% and reduce working hours as the government¡¯s labor policy, we should get rid of the disgrace as the world¡¯s longest-hours-of-work country while the responsibility for taking the lead in reducing the murderous working hours of the post office mailmen representing this hard work lies in the Korean Post Office, a state-run agency. We will definitely achieve the settlement between labor and management on the July-1st abolition of Saturday collection and delivery and less than two hours of overtime work, which are the head start for solving this problem.¡± The copartners are ready to sacrifice themselves for the people¡¯s convenient life, which are proved by the monumental achievement of the post office built on their sacrifice, shining with the first place for 15 years straight in public administration service. Chairperson Kim thinks this cannot be overlooked any more. He clarified, ¡°They are all heads of a family ahead of the mailmen. Most of these are the problems solvable simply by recruiting the collection and delivery manpower. The Union will fight to recruit personnel and secure the manpower reserve on the site. We have decided to abolish Saturday collection and delivery and reduce the overtime work within two hours. It is of first importance to work happily for me and my family. The ultimate aim of the copartners weaving throughout the country for the people with pride is to make a happy home. Saying, ¡°We cannot impose sacrifice on these people anymore,¡± Chairperson Kim Myung-hwan promised that the KPWU would go out for them to render a better-quality service by improving the poor working conditions. 

Chairperson Kim Myung-hwan is always labeled with the title ¡®the first-ever doctor from mailman.¡± He, who obtained a doctor¡¯s degree with ¡°A study on factors of intention to leave a job in postal service employees,¡¯ was appointed by the open recruitment of the post office under direct management of Seoul Office in 1986 and then served the Union for a long time. He also served as Seoul direct management Post Office head of health and welfare, Yongsan Post Office federation branch head, communications union director of law and investigation, Korea¡¯s Union director of organization and organizing project, and KPWU vice chairperson and head of policy and planning in succession. Taking the lead in the workers¡¯ enhanced rights for so long, he stopped the public corporation, privatization and incorporation of the postal services in 2009 and 2010, won the independent position system of Korean Post Office and this year drew a successful result from the government in major struggle for pending problems such as recruiting mailmen personnel. This can be explained by the broad ability of Chairperson Kim Kyung-hwan who knows the site and is good at administration. 

We often say that the answer lies at the site. Being experienced with the site, he fought for the trouble of the copartners and studied to correct their difficulties one by one. It is because one can demand honorably only when he knows about the problem and is able to draw an answer. Chairperson Kim put up many public promises. They are matters that must be solved by someone or another. Pleased with the position of heading copartners, he is working out the pending problems one after another. Like this, Chairperson Kim Myung-hwan is exercising fully his drive, passion and leadership as a policy expert but only with his solid thirty thousand reinforcements who are backing him up.
